Eskom Holdings SOC Ltd (“Eskom”) invites you to submit a:

Request for information (RFI) to submit information for the works/goods/services as stated in the table. This RFI is a stand-alone information-gathering and market-testing exercise, intended only to inform and assist Eskom’s further deliberation and development of a strategy for the Procurement and Installation of an Advanced Oxidation Process(AOP; preferably Catalysed Hydrogen Peroxide/Ultraviolet (UV), but alternatives will be considered, excluding organic scavenging resins) organic removal system at Medupi Power Station.

1 INTRODUCTIONMedupi Power Station will be required to receive and treat raw water with elevated organic concentrations. The raw feed water is initially treated to potable water standards, and thereafter the major portion will be further treated to high purity demineralised water quality for steam/water process requirements on supercritical boiler units. The water treatment plant consists of clarification, ultrafiltration, membrane demineralisation (in the form of a double pass {permeate staged} reverse osmosis process), gas transfer membranes and continuous electro-deionisation (CEDI) (as polishing of the demineralised water).

The membranes utilised throughout the treatment process have low tolerance to organics (specifically humic acids and biopolymers) necessitating the inclusion of an organics removal system in the Water Treatment process. A request is therefore being made for information on solutions for organic removal in natural raw water from the Crocodile West water system, noting the seasonal variations in the loading.

2 BACKGROUND

2.1 OBJECTIVE

The aim of this Request for Information (RFI) is to determine whether there are suppliers/contractors in the market that are capable of providing a solution to the delivery and construction of an Advanced Oxidation Process, preferably based on Catalysed Hydrogen Peroxide/Ultraviolet oxidation system (but alternatives may be proposed) , with the necessary ancillary equipment, together with the estimated costing.

The location of the system, post clarification prior to Ultrafiltration vs post ultrafiltration, depends on the capability of the proposed organic removal process.

2.2 SCOPE

The requirements for the organics removal system are as follows:

1) A detailed raw water statistical analysis is provided in appendix A. (sampled monthly)2) The characterization of the organics is provided in Appendix B.3) Approximately 20% of the Humic acids (about 44% of TOC) are expected to be

removed across the clarifiers. 4) The organic removal system is required to remove as much of the remaining humics

as possible to an absolute outlet maximum of 5ppm TOC, as well as 100% of the biopolymers. The Contractor shall indicate thequality of the outlet stream following the organic treatment process as per the characterization indicated in the table in Appendix B

5) The contractor is expected to propose the best suitable location for the organic removal technology. A process flow diagram of the currently installed Medupi Water Treatment Plant is attached: Appendix B. It shall be noted that it was the Employers initial intent to install organic scavengers downstream of the UF, however alternative locations that will suit the entire water treatment process shall be considered.

6) The feed flowrate requirements are as follows: UF inlet is 1500m3/hr, UF outlet is 795m3/hr

7) Provide information on turndown capacity of the system8) Provide information on the estimated volumes and quality of waste streams

generated9) Provide a process flow diagram of the system clearly defining the battery limits10) Provide a process description with high level operating philosophy of the system11) Highlight any process constraints / limits that impact the operation of the system. 12) Indicate utility requirements (chemicals, power, water, air, etc.)13) Indicate if the proposed system will be compatible with Alstom software programs14) Provide details of the footprint / civil requirements

15) Provide case studies and information on reference plant where the technology has been employed with process information showing plant performance

16) Provide a budget capital cost for installation (mechanical, civil, and electrical work must be included).

17) Provide a budget operating cost for the system18) Provide information on the expected maintenance requirements regarding lifespan of

consumable items, etc. where applicable. 19) Indicate the estimated lead time for the delivery of the equipment.20) Indicate any exclusions from Contractor’s supply

2.3 SITE INFORMATION

It must be noted that Medupi is a construction as well as an operating site, i.e. there are certain systems in service. The Water Treatment Plant is one of the plants in operation. The expectation is the AOP system must be designed and constructed with minimal requirements for tie-in (limited downtime on the water plant). The site conditions are provided under Appendix B.Any site information not provided but required for the design and operation of the system shall be evaluated and/or obtained by the supplier.

C4: Site InformationGeneral

The Project Site for Medupi Power Station is situated approximately 15km west of the town of Lephalale which is located in the Limpopo province of South Africa. The approximate location and access routes are shown in the following figure.

Climate

Lephalale is situated in the summer rainfall area of the Waterberg. It has a climate of hot summers and fairly cool winters which is typical of that of the Limpopo province.

The climate of the area is semi-arid, with a mean annual rainfall at Lephalale of about 550 mm. Temperatures are high, with the mean daily maximum approaching 30°C and the absolute maximum exceeding 40°C.

The official Weather Bureau’s general description of the climate in the Limpopo Province is as follows: “The climate is semi-arid and hot in the Limpopo and Olifants River basins but more humid and somewhat cooler on the Waterberg plateau and Soutpansberg. Days are often very

oppressive in summer, whereas winter nights can occasionally be decidedly cold. Frost is rare but occurs on the average during the months June to August.”

The nearest official weather station is situated at Marnitz, the climate of which is reasonably representative of the Lephalale area. Any further specific details of the local climate are obtainable from the Weather Bureau.
