I had the privilege of representing thelnspection Division on February 16 & 1Z1989 in Nashville, Tennessee at the FirstAnnual Quality Management Con-ference as Moderator of one session.There were 400 people in attendanceand it was an outstanding two daymanagement conference. I againrepresented the lnspection Division onFebruary 20 & 21st in Short Hills, NewJersêy at the First ASQC/FDA SupplierCertification Conference as a GuestSpeaker. This was also an excellent con-ference with 182 in attendance.

On February 16th, I met with theAuditing Technical Committee represen-tative in Nashville. They have decidedto either stay as a Technical Committeeor move towards Division Status. I havenoted this on our LD. Matrix and we willconsider the item closed.

My philosophy is and always hasbeen "Quality Starts With QualityPeople" and we must always be think-ing of ways and means to improve thestatus of the members of the lnspectionDivision, all of whom are "Very lmpor-tant Quality People." As many of youknow I have documented "The GrowthSteps for Quality People" and for thosein other professional societies and

Historical Background

The present lnspection Division hadits origin in the dreams of one R.

Calvert Haws, a Los Angeles Sectionenglneerlng consultant operatlngunder the name Quality ControlEngineers, lnc.

The Division actually evolved fromthe lnspectlon Technical Committee.Available records lndicate that thisCommlttee came into belng in the1959-1960 era wlth Stanley Sherwoodas the first Committee Chairman. Mr.Shenalood, at that time, was a qualityassurance engineer wlth the Truck andCoach Dlvision of General Motors andwas a member of the Greater DetroltSectlon of ASQG.

No records are available for anymeetings or other lnspectionCommittee activlties durlng this timeperiod. The 1960-1961 Annual Reportof the Society states, "The lnspectlonTechnical Committee has notestablished itself as yet ln a mannerwhlch will allow it to function as aservice commlttee. However, it hasassisted ln the Annual Conventionprogramming and there are grass rootsactlvity of major proportions ln the LosAngeles Sectlon."

Due to an unusually heavy workloadrelated to his General Motorsassignment, Mr. Shenrood asked to berelleved as Commlttee Chairman.

Mr. J. Y. McOlure, ASQC president,suggested the new Chairman beappointed from the Los AngelesSection because of the keen interest ininspection activities promoted by thatSection. Consequently, Mr. Calvert

Haws agreed to accept the Committeechairmanship for 1961 -1962.

As he studied the structure ofASQC, Mr. Haws could not reconcilehimself with the phenomenon of anupside down pyramid trying to balanceitself on a relatively few top brass inthe manufacturlng and processinglndustries whose existence wasdependent on decisions derlved fromtheir all - powerf ul statisical procedureswhich were based on data provided bythe inspectors who went totallyunrecognized as crltical to a conectoutcome of their findings.

Such recognition and propertraining of the inspector wasconsidered by Mr. Haws as not onlyvital to a successful industry but ofnumerous benefits to the Society, notthe least of them being a much broaderbase for lncreasing membershlp. True,It might dimlnish its identificailon asan astute and scholarly body cateringto college and university graduates,yet, when you get down to the baslccause for exlstence if quality controlreally depended for all of lts sourcedata on a disorganized and uninformedhodge-podge of "every man doingwhat seemed right in his own eyes"-only chaos could result. Hlsphilosophy was : There must be a wayto identify the lnspector wlth totalquality control.

Considerable correspondence andpersonal memories of living membersindicate that Mr. Haws was bucking awell entrenched establishment. Therewas vislble conflict of objectives

between the leadershlp and the radlcalproposals of Chairman Haws.However, under his expert andenthusiastlc leadershlp, theCommittee rapldly became afunctional servlce group wlthln theSoclety. The obJectlves of theCommittee were deflned:1. To offer a technlcal servlce to thevarlous areas of the Soclety byproviding guldance, techniques andprograms as they relate to technologyof measurement and inspectìon.2. To serve ASQC members interestedln measurement and lnspectlon byhelping them lncrease in professlonalstatus and stature. These obJectlveswere to be accompllshed as follows:(a) By studylng the moderndevelopments ln order to better plan,collect, anal¡ae and interpret qualltymeasurements.(b) By keeplng abreast of the newenglneering development of testequipment for obtalnlng qualltymeasurements.

(c) By stimulatlng professlonal growthof all those lnterested ln measurementand inspection through an eduôationalprogram that will conslder the modernconcepts and tools of measurementand lnspectlon together with themanagement of the lnspectionfunction.

The procedure advocated by Mr.Haws was the organizatlon of aninspection workshop in every sectlon.He recognized the importance of theinspector within the quallty control

operation and energetically promotedthe need to recognize the inspector tothe Society offlcers at a natlonal level.

Somewhere during this time period he

managed to get clearance for the

acceptance of this technicalcommittee within the SocietY to be

known as the lnspection Engineeringand Management TechnicalCommittee.

Mr. Haws sent a serles of letters tothe individual Sections promoting theworkshop theory, using the success ofthe Los Angeles Section lnspectionWorkshop as an example. Durlng the1960-61 season, 225 new ASQCmembers were obtained bY the LosAngeles Section of which more thanhalf were provided by the inspectionworkshop.

Response from the Society officerswas prompt and most favorable. Mr.

Gayle McElrath, ASQC vice president,provided solid support to theCommlttee. Mr. McElrath presented apaper entitled "The lnspection Area,"dated May, 1962, in which hesupported the theory that theinspection function has a place withinthe perimeters of ASQC.

Mr. Jack Lancaster, chainnan of the

Los Angeles Section ProPosed thatinspectors constituted the largestnumber of people contributing to theoverall quality control effort, andtherefore should be given recognition.He noted several ideas on objectives'goals, and actlvities and was the firstto suggest the Commlttee be calledslmply "The lnspection Committee"'

Documentation concerning theactivitles of the Committee for theyears 1962 through 1965 is almost non'existent. However, much has beengleaned through John Louer whohandled most of the correspondenceduring that era. ln addition, the national

office in Milwaukee researched theirfiles and foruarded coPies of all

inf ormation Pertalning to thelnspection Committee during that time

period. This inoluded the Committeereports presented by Mr. Haws whichwere included in the Annual Reports ofthe Society.

The 1962-63 report showedinspection workshop activity in thePhiladelphia and AlbuquerqueSections as well as in the Los AngelesSection. Active Committee memberslisted were:

Harry D. Greiner - RCA (PhiladelphiaSection), L. E. Snodgrass and E. S.

Roth Sandia Corp. (AlbuquerqueSection). The Committee was assistedby underwriting grants of $2,000 eachfrom the Aircraft and Missiles Divisionand the Electronics Division.

The Committee began activeparticipation in Annual TechnicalConferences by providing inspectionoriented sessions. lnterest wasimmediately noticed as the inspectionsessions were among the bestattended. Recognition and enthusiasmwas generated. The Committee wasnow on its way.

To illustrate the foresight of CalvinHaws, the following quote is excerptedfrom his 1962-63 report to the Society:"lt is still the desire of the Committeeto have a national lnspection Divisionof ASQC."

Formal approval for a Permanentcommittee to be known as thelnspection Engineering andManagement Technical Committeewas adopted by the ASQC ExecutiveCommittee September 18, 1964.

lnterest in the Committee andCommittee activities expanded rapidlyln the next few years. The 1964-65Annual Report shows a full Committeeof ten members under the guidance ofChairman Haws. Members were: T. S.

Jones - Vice Chairman, E. S. Roth-Secretary, H. M. Cook, Jr., J. J.

Fitzsimmons, W. J. Gulledge, W. B.

Morgan, W. Opperman, Jr., R. J.Paulsen, R. W. Spang and R. J.

Williams. Regional chairmen wereappointed. lnspection workshops and

committees were established withinSections from almost every region.

Vigorous as he was, Mr. Haws waswell along in years. lll health virtuallysidetracked his personal ef f ort.However, even with this handicaP, he

organized a sort of chain campaign tokeep the Committee progressing. Hisplan was to have every Section in theSociety have at least one meetingduring the year with emPhasis oninspection. He outlined what he

wanted sent out. John Louer workedwith the Regional Committee men,handling the correspondence, passingout the information as to what wasrequired, then following theassignments through until a completereport was returned telling the degreeof success or failures.

The Los Angeles area continued tobe the focal po¡nt for lnsPectionactivity. Week-end seminars orientedto inspection education and trainingwere attended by hu ndreds.Philadelphia picked up the idea andheld several major conferences, ThenChicago, Albuquerque and NewOrleans followed.

Names familiar to presentlnspection Division members began toshow up as active Committeemembers - Hardy Cook, Art Gurry, TomDimuro, Howard Kahn, John Louer,Chuck Hutcherson became ViceChairman. Harry Lessig acceptedresponsibillty as Area Chairmancovering Section actlvity in lllinois,Wisconsin, and Louisiana

Mr. C. H. (Chuck) Hutcherson ofNorth American's Autonetlcs Divisiontook over as Committee Chairman inSeptember, 1966. Mr. Haws continuedon the Committee in an advisory andconsultant capacity until his untimelydeath.

Chuck Hutcherson continued thedrive for Division status with vigor andenthusiasm. Heavy emphasis wasplaced on educational programs toelevate the status of the inspector.

The Committee was organized in amanner to represent all geographicalareas. Speaker lists for promotlon ofthe inspection functlon wereformulated and distributed. lnspectionworkshops and lnspection Committeesessions were presented at the AnnualTechnical Conferences. lnterest in theinspection function was evidenced bythe attendance at these inspectionsessions whlch required the largestrooms available in order toaccommodate the attendees.Groundwork was laid with the GeneralTechnical Council for attainingDivlsion status.

Committee meetings were plannedtwice a year. One meeting was to beheld during the Annual TechnlcalConference and a mid-year meeting lnSeptember or October. At the May,1967, meeting held in Chlcago, Mr.Harry Lessig was elected ViceChairman. Tom Dimuro was elected asSecretary. Añ Curry was appointedChairman of the long-range and shorl-range planning and Hardy Cook wasassigned to head up the Committeeresponsible for developing lists ofspeakers, displays, films, etc., whichcould be used by Sections or train¡ngconferences.

Early in 1968, Mr. Hutchersonreported that due to heavy work loadpressures he could no longer devotethe necessary time and attention toproperly conduct the affairs of theCommittee. Mr. Harry Lessig becamethe Committee Chairman with ArtCurry as Vice Chairman.

Mr. Lessig was by no means new toambitions and goals of the committee,having been deeply involved in allfacets of the organization. First, he hadserved as Committee member, thenArea Chairman and he had served as

Vice Chairman to Mr. Hutcherson.Harry soon exhibited the dynamicleadership that was to eventually carryhim on to the Presidency of the entireSociety,

On September 26, 1968, a meeilngon the Committee was called for 10:00A.M. in the Red Carpet Room of UnitedAlr Lines at O'Hare, Chicago. Slx madeIt - Ted Clinger, Art Curry, Harry Lessig,John Louer, Bob McNeff and G. LWyckoff. The business before thehouse was the final steps needed tobecome a Divislon. Lessig had beenthrough the preliminary negotiatlonswith the General Technical Counclland had at least good reason to believethat if we completed our part theywould go through with theirs.Temporary officers were selected toprovide guidance and organlzation toaccomplish the necessaryprerequlsites for formal submission tothe G.T.C.

Harry Lessig was selected asChalrman, Art Curry as Chairman-Elect. Ted Clinger agreed to serve asSecretary. John Louer was elected toserye as Treasurer of an operation wlthmany potential expenses and noforeseeable income for at least a yearor longer. G. L. Wyckoff accepted theNewsletter. Bob McNeff agreed towork up a speakers list. This group wasunanlmous in selecting Hardy Cook towork up a set of lnspection Divlsionbylaws in conformance with theSociety constitution and modeldivision bylaws. Hardy was contactedand agreed to accept the assginment.

One of the specifics of the Socletywas a petition signed by votingmembers of the Society asking for theformation of a Division. Minimumrequirements were for S0 or 100signatures f rom various Sections.Signature sheets were prepared byLessig and the Committee fanned outto round up names. We got ihem - lotsof them. ln fact, we were swampedwith them beyond our wildest

lmaginations. Then came the omlnousannouncement. Each name had to beverlfied against legat membershlp lists.Here were many sheets of handwrlttennames, many of them very difflcult todecipher. Again the sheets weredivided among the few worklngmembers. Armed with a Societydirectory, we started matchlng thesignatures with typewrltten or legiblyhand.prlnted names opposlte thesignature. Long hours of near totalfrustration were requlred to finlsh theJob but within a week all peiltions wereback and ready to submit. The nameswe submitted were many times thenecessary requirement.

Divislon bylaws were submlttecl byHardy Cook for approval. All necessarydetails were worked out wlth theGeneral Technical Council by Lessig.

On November 15, 1968, the charterwas signed by ASQC Presldent T. C.McDermott, and Executive SecretaryD. B. Tallon for the Society, and byChairman Lesslg and Secretary Cllngerfor the Divlsion. The lnspecilonDivision of the American Society forQuallty Control was now a reality. Thevisions of Calvin Haws, the aspiratlonsof Chuck Hutcherson and the drlve ofHarry Lessig had flnally achleved fuilrecognition of the importance of theinspection functlon wlthin the totalquallty structure.

The continuing success story is toldin the history of our Divlsion Chairmanover the years. Each one brought hlsown unique talents to the office ofChairman and promoted the objectlvesof the lnspection Divlsion ln acontinuing effort to reach our goals.Each Chairman had a team ofdedicated members who performedthe real leg work that keeps a Divlsiongrowing, keeps it alive and brings newideas into our organization. The varletyof background experiences of thoseChairmen is a true indication of thediversity of our lnspection Profession.

My clearest memories of theDivision activities were the earlyformative months when we were not atall sure there would be a Division,when a handful of people met to gatherresources for the Job of creatinginterest. As far as the things thathappened during 1971-72, I am surethat I've forgotten a great many.

As far as my own story goes, sincethe 1971 -72 era,l was again Chairmanof the Quinsippi Section, and thenmoved to Texas with Motorola, lnc. I

am Manager of Quality Engineering inthe Seguin, Texas, plant of theAutomotive Products Division. We are

a part of the San Antonio Section ofASQC, a Section that had almost dieda few years ago. By efforts of themembers from the Motorola plant, theSection has been revived, and we arecurrently second in the Berg Awardcompetition. I am serving asEducational Chairman for the Sect¡on.

I've also become qulte active ln theToastmasters lnternational actlvltydown here. lt's good training forspeaklng, which I have been dolng atDallas, Fort Worth, Houston, Austln,and San Antoniq of course. Thesubject is usually lnspectlon.

Gil is now a Texan by choice, livingin Seguin, Texas. He is at present Man-ager of Quality Audits and Manager ofCustomer Quality Assurance for Moto-rola, lnc., in their Seguin plant. He isactive in the Toastmasters lnterna-tional. He has been a recent speaker atthe "Texas ls Quality" and the "QlE lll"conferences.

Dr. H. James Harrington is presidentof Harrington, Hurd & Riekel a con-sulting corporation consisting of two divi-sions: Harrington, Hurd & SquiresGroup and Rieker ManagementSystems. He serves as Vice Chairmanof the Board of World Enterprises Ltd.,and lndus Systems (P) Ltd., an elec-tronic manufacturing corporationlocated in Wardha, lndia. He is also aprofessor at Columbia Pacific University.

He was a senior engineer and projectmanager in Quality Assurance at IBMCorporation, and worked for IBM for40 Years.

He is currently Vice President of theprestigious lnternational Academy forQuality and is a past Chairman of theBoard of Directors and past President ofthe American Society for QualityControl.

Dr. Harrington's contributions to quali-ty around the world have brought himmany honors. He has been namedlifetime Honorary President of the Asia-

He hasreceived many awards, among them thelnspection Division Gold Medal Award.He was also elected an honorarymember of the Quality societies inTaiwan, Argentina, Brazil, Colombia,and Singapore. He was appointed thehonorary advisor to the China QualityControl Association. The prestigiousHarrington-lshikawa Quality Award wasnamed after Dr. Harrington and Dr.

Kaoru lshikawa in recognition of theirmany contributions to the advancementof quality in the Asia-Pacific area.

Dr. Harrington has authored twobooks published in 1987: Poor-QualityCost, and The lmprovement Process,one of the year's best-selling businessbooks. A third book, Excellence - TheIBM Way, was published in the spring of1988, and a fourth book, Ihe Quality/Pro-fit Connection, was published in early1989.

He has been actively affiliated with theLocal School Board, IEEE and ASQCand has served through the offices inthe "Suncoast" Section of ASQC. He isalso past Chairman of ASQC's lnspec-tion Division, ASQC Sponsor Represen-tative and Secretary-Controller to theJoint Engineering Management Con-ference Sponsor's Committee and GTCDeputy Chairman.

He is currently Auditor of our Divisionand continues to support our variousprograms.

It is always a great pleasure andsatisfaction to make new friends. lnthis way each of us grows as anindividual and, qulte lmportantly, thatls how the lnspection Division hasgrown from lts small beginning to itsposition of eminence as the largestDivision by far in the American Socletyfor Quallty Control. lt has taken a lot offine people to accompllsh this and weare all extremely proud of what hasbeen accomplished.

Surely, equally as pleasant as it is tomake new friends, and in some wayseven more important, is to stopperiodically and count the old friendswho have been with us during goodtimes and bad - the trled and truefriends whose loyal support hascontributed immeasurably to theDivision's accomplishments andsuccess over the years.

ln the early days of the United StatesNavy and wooden ships, it wasstandard practice to assign theOfficers and Crew to a new shlpimmediately prior to the laying of thekeel, and they lived wlth the buildingand commisslonlng of the ship in orderthat they would have lntlmateknowledge of all aspects of the shlpthey were to man. As a result of thisearly association they developed an

almost possessive love of their shlpand a sort of prlde of ownershlp.Consequently, they were known as"Plank Owners" of the vessel. Eventoday, there s€ems to be much torecommend the concept.

It ls not lntended to detract one iotafrom the demonstrated enthuslasm,eagerness and loyalty of all membersof the lnspectlon Dlvlsion, whether oldor new; however, there seems to bejustlficatlon for speclal recognition ofthese lnspectlon Divlslon "PlankOwners. "

Westinghouse Electronic Systems Sup-port Division, lntegrated Logistics Sup-port. Kevin has been Senior Engineer inthe Product Assurance Department forthe last 10 years.

He has been active in ASQC for over20 years. During that time he served inseveral elective offices in the BaltimoreSection, including Chairman of the Sec-tion and a member of the Board of Direc-tors. He worked with the ASQC inspec-tion Division as Regional Councilor, asa Vice-Chairman and as Chairman ofthat Division.

Kevin has been in the Quality Controldiscipline since 1942 and is familiar with

the growth and evolvement of qualityengineering as a science over the years.He has been a guest lecturer at LoyolaCollege, Baltimore and at CatonsvilleCommunity College in Maryland. Heplans to stay active in Division affairs.

After retirement Kevin established aconsulting business and remains activein ASQC. He is editor of this Newsletter.He has worked overseas in lreland,Scotland and England as a QualitySystem Consultant. He is a member ofthe Baltimore Section ASQC ExecutiveCommittee.

Kevin is the recipient of the Harry J.Lessig Award for 1988.

During his term as chairman wereached our membership objective andaccomplished several Division goals. Hehas been active in ASQC activities formany years. Education, Lecturing, andSeminar activities are all part of his role.

He is a graduate of the University ofHartford and was employed as QualityControl Manager by Skinner Value Divi-sion - Honeywell lnc. He initiated ourDivision Advisory Council. Our pastchairmen never retire from ASQC work.They just go on to bigger and betterinvolvement.

Jim is a lifelong resident of themetropolitan Baltimore Area, being bornand raised in Baltimore City. He is a1967 graduate of the University ofMaryland with a degree in electricalengineering. ln 1986, he received hisMBA from Loyola College in Baltimore.

Since his graduation from Maryland,he has worked for the WestinghouseElectric Corporation in Hunt Valley, MD,first as a design engineer for threeyears; and then in a variety of qualityassurance functions throughout theQuality Department. Currentl¡ he is aSenior Quality Assurance Engineerassigned to the Division's ElectronicRepair Center.

Anthony described his experience inthe Chairman's position as very fulfilling.He believes that the education of inspec-tors is the greatest service that our Divi-sion can offer industry. To meet thisneed, he says, we must have thecooperation of all members. Attendanceat meetings, conferences and seminarsis extremely important.

The Manzi's have retired and are liv-ing in sunny California.

Tony Manzi died during 1987 and heis sincerely missed by our division. Hisideas live on to inspire all of us.

A senior Member in ASQC, Jim is alsoa Certified Quality Engineer and a Cer-tified Quality Auditor. Additionally, he hasserved as the Chairman of the BaltimoreSection, ASQC Director At Large,Member of the Annual Technical Pro-gram Committee and as Chairman ofthe Program and Speakers Committee.

Now living in Baldwin, MD with hiswife Barbara and two children, Jim singsin his church choir, coaches youth in thelocal recreation council sports programs,umpires softball, basketball andvolleyball. Additionally, he ran for MDState Senate garnering 7000 votes,which represented 350/o of those cast inthe general election.

1979-1980 ChairmanKen Brady Ken retired from Westinghouse on

May 31, 1985 after 32112 feaß of ser:vice. During his working years, Kenreceived much support f romWestinghouse for his many ASQC ac-tivities which included guest speaker atmany ASQC Section meetingsthroughout the United States and for hisuntiring efforts in promoting the lnspec-tor Certification program. The certifica-tion program was approved by theASQC Board of Directors in November,1982 afterl1 years of effort by Ken.

During the last five years of Ken'sworking career, he was very active withthe ASQC Technical Program Commit-tees for the 1982 Annual Quality Con-

He transferred to San Jose, CAwhere he has been since 1967 with theGeneral Products Division. During thistime at San Jose, Gene has been aQuality Engineer in Magnetic HeadManufacturing, Data Disk Processes,Magnetic Tape Drive Assemblies, and inthe Machine Shop. He has also been aProcurement Quality Engineer and forf ive years was a ManufacturingEngineer in support of the High SpeedLaser Printer. Following that he was aProcurement Manufacturing Engineerresponsible for the assembly of a com-plete Disk File Storage Machine. Genehas held management positions in

Quality Assurance and Test EquipmentMaintenance.

His present assignment is initiating aSource Auditor Program for magnetichead parts and disk substrates for bothdomestic and foreign vendors.

Gene has a Bachelor of Science in ln-dustrial Management from San DiegoState University and a Master of Arts inManagement with a Quality ControlEmphasis f rom the University ofPhoenix. He is a registered PE, in Quali-ty Engineering in the state of Californiaand is an ASQC Certified QualityEngineer. Gene has held various electedpositions in the Santa Clara ValleySection of ASQC including SectionChairman. He has also held variouselected positions in the lnspection Divi-sion of National ASQC including theposition of Division Chairman. Current-ly Gene is on the Board of Directors forASQC serving as a Regional Director.

John Trotter has spent over 21 yearsin manufacturing, with 18 of those yearsin the Quality profession.

Starting his career as a lab technicianworking for BBL, a division of BectonDickenson, Mr. Trotter has held variousQuality Management positions in avariety of industries such as: defense,steel, precision machining, plastic, andpharmaceuticals,

John joined thg local Baltimore Sec-tion of ASQC in 1972, and has heldvarious chairships, including chairmanof the Section in 1980 and has justfinished his term as director for theBaltimore Section.

Joining the lnspection Division also in1972, John started as a RegionalCounselor and progressed to Chairmanof the lnspection Division from 1984

through 1986.

Mr. Trotter received both his B.S. inProduction Management and M.S. inOperation Management from theUniversity of Baltimore, and is currentlyan adjunct professor at the University ofBaltimore, teaching both Quality andOperation Management courses at theundergraduate level.

Drawing upon his experiences in theQuality and Operations areas, Mr. Trot-ter has embarked on a new career asa Senior Sales Representative for ASKComputer Systems, which is the leadingsupplier of manufacturing and financialsoftware in the world today.

Even though John has changedcareers, he still attends the localASQCmeetings and is an active member in theSociety today.

Bill has remained active in ASQCsince completing two terms as Chair-man of the lnspection Division. Whileserving his second term as chairman,he was nominated and elected a Fellowof the Society by the Board of Directors.Currently há is Deputy Regional Direc-tor for Region 14 and is Chairman of theExamining Committee for the Tulsa Sec-tion. He is also a member of the Quali-ty Press Standing Review Board.

ln October of 1988 after almost eightyears as Director, Quality Assurance, Billleft Burtek, lnc. of Tulsa, Oklahoma, acompany primarily engaged in themanufacture of flight and tracked vehi-cle simulators, which is also a subsidiaryof Thomson Corporation of America. To-

day, Bill is Director, Quality Assurancefor the western hemisphere for Hilti, lnc.,a company well-known worldwide for

fastening systems used in the construc-tion industry.

Bill has been an adjutant professor atTulsa Junior College for several yearsand is a guest lecturer for the AmericanManagement Association. He has writ-ten various papers, given seminars, andhas recently appeared in a video pro-moting the value of inspection in in-dustry, ln addition to being Past Chair-man of ASQC's lnspection Division, heis also Past Chairman of the society'sMetrology Technical Committee; PastChairman, ASQC's Tulsa Section; anda Past Director, ASQC's Northeast ll-linois Section. He is a Certified QualityEngineer and a senior member ofthe lnstitute of lndustrial Engineers.Bill is also the current Commanderof Tulsa Power Squadron, U.S. PowerSquadrons.

Thls seemed reallstic at thetlme because also in Septembe6 1973the lnspection Division became thelargest {membersnip, Dlvlslon inASQC and lt has remalned the largestsince then. ln the September, 1974NEWSLETTER, the Division Chalrman,Tllson Lacy, llsted the Dlvision's goalsand obJectives and he stated that he"llsted them ln a reasonable order ofconsldered lmportance".Goal No. 1

By mid 1975 the effort on developing

an lnspector Certification programslowed down considerably because ofSoclety constralnts. The effort slowedbut never stopped. During the May,1979 lnspectlon Divislon AnnualCouncil meeting in Houston lnterest inthe lnspector Certlflcation Programpicked up again very quickly becauseof the support for the Programexpressed by Walter Hurd who wasattending the meeting. At thelnspectlon Dlvision's request the GTCdiscussed the development of aproposal for lnspector certlflcatlon. lna letter dated August 15, 1979 the GTCChalrman stated the GTC "looked onthe proposed development of(lnspector) certlflcatlon favorably".The GTC then established five crlterlathe proposal must meet.

At the May, 1980 Annual QualityCongress ln Atlanta Dr. Paul Gellesacc€pted the Chalrmanshlp of thelnspector Certlflcatlon Commlttee toprepare for lmplementatlon after theproposal ls approved by the ASQC

Board of Dlrectors. ln a letter datedApril 14, 1980 from the GTC Chairmanthe lnspection Division was informedthat the Professional DevelopmentCouncll establlshed seven criterla theproposal must meet. This required acomplete rewrlte of the proposal thathad been Written around the f ivecrlteria orlgiially submitted by theGTC. The first DRAFT of the proposatwas sent to the GTC Ghalrman and Dr.Gelles for revlew on August 18, 1980.

By a letter dated September26, 1980from the GTC Ghalrman to theProfesslonal Development GouncilChairman the PDC was asked torevlew the proposal at its November,1980 meeting. The lnspection DivisionCouncll reviewed the DRAFT of theproposal at lts mld-year meeting onOctober 8, 1980 in Tulsa, OK. Gouncllapproval was given for the proposal aspresented. The lnspectlon DivislonPast-Chairman attended both of theGTC and PDC November, 1980meetings to explaln the proposal

because of bY'laws requlrements.Because of the confusion the GTG ln'comlng Chalrman wrote a letter dated

September 3, 1981 to the PDC

Ghalrman to clarlfy the responsibllltlesand methods to use on future votlng.

The lack of understandlng on these

lssues created the GTC confuslon. The

f lrst meetlng of the lnspectorCertiflcatlon Gommlttee was held on

October 8, 1981 to begln strategyplannlng to lmplement the certiflcatlonprogram after lt is aPProved bY the

ASQC Board of Directors.

At the November 18, 1981 meetlngof the full GTC the lnsPectorCertlflcation proposal was again on theagenda for a vote of aPProval. ln aletter dated December 23, 1981 fromthe GTC Chalrman to the PDC

Ghalrman lt stated the GTCunanlmouslY voted that: "the GTC

accept the lnspector certlficatlon
