1 SOUTH-EASTERN FINLAND UNIVERSITY OF APPLIED SCIENCES MISSION

South-Eastern Finland University of Applied Sciences is administered by South-Eastern Finland University of Applied Sciences PLC (Xamk). The educational mission of Xamk is in compliance with the license granted by the Government on 15.12.2016 (OKM 3/533/2016), the Act (L932/2014) and the Government Decree (A1129/2014) on Universities of Applied Sciences. The mission of South-Eastern Finland University of Applied Sciences (and here after Xamk) is to give university education for expert tasks, based on the demands and developments of working life, and on artistic and cultural bases as well. Additionally the mission of Xamk is to support individuals’ professional growth and practice research and development and artistic activities, in a way that serves university education, supports working life and regional devel-opment, having respect for the economic structure. South-eastern Finland University of Ap-plied Sciences promotes life-long learning. In agreement with the Government Decree on Universities of Applied Sciences, Xamk is re-quired to provide tuition and award bachelor’s degrees and related degree titles in the following degree programmes (classification ISCED-area): Culture and Arts Bachelor’s Degree in Culture and Arts

1 The responsibility for the education in compliance with the application, with the exception of the degree in culture and arts and the

title related to it. The South-eastern University of Applied Sciences has applied for responsibility for education for terminating of the degree programme artenomi (AMK) and presented for substitution with conservator (AMK) Bachelor of Culture and Arts. The pro-posed change would influence the division of the funding between the universities of applied sciences receiving field-specific funding according to the funding model. The responsibility for education of conservator (AMK) Bachelor of Culture and Arts belongs to Metropolia University of Applied Sciences. Possible expansion of this responsibility demands still preparation between different parties. (OKM 3/533/2016)

2 DEGREE PROGRAMMES AND THEIR AIMS, STRUCTURE AND CURRICULA

The general objectives of the Bachelor’s degree studies are to provide the student with:

1) comprehensive practical knowledge and competence and the theoretical basis necessary when undertaking specialist tasks in the chosen field; 2) the potential to observe and promote development in the chosen field; 3) the potential to benefit from life-long learning and improve one’s professional skills; 4) adequate communication and language proficiency skills necessary in expert tasks and international activities in the chosen field. (Decree on Universities of Applied Sciences 1129/2014.)

The general objectives of the Master’s degree studies are to provide the student with:

1) extensive and thorough field-specific knowledge and sufficient theoretical background to enable operation in demanding expert and leadership tasks; 2) a profound insight into the chosen field, its social significance and standing in the broader perspective of working life practices, as well as the ability to follow and analyse the development of research and working practices in the field; 3) the potential to benefit from life-long learning and improve one’s professional skills; 4) adequate communication and language proficiency skills necessary in expert tasks and international activities in the chosen field. (Decree on Universities of Applied Sciences 1129/2014.)

The study workload is measured in ECTS credits, and the workload of one academic year represents 60 ECTS credits. One credit corresponds to 27 hours of input by the student including all the work - such as contact hours and independent study time – required for gaining the credit. Tuition is planned and organised so that the student has the possibility to complete the degree within certain time limit: 210 ECTS (3,5 years), 240 ECTS (4 years), 270 ECTS (4,5 years). The extent of studies for a master’s degree is 60 ECTS or 90 ECTS. The extent of other in-service training is in agreement with the degree programme. The extent, aims, content, modes of study and assessment, as well as other matters relating to their completion, can be found in the appropriate curricula.

3 OTHER STUDIES

3.1 Specialisation programmes Specialisation programmes are post-graduate programmes aimed at persons who have already been working for a while to promote their professional development and specialisation. The ob-jective of the programmes is to provide competence in areas of expertise where no market-based training is available. Specialisation programmes comprise a minimum of 30 ECTS credits. (Decree on Universities of Applied Sciences 1438/2014.)

3.2 Studies in the Open University of Applied Sciences The Open University of Applied Sciences provides education in accordance with the degree requirements of Xamk. The content and quality of the education complies with the curricula and learning outcomes of the studies leading to a degree. It is possible for a person studying in the

Open University of Applied Sciences to apply to become a degree student, provided they fulfil the entry requirements of the degree programme in question.

3.3 Other continuing education Continuing education either comprises currently available continuing education services or is tailored to the customer needs. The degree regulation of South-eastern Finland University of Applied Sciences is also adapted for order training or to a degree leading training implemented by education export.

4 LANGUAGE OF INSTRUCTION AT UNIVERSITIES OF APPLIED SCIENCES AND

LANGUAGE PROFICIENCY REQUIRED FOR COMPLETION OF DEGREE

The language of instruction for degree programmes at Xamk is Finnish; however, instruction can be provided in other languages in accordance with the curricula. Programmes taught in Finnish may include courses conducted in English when it is appropriate for the degree pro-gramme and supports student internationalisation. Respectively, programmes taught in English may include courses conducted in Finnish that support student integration into the Finnish work-ing life. The language of instruction is defined in the approved curricula for the degree pro-gramme. Xamk follows the national recommendations concerning the practices in the teaching of com-munication and language skills. As part of their university of applied sciences studies, or in some other way, the students must demonstrate that their proficiency in Finnish and Swedish meets the requirements set for public sector employees in bilingual areas in offices requiring a higher education degree and is sufficient to enable successful practicing of the profession and further professional development, and that their proficiency in one or two foreign languages is sufficient to enable successful practice of the profession and further professional development. For a cogent reason, on the ground statement from a language lecturer, the Director of Educa-tion, Common Studies can exempt a student from the statutory language proficiency require-ments, partly or fully. In such a case the student will replace the compulsory language studies with other language courses or, in exceptional cases, other courses that are necessary for the practicing of profession or further professional development, so that the extent of these studies equals the extent of compulsory language studies in the curriculum. The language proficiency demonstrated by the student is always specified in the degree certifi-cate. Also if the student has been exempted from language studies, it is always stated in the degree certificate. The assessment of the student proficiency in their second domestic language is based on the grade of the last compulsory course taken in said second domestic language. Both oral and written skills in second domestic language are assessed. The grade “satisfactory” corresponds to grades 1-3 and the grade “good” to grades 4-5.

5 THESIS AND MATURITY TEST

The objective of the thesis is to develop and demonstrate the student vigilance to use their knowledge and skills for development or research of a degree- associated topic related to work-ing life. A student cannot be exempt from the thesis. The theses submitted as part of a degree are public. If there are parts of the thesis to be kept in secret the proceedings are according to the thesis guide.

A written maturity test based on the thesis is taken after the thesis is submitted. The aim of the maturity test is to show the knowledge in the chosen field as well as the language skills in Finnish or in Swedish. In agreement with the Decree the University of Applied Sciences decides about the maturity test when the language skills cited in 7. § paragraph 1 are not required from the student (Decree on Universities of Applied Sciences 1129/2014, 8. §). The maturity test is written in the language of education. Students who have received their ed-ucation in other than Finnish or Swedish language write the maturity test in Finnish or Swedish, in the language of their education or the language of the thesis. If the student has achieved at least magna cum laude approbatur from the mother tongue matriculation examination, the lan-guage of the maturity test could be the second domestic language or the language of education. A student cannot be exempt from the maturity test. Separate guidelines have been issued re-garding the thesis and the maturity test for both the Bachelor’s degree and the Master’s degree. (Studies and Supporting Services Thesis) If a student has a diagnosed reading or writing disability, this can be taken into account when assessing the maturity test and if necessary, the maturity test can be supplemented orally. The need of other individual support is taken into account when the way of conduct is determined.

6 STUDENT SELECTION, STUDENT ADMISSION AND ENROLMENT

6.1 Student selection and enrolment A student is admitted to a degree programme or a specialisation programme by decision of a director of education in accordance with the admission criteria for the field and type of study. The applicant accepts the place through the student admission register Opintopolku.fi. The student selection is conditional until the copies are checked against the original certificates. If the student fails to provide the original certificates by the date given or it is noticed that the score is not sufficient for the degree programme, the selection is void. A student is given the right to study when they have registered as present or absent through the student admission register Opintopolku.fi. In order to preserve the right to study, a student has to register as present or absent through the student admission register Opintopolku.fi at the beginning of every academic year by the date specified in the schedule for the academic year. The student can change their registration status only during the registration time but not after the semester has started. Rules related to registration as absent are considered according to the time when the student has accepted the study place. The students who have started their studies before 1.8.2015 may register as absent for four (4) semesters without losing their right to study. The rights and obli-gations of an absent student are defined in separate guide. The students who have started their studies after 1.8.2015 may register as absent in agreement to the conscription law (1438/2007), non-military service law (1446/2007), the law on the women’s voluntary military service (194/1995) or on the grounds of maternity, paternity or pa-rental leave without losing their rights to study. In addition the student can register as absent for other reasons for two (2) semesters without losing the right to study.

In exception from the above mentioned, first year students can register as absent only if during the first academic year

1) they carry out service in accordance to the conscription law (1438/2007), the non-military service law (1446/2007) or the law on the women’s voluntary military service (194/1995)

2) they are on maternity, paternity or parental leave 3) due to own illness or injury are unable to start their studies.

The registration as absent is to be verified with an official document during the time of registra-tion. If the documentation is insufficient or not delivered during the registration period, the stu-dent may lose their right to study.

6.2 Selection of exchange and double-degree students Exchange students are accepted only if there is an existing agreement between the South-East-ern Finland University of Applied Sciences and the sending educational institution abroad. An exchange student at Xamk can apply for a degree programme according to the requirements for it. The start of their education as a degree student begins only after the exchange programme has finished. Double degree comprises studies that the student has completed at their own/ sending institu-tion for 2 – 3 years and the receiving partner institution for 1 - 2 years. The double degree is based on bilateral agreement with the higher education institution abroad. The studies, intern-ship, language skills requirements, the time frame and the extent of studies and practices re-lated to the completion of the double degree are mentioned in the agreement. The language

skills requirements are defined on the basis of Xamk’s decision on language proficiency verifi-cation. Students are awarded a double degree from Xamk when they have completed their studies and fulfilled the other criteria in the agreement. It is marked in the double degree certificate that the studies in Xamk are completed in English. The Director of Education takes the decision on the admission of the exchange and double degree students.

6.3 Open University and other continuing education The Open University and other continuing education students are admitted in order of the appli-cation received unless otherwise stated in the admission criteria for the studies. Students in the Open University can apply to become degree students, provided they have com-pleted a minimum of 60 ECTS credits. They are not required to fulfil the criteria for admission for a degree programme in university of applied sciences. Detailed selection criteria and appli-cation times are defined in separate guide.

6.4 Transfer students and students changing degree programme

Transfer students A transfer student is a student, admitted to a programme leading to a university degree, whose right to study is transferred from another university to Xamk, or from one programme to another within Xamk, so that the title of the target degree changes.

The applicant for transfer has progressed well and completed enough studies in consideration of the used study time. Also there are resources and free study places in the receiving pro-gramme. The language skills of the applicant could be tested before the decision is taken. The suitability of a student transferring from one degree to another could be tested as well. If the applicants are more than the available places, the selection is made according to the awarded credits and the success in their studies. The application periods for transfer students are twice a year. The decision on the student selection is sent to the University of Applied Sciences of origin which marks the student as resigned or the students supply themselves the resignation certificate. The decision on the student selection is conditional until the information about the resignation is received. The study period of the transfer student starts on the day the applicant has made a binding decision on accepting the study place. Accepting the new study rights means giving up the old ones. The studies start no earlier than the start of the following spring or autumn semester. Staring studies after the semester has started is not possible. Students changing degree programme A student changing a degree programme is a student, admitted to a programme leading to a university degree, whose right to study is transferred from one programme or/ and campus to another within Xamk and the title of the target degree does not change. The change of a pro-gramme or/ and campus is possible at the beginning of the semester. The process of changing the programme is mainly the same as the process for transfer students. The right to study of the students changing degree programme remains the same. The Director of Education selects the transfer students and the students changing degree pro-gramme.

6.5 Separate right to study The separate right to study provides the students, who have interrupted their studies for no more than 5 years, with an opportunity via separate admission to complete their degree. The criteria concerning the separate right to study are:

1) The applicant will continue their studies in the same or corresponding degree pro-gramme that they have started in a Finnish university of applied sciences with the aim to graduate.

2) The applicant has been denied the right to study due to one of the following reasons: a. The applicant has resigned from a degree programme. b. The applicant’s period of right to study has become overdue. c. The applicant has been considered resigned due to a failure to enrol and has

been denied the right to study. 3) The number of missing ECTS credits is no more than 60. In the Master’s Degree Pro-

grammes there are no ECTS credits requirements. The ECTS credits earned in the Open University of Applied Sciences are also taken into account.

4) If required the applicant satisfactorily passes an interview or entrance exam.

5) The resources of the university unit allow the acceptance of the student into a degree programme or education.

The degree programmes of humanities, social and health care and marine engineering have requirements for one’s health condition. Students with a separate right to study have to register as present. No extra time is granted for completing their studies. The Director of Education decides on the separate right to study. According to the Decree on Universities of Applied Sciences (932/2014, 3. §) a processing ap-plication fee is collected.

6.6 Right to study All students who have confirmed their admission and made the enrolment for attendance in the statutory time are granted the right to study. Regulations for programmes leading to Bachelor’s degree regarding extent of studies (ECTS credits) and corresponding study time: Extent of the degree Study time Right to study time

Students who have not completed their studies within the required time limit lose their study rights. The duration of specialisation studies is planned in correspondence with the programme cur-ricula. Specialisation studies must be completed within six month of the end of the specified study time. Right to absence is not granted. Students with separate right to study have a maximum of three (3) semesters to complete their studies. Double degree students have their study time right as specified in the agreement. Degree students coming outside of the European Union and the European Economic Area are required to pay tuition fee in accordance with the decision taken by Xamk. The fee is charged from students who start their studies on 1.8.2017 or after that date. Double degree students have the right to apply for scholarship in accordance with the decision. Open University students have the right to participate in studies that they have paid for accord-ing to the Decree (932/2014, 1. §) and the decision on tuition fees taken by Xamk. The right to study cannot be transferred to the next semester or corresponding study module.

6.7 Extension of study time

The Director of Education can, on the basis of a student application, grant a discretionary ex-tension of time for completing a degree. The extension of time must be applied for during the period of the right to study and the application is, as a rule, for a maximum of one year. In addition to this, a discretionary extension can be granted on the following grounds:

1) The student is able to complete the degree within one year. 2) The student has achieved at least 15 ECTS credits during the last year covered by the

right to study and aims to graduate. If the student claims that an illness or some other factor has been an obstacle to the progress in studies, a statement of an expert must accompany the claim.

3) The student counsellor has approved the completion of the missing studies. 4) The student has a credible plan for the thesis, including a thesis agreement and a

statement of recommendation from the thesis supervisor. If a student fails to graduate within the granted extension of study time but still wishes to com-plete their studies at Xamk, they must re-apply for admission as a student. The extension of time must be applied for during the period of right to study no later than a month before the study right expires. A student cannot register as absent during the period of discretionary extension of study time except in accordance with the rules. If the right to study expires between 1.6 – 31.7., extension of study time must be applied for by the end of May. A processing fee according to the Decree (932/2014, 3. §) is collected for the application for discretionary extension of study time.

6.8 Loss and restoration of right to study A student who fails to register both as present or absent will lose their right to study. On appli-cation, the director of education can restore the student’s right to study; as a rule this can take effect as from the beginning of the next semester. The semesters that a student has neglected to register as present are counted together as a non-attendance time and they are considered study time. In accordance with the Decree (932/2014, 3. §) the application is subject to a pro-cessing charge that must be paid before submitting the application.

6.9 Cancellation of right to study due to unsuitability or on safety grounds

The cancellation of right to study is in agreement to the Act on University of Applied Sciences,

article 33, and applies to degrees programmes of humanities, social and health care, sports

and marine engineering. Xamk can revoke the right to study in the abovementioned degree

programmes if:

1) The student has proved out to be, by repeatedly or seriously endangering another per-

son’s health or safety, decidedly unsuitable to act in practical tasks or practical training related to the studies.

2) It is obvious that the student does not meet the requirements of the admission as a stu-dent due to the state of health or ability to function,

3) In the application the student has withheld such information of the resolution of the rev-ocation of right to study that could have been a disincentive to the admission as a stu-dent.

4) The student is convicted of a crime, which could be an obstacle for working with the underage. (L932/2014, 33. §; A1129/2014, 11. §)

At Xamk the regulations concerning the cancellation of the right to study for determining unsuit-ability for studies or cancellation on safety grounds are provided in separate guidelines (SORA guidelines).

7 ATTENDANCE IN TEACHING AND COMPLETION OF COURSES

A student must enroll on each course that he or she intends to take and complete, using the common student administration system. Enrolment for courses is only possible during the en-rolment periods specified each year. However, a lecturer can accept late enrolment for a valid reason. Students are informed about possible extra enrolment times. A student has the right to remove his or her course enrolment from the student administration system during the enrol-ment periods.

A student must attend the first classroom instruction session of a course or, if he or she has a valid reason for absence, personally contact the lecturer in charge of the course before the first classroom instruction session. For courses delivered as online courses, the student must confirm their participation with the lecturer before the beginning of the course.

In the first classroom instruction session, the learning outcomes and contents of the course, the modes of completing the course and the assessment criteria will be explained, the dates for exams and for the submission of coursework to be assessed will be set, and the course closing date, after which no coursework will be accepted, will be announced.

A student has three (3) attempts at completing the course: the actual assessment attempt as soon as the course has finished and two re-assessment attempts. This regulation also applies to practical training, so that a student has a maximum of three attempts at completing practical training.

A course must be completed within one year from its beginning. If a course is not completed within the specified time, a student must start it from the beginning when it is implemented the next time. Only those partial credits entered in the student administration system are valid. Ex-ceptions to these are the Bachelor or Master’s thesis as well as working life oriented project studies.

Completion of courses organised by other higher education institutions is determined ac- cord-ing to the regulations of the organising institution.

8 STUDENT COUNSELLING AND STUDENT PERSONAL STUDY PLAN (HOPS)

The objective of student counselling at Xamk is to provide a student with the guidance and support they need in order to graduate within the specified time frame. Additionally, it aims to promote student professional development and independent studies. The student is obliged to take responsibility for the progress of their studies and to participate in student counselling dur-ing the entire period of study. A student is obliged to make and update their study plan (HOPS) yearly. Students whose studies are delayed beyond the specified timeframe or who transfer from an-other higher education institution must consult the student counsellor of the degree pro-gramme or another member of staff responsible for counselling. The student counsellor ap-proves the personal study plan.

9 RECOGNITION OF ACQUIRED COMPETENCE

Upon a student’s application, the Degree Programme Coordinator can take a decision on whether equivalent studies at another higher education institution, or another educational insti-tution or of practical training or work experience, can be accredited or transferred to a Bache-lor’s degree, a Master’s degree, or a professional specialisation programme. There is no ac-creditation of acquired competence for students studying in the Open University of Applied Sciences.

The principles of accreditation of acquired competence and learning are explained in the gen-eral and field-specific guidelines of Xamk.

10 ASSESSMENT OF STUDENT LEARNING

The criteria for the assessment of student learning are explained in the description of each competence area / module and course. They are to be explained at the beginning of each module and course.

Modules are assessed in terms of quality and courses are assessed by grades, which are en-tered in the record of credits. A completed course is graded on a scale from 1 to 5 or given the mark H (pass), and a failed course is given the mark 0 (zero). Accredited and substituted stud-ies are marked with H (pass) if a numerical grade is not applicable.

A completed course must be assessed as soon as possible and no later than within one month of the date of the completion of the course. The course assessment must be entered in the record of credits immediately after conducting the assessment.

A student has the right to attempt to raise the grade of a failed course twice within one year of passing the course. The attempt to raise the grade must concern the course as a whole, even if the course credit is comprised of partial credits. Exceptions are courses not offered every year. If the student fails to pass the course after the allowed attempts, they should participate in the course again.

The lecturer must keep the assignments on which the assessment is based for 6 months after the notification of the results. All supervised practical training that aims to improve the student’s professional competence, is assessed according to the scale pass/fail. The student may also be given a separate certifi-cate of practical training including the assessment of performance in the form of a grade pro-vided by the workplace. The supervising lecturer approves the suggested practical training and reads the training report.

The Bachelor’s thesis is assessed according to the scale 0–5 and the maturity test is assessed on a pass/fail-basis.

A passed course cannot be retaken. A student has the right to attempt to raise the grade of a passed course once within one year of passing the course. The attempt to raise the grade must concern the course as a whole, even if the course credit is comprised of partial credits. The lecturer of the course decides on the way of raising the grade. Grades for accredited courses, competency demonstration or grade on the thesis cannot be raised. A student dissatisfied with the assessment of learning or with the accreditation of courses can request for adjustment to it primarily from the lecturer in question and, if necessary, in writing

from the examination board of Xamk. The request for adjustment has to be submitted to the lecturer within 14 days of the date of publishing the assessment results. A student dissatisfied with the lecturer’s decision can submit an appeal against it to the examination board within 14 days of receiving information about the lecturer’s decision. The result from the decision of the examination board is not a subject to an appeal.

Passing a course, an assignment or an examination requires an appropriate demonstration of competence as well as of ethically sustainable practices. Any detected deceit in relation to studies is dealt with in accordance with the ethical guidelines of Xamk.

The same practices apply to the Open University.

11 BOARD OF EXAMINERS

Xamk has an examination board for dealing with requests for adjustment to learning assess-ment and accreditation of studies. The other duties of the examination board are specified in the ordinance of Xamk. One of the members of the board is a student.

"The Board of Examiners entails a chairperson and members who have a personal member-substitute. The chairperson, the members and the member-substitutes of the Board have to be principal lecturer or senior lecturer. The other members of the Board have to be lecturers at the University of Applied Sciences and a student from any degree programme. The decisions taken by the Board are valid when at least half of the members are present at the meeting. The chair-person decides on the meeting times and invites the members. The mandate of the chairperson and the members is 2 years.

The obligation of the Board is to deal with demands for rectification, concerning

1) assessment of student learning and demands on rectification related to assessment re-sults

2) decisions related to acceptance of students 3) decisions on loss of right to study." (Guiding Principles of South-Eastern Finland Uni-

As a chairperson of the Board a principal lecturer is appointed. Additionally 2 lecturers and 2 students are selected as members. Substitute-members are chosen for the chairperson and the members as well. A student affairs adviser is appointed a secretary.

The Board handles the demands within two (2) months from the date of receiving the demand on rectification and announces the decision to the parties in writing.

12 DEGREE APPLICATION AND CERTIFICATES

After having completed all the studies required for bachelor or master’s degree, a student must apply for the degree certificate according to Xamk’s schedule for the academic year. All stu-dents applying for a degree answer the Graduand Feedback Questionnaire (AVOP)

In addition to the degree certificate and its attachment the student receives a Diploma Supple-ment. The Rector and the Director of Education sign the degree certificate. The Director of Education signs the Diploma Supplement. The Degree Programme Coordinator signs the attachment of

the degree certificate. A student affairs adviser or similar signs the translations of the degree certificate attachments. Certificates awarded for long-term continuing higher education as well as for professional spe-cialisation programmes are signed by the Director of Education and the lecturer in charge of specialisation.

During their studies, students are entitled to receive a certificate for completed courses. The certificate is signed by a student affairs advisor or similar.

Students of the Open University of Applied Sciences and in short-term continuing education are given a certificate for completed studies. The Director of Education and the lecturer in charge sign the certificates. A student affairs advisor or similar signs the attachments.

13 APPEAL PROCEDURES

The appeal procedures are in agreement with the Act on Universities of Applied Sciences. The duty of the Board of Examiners is to deal with requests for rectification. The Board of Directors of Xamk nominates the Board of Examiners. The applicant is entitled, in writing, to make an appeal to the Board of Examiners of Xamk within 14 days from the date the results of the admission are announced. The student is entitled, in writing, to make an appeal for a decision regarding the loss of the right to study to the Board of Examiners of Xamk within 14 days from the date of the decision. The student is entitled to make an appeal for cancellation of right to study according to SORA-guidelines within 14 days from the date of the announcement of the decision. In agreement with the Act and the Government Decree on Universities of Applied Sciences the decision can be appealed to the Eastern Finland Administrative Court according to the admin-istrative judicial procedure act.

14 IMPLEMENTATION

These degree regulations are based on the Act and the Government Decree on Universities of Applied Sciences and become effective on 1 January 2017. These degree regulations also ap-ply to the studies that were begun before this date.

These degree regulations (in Finnish) were approved by the Board of South-Eastern Finland University of Applied Sciences on 16 December 2016.
