My thoughts on preparing for implementation from a Training Institute perspective.

The Qualifications Framework features:
242 Competency standards
which will enable delivery of 52 qualifications
across 6 Labour Divisions.
Background

Packaging Rules exist which prescribe requirements for creating a qualification – they identify:
The mandatory competencies – by unit name
The choice of elective competencies.

My thoughts for implementing Toolboxes – this is what I think Training Institutions need to do:
Establish links with local industry – Industry Advisory Groups/Trade Working Groups:
Suggest one per Labour Division rather than ‘Hospitality’
Involve SMEs & large operators
Meet with them
Determine best meeting days/times

Ensure link to local Training authority/MOT responsible for the project:
Attend their meetings
Become involved
Identify assistance available – advice; $$; expertise; contacts
Stay in touch
Demonstrate support for the initiative & willingness to participate

Prepare & distribute series of press/media releases – about the project; what you are doing; resources you are buying; staff you are hiring

Provide sample Toolboxes
Liaise with authorities to link your Training Institution to that body
Invite media to visit your facility.

Obtain electronic copy of all 242 Competency Standards – and distribute to potential trainers/assessors
Obtain all available Toolboxes as they become available & distribute ‘some’ to relevant venues and identified trainers/assessors

Work with ‘stakeholders’ (industry/employers, school leavers, individual learners, others?) to determine/confirm:
Qualifications to be offered:
What do they want?
How many staff are they prepared to enrol?
What days for training suit them?
What times of the day?
On-the-job or off-the-job training?

Units to be offered within those qualifications:
Which ones are needed for the workplaces to benefit from the training?
Which units do students need in order to get a job?
Guard against only offering units you want to offer – you must be ‘customer focussed’
Do not select units based on cost to deliver, time, ease of delivery
