Services and Programs: Free Choice Food Pantry – enables adults to choose about four days’ worth of food for their families. The Home Store – Located at 590 West 5th St., the Home Store offers furniture, household goods, and books, in addition to a large selection of clothing for the entire family. It enables them to provide necessities to families referred to them by EA and other relief agencies in the county free of charge.

Senior Citizen Assistance Line (SCAL) – helps senior citizens, their family, friends, spouses or caregivers find needed human assistance organizations meet seniors changing needs.
Medical equipment loan closet – Keeps gently used walkers, crutches, shower chairs, and other equipment on hand for folks who cannot afford to buy what they need. They also have diabetic, wound care, and disposable adult incontinence supplies to share.

Home repairs and handicap accessibility – are provided for seniors over age 60 who cannot do the work themselves or can’t afford to pay for the work to be done. The RCCCC staff work with teams from all over the U.S. to build ramps, install grab bars and handrails; repair steps and roofs to make homes safer.

Mission: It is the mission of this agency to help the low income population in our service area determine problems and needs in their communities. The agency then designs and operates programs that will help consumer representatives (client sector) have access to skills and opportunities necessary to become self-sufficient. To accomplish our mission, we help people help themselves by providing services which enable them to develop marketable skills, reduce barriers to employment, teach living skills, improve living conditions, and improve the quality of life.
Vision: Our vision is for everyone in our seven-county area to have equal access to the education, jobs, housing, health care, and nutrition necessary for self-sufficiency. Further, we envision strong, well-adjusted families

History: Four-County Community Services opened its doors in 1964 with the goal of improving the living conditions, economic opportunities, education, and general welfare for people of all ages living in Richmond, Robeson, and Scotland Counties. Over the years, Four County Community Services has grown to include seven counties.

Programs: HARRP - Heating Appliance Repair/Replacement Program –
Harp is a program for people who are either renting or own a home who are either experiencing difficulty in paying their utilities by making sure that their home is properly insulated and weatherized or who have appliances or heating and air conditioning that has stopped working properly.
Fess Program – The Fess Program, which is provided through the Community Service Block Grant, offers families empowerment and self-sufficiency through services such as:

Executive Director: Rev. Mac Legerton
Mission: to organize and empower individuals, families, communities, and
institutions in order to unite and improve the quality of life and the equality of life in
Robeson County and Southeastern North Carolina.
History: Mr. Legerton and his wife founded the Center for Community Action in
1980 to address the root causes of poverty. Throughout the history of CCA, it has
organized grassroots and professional people and institutions in partnership to
challenge and end discrimination and injustice. CCA is one of the oldest multi-racial
and multi-class organizations.
Overview: Mac Legerton describes CCA as a place of transformation, and that there
are 8 levels of transformation which are focused on. These levels consist of the:
individual, family, community, institutional, systems, moral/spiritual, and cultural. Mr.
Legerton also describes CCA as being on the forefront of systems change in Robeson
County.
Programs:
Sustainable Communities Program - community, economic, environmental
and green energy development projects, which consists of the following:
Robeson County Career Pathways Program – CCA is currently working
with Grace Court Residential Treatment Center for women to empower men and
women to gain the skills necessary to escape poverty by providing services such
as: life skills training, employment services, and money for school, which is
allocated from the Career Pathways Fund. CCA works with 350 per year in
obtaining these services.
River Way Outdoor Adventure and Education Center – a 4-acre center
located along the Lumber River and hosts canoe and kayak eco-tours, camping,
field trips (educational), birthday parties, family reunions, community gatherings,
and festivals.
Jobs for the Future – A program designed with collaborative planning and
projects to sustain and expand jobs of the local and regional economy.
Rural Education Advancement (REAP) Program - A project to improve
public education.
Learning Together and Family Support Program - An evidence-based
practice model school readiness and family literacy program.
Philanthropy of Community Pathways Program - A model program that
identifies and advances the giving of time, talent, and treasure in rural and non-profit
settings.
Feast Down East – Southeastern NC Food Systems Program – Focus is
on supporting limited resource farmers in becoming resourceful.
Take CARE (Community Action, Research, and Education) –
coordinates semester and summer internships, service learning, and alternative break
programs with local schools and throughout the nation for students.
Funding: CCA is a private, non-profit organization that began with 100% private
funding 33 years ago. However, they have transitioned to 50% private and 50% public
funding. CCA is currently working on the development income-generated programs for
the future.

Mission: Provide and share solutions that promote the well-being of children and
families in need of a second chance.
Vision: Ensure that each child has the opportunity to succeed.
History: Eckerd is one of the largest privately-funded nonprofit youth and family
service organizations in the United States and a national leader that has given second
chances to more than 100,000 children since 1968. Eckerd provides a full continuum of
life-changing behavioral health and child welfare services to 11,000+ children and
families annually. Eckerd has remained successful throughout its 40+ year history.
Eckerd of Lumberton was established in 2011.
Overview: Eckerd’s community-based services in Lumberton, N.C. are designed to
address the emotional and behavioral needs of youth and their families as a juvenile
justice dispositional alternative. Youth are referred in the following situations: (1) to
maintain youth in their communities as a dispositional alternative to residential
placement; (2) to maintain youth in their community while they await residential
placement; (3) to provide support and services to the family while the youth is receiving
treatment in a residential placement; and (4) to provide transitional services for youth
returning to their home communities from a residential placement. The services
offered are family-focused, highly effective, cost-efficient, and evidence-based.
Staff: Community Intervention Manager, Licensed Clinical Specialist, and four
Community Intervention Counselors who maintain an average caseload of 12 youth.

Adolescent Parenting Program – The Eckerd Adolescent Parenting Program
helps both fathers and mothers by teaching them practical life management and
parenting skills.
Eligibility Requirements:
First time parents who are 19 years of age or younger at the time of
enrollment
Enrolled in school or an equivalent education program
Pregnant adolescent may be enrolled at any stage in their pregnancy
Strengthening Families Program – An evidence-based family skills training
program designed to increase resilience and reduce risk factors by improving family
relationships, parenting skills, and improving the child’s social and life skills.
Population Served: Children ages 6-11 (and their parents/caregivers) who reside
in Robeson County and who are:
High-risk of abuse, neglect, or abandonment
High-risk of substance-abusing parents
Features:
Evidence-based family skills training and support services delivered in
a group setting of 8-12 per group and provided at no cost to family
Group facilitators to be trained in Trauma Informed Care
Length of program is 16 weeks
Group sessions to be held on Thursday evenings at the Pine Street
Senior Care Center in Lumberton, N.C.
Meals and child care to be provided during weekly group sessions
Transportation to be arranged for families as needed

Social Services (DSS), and North Carolina Department of Public Safety/Division of

Client Services: 24-hour crisis line - All services begin with the crisis line. The Rape Crisis Center has live phone operators who answer anytime the staff is away from the office. Callers have a choice to either leave a message or they ask to speak to an advocate immediately.
ER Support – Staff and/or volunteers go to the emergency department at SMRC to offer assistance and support during the medical treatment and evidence gathering process.
Victim/Family Support – Clients and family members are free to contact the agency at any time after the abuse. The agency will also schedule or refer clients/family members for counseling when needed.
Information/Referral - The Rape Crisis Center keeps extensive information about other services and programs available locally or across the state or nation. They also can help people find information about the many different issues or areas of interest related to sexual violence.
Education Services:Awareness Programming – The Rape Crisis Center will attend health fairs, employee wellness fairs, or community events and set up an information table. The agency’s goal is to make as many people in the community as possible aware of the issue of sexual violence, the agency’s services, and their role in making the community safer.
The Rape Crisis Center will also work with classes, church or civic group, or residents groups to create a one-time program that focuses on more detail about the agency or a special topic.
Primary Prevention Programming – The Primary Prevention Program is specially funded and is focused on addressing issues that lead to sexual violence happening…before it happens. Some of the programs have included: working with church youth leaders to create programs which address healthy relationships; teaching moms to model healthy relationships for their children, as well as age appropriate ways of teaching their children about healthy and responsible sexuality; and teaching coaches ways to use sports to reinforce respectful behaviors.

The purpose of the Maternity Clinic is to improve the health of women during pregnancy and reduce infant mortality and morbidity. Services include:
Assessment and management of the pregnant woman during her prenatal experience
Referral for Medicaid eligibility determination/WIC enrollment
Pregnancy Care Management by a qualified Pregnancy Care Manager
Nutrition consultation by on-site registered dietitians
Smoking cessation counseling
Infant feeding education
Childbirth education/parenting classes taught by a Public Health Educator
Pregnancy Care Managers help pregnant women maximize opportunities for healthy pregnancies resulting in healthy babies.
Pregnancy Care Managers work with the client from initial enrollment until the end of the month in which the 60th postpartum day occurs.
Any woman in Robeson County who is in need of maternal health care is eligible for participation in the program. Appointments are necessary and costs are based on income.
