1. Construction Proposal
1.1. The proposed development is the construction of a pre-fabricated shed, by
“Endurance Sheds”.
1.2. We have not sighted a plan showing the proposed earthworks, but we
assumed that the site will be cut/filled 50%/50%, and the fill will be
compacted sufficiently to support the proposed floor slab for the long term
without adversely affecting it.
2. Site Description
2.1. The site is on the eastern side of the street slopes down to the west
(front).
2.2. Across the proposed building footprint the ground slope varies from
between 4° and 5° in the rear right hand corner (south-east) to about 5°
to 6° in the front left hand corner (north-west).
2.3. Vegetation consists mainly of grasses.
2.4. Between the proposed building footprint and the rear boundary is an
easement, and we have not been fully informed of what the purpose of this
easement is.
2.5. Immediately over the rear boundary are a row of trees.

3. About Your Report
3.1. SMEC were commissioned by the Gold Coast City Council to prepare a
landslip study for the council area. This report was presented to the
council in 1999.
3.2. In 2001, MacGregor and Taylor prepared a paper entitled “A Method of
Slope Stability Zoning”, which was published in Vol 36, No 3 September
2001, Journal of the Australian Geomechanics Society.
NOTE: MacGregor and Taylor 2001, is a referenced document in “SPP1/03
Guidelines-Mitigating the Adverse Impacts of Flood, Bushfire and
Landslide”.
3.3. In 2002, in Volume 37, No 2 May 2002 Journal of the Australian
Geomechanics Society Sadegh-Vaziri and Taylor published a paper entitled
“Implimentation of Landslide Risk Management on the City of Gold Coast”.
This paper links the 1999 SMEC method to the MacGregor and Taylor
(2001) paper, in as much as the methodology is the same, and
recommending that the 2001 MacGregor and Taylor input values be
adopted for the City of Gold Coast, rather than the SMEC 1999.
3.4. From all of the above, because of the similar geology, climate and rainfall,
we believe that using the SMEC 1999 template, with the 2001 MacGregor
and Taylor inputs, that we achieve compliance with SPP1/03 for any area in
Queensland where the geology is similar to the Gold Coast and the Rainfall
does not exceed the maximum limits quoted in the MacGregor and Taylor
paper, and in our judgement and research this applies to this area.

3.5. This approach is also in accordance with the principles of the following
Australian Standard;
AS/NZS 4360-1995 – “Risk Management” and although the SMEC report
predates the Australian Geomechanics Society’s (AGS) guidelines contained
in their paper of 2000 – “Landslide Risk Management Concepts and
Guidelines”, these principles are parallel and can be considered to comply
with the later AGS guidelines. In Section 4 of the 2000 AGS guidelines,
the following advice is offered (in part):
The variety of approaches that can reasonably be adopted to analyse landslide risk
can result in significant difference in outcome for the same situation when
considered separately by different practitioners.
It is difficult to accurately analyse risk for low probability events.
Most of the limitations are inherent in any approach to assessing landslides. Risk
analysis has the benefit of encouraging a systematic approach to a problem and
promoting a greater understanding of consequences. In many situations, an
indicative estimate of the probability of a hazard and an assessment of the
consequences can be readily conducted.
Some of the inputs to the analysis may be largely judgmental.
The risk can change with time, because of natural processes and development.

3.6. To further explain the SMEC principles, the following should be noted;

The relationship between relative frequency and hazard rating is
as follows;

Risk Level
This is the final assessment of the above;
Risk Level Implications VH1 Extensive investigation, planning and
implementation of treatment options essential to reduce risk to acceptable levels.
H2 Detailed investigation, planning and implementation of treatment options essential to reduce risk to acceptable levels.
M3 May be acceptable, provided treatment plan is implemented to maintain or reduce risk levels.
L4 Can be accepted. Treatment to maintain or reduce risk levels should be defined.
VL5 Accepted. Manage by routine procedures.
3.7. SMEC has derived its basic frequency after considering the following;
- Historical data on landslide events
- Observed evidence of type and size of existing landslides nearby
- A review of local rainfall records (for significant events)
- Observation of vegetation re-growth in disturbed areas
- Experience in similar geological and geomorphological situations
- Geotechnical judgment

3.8. MacGregor and Taylor (2001) have adopted the following values for Basic
Frequency;
Coastal area or alluvial river plains = 0.00002
Neranleigh-Fernvale Geology = 0.0004
Volcanic Geology = 0.004
3.9. Geological Survey Slope Stability maps (1981-2001) cover large portion of
the above areas and when applicable they are also referenced. SMEC also
have provided a conversion table from the Geological Survey Maps to their
own Hazard Ratings which when applicable we refer to.
3.10. Frequency Analysis
The recommended inputs for the Frequency Analysis (as recommended by
SMEC) are as follows;

4. About Your Report – AS 2870-2011 Site Classification
4.1. AS 2870-2011 contains a system of classifying soils based on the ability of
the soils to change volume with changes in soil moisture. These classes are
Class “A”, Class “S”, Class “M”, Class “H1”, Class “H2” and Class “E” (“E”
being the most severe).
4.2. AS 2870-2011 also has a “P” classification for sites which include;
• Fill which has not or cannot be certified in accordance with
AS 3798-2007.
• Soft or collapsing soils.
• Mining subsidence problems.
• Slope instability problems, which involve the site being
classified as other than very low or low risk according to
the Australian Geomechanics Society guidelines.
4.3. AS 2870-2011 in Clause 1.3 also has provision to classify sites as Class “P”
if “abnormal moisture conditions” are present. For proposed new
structures, these conditions include;
• Recent removal of an existing building or structure likely to
have significantly modified the soil moisture conditions
under the proposed plan of the building.
• Unusual moisture conditions caused by drains, channels,
ponds, dams or tanks, which are to be maintained or
removed from the site.
• Recent removal or proposed removal of large trees prior to
construction.
• Trees too close to a footing being allowed to continue to
grow after construction. (Reference: CSIRO BTF 18)

4.4. For extensions to existing structures or assessments of existing structures,
these abnormal moisture conditions also include;
• Growth of trees too close to a footing.
• Excessive or irregular watering of gardens adjacent to
house.
• Lack of maintenance of site drainage.
• Failure to repair plumbing leaks.
4.5. In the booklet “The Design of Residential Slabs and Footings” (see attached
references), reference is made to determining a Yst - a variation of Ys
which attempts to quantify the effect of abnormal moisture conditions on
the original Ys. Where we have used this method, this report quotes a Yst
as well as the original Ys and we have stated the new classification for
design purposes (eg. Class “A”, “S”, “M”, “H1”, “H2” or “E”) when
appropriate.

5. Investigation Programme
5.1. We inspected the site and nearby surrounds.
5.2. We consulted the various references, including the SMEC report.
5.3. We carried out a frequency analysis in accordance with the SMEC
guidelines.
5.4. Three(3) test sites were excavated with a 4WD mounted drill rig, in the
approximate positions shown on the attached site sketch.
NOTE: The position of these test sites was not surveyed, therefore their
positions should be treated as approximate.
5.5. Numerous disturbed samples were collected and hand classified.
5.6. We tested the resistance of the strata to a 9kg Dynamic Cone
Penetrometer (DCP), and recorded the results on the attached log sections.
5.7. Three(3) tube samples were returned to the laboratory and tested for their
Shrink/Swell (Iss) Parameter and their insitu soil moisture value.

6. Findings – The Strata
6.1. The strata encountered is recorded on the attached log sheets.
6.2. On the relevant 1:250,000 geological map, this site plots within the
Mesozoic Aged Micro-granodiorite complex.
6.3. No ground water was encountered during our testing programme.
NOTE: This does not exclude the possibility that ground water seepage into
excavations during or after rains will not occur.
6.4. Rock was encountered as follows;
TS No. XW-Rock Auger Refusal 1 NE NE (borehole terminated at 3.5m) 2 1.1-1.3m 1.3m (probable bedrock) 3 NE 2.0m (probable floater)
NOTE: In these granitic based strata’s, the soil/rock interface is variable
(as the above table shows), and rock floaters are also present.
6.5. The samples tested for their shrink/swell parameters were found to have
the following values;

7. Findings – Slope Stability
7.1. Slope stability problems manifest themselves over long periods of time
(sometimes thousands of years) and over a five to ten year period,
inherently unstable land may appear stable, unless an event such as
prolonged heavy rain triggers instability. Pre-existing slope stability
problems are identified through subtle changes in the land form, growth
patterns in trees and the long term performance of man made structures
(nearby buildings, fences, poles, kerbs, roadways etc.). Attention must
also be paid to the soil strata, soil moisture and ground slope.
7.2. There are no nearby man-made features of sufficient age to use as
indicators of previous slope stability issues.
7.3. The trees over the rear boundary in the adjoining eastern property are not
showing any signs that they have been affected by soil creep during their
life span.
7.4. There is no landslip “zonal” map covering this area known to us, at the
time of writing.
7.5. We have carried out the following frequency analysis in accordance with
the SMEC principles;

8. Interpretation of Findings – The Strata
8.1. According to AS2870-2011, the ys of the site is in the 21mm to 40mm
range, because the nearby trees constitute abnormal moisture conditions
according to Section 1.3 of AS2870-2011, rather than classify the site as
Class “M”, the appropriate classification is Class “P”.
8.2. The following allowable bearing pressures are available;
100kPa – At all levels into the natural undisturbed soil profile.
250kPa – 1000mm into the natural clay based strata

9. Interpretation of Findings – Slope Stability
9.1. The purpose of this report is two-fold;
To specify to all stakeholders in this project (particularly any
future owners of the proposed dwelling), the risks as we have
assessed associated with construction proceeding on this site
with respect to slope instability. Our assessment is based on
both our experience and specific guidelines provided by both
the local authority and by the Australian Geomechanics Society.
It is up to each independent stakeholder whether they accept
the risks.
To build a structure which will service the needs of future
owners.
9.2. Based on our findings, we have interpreted the SMEC analysis for the
proposed building footprint as follows;

10. Conclusions & Recommendations
10.1. With respect to slope stability, we have classified the building envelope as
follows;

10.2. The final risks only remain in these ranges providing good building practice
and our recommendations are implemented.
10.3. Our preferred option to retain batters with flexible free draining walls,
which is independent from the superstructure, and our reasoning for this is
as follows;
• If there is a breakdown of behind the wall drainage and pressure builds up
not only will the dwelling be unaffected by this, but a flexible wall such as
a crib wall, boulder wall or a post and wale wall, should not have any
behind wall drainage issues, and if it does, then it will be easier to repair.
• Providing that there is a clear area between the footings for the proposed
structure and the proposed retaining wall, any issues including site
drainage can be instantly identified and repaired with minimum
inconveniences.
10.4. For retaining wall design, the following parameters are applicable;

are applicable;

10.6. Consideration must also be given to ensuring that any proposed site works
associated with this project do not adversely impact on any service utility
in the nearby council easement.
10.7. We believe that the appropriate classification for this site is Class “P”
(according to AS2870-2011), and this “P” Classification is a result of the
existing trees constituting “Abnormal Moisture Conditions” as defined in
section 1.3 of AS2870-2011.
10.8. With respect to the shrinking and swelling potential of the soils, we have
derived a ys in the range of 21mm to 40mm, however the design engineer
must refer to both Appendix H and Appendix CH of AS2870-2011 to
quantify the tree effect on the shrink/swell potential.
10.9. AS2870-2011 also has other specific guidelines, which need to be noted,
detailed and implemented and they include (but are not limited to);
• The builder must establish “good site drainage” from the commencement
of earthworks and maintain the drainage until handover.
• Although we have derived a ys value in the 21-40mm range, we believe
that all plumbing and drainage requires flexible and mechanical joints for
a “highly” expansive situation for ground movements in the order of 60-
75mm.
• The attached brochure by Hedra outlines good site management
requirements for both the builder and owner to adhere to.

11. Report Limitations
11.1. The contents of this report are based on the expertise and experience of
the author, representing the company. Our commission didn't extend to
assessing instability due to previous existing or proposed sub-surface
mining, slope stability or earthquakes, nor did it extend to testing to
comply with the relevant Contaminated Land Act.
11.2. The opinions and recommendations made in this report are based on the
assumption that the test results are representative of the true site
conditions. Even under optimum circumstances, actual conditions may
differ from those reported to exist. Economic and time constraints
necessarily limit the practical extent of any investigation. We therefore
cannot accept responsibility for conditions encountered on this site, outside
the areas tested, which are different to those reported. Where the
attached soil profiles are similar to each other, then we would expect little
variation across the site, so if widely different soils are encountered then a
further inspection of the site and/or further testing may be required. If the
attached soil profiles are different across the site, then variations will be
encountered during footing excavations. In these cases, the design
engineer/client must make a decision whether to extend the geotechnical
budget to do more testing or to cope with the variations during footing
excavations. Regardless of the option chosen the final inspection before
placement of concrete is critical and the person certifying this inspection
should be competent in identification of strata.
