higher level in the Pay Matrix as given in Part - A of Schedule of theCCS (Revised Pay) Rules, 2016. Thus the level in the Pay Matrix at thetime of financial upgradation under the MACPS can, in certain cases whereregular promotion is not between two successive levels in the Pay Matrix,be different than what is available at the time of regular promotion. In suchcases, the higher level in the Pay Matrix attached to the next promotionpost in the hierarchy of the concerned cadre / organization will be givenonly at the time of regular promotion.

We are receiving hundreds ofletters seeking clarification on various service matters,Ic., miority, fixation of pay, LTC, entitlement ofleave, etc. The required clarifications arev '/Y much available in the relevant reference books. Some readers seek our suggestion /Idvl(; • h) by-pass or circumvent the provisions of a given rule. We do not have the time tor ply to th se letters. Still, if there is any hard case ofan individual being put to hardshipdu to ignorance or misinterpretation of any' rule by the concerned office, we advise theIIn -( d individual about his rights / eligibility as per rules quoting the appropriate ruleand OM, wherever necessary.

Oflate due to technological advancement, every office has got a FAX OR Emailid. ur 'ompany also has these facilities, which are intended for our business purposes.But we are now receiving requests for clarifications through FAX or Email. Theserequests con ist of two, three and even six pages in some cases. In many cases, seekingclari fications may NOT cost anything to the sender, because they are sent during officehours in office stationery through office equipment at the cost of the office even if it isfor the ender's personal case. But at the receiving end, it affects us not only by wayof cost of stationery but also by engaging the machine and the connected personnelwho are meant for more important purposes.

As a policy, the management has decided to ignore all such messages receivedthrough FAX / Email and hence they will not be sent to the Editorial Board. We appealto all our readers once again - NOT to seek any clarifications through FAX / Email.

With reference to the above subject, the undersigned is directed tostate that, that the matter has been reviewed by the Ministry in view ofthedifficulties faced by the CGHS pensioner beneficiaries. Therefore, with aview to streamline and to simplify the procedures, it has now been decidedto further delegate powers to the Additional Directors of CGHS cities Izone in respect of CGHS pensioner beneficiaries, etc., as under:
