03.18.030 County and District Councillors Reports:

a) District Councillor - Cllr L McWilliams’ report (Appendix A) b) County Councillor – Cllr A Goggin gave his report. He also gave a summary of how many vehicles were out gritting

and snow clearing the roads in Essex. He explained that the new council tax figures are now available and that discounts still apply if certain criteria are met.

03.18.032 Correspondence:

a) Letter from member of the public requesting reduction of construction traffic. JH declared a non-pecuniary interest. Member of public advised to write to TDC with his concerns. Proposed by Cllr Taylor, Seconded by Cllr Edwards, Resolved: Clerk to write to TDC to ask that pending and future Construction Management Plans from developers when considered, to take into account to avoid large lorries passing through the village and also over the railway crossing.

b) Letter from member of the public regarding: 1. leaning telegraph pole rear of Chapel Terrace 2. condition of track at rear of Chapel Terrace 3. Request to consider a speed camera along Heckford’s Road. Clerk to respond and send copies of correspondence to Cllr Goggin and Cllr McWilliams 1 – The member of public needs to speak to UK Power Networks. The Parish Council can do nothing. 2 – When the weather improves the Parish Council will carry out the usual maintenance in the usual way. 3 – The member of the public needs to write to ECC as the Parish Council is not responsible for this. It is unlikely the Parish Council will support such a proposal.

c) Great Bentley Show – Chairman gave permission given to hold show on 1st September on the Green and to erect advertising boards on the Green beforehand.

d) Great Bentley Gardening Club – Chairman gave permission to hold a plant sale on the Green on 5th May and to erect a sign board on the Green beforehand.

03.18.033 Finance: a) The monthly expenditure report was approved (Appendix C)b) The Clerk reported the bank reconciliation at 28th February 2018 has not yet been completed as the bank

03.18.038 Proposal for bollards Morella Close/Plough Road: Proposed by Cllr Plummer, Seconded by Cllr Balbirnie, Resolved: The Parish Council support the installation of Bollards. Request that the Parish Council has the opportunity to choose the bollards to match the railings opposite and that they have reflective strips. Clerk to write to TDC

03.18.039 Parking outside the Sycamores:Following a discussion of the suggestions put forward by TDC, Proposed by Cllr Taylor, Seconded by Cllr Edwards, Resolved: the Parish Council is in favour of moving the layby slightly along the Green to opposite the Sycamores and returning the previous parking area to the Village Green. Clerk to write to TDC.

03.18.040 Grass Cutting:i) Secondhand Rotary Mower: See 03.18.036ii) Replacement New Tractor & Mower Update: Defer to next meeting

03.18.041 Replacement Play Equipment:Cllr Taylor presented his report. Large pictures of equipment were reviewed by the Councillors and members of the public. It was determined by the Councillors:1. To consider metal not wooden equipment2. To negotiate with suppliers3. Pass a resolution Proposed by Cllr Taylor, seconded by Cllr Plummer, Resolved: to use all accumulated S106 money to be spent on children’s play equipment and adult exercise equipment. The final proposals to be taken to the primary school for the children to see. (Appendix D)

Public Questions:

A member of the public informed the Parish Council of a project which will get match funding from the Community Reach Project. She has arranged a coffee morning in March to raise funds for new Christmas lights for the village. The Chairman said on behalf of the Parish Council this is an excellent idea, thank you.

A member of the public praised the new owner of the property in Southside for his forthcoming actions to level the track. He also wished to thank all those who have helped to keep the village going during the bad weather – for example the farmers, shops and doctors surgery.

Annex A

TENDRING DISTRICT CONCILLORS REPORT Consultation on changes to Refuse CollectionThe time has come for TDC to renew its Refuse Collection Contract.One change could be that Wheelie Bins are introduced to the majority of households in Tendring, which would include Gt Bentley. At present Black Bags are collected on a weekly basis, but if the Wheelie bins are introduced there would only be the need to collect on a on a fortnightly basis. Because residents now separate food waste, cans, paper, cardboard and at present some plastics, the contents of the Black Sack are far less, the black sack refuse is referred to as residual waste, is the reason the Wheelie bin need only be collected fortnightly, it also holds the equivalent of four black sacks. There would not be the need for residents to use a black sack as waste could go directly into the wheelie bin. The current service TDC has would in future cost £400,000, which is not sustainable. So TDC needs to look at the most cost efficient way to keep its collection costs down and this is one way it can be achieved.The recycling waste would continue as it is at present and the food waste would still be collected on a weekly basis.The consultation runs until Friday 16th March. I have followed this up with our officers at TDC as I too only last week when walking the dogs saw, what I can only describe as a rally type car with flashy type fins to the rear of the vehicle.One of our senior officers has spoken to the organizer of the rally who is concerned that this has occurred, as it is not the practice for those taking part to access the courses before the race.A handbook is being sent to residents who live close to the rally area.Tony Clements the organizer of the event made the following comment; -“The last thing we want as organizers’ are competitors driving the route before the weekend of the rally. It is not allowed and only causes us problems. If a competitor was to try and check the route early, it is likely they would use a very bland car for fear of being noticed, it is very unlikely that the vehicles you mention have anything to do with our rally, everybody is aware of the sensitivity of local residents and would not want to do anything to alienate or jeopardise the event.”If anyone does see any rally vehicles before the event could you please make a note of the registration number of the vehicle and if possible a photograph and send to me and I will forward onto Tony.

Closure of Colchester Town and Hythe StationsA resident contacted me who was concerned about the comment in the Parish Council notes of the Parish Magazine regarding the closure of these two stations.Thank you to the Clerk for passing on the information she had received from the Railway Users Group, based in Frinton and Walton, regarding the recent Government Inspectors hearing for Part I of the Local Plan, which relates to the Village Communities part of the Local Plan on the Tendring and Colchester boundaries; the group had concerns around the Issues and Options part of the hearing. Some members attended the hearing and commented and wrote on their opposition to the proposals for the closure of the two stations and the introduction of a new style bus service. I also asked one our TDC officers to contact Greater Anglia regarding the closure of the stations, their response was that this was not happening.No decisions have been made at this stage; I understand there is a further Consultation coming out shortly from TDC. Appendix C

Just one lot of fly tipping to report, and that is the one that you have reported along Heckford Road. It's still there, under the snow, but hopefully it will be removed when the snow goes. Play area, all equipment in good order, clean and tidy. Village hall car park and Station car park both clean and tidy. Bottle bank and clothing bank both well used, and all notice boards in good order and up to date

Playground report to Great Bentley Parish Council no 2 further developmentsby Cllr Robert Taylor 22/02/2018

The Parish Council asked its Chairman and Councillor Taylor to look into the report received from the school children and the Parish Council’s aspirations regarding the Play facilities for our children. This is an update following our report in November 2017 to the Parish Council when it decided to go out to tender on the budget adopting the principles in report.So this report deals with what has happened since then.1) The funding from Section 106 monies. As we know money for development of environmental facilities in the area

where the development has taken place. The local authority state that they have to agree what the money is spent on and have agreed that a good way of spending is on children’s play equipment. Karen Paradise and I met with Ian Taylor head of department and Kristy Childs the leisure assitant to talk about this. During the meeting we asked whether as part of the S106 spend if we could include replacement of our existing equipment for mowing the Green. The reaction was that it was difficult to call this new provision but rather maintenance since S106 money is for new provision. However he did promise that he would investigate and tell us a definite yes or no. If this Mower spend is eliminated that overall impression he gave was that we should be more adventurous and use more or all of the money. He gave me the impression that since there was no other suggestion that we should make this a really good play area.

2) In response to what our young people called for swinging seats TDC suggest they mean the Hags Titan Frame3) With regard to what things TDC like to see are:-

Surfacing. They are not keen on grow through grass or Rubber tiles which sit on concrete bases. Their preferred surfaces are either wet Pour or Bonded rubber (Wicksteed call the latter Ecotumble) which from my visits to play areas the latter is becoming more and more often used. The bonded rubber mulch surfacing can be used to create paths though the play area and it comes in all colours so you could have green to blend in with the grass.

Companies they have suggested:- Jupiter Play, HAGS, Kompan & Russell Play. None of which we have included in our call for quotes.Types of equipment. Ones which develop the imagination, social skills at play, exercise of arm and leg movement, judging distances and hand eye coordination. They are keen that the layout design should not mean younger children being tempted to use larger equipment because it is on their path to some smaller equipment. ProcessThey tell us that the following is the procedure once we have a design and quote is as follows:- Once we receive all of the information, TDC manager Ian Taylor will make sure that the project fits within the open space/play area project guidelines. If he is happy he will sign the release form which will then go to the planning department for a signature. It will then be signed by our finance department. It is at this point he will contact us to say yes or no to the request to release the money. The money is then transferred to the Parish Council to run the building of the project and so we would be responsible for claiming back the VAT.

4) Quotations During this time we have received two quotations one from Sutcliffe Play and another, after asking what had happened, from Wicksteed. As you know we had already had one from Sovereign before we decided what we wanted. Bothe Sutcliffe and Wicksteed remind us that the metal aluminium or galvanised steel have a much longer lifespan to wood construction although Sutcliffe do offer supporting feet to the wooden one to keep them out of the dampA) Wicksteed They have quoted to the price we showed and make provision exactly as we asked limited by the price we

showed. They have not been to site or had any discussion with us about their provision. They have not given any indication as to how this would fit with our existing equipment

B) Sutcliffe Play. They provided two initial quotes one on the basis of using the aluminium equipment and one using wood. This was following a site visit with Karen and myself. When we learnt about the attitude of TDC (frustrating in that we could not get an earlier meeting with them) and that there might be more money up to £14,000, Sutcliffe are to give us further ideas with more adventurous equipment.

C) Sovereign They approached us at an early stage in our thinking and thus did not get the aspirations of our young people.

D) The Process It would be difficult with all companies providing differing equipment to get directly comparable quotations. Additionally only two companies were invited to quote and no time scale was given.

5) Analysis of quotations against aspirations of ChildrenThis is difficult to achieve since each company lays out their quote in very different ways and thus base prices do not tally. Additionally the size, age range and complexity of each of the items do not directly compare. So this analysis can only give us a feel for what is being offered.

If I were to give points for trying to match our brief it would be that Sutcliffe have tried the hardest. Sovereign are next although the feel is that thue are aiming at the lower Junior age rather than at all our children. Also the adventure equipment is in wood which is buried in the ground and thus has a shorter life span. Comment:- Sutcliffe play often use local contractors for erection. They have B brothers as one of their approved contractors so we could use them if price is right

7) ConclusionsIt is very difficult to come to a conclusion due to the very different approaches made by the Play equipment companies and the equipment they offer. I also do not believe we have come to the end of choosing the equipment that suits us best.We do have sort out in our relations with TDC about what level of expenditure we are going for since it would appear if the grass maintenance equipment is ruled out we could spend twice as much on the play equipment which puts us in a very different ball game.Now that we have got a good sense of the potential equipment and types of equipment we can choose the contractor who fulfils our ambitions best. I feel that we ought to by negotiation decide exactly what we want. However I appreciate this means that we are not abiding by our standing orders on process see section 18. This requires us to exactly specify exactly what we want and then get companies to put in sealed bids to a timed receipt for analysis.

8) Recommendationsa) That we determine to go down the metal equipment route for the larger play equipment due to its durability and

matching what we have already in the play area.b) That we determine to resolve the Standing order purchasing issue by resolving to purchase a design by our favourite

company that has tendered for this work (Note my view is that at present Sutcliffe Play. Deciding that from the designs submitted that Sutcliffe play have best fulfilled our requirements.

c) That we decide whether the present target price of £70,000 should remain or whether we should go for the larger amount in the S106 pot of nearly £140.000

Grass Cutting:Following a discussion in which it was noted that the successful contactor should be aware that this contract maybe for only one year, Proposed by Cllr Edwards, Seconded by Cllr Taylor, Resolved: Mick Dorling to be awarded the contract.
