Merriam Webster defines the first one as “the state of being free from danger or threat” and the second one as “the condition of being protected from or unlikely to cause danger, risk, or injury”. Nowadays a door and a lock are not enough any longer. Neither can the police deal with every cases and risks. Threats and dangers are coming from everywhere and are affecting many fields. This mission concentrates on three big categories: banking security, environmental security and fire safety. HUNGARY Hungary has managed to record strong economic growth and to reduce its debt for several consecutive years. The country is among the economically healthier half of the EU countries, as its economy is stable and its growth is driven by consumption. Hungary's economic strength offers an opportunity to move forward with fiscal consolidation conducive to growth. This consolidation would focus on improving the quality of expenditures and the composition of revenues while gradually improving the cyclically-adjusted budget balance. Such a strategy would allow monetary policy to remain accommodative for a longer period of time. The program outlines the main directions of the economic development. “Through the implementation of these priorities the government adds further impetus to the industrial sector, bolsters innovation, helps create jobs and promotes the competitiveness and export of potential domestic enterprises. In order to have a more modern industrial production structure, capable of creating more added value, we must shift towards an innovation-focused economy and the industrial sector must be supported by up-to-date knowledge, research and development, as well as tertiary and vocational education …”

DIGITALIZATION OF SMEsInternet and digital tools become a must in the context of the Digital Single Market strategy. Although the digital revolution affects both ICT and traditional businesses, it puts significant pressure on Small and Medium Enterprises (SMEs) that are relatively more sensitive to global competition occurring within the Internet compared to their stronger, bigger counterparts.

Most of the Hungarian SMEs make no use of e-commerce tools, cloud computing services and electronic information sharing tools. The poor digital infrastructure is another burden. But the most striking finding is that Hungarians seem to forget the digital proficiency that they possess and use at home once they enter their workplaces. Hungary ranks first among the EU28 in social media usage by individuals, but only a very small share of SMEs employ social media services to communicate with their customers. NATO HUNGARY

“Hungary is committed to its membership of NATO and would like to be one of the shapers of joint security”, Minister of Defence István Simicskó said at a press conference on the second day of the NATO Transformation Seminar in Budapest. Mr. Simicskó highlighted the need to increase defense spending, and that it is also important to apply the increased budget more effectively. The Hungarian Government had previously decided to increase its defense spending to 2 percent of GDP by 2026.NATO must continuously adapt to changes in the world. In today’s complex world no nation or organization can provide a suitable solution independently, and accordingly many partners are required.

SMART CITYThe EU asked its member states to reduce their climate impact (reduction of CO2 emissions). By 2020, renewable energies should account for 20% of the EU's final energy consumption. To achieve this common goal, each member state must increase its production and use of renewable energies in the following fields: electricity, heating, cooling and transport.

The concept of "Smart Cities" is intended to use technological advances in order to reduce the ecological footprint of its inhabitants without reducing their consumption. The goal is also to use these advances to facilitate the daily life of the citizens. Moreover, it is important that the inhabitants feel involved (social participation) in the projects of the city. Hungary is aware that there are still some efforts to be made and that is why the Hungarian government is inquiring about other cities, known as "Smart Cities", such as Vienna in Austria and Ingolstadt in Germany. There are still no real "Smart Cities" in Hungary, but some initiatives are set up so that in the years to come Budapest will be a smart city (http://smartcitybudapest.eu/).  The aim of the project is to prove that using the current infrastructure, the city can be further improved with the use of these smart city solutions. It is also important to decrease air pollution, and to save energy; if the streets are empty, lights can be decreased by 40-50%. As the streets are under constant surveillance, accidents can be avoided (three years ago the Budapest Public Lightning Company was ordered to switch on the lights later, and during wintertime it caused many accidents as the lights were sometimes out even though it was dark outside).

Smart cities can experience different types of cyber-attacks, including phishing, malicious code, website intrusions and DDoS. Ongoing smart city project, smart metering. Hungary has got H2020 support in order to start Smart City projects. In Budapest there is an ongoing pilot project in 3rd district.

BANKING SECTORBanking sector: record profit in 2016According to the statistics of the Central Bank, the Hungarian banking sector achieved a record profit of 456 billion Ft in 2016 against a loss of 29.1 billion Ft in 2015. The profit before tax of the sector amounted to 510.3 billion Ft in 2016 whereas it had been 34.3 billion Ft in 2015. The rate of unfilled credits fell by 6.3% in Q4 2016.

Central Bank www.mnb.hu : profit of 54 billion Ft in 2016The Central Bank announced a profit of 54 billion Ft in 2016 against 95 bn Ft in 2015 and 25 bn Ft in 2014 as in 2013. The Central Bank has been a beneficiary since 2013, when Mr. György Matolcsy became its president. The most important task of the Central Bank is to achieve monetary policy instead of producing profit. In 2015, it paid 50 billion Ft to the state coffers following a profit of 100 billion Ft. Given the total profit of 50 billion Ft reached in 2014 and 2013, the undistributed profits of the Central Bank is today around 100 billion Ft.

BANKING SECURITYNew technologies are more and more present in our life. We use smartphones, computers and are lost without Internet connections. Most of the banks offer online banking services which can be used to: access account information, review and pay bills, transfer funds, apply for credit, recharge prepaid services, e.g.: mobile phones and foreign exchange transfers. Electronic banking saves you time and offers a range of new services. Sometimes we could ask ourselves where these progresses will stop. But it is the same for hacking. Everything we do, everywhere we go, all our data’s are followed and our private information stolen.

Cyberspace and its underlying infrastructure are vulnerable to a wide range of risk stemming from both physical and cyber threats and hazards. The number of actors operating from anywhere in the world, makes it hard to secure the cyber networks and consequences can be disastrous. Banking and financial frauds are common, hence the need of a secure, compliant and cost-efficient IT infrastructure, meaning among others a good firewall and high-performance safety software. CYBERSECURITY is the body of technologies, processes and practices designed to protect networks, computers, programs and data from attack, damage or unauthorized access.

ENVIRONMENTAL SECURITYThis category relates to, as defined by the millennium project, public safety from environmental dangers caused by natural or human processes due to ignorance, accident, mismanagement or design and originating within or across national borders.The aim here is to pay attention to energy, industry and transport, waste and pollution, the ecosystem and the aquatic life to give only a few examples.

ENERGY SECURITY - PAKS II Energy is a controversial issue in many countries. Belgium has two nuclear power plants and Hungary has just obtained the approval of the European Commission to build two more nuclear reactors on the site of Paks II. http://www.mvmpaks2.hu/en/default.aspx . Russia will largely finance this expansion. Moreover the engineering, procurement and construction contract for the new reactor units were awarded to Nizhny Novgorod Engineering Company Atomenergoproekt (NIAEP-ASE), a part of Rosatom (the Russian Federation national nuclear corporation). Forty percent of electricity production in Hungary is provided by the country’s sole nuclear power plant located in PAKS, approximately 130 km south of Budapest. The nuclear power plant creates jobs and thus plays an important role in the development of the region. Paks II is the basis for the safe and competitive supply of electricity in Hungary for the long term.Paks 2 NPP : New Nuclear Plant will be built by Rosatom. Delivery from RU and EU, the ratio of origin of the goods not yet published.Paks NPP, the existing Nuclear Power Plant, ongoing projects in example diesel retrofit, after Fukusima assessment.

ENERGY SECURITY - PIPESHungarian Gas Transit Ltd., a member of MVM Group http://mvm.hu/mvm-group/?lang=en considered the construction of the Hungarian segment for the Hungary-Slovakia Gas Interconnector, a pipeline that would increase regional energy security by diversifying transit routes. Financed in part by the European Union, the project is a key element in the north-south integration of Central European markets. The pipeline has now been operational for about 12 months.

WASTE MANAGEMENTCentral and Eastern Europe (CEE) is enormously behind Western Europe in implementing necessary changes to its waste management sector. Hungary has set up a National Environmental Protection Program. The aim is to decrease significantly the amount of waste generated (paper, plastic, metal, glass, organic, textile) and recycle more. This program goes in the same direction as the Objective 2020.

A new National Waste Management Plan has been created for 2014-2020. The newly established National Waste Management Directorate’s (OKTF NHI) http://www.szelektivinfo.hu/en/ is a public coordinating body whose main obligation is to ensure transparent, predictable, traceable and accountable waste management system in Hungary. In Hungary, the municipal waste generation rate is around the EU average, but higher than the generation rates of other Central European countries. WATER MANAGEMENTThe core activities of the almost 150-year-old Fővárosi Vízművek Plc. FIRE SAFETYFire safety is a group of equipment and/or behavior designed to reduce the risk of starting a fire and the risk of injury in case of a fire. The task of fire protection is to minimalize the danger of fire, protecting human life and material goods. This task is completed by the cooperation of the three fields of fire protection: fire prevention, fire protection and fire detection. It includes three areas of professional disaster recovery: fire protection, civil protection and industrial safety.

National directorate general for disaster management, Ministry of the Interior (NDGDM):law enforcement body with a national competence, whose main function is to protect the lives and the property of the population living in Hungary, to insure the safe operation of the national economy and to protect the elements of the critical infrastructure.The prevention of disasters is a national issue.

Fire Protection: The aim of fire protection, which functions as a defining and organic part of public safety, is to provide appropriate solutions to the actual problems of real life with the help of laws and standards, as well as to protect citizens and create the conditions for efficient firefighting and technical rescue through the consistent observation and enforcement of fire protection regulations, while ensuring the fundamental safety of the intervening corps.

Civil protection: is the protection of the population, thus the protection of material goods necessary for survival and subsistence, the elimination of the effects endangering these, and the necessary organizational, planning and preparatory work.

Industrial safety: the supervision of hazardous plants, the control of the transportation of dangerous goods, the protection of critical infrastructures, and averting nuclear accidents.
