WF1EREAS, Section 14, paragraphs (i) and (m) of Republic Act No 6975 as
amended by Section 5, paragraph (a), sub-paragraphs (5) and (S) of Republic Act No'g5S1, ernpowers the Commisiion to ;'approve or moc}ify plans and programs on education
and training, logistical reqr.rirements, communications, records, information system, crime
laboratory, crirnb prevention ancl crinre reporting as wetl as prescribe minirnum standards
for arms, equipment and uniforms and, after consultation with the Philippine Heraldry
Comrnission, for insignia of ranks, awarcjs and medals of honor;"
WHEREAS, pursuant to the aforecited legal prescription, the PNP, through its
Unifonn and Eqr,ripment Standardization Board (UESB) Resolution No. 2011*40 dated
September g, 2011, has recommencled to the Commission the approval of the Proposed
Standard Specifications for Unified Threat l\4anagement (UTM) / Firewal[;
WHEREAS, the Uni{ied Threat Management (UTM) I Firewa[l is a device or set of
devices designed to permit or deny network transmissions based upon a set of rules and is
used to protect networks from unauthorized access. while perrnitting tegitirnate
con"lmunications to Pass;
WHEREAS, the proposed standard specifications of the Unifled Threat
Managernent (UTM) I Firewall devicelappliance is in accordance with existing lT industry
standards;
WHEREAS, fhe proposed Stanclard Specifications for Unified Threat Management(UTMI / Firewalt allow all available commerciaf brand of products to participate in the
procurement process by the PNP thereof;
WHEREAS, the PNP-UESB has certified that tlire proposed standard specificationsare not tailor-fitted to any single particutar brand or prr:duct;
WHEREAS, the Comrnission firrds the Standard Specifications for Unified ThreatManagement (UTM) 1 Firewatl to Fre in order, in conformity with the requirements ofRepublic Act No. 6975, as amended by Republic Act No. 8551 and its lmplementing Rulesand Regutations (lRR) and al[ existing policies and issuances of the Commission and meetthe requirements of the PNP;

adminisrrative databases for a centralized integrated database to provide Satistical rcports foreffective decision-making, strategic analysis and planning at the executive level by presenting a
