Enable sites to develop their own District intranet pages

More flex in comms and branding for District internet sites

Communications are now looking to rationalise the size of the intranet as we prepare for the advent of SharePoint. Sites should have an evalaution plan in place to establish and demonstrate the return on investment when using this channel, looking particularly at hit rates and time spent on pages. A content managment plan should be in place to keep the site up to date and give people a reason to keep visiting their sites. At some point soon this will have to change to No as SharePoint is introduced.

We would like access to software packages such as Microsoft publisher to enable us to design district JCP products. This facility would enable each district to adapt products to suit local partnership working and reinforce the joined up nature of partner services within our Jobcentres or in partner premises.

19 Dec 12 update: Following further discussions with Comms senior management, we have now agreed a position about development of local products that we feel still enables us to comply with the Cabinet Office Marketing guidelines whilst giving Districts a certain amount of flexibility. This would only apply to low-cost business products which support effective service delivery at local level. We feel that there must be an element of judgement in these cases and I have provided a couple of examples on attached A4 doc to show what type of products we feel could be locally developed. If local managers are unsure as to whether planned products fall into this category or not they should always contact CSEG before they go ahead. If they go ahead and there are repercussions the risk will lie with them and not DWP Communications, unless we have been involved in the process. Please note, any locally produced material must adhere to Departmental branding guidelines etc (see comms centre etc)14 Jan update: All marketing, whether it be internal (apart from signage) or external is subject to exisiting Cabinet Office Guidelines (see intranet for details) and as such districts should use the ERF process to seek approval of any such expenditure and use Departmental ION process to order material. Districts can also make use of the Communication Centre products. The Ops Comms Team are happy to work with Districts to ensure any ERF has the best possible chance for approval.

We want Jobcentres to have a relaxed new look and feel, without compromising security and health & safety. We require local design options that are flexible enough to meet local delivery demands. We want a contract that responds to our local design requirements.

JPEG guidance has now been issued and supports local flexibility, subject to meeting central commercial requirements where they exist, and adopting the key H&S principles that are set out in the guidance.

It is agreed that between Staff and General Non Staff (excluding Employment Programmes) it is “One Pot of Money”. There is a caveat to this which is Demand Management.

In terms of Employment Programmes this is not part of the “One Pot of Money”. The policy intent behind Flexible Support Fund, the largest part of Employment Programmes, does not support automatically allowing this funding to be spent on Staff or General Non Staff.

However Work Services Groups/Districts can put forward business cases, via their Finance Business Partners, for consideration if they have specific ideas that would require using some Employment Programmes funding for Staff/General Non Staff. These will then be considered on an individual basis.

To support a cultural change within our District we put every adviser and manager through the solution focused training events. This was to highlight the importance of doing what is right for the claimant based on their needs, and making sure that we correctly identify what these are. It encouraged teams to move away from process driven behaviour and positively challenge claimants to identify things they are capable of as opposed to focusing on their barriers. This has prepared us for the implementation of Universal Credit and the rollout of Claimant Commitment.

The staff within Glasgow Airport use an app to conduct surveys to gain insight into particular areas of the business. The app is also used on wall mounted iPads in order to determine customers levels of satisfaction by asking them to rate the service they have received red/amber/green for example. This seems like a great way for us to gather claimant feedback quickly.

Flexible Provision Management

Local provision MI transparency. The monthly MI that is available on the intranet is at CPA (contract) level. The national stats, available through the internet and published every six months, goes down to ward level and can be investigated, via the tabulation tool, in a variety of ways. Districts can also speak to their local Performance Managers. District representatives can attend Performance Management meetings - as Observers - and can feed their views into their Performance Manager prior to the meeting.

Due to limited space within Biggleswade JCP we had to use the outreach provided and manage time available in host premises and negotiate with our NCS colleagues who we deliver other Group Info Sessions with.

We book events fortnightly, 12 spaces per event. All new 18-24s are referred by their adviser. Claimants watch a powerpoint presentations covering wage incentive, work experience and all things digital. We email participants self marketing materials for wage incentive, asking them to complete a stencil giving details of work experience they would like to do and the skills they have

Recruitment masterclasses aimed at equipping 18-24 yr old applicants with the knowledge and skills to compete effectively for specific jobs

Accrington Jobcentre introduced 2 hour recruitment Masterclasses aimed at equipping 18-24 yr old applicants with the knowledge and skills to compete effectively for specific jobs. Many candidates had the necessary skills, but failed the recruitment process. Feedback and analysis showed the need for a better understanding of the employer and their recruitment process and interview technique. The recruitment Masterclasses were delivered by Employer Advisers and Advisers, tailored to the recruitment process with the opportunity to practice. Candidates went away from the workshops knowing their strengths and weaknesses and were able to focus on preparation

This was a focused activity, making good use of the additional Adviser Youth Contract support for groups of claimants where a bespoke training course or sbwa would have been more time consuming

We supported a disabled customer in setting up a 50+ workclub. We worked with him to identify gaps in customer needs. The work club offers support and advice for claimants and provides an opportunity to network. Through local partnerships the JC involved the local college to support the workclub and provide premises. On several occasions the work club participants have given a presentation to JC staff, offering a customer insight.

Hold focus groups to identify what older jobseekers perceive to be the main barriers to them obtaining sustained full time employment and how they think JCP can help them achieve that

We identified they wanted named advisers to see them through their journey, a planned routeway from the start of their claim and specialised provision where they could interact with other jobseekers of similar age and experience. Following feedback we set up a 50+ specialised team, brokered tailored provision for IT skills, interview techniques and transferable skills and set up group info sessions following new claim. We appointed a specialised Employment Adviser to work with employers to sell the benefits of the older worker. We got very positive feedback. Throughout this process we worked closely with the Redefining Retirement /Ageing Strategy Division who monitored our performance and provided advice and guidance. Advisers working closely with assistant advisers with a caseload of customers has been rolled out to other teams in the office and District.

Leicestershire and Northamptonshire District

We started this in 2011 and over the past two years have made improvements to the mode based on feedback from both claimants and providers. We could have done more customer insight in the early stages of the project especially when looking at the Employer agenda

Launch Pad (support contract) was underutilised but by modifying so that the emphasis is on support for 50+ claimants. And by targeting the Work Programme Completers it has become a success. A pilot is underway at Barnet, 4 weeks in house training and 4 weeks work placement.

Filled 92% of places available. A claimant has got a job as a Bus driver but will still like to attend classes until his work start date. The remaining of the participants have work placements and 2/3 have had job interviews. Claimant's are motivated and involved in class discussions. Good connection/ rapport between trainer and claimants.

All 50+ events held in single age sessions Met with Prime Cymru who agreed to pilot a 50+ project delivering 1-2-1 support every Friday. Providing help with CV’s, coaching, mentoring, confidence workshops, self employed advice etc. Arranged for Get IT Together to deliver their free computer courses for 50 plus. We have two events every Friday over 5 weeks on a rolling programme. Liaised with the Work Psychologist who designed a scaling questioning tool to help identify barriers/perceived barriers. Advisers contributed to the design and attended a work shop on the appropriate use of the tool. Work Psychologist sat in on interviews when the tool was used and gave feedback to advisors. Used Daily Mirror "Top CV Tips” including Do’s and Don'ts e.g. Don’t reveal your age by dates you attended school, achieved qualifications etc. Do target Large Employers as they may have age quotas to fill. Raising staff awareness, including; Sending the link to Supporting Older Jobseekers Back to Work intranet page to the whole office and discussed its use at communication meetings All staff completed the Supporting Older Workers Work Book Marks & Spencer – IOK & Job-shadowing Prime Cymru Workshop In-house support for claimants, including; Group sessions 1-2-1 support on IAD’s Open diaries Very positive comments from Customer insight, especially around IT and claimants felt they were being listened to. Introduced a tracker for all 50+claimants and a template to identify numbers within each cohort , to enable appropriate actions /provision taken early in their journey. Devised a 50+ PA deskaid/customer expectation/journey. Customer insight shows IT course very well recieved and increased claimant confidence. Also claimants feel they are now listened to

Group Information Sessions at New Claims

The Customer Journey at Watford has been enhanced by Group Information Sessions at New Claims; this allows the claimant to be seen in a group session, have conditionality explained, start the customer journey quickly and identify any signposting from day one. With 18-24 GIS we have used flexibilities and introduced a early morning GIS 8:30am to again enhance our claimants journey .We trialled 1 hour diagnostics against the normal time allowed for 2 months. For new claims the GIS allows diary space to be freed to allow Advisors/Coaches to spend more time with their harder to help customer groups. With the GIS for 18-24 these are smaller groups and it enables us to have a interactive session and to use IAD's and to signpost quicker to the GBW measures to support claimants.

To move from a process where each customer has a 30 minute appointment for WOrk Programme referral to less resource intensive group information session. Each group session to last up to 1hour (including admin work) and to be run by a Band B and a Band C. Individuals get a personal one to one with the PA to be given the referral letter and for LMS to be updated.

The intention is to use less resource to carry out the same amount of work. The outcome will be to free up resource to be used in other critical business areas. The simple measure will be the additional resource available to the office as a result of a smarter process.

South West Wales

Policy view is it is more appropriate to hold an interview as it is a mandatory intervention and therefore should be done face to face individually.

Group Info sessions health check & programmes

The WPCI is followed within a week by a Group Info Session delivered by WP Completer Advisers. This GIS provides the WP Completers with specific details of the activities they will be expected to undertake going forward and the WP completer is referred to a Group Skills Health Check within a week of the GIS (run by NCS on JCP premises).

The NCS Adviser has each WP Completer sat at their own individual IAD where they are given assistance to build a profile on the NCS website, help with CVs and the setting up of UJ accounts if needed. Following on from this, the WP Completers are referred to 1 of 2 programmes. The 1st is a 4 day Learn Direct run Preparation for Employment / Work Skills Focus Workshop. This workshop provides help with building motivation, advice on jobsearch, interviewing techniques, CV completion and help with using UJ effectively. The 2nd involves a check on a persons Basic Employability Skills and then leads on to a range of vocational training. Specific emphasis has been placed on car valeting for claimants with low work skills and issues with English and Maths. Running alongside these 2 programmes is a Work Club for 50+ customers who account for approximately a 3rd of the WP completers in Stevenage. Finally a mini Work Club is run by WP Completer Advisers using the Jobcentre's IADs. The WP Completers are brought in for up to 2 hours per week on a Monday where they are given help with basic IT skills, job search, cv completion and UJ use. A system has been put in place to track any Rapid Reclaims received from WP Completers so intensive interventions can take place to establish reasons for reclaiming. If Rapid Reclaims received from WP Completer who did not complete programme then they are placed back to the point they signed off. Warm / Hot handover process in place with WP Providers, so that local data and CVs are handed over directly between WP SPOC and JCP SPOC - this also includes Case Conferencing on WP Completers before return.

Earlier intervention with ESA customers, starting from week 4 of the claim.

They feel the 91 day target to start interventions is too late. They are to pilot early interventions with ESA customers from week 4 of the claim, making use of Work Psychologists and Access to Work. Although the emphasis on the Pilot will be work or facilitating an earlier return, they hope to see improvements in the ESA Journey as customers will be encouraged to comply and provide adequate evidence at their WCA, which in turn will support correct decisions and reduce Appeals.

This is already up and running. Service Integration (XXXXXXX) have confirmed that Strategic input and consensus was gained at the highest level prior to this initiative going live.

Pilot marker has been obtained and in use since July 13. Early intervention (or Early Engagement as it is now called) has been shared nationally as best practice.

Evaluation has been undertaken in the District.

Outreach PA's working in local communities/libraries providing 1-2-1 support & delivering groups sessions.

Free space negotiated with the use of IT and WIFI. PA's supporting customers with CV completion, jobsearch and UJM registration. Stronger links subsequently forged with customer representative groups providing opportunities to promote Welfare Reform changes and the impact on claimants. Greater engagement with 'harder to help' customers. Off flow exceeded expectation. Now looking to introduce the flexible outreach type support in the Jobcentre. Reduced footfall in a busy JC. Improved relationships with partners. We have recently been offered free space in 3 further communities. The outreach support has enhanced the reputation locally of JCP.

Partnership working - developing geographic strategic partnerships through Community Budget principles

Developed a number of geographic strategic partnerships through Community Budget principles in areas that are either geographically bespoke or where co-ordination of delivery across partners is key to increasing performance. These include: o Scilly Works – bringing together information, support and delivery for DWP customers on the Islands and looking at the impacts of welfare reform and how our customer base might change with the introduction of UC.o Ilfracombe Works – the economic focus of the Ilfracombe Neighbourhood Community Budget pulling together the offer for residents, identifying and addressing gaps in delivery and focus. Up-skiling partners in the back-to-work offer o Torbay Works – working alongside the Torbay Development Agency to link JCP people and customers into future regeneration projects and maximising the opportunities that future growth will bring for unemployed claimants.The District is meeting off-flow targets which is a macro-indicator, however each of the “works” projects will have it’s own evaluation that will demonstrate both short term outcomes and longer term impact

A two year Partnership Campaign to help unemployed young adults into work through collaboration with large, medium and small companies, the MP and partners in Norwich.

Norwich For Jobs (N4J) was launched January 2013, publicising latest vacancies, Work Experience initiatives and Apprenticeships through the internet, social media and local activity. The aim is to halve Norwich youth unemployment in two years and create 1000 new jobs.

Joint WP Case Conferencing

WP providers are attending PWPS case conferencing fortnightly. Instigated as a response to claimants giving inconsistent and inaccurate information to both parties which meant compliance and change in circumstance details were often difficult to identify. This has led to increased compliance referrals. Good working relationships have developed. Able to brainstorm challenging cases and adopt the most efficient approach to achieving a way forward.
