YEAR OF THE EX-SERVICEMAN
1. 2012 is being commemorated as the “Year of the Ex-Serviceman” to pay
tribute to our veterans, honour them and express Navy’s gratitude for their
sacrifices which have been instrumental in the progress and prestige of Indian
Navy.
2. Activities that are being undertaken this year are as follows:-
(a) Conduct of Pension Adalats.
(b) Conduct of ESM Melas.
(c) Conduct of Naval Veterans’ Day at Commands and major Naval
Stations.
(d) Enhance the representation of veterans for Navy Day functions,
Family Day at Sea and Seminars / Workshops at Naval Stations.
(e) Conduct of Job Fairs for better ‘Second Innings’ prospects.
(f) Establish new Veteran Sailors’ Forum (VSF) and Navy Foundation
(NF) Charters.
(g) Enrolment of entitled non-ECHS members.
(j) Vigorous liaison with State Governments to maximize benefits to
widows and pensioners.
3. CRSOs will be interacting with Naval ESM and widows at Zila Sainik
Boards or suitable Naval Units having sizeable number of veterans in the area.

NAVY FOUNDATION
4. Navy Foundation AGM was held at Chennai on 04 Oct 11. Various
issues regarding ESM including pension issues and ECHS were discussed
during the AGM. CNS also presented grants to various charters on this
occasion. Veterans Reunion Lunch for retired officers was held on 12 Feb 12
at NOM Varuna lawns at New Delhi. The Silver Jubilee Edition of Quarter Deck
– 2012 magazine was released by the Chief of the Naval Staff on this
occasion.
5. During the ‘Year of the Ex-Serviceman’, it is planned to open NF charters
at Lucknow, Jaipur and Bhopal.
WIDOWS’ HOSTEL
6. The process of building of Widows’ Hostel at Vasant Kunj, New Delhi has
started. The Architect for the project has been finalised and the formulation of
concept design is in progress. Half acre of land was acquired by Indian Navy
early last year for the purpose of construction of hostel for widows of Naval
Personnel. The construction of hostel is likely to be completed by middle of
next near. The construction of the widows’ hostel is expected to solve the
issues of accommodation of needy widows at Delhi.
VETERAN SAILORS’ FORUM
7. With a view to espouse the cause of retired sailors, widows & NOKs and
also to promote awareness about Indian Navy in the country, a Veteran
Sailors’ Forum (VSF) was set up on 10 Apr 08 at Delhi. The same has been
Registered under Societies Registration Act XXI 1860 vide Registration No.
S/62103/2008 on 05 May 08. VSF is secular & non political. The cardinal
objectives are as follows:-
(a) To provide focused attention to ex-sailors/widows/dependents of
veteran

sailors on welfare related issues, namely, children’s education, post
retirement benefits, rehabilitation, vocational training/courses, entitlements
from Central and State Govt etc.
(b) To assist in resettlement and provide assistance to the needy and
help them in their ventures for charitable, social and philanthropic causes.
(c) To provide an interface with IHQ/MOD(N), viz, DESA, INBA, NWWA,
DGR, CABS, NPO etc towards availing various benefits earmarked for ex-
servicemen under various schemes promulgated from time to time.
(d) To provide a platform for sharing/dissemination of information related
to opportunities/difficulties faced by the ex-sailors and widows/NOKs.
(e) Furtherance of Naval image in the civil world through measures such
as highlighting values of honesty & integrity to the nation, projecting
achievements of the naval community to the society etc.
8. Veteran Sailors Forum presently has four Command Charters (Delhi,
Mumbai, Vizag & Kochi), 09 Regional Charters (Dehradun, Jabalpur, Chilka,
Kolkata, Chennai, Goa, Karwar, Porbandar, & Ezimala), four Associate
Charters (Pune, Vijaywada, Hyderabad & Quilon). It is proposed to open more
Associate Charter during this year.
9. With proactive approach by enrolling retiring sailors at CABS,
membership of VSF has taken a major stride and it has increased from 3,200
to 6,200 3rd AGM to 4th AGM.
10. 4th Governing Council Meeting (GCM)/Annual General Meeting (AGM) of
VSF was held in Kochi on 10 Mar 12. The meeting was chaired by President
VSF ie CPS and attended by a number of officials from IHQ/Commands.

13. The Indian Naval Placement Agency (INPA) was officially set up on 28
Feb 06 under the aegis of Directorate of Ex-servicemen Affairs. The Indian
Naval Placement Agency is the nodal agency of Indian Navy that handles the
second career options for the experienced retired / retiring naval personnel,
their dependents and widows in the corporate world. The Placement Agency

Job Fairs
16. In order to further the aim of providing suitably employment to
retiring/retired naval personnel including widow/dependents. This
agency has commenced the conduct of the job events varying platform
is being provided to all employers/candidates to suitable address their
HR related issues. Job fair of 2011 was conducted during Nov 2011 at
New Delhi. First job fair of 2012 was conducted during Jan 12 in
Mumbai and two more job events will be conducted in Visakhapatnam
and Kochi.
NAVAL REGIMENTAL SYSTEM (NRS)
17. Within one year of institutionalisation, NRS has been able to provide
proactive and protracted support to a substantial number of naval widows /
NOKs by reaching out to them. The opportunities that are available due to the
ongoing year long activities of “The Year of the Ex-Serviceman” is being
utilised to provide further impetus to the NRS initiative of taking up full
responsibility of naval widows / NOKs. Towards that Regimental State Units
(RSUs) and their staff under the supervision of respective CRSOs have
commenced visiting each ZSWO / ZSB to interact with Widows and ESM.
During the interactions they are undertaking the following:-
(a) Updation of data banks of ESM and widows.
(b) Sensitisation of ESMs / widows regarding their legitimate privileges
and dues.
(c) Ensuring that every widow has a Canteen Card, ECHS
Membership and is in receipt of correct family pension.

PROJECT “SANGAM” 19. The Project “Suvigya” has been observed to be unsuccessful with a number of software problems and is only partially useful. To address the issue of corrigendum PPOs, the Services took up the matter with the Government and after extensive deliberations, the Ministry of Finance has now directed PCDA (Pension), Allahabad and CGDA to commence issuing of PPOs under “Project Sangam” wef 16 Aug 11. The revised PPOs will be first issued to post 96 retirees and subsequently to pre-96 retirees of Army. It has been confirmed that it will be done for all three services and CGDA will issue directives to PCDA (Navy) with reference to Naval pensioners.
CENTRALISED PENSIONARY GRIEVANCES AND MONITORING SYSTEM, (CPENGRAMS)
20. Notwithstanding above, MoD has recently launched CENTRALISED PENSIONARY GRIEVANCES AND MONITORING SYSTEM, CPENGRAMS wef 05 Sep 11 which is an internet based programme. With the help of this, a pensioner can lodge a grievance online which will be redressed expeditiously by the concerned Service Headquarters.
EMPLOYEES CONTRIBUTORY HEALTH SCHEME
(ECHS)
1. Membership & Budget. ECHS was started on 01 Apr 2003 based on felt need of a large population of ex-servicemen across the country. This scheme modeled on the lines of CGHS provided comprehensive medical cover to the members for all known diseases. The popularity of the scheme can be gauged from the fact that at present ECHS membership has now crossed 12 Lakh (approx 50 thousand from Navy) with a total of over 38 Lakh (approx 2 lakh from Navy) beneficiaries. Smart cards have been issued to the members to establish irrefutable proof of the identity through biometrics. ECHS budget in this financial year has almost crossed the Rs 1000 crores landmark showing the Government’s commitment towards our veterans.

2. Expansion of ECHS. ECHS is now nine years old. The experience of last nine years helped in taking several initiatives in polyclinics and review of procedures for smooth functioning of the entire system in an integrated seamless manner. Government has sanctioned additional 199 polyclinics, in addition to existing 227 polyclinics. With additional 199 polyclinics on the anvil, ECHS will take health care services nearer to the doorsteps of our veterans. Of these 199 polyclinics, Navy will manage nine polyclinics at East Delhi (Preet Vihar), Navi Mumbai (COD Kandivali), Vasco-da-Gama(Goa), Srikakulam(AP), Ramanathapuram(TN), Puri(Odisha), Angul(Odisha), Dhenkanal(Odisha), Thodapuzha / Painavu (Kerala) and Moovattupuzha(Kerala). 3. Additional Polyclinics in Delhi / NCR. Presently, there are six Polyclinics functioning in the NCR, viz. Delhi Cantt, Lodhi Road, Noida, Gurgoan, Faridabad and Ghaziabad(Hindon). In addition to these six polyclinics, Govt has accorded sanction for six more polyclinics in the NCR under the expansion of ECHS network. These new polyclinics will be functioning at Shakurbasti, Timarpur, Khanpur, East Delhi / Preet Vhar(Navy), Greater Noida, Gurgoan (Sohna Road). 4. ECHS Membership to Nepal Domiciled Gorkhas (NDG). (a) The proposal to extend the Ex-Servicemen Contributory Health Scheme facilities to Nepal Domiciled Ex-Servicemen has been approved by the Government. However, the NDG veterans will have to visit polyclinics and empanelled hospitals located in India to avail the Ex-Servicemen Contributory Health Scheme benefits. The scheme is optional for NDGs. (b) A case for opening polyclinics and empanelling hospitals in Nepal is under consideration at MoD. 5. Revised ECHS Subscription w.e.f. 01 Jun 2009.

6. Augmentation of Manpower in ECHS Polyclinics. The present manpower in ECHS polyclinics is pegged to GoI letter dated 30 Dec 2002. In the light of experience of nine yrs or so coupled with sick report of 95 lakhs per annum approximately, a case has been taken up to augment the ECHS manpower which will result in delivering of quality medical care to veterans at ECHS polyclinics. The proposed manpower will bring in additional Medical Officers, Specialists, Medical and Paramedical staff. The deficiency of categories like Pharmacists, Physiotherapists, X-Ray Technicians, Clerks etc would also be made up in this augmentation. 7. Pharmacy Operations. To overcome the problem of non availability of medicines at polyclinics, ECHS is pursuing the case for outsourcing of entire pharmacy operations wherein the availability of medicines would be ensured round the clock. 8. Enhancement of Pay of ECHS Staff. Pay of ECHS contractual staff was raised in year 2009. Central org ECHS has now taken up a case with MoD to further revise the contractual pay for the polyclinic staff in line with CGHS contractual staff. 9. New Empanelment Procedure. Govt. has modified the process/procedure for empanelment of hospitals for ECHS. The new procedure stipulates that assessment of hospitals/healthcare facilities & labs for empanelment would be undertaken by NABH (National Accreditation Board of Hospital). NABH is a constituent of QCI (Quality Council of India) monitoring the quality of health care establishments in the country. The new procedure is expected to cut down the time taken for empanelment considerably. 10. 32 KB ECHS Smart Card. Old 16 KB smart card has been upgraded to 32 KB with good quality photographs and additional memory to meet the needs of the beneficiaries. Card is usable at all the polyclinics after its activation at parent polyclinic. This will provide flexibility and choice to each beneficiary to carry their ECHS membership card to different places separately. New card facilitates recording of complete medical history in the card. With introduction of ‘one-card-per-beneficiary’, the change of parent polyclinic can be done separately for each member. 11. White Card. To facilitate the disabled ECHS beneficiaries, a special 32 KB ECHS white card has been introduced. This card will allow disabled veterans to earn their due recognition in ECHS environment.

‘PRIORITY’ will be printed on reverse of the card for all polyclinics to ensure faster treatment and medicine issue to our disabled veterans. In addition this white card will also have all advantages of General ECHS beneficiary card. 12. Cessation of Temporary Attachment Procedure (TAC). Provision of TAC was initiated to facilitate provisioning and issue of drug/medicines and consumables by a polyclinic to outstation ECHS beneficiaries. Patients relocating to a new station on temporary basis were given TAC for facilitating issue of medicines for a prescribed duration. Consequent to feedback from the environment, the entire procedure of TAC was examined and it was decided to abolish the procedure of temporary attachments. Hereafter, ECHS beneficiaries may receive treatment / referral from any ECHS polyclinic on production of ECHS smart card. 13. Helpline. A 24X7 helpline to resolve entire gamut of issues which can concern an ECHS member on health care will be addressed through this helpline.
