1.0 Approval of the Agenda

3.0 Welcome remarksMoruti Motswai welcomed the congregation to the Annual General Meeting of the Trinity Church. He encouraged them to discuss issues with the objective of enhancing the church’s capacity to provide service of God to the community.

4.0 Minutes of the last meeting

Corrections The meeting agreed that corrections to the attendance list should be submitted directly to the secretaries.It was observed that the names of the recorders and members of the Resolutions Committee were omitted. Matters arising

None were raised.Action ItemsThe action items were done as indicated on page 7 & 8 of the Secretary’s Report to the AGM. The following additional updates were given:Item 2. The vehicle was finally sold after the financial year had ended.Items 4 & 6. To be covered in the Finance Report.Item 9. A query was raised on the investigation that was conducted by the Mission Convener. The church organs appeared not to have been formally consulted. The response was that only a preliminary study of random individuals was done to inform the design of a formal survey to be undertaken in the next financial year.

6.0 Moruti’s OverviewThe Report was received and discussed as below: In discussing Moruti’s report a member of the congregation shared how the youth and Sunday schools of churches like Palapye and Ghanzi were run relatively better than ours. The church was encouraged to participate in the growth of the children’s ministry. The importance of teaching children and youth about the unique features of UCCSA as compared to other churches was stressed. Adolf Hitler was quoted as having said “Give me children at the age of 5 and I will make Germans out of them.” Likewise the need to instil the ‘UCCSA style of worship’ together with its supporting scriptures in children earliest in their life was deemed necessary. This would curb the tendency to change norms and practices willy nilly and ensure the preservation of the UCCSA brand.On Dikgaolo and Bible study, there was a suggestion to make regular announcements at services so that their value can be appreciated by new members. There was a recommendation to adopt ‘sow-a-seed service.’ Members wanted to know its meaning and it was explained as an early investment towards Thobo. The recommendation was adopted as a resolution and it was agreed that Bagolwane would be charged with drawing details of its implementation.

The Report was adopted.

7.0 Secretary’s Report.The Report was received and discussed as follows: Section 2.2 Poor attendance of the holy week was reported as a cause for concern. However, the youth were commended for their good attendance of church activities.Section 2.4 There was a call to support the Mission Convener who is dedicated and very active in the affairs of the church.Sections 2.5 and 2.2.2 The need to have an outreach programme to the community was motivated. Members were encouraged to attend Dikgaolo and Mekgatlo.

Section 2.6.1 The attendance of monthly bible study was deemed unsatisfactory. It was suggested that one Sunday each month be reserved for bible study or discussion of topical issues.Pg 4. It was asked why a common style for summarising Dikgaolo reports was not followed. The secretary explained that the differences in content and style of the reports were due to late submission of reports by Dikgaolo. Pg 13. On prioritisation of projects, it was asked why the building of Sunday school classrooms was not indicated. It was response was that Sunday school facilities would form a part of the project to consolidate Plots 794 and 796 under priority 3. Section 7. On ministerial applications, clarification was sought as to why Ms Masole’s request was being discussed at the AGM when it was considered by the region. It was responded that it had mistakenly been sent to the region before being considered by the congregation.The meaning of “Evangelist” was sought and explained to refer to a “local preacher.”Recommendations (numbered as in the Secretary’s report) were concluded as follows:

10.1 That Property committee reports directly to Church Council was adopted. 10.2 Adoption of the social welfare policy was deferred to be discussed first and a special meeting called to consider its adoption. It was further suggested that guidelines for implementation of the policy be considered to enable fair implementation of the policy.10.3 The Strategic plan was adopted.10.4 Prioritisation of projects was deferred such that it is considered and discussed together with a budget on the 15 December 2015.

Any Other Business issues below were raised: Holy Communion was to be treated as a solemn occasion. The need

to standardise the wine and the bread used was emphasised. Punctuality to services should be encouraged. Time Consciousness is required in the 8.00 am service since it is

short. It was proposed that we cut on testimonies. Dress code in the church was deemed not appropriate. Adults

should endeavour to serve as good role models for youth regarding this matter.

The recitation of the Lord’s was observed to be slowly disappearing. The sanctity of the pulpit should be preserved. If Moruti is not

available to preach only people with ability to lead the congregation should be used.

Hymns should be prepared and displayed before the service to allow the congregation to participate.

A guideline is needed for the use of church facilities for non-core business events, such as weddings.

Volunteerism for church business should be used with caution. Some screening is necessary particularly for proven track record of corruption.

The Report was adopted.

8.0 Finance Report: Annual Financial Statement for the year ended 31 October 2013On the Independent Auditors’ Report, attention was drawn to the section entitled, “Basis for Qualified Opinion” which concluded that an opinion could not be expressed on the completeness of the income statement. This was attributed to the fact that a church by its nature depends on voluntary contributions and as such only recorded receipts could be interrogated. The variance between recorded and actual contributions could not be established.The Financial position showed that total funds and liabilities were valued at P13,118,270.00 as compared to P11,535,795.00 in 2012. Of note is that reserves are non-cash and that Trinity Church does not have any debts.The total comprehensive income showed a surplus of P1,171,248.00 compared to the deficit of P99,896.00 in 2012. The surplus was mainly due to collections for the Naledi project and the Synod conference.The total cash stood at P2,205,700.00 compared to P1,625,395.00 in the previous year, 2012. The purchase price for land in the Naledi Church Construction Project is P209 125.00. A 10% deposit of P20,912.50 was paid to the Department of Lands. The plot size is 1673m2.The Report was received and discussed as follows:

It was observed that financial management needs to be strengthened by implementing the roster for counting church funds to deter possible pilferage. It was reported that the roster was poorly observed by Deacons and in some instances only one person ended up counting. This matter was to be addressed by Deacons.

It was observed that rentals decreased in 2013 compared to 2012 due to lengthy absence of tenants in the houses.

On detailed income statement, it was explained that dashes occurred in entries that are not collected annually e.g membership fee.

The Report was adopted.

9.0 Budget for 2013/14The report showed a general increase in income with Thobo being the most significant at P425,587.60 compared to P350,178.00 in 2012. The Synod conference and Naledi project also pushed income. The Synod conference was not budgeted for since it is a once off activity hosted upon request of the Kolobeng Region.On Expenses, staff costs are conservative pending development of a HR structure that differentiates payment by notches in accordance with best labour practice.On Church expenses it was explained that the Church Council has decided that annual budget should not exceed P3000.00 per annum.On the Capital expenditure, prioritised projects for 2013/14 are renovations and furnishing of Plot 796, Naledi church, partitioning of the hall mezzanine, upgrade of plot 412 and the screen wall construction. Consolidation of plots 794 and 796 and purchase of a mini bus were planned for 2015/16.The Report was received as discussed as follows:

To clarify the budget for professional fees and consultancies, it was reported that the figure has been revised.

It was proposed that the mini bus be prioritised over the screen wall for this year to support outreach activities.

There was concern about the small budget allocated to outreach activities but it was explained that this was informed by past expenditure trend.

It was explained that Dikgaolo project will remain as such and that Council only needs Dikgaolo budgets and financial statements for information.

There was concern as whether there is capacity to implement all projects budgeted for the year 2013/14.

It was felt that Trinity should budget to train Pastors since the Synod does not train anymore and they are in short supply. The treasures

explained that the existing budget was premised on the assumption that Pastors are on scholarships and that the Church assists them with specific items such as short term attachments and supply of books. The current budget could support a pastor for 3 months.

It was explained that the church has over the years budgeted to train staff on record keeping.

10.0 Recommendations from Finance Reports10.1 Develop Ministers accommodation at Plot 412 – adopted.10.2 Renovate Manse at plot 796 – adopted10.3 Develop church wall boundary – adopted10.4 Car park demarcation – Referred back to Properties and

Finance Committee for submission to the Mid Term Review Meeting.10.5 Ratify Naledi church plot procurement - No need to ratify since

the project was as a result of a resolution from a past meeting. Progress under 9.0 is noted.

10.6 Maximum expenditure approval limit by a. Executive and b. Council – Referred back to Properties and Finance Committee for submission to the Mid Term Review Meeting.

10.7 Appoint a standing Procurement and Tender Committee – To merge the existing adhoc Committee with the Finance Committee rather than as its sub-set. The new Committee will be called the Finance and Tender Committee and its terms of reference must be drawn by the Finance Committee. The committee should be able to co-opt requisite skills to suit projects under implementation.

The Report was adopted.

11.0 Social Welfare PolicyIt was decided to continue implementing the Draft Policy. The Draft Policy should be consulted upon, comments incorporate and the revised version presented to the next Mid Term Review Meeting.

In addition to the extensive edits done to the Confidentiality clause, it was observed that the policy refers to Vision 2016 but omits to cite the authority of Christ’s calling. The latter should be emphasised in a church document. It was also decided that Guidelines be drawn to operationalize the Policy. This was deemed essential for fair implementation of the policy. It was decided to support social welfare activities by allocation 10% of Thobo as budget.

12.0 Reading of Resolutions.Resolutions were read as presented in the Resolutions page appended.

13.0 Elections.

Kevin Papiki Moipolai -Chairman of the Youth Committee presided over the elections on the 8 December 2013.

There were two nominees each for the Secretary and Vice- Secretary respectively.Secretary Nominees: Votes

RESOLUTIONS OF THE TRINITY AGM OF 8 & 15 December 2013

The Meeting resolved that:

1. A survey be conduct through a questionnaire, that will be administered to a representative sample of the Trinity Church Congregation, to enable them to define how worship services should be improved. This is a resolution from the AGM of 2012 that was not implemented.

2. The Finance Committee should reconsider Resolution 8.2.7.4 on meal Allowance in relation to international Travel resolution/decision taken at the meeting of February 2013, in particular to review against per diem structure.

3. There be a sow-a-seed service at the beginning of each year to link with the harvest service at the end of the year.

4. The church revivals include evangelistic outreach missions at least once a year to spread the gospel and to grow the membership of the church.

5. The Strategic Plan 2011 to 2021 version of 24 November 2013 be adopted and implemented in the year 2014.

6. The ministerial candidates, Ms Portia Masole and Ms Tawana Babili, be supported and submitted to the Kolobeng Region for consideration.

7. The existing adhoc Committee be merged with the Finance Committee rather than as its sub-set. The new Committee will be called the Finance and Tender Committee and its terms of reference must be drawn by the Finance Committee. The committee should be able to co-opt requisite skills to suit projects under implementation.

8. Start the implementation of the Draft Social Welfare Policy in 2013/14. The Draft Policy should be consulted upon, comments incorporate and the revised version presented to the next Mid Term Review Meeting.

9. 10% of Thobo should go towards social welfare budget.
