1. General

a. III MEF will activate a Casualty Reporting Cont.rol Center (CRCC) at its headquarters. Upon activation, all organizations/units of the 3d MarDiv do~m to and inc1udin6 company level and battalion aid stations are designated as having casualty reporting responsibilUiE:s. l:~lementl5 below company level, who are attached, shall be reported upon by the operational superior except when the operational superior is a regimental commander. Regimental commanders shall designate an activity to assume responsibility for unit casualty reporting for such attachments.

b. Organization/Unit Commanders and other elements having casualty reporting responslbHltywtll eomplr with reference (a) in submitting casualty inform~3tion to III MEF CRee. Electronic Accountine; M:;tcbine procedures will be utili.zed to produce reports necessary to the system.

c. 2. Casualty and Burial Cards

a. Casualty Card, USMC, NAVMC l0453-PD (Rev 12-60) will be the standard form used 8S the primary casualty means and source document.

b. Burial Card~ USMC, NAV1£ 10454-PD (Rev 12-60) wi1l be used by Gr8ves Registration Teams.

c. A casualty card will be prepared by reporting units on all casualtles paSsiM t.hrough the medical and/or eVAcuation chain of command:

(1) When initially ~,dmitted for treatment.

(2) When treated and simultaneously returned to duty.

0) When treated. (processed) and eVl'icuated.

(4) When returned to duty after treatment or hospitalization.

(5) When evacuated.

(6) When death occurs aftJer admission.

(7) Upon KIA's.

(8) Whenever the sta.tus of the ~asualty changes other than noted above (inJury, wound or deat,h occurring subsequent to the inUi",l report).

PREAMBLE

1. The Embassy of the United States of America (the Comrnander U. S. Forces in Republic of Vietnam) presents its (his) compliments to the Ministry of Foreign Affairs and has the honor to state that the discussions that have taken place between us concerning the ~tatus of U. S. F.oroes deployed, or to be deployedJ in the Republic of Vietnam at the request of the Republic of Vietnam Government, has let to agreement as follows:

SUBSTANTIVE PROVISIONS

c. There is a narrow coastal plain which is seldom over 20 miles in width. This area is densely populated. The land itself is level along the ooast but becomes gently rolling inland toward the mountainfl6 Behind thl~ coastal plain lies an area of mountains and hilly plateaus. 2. Water

a. Questionably potable water for DANANG is presently supplied from two wella with capability of providin~ 1;-20 cubic meters of water per hour. Two more are under construction which should provide an additional 65 cmbic meters per hour. Water is also drawn from private shallow wells that are generally 3-4 meters deep, the' water· table genElral1y being only a few feet below the surface. A few of these wells sometimes dry up during the dry season.

4. Waste. Disposal.

a. In DANANG the lack ot piped water system precludes the presence of a water-borne sewerage system. It is probable some of the government buildings and better homes are equipped with individual B~ptic tanks, but the overall system of waste disposal is undoubtedly unsatisfactory.

b. In rural areas human wastes and refuse are disposed of in open fields, canals, and rivers, although there has recently been legislation prohibiting this. Night soil is used for fertilizer.

c. In the larger towns garbage is placed in open containers" collected in.open carts" and transported to dumps.

Rodents carry lice, fleas, and mites, which are the veotors of plague, muine typhus, and other disease. h. Snakes

(1) Cobras. Three varieties. All poisonous, NeurotOXio venom.

(2) Pit Vipers. Variety of pit vipers, all moderately poisonous. Russell's viper is very poisonous and able to injeot double the lethal dose for man in a single bite. Heomotoxic venom.

(3) Kraits. The common krait and t,he banded krait. NeurQ:tOxio venoms, more toxic than that of the oobras.

(4) Water snakes. At least 10 species of poisonous water snakes, usually near the shore in coastal waters.

(1) Leeches. Found on the graBses and weeds along piths and near water holes in low-lying areas during the rainy season. Their bites produce profuse bIE~eding, itching, and secondary infection.

(2) Fish. Sharks ;;Ind other specie!1 of fish whose flesh is poisonous to min ilre found in i,he costal waters. Many fish contain puasitee which infect man when the flesh is eaten raw.

(3) Although dingerous inimals, such as tigers, leopards, and be;rs ~re occasionally seen, they usu.lly avoid human beings. Wild boars ire very dQngerous when molested.

d. Poisonous Plants.

(1) The Sick tree or deadly "up.s" tree (Antiaris toxic. ria) grows to a height of 100 feet, and has leaves like an elm tree. It produces a poisonous, milk-like sap.

3d HarDiv (-) (Rein) deploys initiallJ to DA.!~A.NG by sea and air, occupies and secures the DA'M~G, QUAID: NIlAI and TAM XI objectives and is prepared to assume control of the LSF or the BLT of the SLF and to conduct ground operations to del!!troy the Viet Cong in the m HEF zone.

a. Conoero of operation. An engineer platoon reinforced with an ihile ozer tractor, water purification equipment, bath unit and dump truck, is initially attached to each airlift and sea-11ft BLT. In addition, the company headquarters of an engineer company is attached to each RLT headquarters and augmented with an angledozer tractor, dump truck, loader (scoop-type), motor grader and air compressor. An advance echelon of the 3d Engineer Battalion (-) arrives at DANANG by air on B.2.

Initial engineer operations ashore will be conducted on an area responsibility basis with attached engineer companies per­forming enginHr tasks in the RLT zones of action as directed by the RLT commander. Upon landing on B+8 the 3d Engine€r Battalion (-) will reinforce the attached engineer companies as directed and execute priority engineer tasks in the Division zone. Attached engineer companies will revert to parent control on order.

The 3d Marine Division (-) (Rein) is responsible for engineer support, to include hasty airfield repair, of the III MEF until establishment of tht> Fl!O (-) ashore on B+12.

1. GENERAL.

a. This Appendix includes information on the engineer tasks, assignments and priorities of the FEG and the FMAW, as well as the ,3d Marine Division (-) (Rein), to insure effective interact:i,on of ' their enginf:er elements.

b. Improvement and expansion of arll.~ rfi!sources to provide logistic and adrninistrat1're support in DANANG and QUANG NOAr will be initiated by ,"~nginef'r "lemf"nts of the III MEF. Expansion of projf"cts and initiation and improvement of further construction will become the responsibility of the Commander, U. S. Army logistic Forces.

c. Planning for required const.ruction will be predicated on providing, on an austere basis only, t,ht essential operational and support facilit.ies ne(~ded immt"diatdy after implementation of this plan.

d. 't'lhen directed thf" Commandez', U. S. Army LogistiC Forces will assume responsibility for t'!stablishing and maintaining interior LOC's in the DANANG area.

2. PRIORITY OF ENGINEER TASKS.

Although unveri.fied, it is reported that large quantities of material are stockpiled in USOM warehouses. These reports indicate the possible existence of some stel~l shapes and plates among other constrUction items. Most of these warehouses ne located in the S=igon area.

6. Cement is available from three I!IOU1~Ct'S, Thailtmd, Japan And the u.s. The cement from .. Thdland is not of good quaU ty and it is not be1i.eved that the price slving is lforth the quality loss. The Japanese cement is equal in quality to that producf!d in the U. S. A cement mill is prel!lently being ccmstructed near Saigon by the RVN Government.

7. Most timber resources are in the inland portion of the country and often in the area controlled b~r the Viet Cong. Although this area abounds in hardwood there is one excellent construction tilnber available. This is called Dou and is equivalent to Douglas Fir.

e. Two known sawmills are located neil' Dan4i1ng. One at the north end of town about i mile from the river. The st-cond is about 20 KIn south of the city along the coastal road. Both mills are makeshift affdrs of questionable linl!!age liInd vint"ge. Qudi ty cont.rol of lumber size and grade is very poor., It is possible th.t other mills exist in this .rea.

9. All isphalt is imported from the United Stiltes, Japin, IndoneSia, or Europe. There are no local petrole!unl resources. ESSO ~md SHELL provide the bulk of the petroleum services Amd distribution.

10. Aggregite for concrete and asphdt is developed 10c;11y. Quility ind quantity are accephble but not outstindinge A number of qu,rries :are required to provide the aggregite n,.eded for the'" current Dan~ng iirfield projeot. T~o quarries provide the m.jor portion of this gggrt'!gate and the rock used for the b:ase course.
