UK Contingent Support Team 24th World Scout Jamboree

Introduction to the Jamboree and UK Contingent Team

A World Scout Jamboree is a world Scouting event for young people aged between 14 and 18. The 24 th World

Scout Jamboree will take place in USA during July and August 2019. The event is being hosted by the Boy Scouts

of America, Scouts Canada and Scouts of Mexico. This is the largest event delivered by Scouting worldwide and

45,000 young people and adult volunteers are expected to attend from over 150 countries. The Scout

Association UK is planning to send a contingent the size of 10% of the total attendance at the Jamboree, exact

numbers are yet to be confirmed by the Jamboree Organisers.

The Jamboree site is The Summit Bechtel Reserve in West Virginia and the dates of the event are 22 July – 2

August 2019. As a UK Contingent we will also be adding on additional post event experiences (for more details

please see the post-event and HoHo role descriptions), exact dates to be confirmed (subject to agreement with

Operations Committee).

Following the appointment of the Contingent Management Team, there are now some exciting opportunities to

join the Contingent Support Team (CST). Members of the CST will work in partnership with senior volunteers,

the Events Team and other HQ staff to deliver this unique experience for young people and adults from all parts

of the country.

Personal specification

Between them, Contingent Support Team (CST) members will need skills and experience in a range of

disciplines. However, this does not mean that all members of the team need all the skills and years of

experience, so applications are encouraged from anyone with any of the relevant skills and regardless of their

length of Scouting/Guiding involvement.

Any member of The Scout Association or Girlguiding aged 18 or over on 11 th March is eligible to apply for these

roles.

During the application process you will be asked to demonstrate that:

- You understand and are committed to delivering the vision for the contingent as set out above.

- You can manage multiple tasks simultaneously and meet deadlines;

- You are able to build good relationships and work effectively with other volunteers and staff;

Role Information and Requirements

The Contingent Support Team, or CST, is a team of volunteers who will support the Contingent Management

Team to deliver the Jamboree Vision for the UK.

The work streams within the CMT are subdivided as follows:

Deputy Contingent Leader - Contingent Engagement (Andy Rosam) will oversee:

- Youth Engagement – Jo Haynes and Sean Stacey (role share)

- Communications – Stuart Card

- Pre/post event* - Peter Wilson

- HoHo - Home hospitality/hosted hospitality* - Andrew Bolton

*Please note that specific deliverables of these roles are subject to these elements of the Jamboree Experience

being approved by the Events Steering Group and subject to agreement with the Jamboree Organisers.

Deputy Contingent Leader - Contingent Development (Jon Richards) will oversee:

- Personal development – Cath Wright

- Unit support (including mental and physical welfare) – Tim Haggett

- International Service Team (IST) support – Richard Holmes

Deputy Contingent Leader – Contingent Operations (Antony Streets) will oversee:

Practical PointsThere are a number of more practical considerations to bear in mind before applying for this role. A summary

of these is provided below:

- As a CST member you would be expected to commit approximately one weekend a month (or part of) over the next two years to attend your own training, contribute to your chosen areas of work, attend the Unit leader training events and visit Units to support them in their preparations.

- You will need to commit to attending the Jamboree itself and will be out of the country for

approximately three weeks in late July and the first half of August 2019.6

- Contingent Support Team will pay full fee equal to the IST fee (highest travel inclusive option). Actual

cost TBC.

Role Description

The primary role of members of the CST is to work with a designated member of the Contingent Management Team (CMT) to provide support to the UK Contingent to the 24th World Scout Jamboree

All CST members will work to support Jamboree Unit leadership teams and the youth members of those Units, members of the International Support Team; and perform ‘day to day’ tasks during the event as required.

In addition, each CST member will provide support in one or more of the following areas:

● Unit support (Preparation, Unit monitoring, specific support);● International Service Team (IST) Support (Preparation, issue management);● Travel (Working with travel provider, travel management and coordination);● Post – Jamboree event and home hospitality (Preparation and coordination);● Communications (To deliver accurate, timely and inspiring communications about the Jamboree);● Personal Development (to help support and monitor the personal development of the contingent);

or● Specialist support (medical specialists).

Key Tasks

● Work as a member of the CST to provide support to the UK Contingent during planning and preparation for the event, on event and after their return home.

● Attend and take an active role in all UK Contingent events, such as Unit Leader training and provide support as required.

● Undertake areas of work both prior to, and at the event, as agreed with your CMT designated member.

● To provide pro-active support to all members of the UK Contingent.● To promote the Jamboree to internal and external audiences as an excellent international programme

opportunity for young people.● To act as an ambassador for UK Scouting and the UK Contingent.● To respond positively to perform other tasks as required by the CMT.

The CMT are committed to providing a balanced CST and whilst experience of the above may be helpful in some roles, applicants should not exclude themselves from applying on the basis of lack of experience alone

CST Work Areas

There are a range of work areas that the CST will support. Each will be headed by a member of the CMT and will be key to the operation of the UK Contingent. In addition to their primary role there will be a range of other tasks all CST members with help with.

As part of your application please indicate if you have any preference on these areas.

The areas are outlined below:

Unit Support This team will be responsible for liaising with the Jamboree Units, assisting them with their training and preparations, providing them with information and being a first line of contact with the CMT.

As a member of this team you will carry out this role both before and during the event as well as undertaking a share of the ‘day to day’ task of the CST. The key skill required is the ability to build up trusted relationships with Unit Leaders and a ‘can do’ attitude to help them respond to a diverse range of circumstances and challenges they will face.

All CST members will do some elements of Unit support, particularly prior to the event.

IST support The International Service Team or IST is made up of adult volunteers from all over the world. They pay to attend the Jamboree and run all activities and services on behalf of the organisers. During the Jamboree they will be managed by the event organisers in North America but also form part of the UK Contingent. The IST will typically go to the event as individuals and so need a different type of support from Units in the build up to the event.

The IST support CST will provide specific support to IST both before and during the event.This will include supporting events for IST including selection and training events, as well as meeting the support needs of the individuals forming the IST. The key skill therefore is the ability to be able to build effective relationships with and then be able to support a diverse range of people. Some experience of supporting people remotely is desirable but not essential.

Travel As well as transporting the thousands of members of the UK Contingent to and from North America, they will also need transporting internally within North America (and potentially Canada and Mexico) to and from both the Jamboree and any Post-Event and Home Hospitality sites.

A travel company will be appointed to make bookings on behalf of the UK Contingent. However, the CMT lead and CST members, working together, will lead the planning and directing of this work in close relationship with the travel company, as well as the communications with Units, IST and the Contingent Team regarding their travel plans.

Key tasks of the role will be managing the travel operations centre during peak travel times for the UK Contingent and also contingency planning

The role requires someone who is highly organised, able to manage data with high accuracy in a number of formats and able to work under pressure.

A good knowledge of the geography of both the UK, US, Canada and Mexico is also desirable.

Post – Event and Home HospitalityThe UK Contingent is planning on holding a post event which is likely to take place over 2-3 days (location to be confirmed) This event will be managed by the CMT lead with the support of CST.

The CST member will support the CMT lead in the planning of the event, including the provision of accommodation, food, activities. On the event itself the CST member will be involved in supporting the management of the event as well as liaising with other members of the CMT and CST to make it an integral part of the Jamboree experience for participants.

It is our intention that every young person within the UK Contingent will also have the opportunity to participate in home hospitality as part of their jamboree experience.

The CST supporting this role will work with the CMT member to secure agreement with hosts and manage communications with them, and assist Units in their planning and preparation for their experience.

The key skills required for this areas include the ability to communicate effectively, be highly organised and an ability to work well on your own initiative. Experience of event management is desirable but not essential.

Communications The UK Contingent communications team is responsible for delivering accurate, timely, inspiring and relevant information about the Jamboree to UK Contingent members, Scouting in the UK and a wide range of external audiences.

Individual members of the UK Contingent communications team will be responsible for leading and delivering specific aspects of the UK Contingent communications programme, with support from the UKHQ communications teams and other contingent Members.

Given the specialist skills required for some of the roles, it is not considered necessary for all members of the communications team to be part of the wider CST, or will the individuals be required to attend the Jamboree.

A separate process will run in parallel to CST recruitment for these roles, and it is hoped that the individuals will be in place ahead of selection of the remainder of the CST.

All roles comprising the Communications Team are presented below and further information about the roles not forming part of the CST are labelled, and applicants should refer to the accompanying “International Contingent Opportunities: Communications Teams”.

The communications team will comprise, three sub teams and the roles of the team are set out below:

● Digital Communications o Social Media (CST role): The UK Contingent wants to provide exciting and relevant information to

all members of the contingent through its social media platforms. The role will be responsible for planning, delivering content and managing UK Contingent communications across its range of social media platforms to ensure we will deliver 21st century communications.

o Website Editor (not a CST role): The vision for the UK Contingent website (ukcontingent.co.uk) is that it should be one of the primary tools for keeping all members of the UK Contingent up to date and can be a source of all relevant information for their role and to answer possible queries. The role will be responsible for managing, developing and improving the existing website.

● Design and Editing Teamo Graphic Designer (not a CST role) The role will be responsible for managing the UK Contingent

brand and visual identity to deliver fantastic on brand communications, promotional materials and equipment.

o Copywriter / Editor (not a CST role): The role will be responsible for providing the “voice” of the UK Contingent and that all formal communications are in the contingent’s tone and meets our brand values. They will be responsible for the final proofreading and editing of all UK Contingent communications, so an eye for detail is essential.

● Listening Teamo Engagement (CST role): Part of the UK Contingent Vision is to provide “unique international

adventure shaped by young people”. To ensure that the vision is shaped by young people, this role will be responsible for ensuring engagement communications with young people and adults alike in the contingent. Part of the role may be to support the organisation of events and forums for young people of the contingent. A creative approach to problems and experience of how best to communicate with young people are considered essential skills for the role. The role will be jointly supported by the CMT for Communications and Youth Engagement.

o Communications Support (CST role): To develop and support a network of Assistant Unit Leaders with specific responsibility for communications (“Communications Champions”), planning and delivering specialist training and as well as sharing best practice and ensuring a link between Units and existing local communication structures to ensure “on-brand” local PR coverage and providing information to local Scouting. The role will work closely with UKHQ Teams and be responsible for maintaining links across the UK Contingent Team and development of training of communications skills for young people.

Applications from those with additional skills in regard to digitization of information, visualisation of communications and experience of development of e-learning/apps are also welcome.

It is likely that a number of standalone projects will be undertaken by the communications team, including the delivery of the Join-in-Jamboree project. Expressions of interest to be part of delivery of such projects should be included on your application form including any relevant communication skills or experience.

Personal DevelopmentOne of the key focuses of the UK Contingent for this Jamboree is the personal development of all members of the contingent. We are committed to this experiences equipping every person with skills that they can carry forward both within Scouting and beyond.

The CST for Personal Development will be responsible for the implementation of the personal development plans across all of the Units, IST and UK Contingent Team and recording progress being made and recorded.

being invited to selection during the week commencing 20th February.

The selection event will take place on 11-12th March at Thriftwood Campsite in Essex. It is a 24 hour selection

event, all candidates will be required to camp. Travel expenses are to be met by the individual. Any additional

requirements will be discussed once candidates have been shortlisted.
