Advocacy Strategy or a hand book and tool box Process: building on last years GFAN meeting,

planning group in Nairobi and Brighton, Strategic issues for discussion now:

Goals

GFAN’s goals are:

Mobilizing broad support for a fully funded and functional Global Fund;

Supporting Global Fund advocates in the global North and South;

Objectives

Objective 1: GF fully funded & functional

To mobilize GFAN members and implementing governments to advocate for a successful 4th Replenishment process outcome in 2013

To mobilize GFAN members to advocate for increased domestic funding for health in implementing countries.

Develop and implement a GFAN communication strategy to inform stakeholders and the general public.

Building an active global social movement in support of a fully funded and effective Global Fund.

Advocate for the establishment of a robust replenishment mechanism to ensure enhanced sustainable and predictable resourcing of the Global Fund.

Advocate for full deployment of all innovative financing opportunities, but especially a FTT, with the Global Fund as a beneficiary.

To monitor the effectiveness and efficiency of the GF business model and promote full expression of unmet needs.

Objectives

Objectives 2: Supporting Global Fund advocates in the global North and South

Support the Global Fund Advocates Network members in implementing and donors countries through facilitation of information sharing, sharing of best practices and policy strategy discussions.

Develop and implementation of campaign tools.

Develop and implement a communications strategy.

Strategic considerations We want an estimate that reflects the ambition the

to fully implement the GF Strategy and the mission to defeat AIDS, TB and malaria.

We will open about our methodology and challenge others to provide better data (we stand to be corrected)

We need to have an estimate that can be used in advocacy before April

Therefore: we worked on a rough but credible and realistic estimate

$6.8 bn for Africa till 2013-15; resource gap: $3.6 bn 47% covered (international and domestic funding) Rough estimate of 2014-16 gap for Africa: $5 bn Rough global gap: $4- $5.5 bn = GF ask Improved and expanded data available in February

Global TB report only till 2015; funding gap $3 bn p.a. Assumed domestic funding 90% (high and varies); in our

estimate 50% GF share of external funding for TB: 88% Current gap + ambition gap + HIV/TB + Rapid molecular

based diagnosis : $5,5 – US$6,0 (3 years) (assuming ART for TB is covered in HIV estimates) Improved and expanded data available in

Most comprehensive data (UNAIDS UNGASS/IF data set) Global need for 3 years: $65 bn of which 50% domestic

financing GF historical share = 21% - would result in $6.7 bn Caveat 1: NFM assumes improved success rate of proposals

(=> increased GF share – of an increased demand) Caveat 2: HIV numbers already assume high level of

domestic financing (=> less room for increase) 30% = $10.7 bn
