I think everyone is aware of the facd that a condftfon

of the establishmeat of that relatlonship was an ex-

clusive recognition of China. I thfnk it's inappropriate

for the General àssembly to sit in judgment on the

President of the Unfted States and on 1 e Senate of t%e

Eaited Gtates that has to approve suck matters. I

think if we just care the problems of tbe State of

tllinois we'd be doing quïte well. I think we are

getting into an area that is really quite over our

head and I would urge that a lfttle humility on our

part vould go a long way and I would urge that this

kind of Resolutlon which puts us as the subcommittee

of the Dnited States Senate relating to foreign relations

in the Middle East ought not to be eacouraged .''

The Republic of China through the last many, many yyars

ëhave traded very graqiousty wtt; the Vnited States and

:have spent lust last year, over seven billion dollars .

with the United States. A trade relatiouship that is

a great deal of goods from the United States and more Ithan we buy from them. It's very important in Illinois i

States. Just last November 20th here in Springfieldi

the tbird procurment mission from the Republfc of Chlna

purchased $32,000,000 worth of soy beaas- Now tkat's

iimportant to t*e agri-community in Illinois. Important

to Illinois, it's important to t*e Dnited States.

And for this kind of a Resolution to be passed is very

might expect them to do with us here in Illinois. And

I feel, personally that as a past soldier in the

United States Army for many years, that we do have a

right to express what we think to our national Represen-

tatives. Some of them, I honestly believey don't know the'r

rear-end from their front. To tell you the truth. And

feel that a small nation like Tawain which has gtood

upon its own, developed to incredible against a1l pose

sible, al1 posstble opposition. Have created a small

but a very vttal manufacturing and exporting business.

They're friends of ours. They are in a sense, an

England, off the European coast. The same relation to

the. they are to a great Chiaese coast and 1 doa't

mean to run down the Chinese. I certainly think we

have a right andla duty to' express our opinion as to

what the Federal Government or the position ani policy

of Federal Government. After a11 they are our Represen-

tatives and we are the Representatives of the people of

this state. If *he majority of you here feel that we

should 1et the Federal Congress know what wefre doing

itss our obligation to do I personally want to

support this Resolution because I think itîs my duty

representing my people and the State of Illinois to 1et

our elected Representatives know that we still support

this small, but vital nation. donît want to see them

over-run and believe i'f ,1 remember rightly some of the

terms of the agreement of the Carter and the Chinese, tha

we acknowledge that they have a right in due time to

take them over. That means we condem a 1ot of people.

The same kind of things that's been going on, has gone

on in the past, in Korea with the Chinese armies. The

same thing has gone on in Cambodia, Vietnam, the destruct-1fon of free loving people thlt want to remafn free.

We should at least get them on moral support. So I would

resolves that we implore the Dnited State to explore

al1 avenues towards continuing and maintaining our

economic and trade relations with Tawain. Very,

I had a call fron the, what used to be the, their

Chicago office of the Republic of Tawain and their

Embassy to ask we amended ity they feel so strongly

about the Amendment that they that I Just changed

'recognfzed' to 'shall treat'. The United States

'shall treat' Tawain as a separate nation instead

of lrecognize' them as a separate nation. It resolves

also that the Illinofs General Assembly would urge the

Congress in case of military agression by t:e Peoples

Republic of Chiaay that we woutd urge the Congress to

support the people of the territory of Tawafn of the

Repubtic of chtna. As I said earlier in supporting the

other Resolutfon', they are very, very, very important

to us in so far as our trade relations and the agri-

abuse of children have been treated by the courts so

that the recommendations eould be based on what has

been happening in the courts and we can tben make

a rational decision as to where we should toughen the

1aw or whether we should provide for probation or

rehabilitation or whatever might be necessary. I re-

Bills that have been filed on long term care and

nursing home abuses which will be highlighted on

the ABC 20/20 show, showing nurslng home abuses in

the city of Chicago and around the State of Illinois.

It was felt that the best way to handle thls would be

to set up a Joint House S'enate Committee to study the

long term care sltuation in the nursing home situation.

Not to stop legislation that is presently in the hopper

and which may pass, but other legislation which may be

in lnterum Study and which maybe highligbted by other

investigations that are going on. would ask for

worked very, very well then. Meetings were held during !I

the summer, during times we weren't in session so that II

as to what was going oa in the investigation and deliber-

atioa, but both mfnority Members in ie Rouse and majority

Members in the House and Democrats and Republicans in

the Senate would know at ë e very same time aad work

itogethers proceed together to draft legislation to

solve the abuses so that when the legislation was

actually put in, b0th Democrats and Republicans in the

House and Senate would be well informed. In other words

if it went from, to a regular Committee it would bave ,

Ito go through the sane process in b0th areas and the

members of the Committee in t:e other House where it

wasn't considered would not be as well informed on the

deliberations as they would ff they were involved at

every stage. It worked very well, Don with the Mental kï!

Health Code which Representative Sandquist was involved

with and Senator Sdhafer was involved vith. It's a

very complex area as was the Mental Hea1th Code and I

think it's the best way to proceed and would allow for

maximum communieation between Members of the House and

the Senate about a11 of the deliberations.n

is a Bf11 which would create a commission to review

the inheritance tax 1aw and procedures and it vas

introduced by me because I did some work with the

inheritance tax divisioa for five or six years and I

think there is room for improvement in the procedure

and probably there ought to be a review of''the rates.

The only that's been done inheritance tax for years

was to double the exemption. This sets up a six

member commission. 10 member commfssion, four from

the House, four from the Senatey one appointed by t*e

Attorney Generaly one by the State Treasurer. There

is an appropriation Bill whfch hàs been introduced

for $10,000 but I cannot possibly see how that much

money could be used, certainly not any amount in excess

of that and it would not be a lengthly study. As far

as 1 know, thereîs no opposition to it. I've talked

to the State Treasurers people about it aad the

Attorney General and I think this review is due.''

of difference between surface mining for coal and surface

mining for the agrigate industry. That is why we

guaranteed that we would establish this agrigate mining

problem study commission to look into that to see if

there is anytfxftùerway that we could enhance reclamation

of gravel pits and stone quarries. For that reason

I thtnk it should be an ongoing commission not probably

sublect to expiration and it continues to be a problem

on agrigate mining has agreed to hold a meeting ia

Hillside in a couple of weeks to answer questlons to

al1 thei.r officials in le three municipalities, telling

them exactly wbat can be done, what has been done with

abandoned quarries. This ls a matter thatfs going to

be of greater and greater concern to the peopte of

Illinois as we look for ways to dispose of our waste pro-

ducts balanced against the fears of people that a quarry

in their own area would be used for this and this in-

formation surroundfng the use of quarries. I think

the commissin plays a useful role now in our state as

we face this problem and I would certainly hope that

you would support thls appropriation. I feel itîs

essential to our area.''

erection of a new library building. This Bill would

give the same authority to special district libraries.

The difference that would then exist between the two

authorizations, is that uuniclpal libraries are required

to execute mortgages on existing facilities and sites.

Since there is at least one special library district

that does aot yet own facilities, the authorization is

needed to mortgage the site to pay for the erection of

a aew library buflding. This Bill provides that author-

ization.''

spring this House passed a Resolution authorizing

a bi-partisan Committee of this House tg investigate

the prisons and make recommendations for change and

for improving the conditions in le prison. This was

one of the recommendations that was approved and re-

cannot work on their own. Itls a level of competency

ansver the calls of the average individual who has

that type of prcblem. If there's anything beyond that

of coursev a physician must be consulted and they work

under direction of a physician. There are about 150 to

75 in the State of Illinois and they are now in ëe

notified that it's in a subcommittee but somebody

forgot to post it in le subcoumittee. That delays

the process and webre under a deadline here May 4 in

another week and I know that there has been objections

on this issùe so the only thing I can ask is that

the Committee members or the Committee chairman or

the Committee clerk, w%en a Bill is goiag to go to

a subcomnittee that the Committee clerk make sure that

al1 those Bills that are going to be in a subcommittee

that they be ppsted because now wefve got people down

here today and we have done everything according to the

rules to ask for the Bills to be posted and they were

posted fn the Committee but they were not posted in

the subcommittee so now what do we do vith our people

who are coming down 'to testify, we tell them to turn

around and wefll have them come back next week so'that's

fair for one... I guess the on1 thin I can re uest is

Bi11 was not on the notice that was posted, but his

Bill is of the same character. I have no objection
