Substrates for Human Consciousness

• Biological Human Brain– An electrochemical computer evolved over 600

million years. Gathers, processes, stores and disseminates information in electrical form. Massively parallel, highly inefficient, wet, messy, fragile and mortal.

• Non-Biological Brain– Silicon or other non-biological computer

containing uploaded information from biological brain. Presently in development. Gathers, processes, stores and disseminates information in electronic form. Fast, accurate, stable, sturdy and immortal.

A Need For Rules: Some Questions• Are you alive?

• How to protect freedom when every thought is generated and stored on the great server.

• How do you support yourself?• Can you reproduce?• Do you have rights in your prior memories?• Who (or what) administers the rules?

Who Makes The Rules?

• Consortium of oligarchs (Microsoft, Facebook, Government of China?) – or –

• A global Constitutional Convention for an Immortal Humanity: Populist initiative to create rules of, by and for humanity itself.

What would the CCIH Look Like?

• International congress of jurists, philosophers and thought leaders joined together for common goal independent of industry or political influence to produce General Operating Directives for the greater good of all humanity.

Why Now?

• Major rules require major time. It takes years to put a stoplight at a dangerous intersection. How long will it take to create a constitution for an immortal humanity?

• International cooperation requires time. Diverse cultures and differing systems will require coordination to create rules acceptable to all.
