What is a refuge?Is it ....
an area in a building or structure designed to:hold disabled occupants (wheelchair users), during a fire
or other emergency, when evacuation may not be safe or possible, until the Fire and Rescue Service can assist?
Or to:enable disabled occupants (wheelchair users) to escape, without hindering others, by waiting out
the flow of people,

to be carried out by a competent person
Fire Risk Assessment Competency CouncilSimple buildings (only):
Understanding of relevant current good fire safety practices in buildings of the type in question;
Awareness of the limitations of the fire risk assessor's own experience and knowledge;
A willingness and ability to supplement existing experience and knowledge, when necessary, by obtaining external help and advice
