About Children’s Aid Society

The Children’s Aid Society is registered under the Societies Act and manages the Melrose

Home. An Executive Committee is elected from among its members and is the governing body

for the Home.

The Children’s Aid Society is among the oldest philanthropic organisations in Singapore, having

been formed in the late 1800s as the St Nicholas Home. Its present name was established in

1902.

Melrose Home provides a supportive environment for children and teenagers between the ages

of 3 to 18 years, who need care and protection in a residential setting. These are children and

teenagers whose parents or family members are unable to provide them with adequate care

and supervision.

A professional and progressive charity to nurture, motivate and develop young persons in need

of care.

Chairman’s Message

2011 was a year of significant changes. With amendments to the Children & Young Person Act, all Voluntary Children’s Homes are now required to be licensed. We passed the licensing inspection and the Home was granted a 2 year license by the Ministry of Community Development, Youth & Sports (MCYS). We amended our Constitution - extending the Executive Committee’s term of office from the previous 1 year to 2 years, as we believe this will allow greater continuity and enable us to better plan and execute the Children's Aid Society's strategic thrust.

Despite the difficult economic climate, donations received by our Home have held up well, for which we are extremely grateful to our donors and partners. This allowed us to continue to offer a high quality of care, support services and programmes to the children and teenagers in our care. At the same time, we focused on cost management, so as to ensure efficient and effective management of our resources. We completed the comprehensive renovation of the Home in early 2011, which we believe will provide a better living and learning environment for our children and teenagers. We continued to expand our outreach in 2011 - our muster expanded about 20%. During the year, there were 29 new admissions into the Home and 27 residents were discharged and returned to their families because conditions at their homes had improved. Melrose will continue to strive in providing a safe environment to bring hope to children and young persons in need of care and protection. However, this would not have been possible without the dedication and contribution of all our staff, the many volunteers, donors and partners of the Society, as well as the unstinting support of my fellow committee members. My sincere thanks also to our Sector Administrator, the Charity Council, the National Council of Social Services and the Ministry of Community Development, Youth & Sports for their encouragement and support. Executive Committee

An Executive Committee is elected from among its members and is the governing body for the

Home.

The Executive Committee is responsible for setting policies and overseeing key operational and

financial aspects of the Home. The Sub Committees oversee the management of the Home

and work closely with the Executive Director to ensure quality care for our residents. All the

Committee members are volunteers from different professions and backgrounds, and provide

their services without any remuneration.

Our Programmes Residential Care Melrose provides safety, security, care and support, to our residents, and ensures that their needs are met and their interests protected.

Academic Guidance & Support The Home supports our children and teenagers in their academic and intellectual development through tuition, learning support and enrichment programmes.

Personal & Social Development There is a wide range of programmes to

strengthen the overall development and

character building of our residents, as well as to

develop their talents and abilities.

Case Work & Counselling

Case work intervention, therapeutic services

and support are provided to address family

related issues as well as the various

behavioural, social and emotional needs of our

residents.

Family & Community Partnership

The Home works with the families, schools and

community agencies on issues concerning the

well-being of our residents. The objective is for

them to eventually return to their families when

their home circumstances have improved.

Aftercare & Mentoring

An aftercare programme is put in place when a

resident leaves the Home to return to the

family. The Home also set up “Melrose Club”,

which offers continued mentoring and

support to those who have been discharged.

Our Residents

Melrose Home provides a supportive environment for children and teenagers between the ages

of 3 to 18 years, who need care and protection in a residential setting. These are children and

teenagers whose parents or family members are unable to provide them with adequate care

Residents under the Home’s care can be broadly categorized as:

● Statutory Cases – directed for admission by the Juvenile Court under a Care and

Protection Order; since 2010, the Home began to admit Beyond Parental Control (BPC)

cases

● Child Protection Cases – referred by the Ministry of Community Development, Youth

and Sports (MCYS)

● Compassionate Grounds Cases – referred by families, social service and community

agencies

In 2011, 29 new residents were admitted to the Home, but by the end of the year, 27 had been

discharged. The Home served a total of 74 residents throughout the year.

Our Staff The efficient operation of Melrose Home and the quality care given to our residents is ensured by a dedicated and committed team of 28 staff. The Executive Director is responsible for the overall management of the Home and ensures that the staff are conversant with and adhere to the mission and objectives of the Home. The team includes:

● 1 Home Manager responsible for the maintenance and running of the Home ● 2 Supervisors responsible for daily operations and care-giving duties ● 4 Social/Case Workers responsible for managing the Individual Care Plan for our

residents and attending to each individual's emotional and psychological needs ● 2 Youth Workers responsible for the mentoring and supervision of the teenage residents ● 1 Administrative Officer responsible for admin and finance ● 1 Volunteer & Programme Coordinator responsible for the management of

programmes, volunteers and fund raising ● 11 House-parents responsible for care-giving ● 3 House-keepers responsible for the general cleanliness and maintenance of the Home ● 1 Cook responsible for the preparation of balanced, nutritional meals for the residents ● 1 Driver responsible for ferrying the children to and from school

Our Volunteers Volunteers play an important role in the operation of the Home. The main groups are:

● Individual volunteers who give weekly tuition or teach special skills to our residents ● Volunteers from the universities, polytechnics and schools who organise various

activities for our residents ● Corporate volunteers from private and public sector organizations who provide financial

support for the Home’s programmes and projects Our volunteers are also involved in:

● Maintenance of the building and facilities ● Enrichment classes and educational trips ● Sports training and out-door games ● Learning support and skills development ● Recreational activities ● Fund raising activities in aid of Melrose Home

Our Expenses The monthly average cost of running the Melrose Home operations is about $120,000. About 29% of this cost is funded by the Ministry of Community Development, Youth and Sports through a grant based on the number of residents. However, the major part of the Home’s operational costs is funded by donations from corporations, organised groups and well-wishing individuals. Review of Financial Statements The Home recorded a deficit of $129,661 in 2011 compared to a surplus of $805,187 in 2010. The deficit arose because it was necessary to make a financial provision of $287,773 in relation to an unrealized loss on the value of our investment portfolio (compared with gains in the value of investments of $263,633 in the previous year). During the financial crisis in 2008 the value of our investment portfolio fell by more than $800,000. As a result, we revised our investment guidelines which have now proved to be more prudent and resilient. In 2011 the value of our portfolio dropped by less than 6% as compared to a fall of more than 18% in the ST Index. Donations received by the Society have held up well despite the difficult economic climate. In 2011 we received $963,129 and we would like to express our appreciation for the generosity of our benefactors and donors.

In 2011, our expenses increased by about 15% as a result of higher costs relating to the 20% increase in the number of residents at the Home.

Reserves Policy The reserves of the Home comprise our investment portfolio and cash balances. As at the 31 December 2011 the value of reserves stood at $6,490,728, a decrease of $276,104 (-4%) over the previous year. The ratio of our reserves to our projected annual operating expenditure for 2012 is 4.3 compared to 4.9 in 2010. These reserves were primarily established in 1987 when the Home sold off its peripheral land for development netting $1.1 million. These proceeds were placed in an investment portfolio comprising blue chip trustee shares and bonds. The value of the portfolio has grown steadily over the subsequent 25 years during which time relatively consistent market growth has been punctuated by periodic market falls such as the one experienced in 2008. The dividend and interest income generated by our reserves combined with donations has normally enabled the Home to bridge the substantial gap between the government grant and our total operating expenditure. However, during the recent financial crisis we were able to draw heavily on our reserves which justified the past prudent reserves policy of the Home. Furthermore, we have been successful in maintaining the financial stability of the Home during this challenging period. Our current reserves policy will enable the Home to fulfill our continuing obligations to the residents in our care. In our current five-year strategic plan period we have set a goal of achieving a reserves to

operating expenditure ratio of around 5 (times). We believe this will give us the flexibility to

increase our expenditure on our care programmes, expand our outreach and services to help

children, teenagers and their families, and to respond to the changing needs of Singapore.

The members of the Executive Committee and Sub-Committees of the Children’s Aid Society do not receive any remuneration or benefits for their services to the Home. Our Plans and Commitments for 2012 Children’s Aid Society will be celebrating our 110th anniversary in 2012. Beyond looking back and celebrating our long history, we are looking forward to embarking on our second Strategic Planning Retreat to chart the future direction for the Society.

With the risk of a default on sovereign debt in the Euro Zone averted, we are cautiously optimistic that we will see some recovery in 2012; the key risk being an oil-price shock arising from the escalation of tensions in the Middle East. We shall continue to actively monitor our investments to safeguard the financial assets of the Society. We completed our risk management analysis in 2011, and in 2012, respective sub committees’

risk owners will be actively reviewing the identified risk areas and implementing initiatives to

mitigate those risks. We will also be initiating our next cycle of internal audit in 2012, so as to

improve our internal controls.

In the coming year, we will be building a new level at our teens’ wing - the expansion is part of

our plan to expand our outreach to take in new residential care cases. We would like to thank

Ascendas for agreeing to be the principal sponsor and supporter for this project.

One of our vans used for transport of our residents will be 10 years old and will be replaced. This ensures greater safety for our residents when being ferried to schools, outings and activities, medical and other appointments. In view of the increased muster and changing profiles of higher needs residents, we will be investing in our human resource by improving the competencies of our staff through targeted training so that we can be more effective in helping our residents and their families. We will continue to invest in providing quality programmes and support services for both our

in-care and after-care clients. We will also be in discussion with MCYS and NCSS to explore

potential areas of services to fulfill unmet needs.

We are budgeting close to a balanced budget for the coming year, relying on a substantial level of donations, and we are earnestly hoping that the unstinting support from our donors and partners will be generously maintained in 2012.
