Subject: ARRANGEMENTS FOR STAFF PROMOTION, APPOINTMENT AND REVIEW

1. This circular sets forth the arrar:.gements for the examination of official

status files and the procedure relating to the submission of recourse letters.

2. The Appointment and Promotion Board, Committ ee and Panel expect to begin

soon the next comprehensive reviews for promotion.

3. It is sugges ted that staff members wno wisn to assure tn emse lves before

these review s ar e undertaken that all of the relevant material to be placed

before the r eviewing bodies is complete and accurate examine their official

status file in pursuance of the provisions of administrative instruction ST/AI/108.

Headquarters staff members should address a written request to the Supervisor,

Personnel Records Unit, Registry, Room 3660, giving their nasi.e, level, telephone

extension and room number. So far as possible, arrangements will be made for

them to see their file in accordance with the time schedule set out below. Any

staff member who believes that his official status file is incomplete may write

to his personnel officer within one week of the date of examination of his file,

requesting the inclusion of relevant sup:r:J_ementary information.

4. The schedule for the examination of their official status files by

5 . In considering a staff merriber for promotion , tne reviewing bodies nave at

their disposal the official status file of that staff member . For all staff

members wnose seniority in l evel nas reached a minimum established by the Board,

basic data regarding academic qualifications, former employment, assignments,

level and salary step, dates of changes of level within the United Nations,

seniority in the l evel, periodic reports, langua ges and so on are also made

available in the form of a personnel record (fact speet) . The record is not

" intended to be a substitute for the official status files but is designed to

place before the reviewing bodies factual information in a usable form and to

facilitate consultation of the complete file s whenever necessary. The personnel

record is included in the official status files.

6. The reviewing bodies may call upon such persons as they wi sh f or or al

testimony to supplement or clarify the information placed before them in any

particular case under review.

Recourse -procedure

7 . It should be noted that promotion necessarily depends not only upon a staff

• member' s intrinsic merit and seniority but upon a compari son of his over-all

qualities with those of his colleagues in a situation limited by the availability

of posts . Although the reviewing authorities make every effort to ensure that a

s taff member's case for promotion has received full consideration, it is

conceivable that the data presented in his case may have been incomplete in some

significant respect. For thi s reason the recourse procedure described below has

been established .

8. If a staff member believes that his name has been omitted from the relevant

promotion register because of incomplete information placed before or available to

the appropriate reviewing body, he may write to the Chairman of that body, giving

9. Any additional information bro'ught to the attention of a reviewing body by a

staff member will be exa:mined with a view to determining whether, had it been known

at the time of the initial review, it would have warranted the inclusion of his

name in the register; it therefore follows that the information must relate to a

period before the initial review was undertaken.

10 . The attention of staff members is drawn to the fact that recourse is a matter

strictly between the staff member and the particular reviewing body. Therefore,

will be considered.

11. The Appointment and Promotion Board, Cammi ttee or Panel will decide what

3 . It i s suggested that staff members who wish to assure themselves before the

general reviews are undertaken that all of the relevant material to be placed

before the reviewing bodies is complete and accurate, examine their official

status file in pursuance of the provisions of Administrative Instruction ST/AI/108.

Staff members should address a written request to the Supervisor, Personnel Records

Unit, Registry, Room 3660, giving their name, level, telephone extension and room

number. So far as possible, arrangements will be made for them to see their file

in accor dance with the time schedule set out below . Any staff member who wishes

to supplement the information contained in his file may do so by writing to his

5 . In considering a staff member for promotion, the reviewing bodies have at

their disposal the official status file of that staff member . Bas i c data regarding

languages and so on, are also made available in the form of a Personnel Record .

For the sake of convenience, the periodic reports of those staff members whose

seniority in a grade has reached a minimum established by the Board , Committee

or Panel are shown in summary form on the Personnel Record. The Records are

not intended to be a substitute for the official status files - they are merely

designed to place before the reviewing bodies factual information in a usable

form and to facilitate consultation of the complete files whenever necessary.

The Personnel Records are included in the official status files .

6. The reviewing bodies may also call upon such persons a2 they wish for oral

testimony to supplement or clarify the information placed before them in any

particular case under review .

Recourse procedure

7. If a staff member believes that his claim to promotion has not received full

or proper consideration because of incomplete information placed or presented

before the Appointment and Promotion Board, Committee or Panel, he may write to

the Chairman of the Appointment and Promotion Board (if he is in the level P- 4 ) ,

to the Chairman of the Appointment and Promotion Committee (if he is in the level

G-5, P-1, P - 2 or P-3), or to the Chairman of the appropriate Working Group of

the Appointment and Promotion Panel (if he is in level G-3 or G- 4) , giving grounds

for his belief . Letters should be transmitted through the Secretary of the Board

and Committee (Room 3603 -A) or the Co -ordinator of the Panel (Room 3633 -G) as

appropriate. Such letters must be submitted within one month from the date of

United Nations Office at Geneva and the regional Economic Commi s sions are

8. It should be noted in this connexion that promotion must depend not only

upon the staff member's intrinsic merit and seniority but also upon a comparison

of his over-all qualities with those of his colleagues in a situation limited

by the number of available posts. While it i s difficult fo r a s t aff member to

demonstrate that his claim for promotion has not received proper or full

consideration, it is conceivable that the data presented in his case may have

been incomplete in some significant respect. Any additional infor mation brought

by a staff member to the attention of the reviewing bodies which relates to

the period before the initial review will be examined with a view to determining

whether, had it been known at tha t time, it would have warranted the inclusion

of his name on the register.

9. It is recalled that recourse is a matter between the staff member and the

appropriate reviewing body. It follows that the reviewing body can consider only

material submitted by the staff members themselves in their own name.
