Summary of Key Policy / Content:

Every Volunteer has a duty to care for the equipment used during the course of their

duties:Failure to fulfil this duty is regarded as misuse of equipment and in breach of the Volunteer Safety

Obligations assigned under the IRCG Occupation Health and Safety Management System (OHSMS).

All CGB Personnel must be familiar with and implement the preventative maintenance (care) tasks described within this chapter and

supporting Job Cards.

Prior to conducting maintenance personnel must make themselves familiar with the

policies and procedures described within this Chapter.

Job Cards are provided to support this chapter. Job Cards described in detail the

care &/or maintenance requirements for specific CGBs and equipment:

Job Tasks will alter from make, model or year of manufacturer. Prior to initial use job cards must be

confirmed with manufacturer information held at the CGU.

(2) 2.1 Overview

Unless otherwise stated, the term “equipment” refers to the CGB and all associated equipment required to carry out CGB duties.

Regular care and maintenance of equipment is essential to ensure:

Safety▪ Reducing the likelihood of equipment failure and injury to personnel.

Operational Capability▪ Ensuring a continual state of operational readiness in maintained.

Economy▪ Prolonging the life of IRCG assets, reducing the cost of replacement and/or repair.

(2) 2.1.1 Responsibilities

All personnel have a duty to care for the equipment they use during the course of their duties.

Failure to fulfil this duty is regarded as misuse of equipment and in breach of the Volunteer Safety Obligations assigned under the IRCG Occupation Health and Safety Management System (OHSMS).

The consequences of breaching safety obligations are also described within the OHSMS.

The OIC is responsible for managing the care and maintenance of equipment at the CGU. Management duties include:

Co-ordinating maintenance. Logging maintenance, damage, defects and repair.

Evaluating the effect of maintenance requirements on the state of readiness of the CGB.

Effecting the prompt repair of damage / defects.

(2) 2.2 Classification of Care and Maintenance

(2) 2.2.1 Care of EquipmentTasks associated with care of equipment include:

Preventative tasks:Such as:

Pre-use checks. Replacing equipment prior to expiry date.

Post use care, including:

◦ Removing salt residues.

◦ Storing / drying of equipment.

▪ Visually inspecting equipment to:◦ Become familiar with what is “normal”.◦ Identify damage or defects.

▪ Recording usage and condition in logs.

(2) 2.2.2 Maintenance of EquipmentFor the purpose of this manual maintenance tasks are defined as tasks which require the use of tools or materials. Maintenance may also incorporate visual inspection.

Maintenance can either be:

PlannedRoutine checks / periodic maintenance.

Unplanned Corrective maintenance – repair to damage or defects incurred during operation.

(2) 2.3 Care and Maintenance Policies

(2) 2.3.1 Reporting / Recording

Accurate and thorough records of faults and repairs are essential to aid the prompt identification of:

Recurring faults.

Safety issues related to equipment.

Change management requirements relating to equipment e.g. modifications.

The OIC is responsible for ensuring accurate records are kept.

All personnel have a duty to be observant toward the condition of equipment and must report any suspected damage or defect immediately to:

The designated Boat Cox if observed / incurred whilst afloat (the Boat Cox reporting to the OIC once ashore).

The OIC if observed / incurred whilst ashore.

Timely reporting is essential to limit the impact on operational readiness.

Failure to fulfil this duty is regarded as misuse of equipment and in breach of the Volunteer safety obligations assigned under the OHSMS.

(2) 2.3.2 Identification of Defective Equipment

The OIC is responsible for ensuring that defective equipment is clearly identified and removed from service.

The OIC must not allow defective equipment to be kept by the CGU, for example for training purposes, without written approval from the VS&T Branch.

(2) 2.3.3 Appointed Service Agent

Unless otherwise stated, the term Appointed Service Agent refers to a Service Agent as appointed by the VS&T Branch.

The IRCG appoint service agents to:

Ensure continuity and quality.

Gain value.

The OIC must ensure that approved service agents are used as required.

The OIC should contact the VS&T Branch to arrange for approved servicing.

Service agents will provide detailed records of all servicing and repairs conducted.

(2) 2.3.4 Maintenance Materials

Only manufacturer-approved materials are authorised to be used for maintenance and repairs.

The VS&T Branch is responsible for co-ordinate the supply of approved materials and/or can provide advice as to compatible brands suitable for use.

(2) 2.3.5 Hazardous Material Control on Site

Procedures and information relating to the control and use of hazardous materials at the CGU are contained in:

The IRCG Occupational Health and Safety Management System.

Additionally, pyrotechnic information can be found in:

VS&T 03 Pyrotechnics Procedure.

If equipment is under warranty the OIC must obtain authorisation from the CUSM before any maintenance is conducted.

(2) 2.4 Maintenance Procedure

(2) 2.4.1 Safety

Reference MaterialPrior to conducting maintenance, in addition to referencing the: The Irish Coast Guard Boat Operations Manual.

Task specific Job Cards.

Personnel must make themselves familiar with the relevant instructions, warnings and cautions contained in:

Manufacturers maintenance instructions for the equipment being maintained.

Usage instructions for all associated tools and materials.

Safety data sheets of any hazardous substances e.g. lubricants.

Experience & Skill Personnel designated to take charge of maintenance must be satisfied that they are familiar with, and skilled at, the task in hand.

Safe Working Practices Personnel conducting maintenance must be familiar with safe working practices which include, but are not limited to: Isolation of electrical sources. Isolation of starting circuits e.g. engine. Use of appropriate PPE to safe guard from hazardous substances e.g. goggles / gloves / dust masks.

Ventilation arrangements. Manual handling procedures. Never work under a tilted engine.

Personal Protective Equipment The OIC is responsible for ensuring adequate stocks of disposable personal protective equipment (e.g. chemical

resistant gloves / dust masks) is readily accessible at the CGU.

(2) 2.4.2 Stages of Maintenance

Nomination of a Person in Charge The OIC must designate a person in charge (PiC) of the required maintenance operation.

The designated PiC assumes responsibility for the safety management of the operation: Refer to Section 3 – Chapter 1 – Risk and Safety Management

Evaluation of the Effect on Operational Readiness

The OIC and PiC must evaluate the probable affects of maintenance on the state of readiness of the CGB.

PreparationPreparation is key in ensuring that maintenance is completed without delay, minimising the effect on the operational readiness of the CGB.

SafetyPrior to the maintenance commencing the PiC must: Reference all documentation relating to the planned maintenance.

Identify any risks or hazards posed by the maintenance and consider control measures.

Ensure that all the equipment and materials required are in situ.

Brief all additional personnel involved in the maintenance in relation to: Their duties. Methods of work. Risks, hazards & control measures.

Completion On completion of the maintenance the PiC must report to the OIC: Outlining the work undertaken. Describing the condition in which the equipment has been left.

Confirming all work is complete and the boat is ready for operations (or)

(2) 2.5 Care & Maintenance Job Cards

Care and maintenance procedures are described in detail in care & maintenance job cards. Job Cards are laminated A4 sheets designed to aid personnel in the proper use, care and maintenance of equipment.

There are three series of job cards:▪ JCEs :Job Cards for Equipment▪ JCDs: D Class Care & Maintenance (pre-use, post-use & monthly (or 10 hours))▪ JCRs: Rib Care & Maintenance (pre-use, post-use & monthly (or 10 hours))

Supporting Care & Maintenance Job

Cards:

Equipment Job Cards (JCEs):

To be used as briefing sheets when inducting new personnel to IRCG equipment.

e.g. Introduction of trainees to the features, care and maintenance of personal protective equipment.

e.g. Training personnel in the proper securing of the CGB to the trailer.

Care & Maintenance Checklists:

Two checklists exist: ▪ Post Recovery ▪ Monthly / 10hr Maintenance

Checklists are specific to the type of boat. They are contained in the Job Cards, ahead of the cards which support them.

To aid identification checklists pages have a coloured background.

Supporting Care & Maintenance Job Cards:

Job Cards expand on the tasks contained in the checklists.

Job Cards are specific to the type of boat: ▪ JCRs (Job Card Rib) ▪ JCDs (Job Card D)

Each cards describes the hazards, safety measures and job steps required to safely and effectively complete a care or maintenance task.

(2) 2.5.1 Uses and Limitations of Care and Maintenance Job Cards

Job cards provide an indication of the tasks required to adequately care for and maintain the CGB and associated equipment.

NB No instruction in the Boat Operations Manual or associated material is intended to supersede any instruction as described by the manufacturer.

Each job card describes in detail the job steps required to care for or maintain a specific item of equipment. As these job steps often alter from make, model or year of manufacture, at the top of each job card, the equipment make and type and the source document is identified:

The OIC is responsible for confirming that care and maintenance job cards are suitable for the equipment held at the CGU before issuing them. This should be done by

crosschecking the job card source against the manufacturers documentation held at the CGU.

(2) 2.5.2 Layout Every page of each procedure contains a header which identifies:

▪ The type of procedure (D Class / Rib / Equipment).▪ The operation and model.▪ A unique reference.▪ The source document.▪ The frequency of operation (Each use / Monthly / Trouble Shooting).▪ Document control information.
