Cook's Lake, a woodedwetland, is located 1.5 miles northof the confluence of Aravai~Creek and the San Pedro River inPinal County, Arizona. Acquisi-tion of the site by the Bureau ofReclamation (Reclamation), wasproposed as Oean Water Act,Section 404, compensation forthe loss of 22 acres of wetlandhabitat from construction ofNew WaddeR Dam and modifi-cation to Camp Dyer Dam. Asof March 1995, approximately 62acres of buffer area and 25 acresof the core wetland (includingthe spri~ souoce) have beenacquired Negotiations for there~ 63 acres of wetlandfrom ASARCO, Incorporated(ASARCO) are nearly complete.Acquisition is expected by Fall1995.

Cook's Lake has long beenrec~ by resource agenciesas a unique habitat, worthy ofprotection. It is one of orily afew wooded wetlands located inArizona. Reclamation, in con-junction with a small group ofprivate, State and Federal agen-cies is preparing a ManagementPlan for the area to encompassthe 15o-acre Reclamation-ownedand an adjacent parcel owned byASARCO. Upon completion ofReclamation's mitigation ~e-ments and implementation of the~ment plan for a 5-Yearperiod, ~ment control ofReclamation s property will betransferred to the Bureau of Land~ent (BLM).

The Board ofR~nts wasexcluded Allo~ this law to pass would seriously erode the independence of co~sione~ and board rnernbe~, hampering attempts to manage for species protecticm arxlriparian preservation.

! A coalition of many concerned groups has formed, inclu~ hunting and fls~I grou~. environmental grou~ and others. More than 55,000 valid SI~es are needed"by rnid-July to place thiS on the ballot. It would then be "on hold" until the 1996 state-wide elections.
