Third Plenary Session of the Eighteenth CPC Central Committee Unveils the SOE Reform
Concluded in the last month, the
third plenary session of the eighteenth
CPC Central Committee sets off a new
round of reform and proposes market-
oriented resource allocation with less ad-
ministrative intervention to further consol-
idate the roles played by the market. This
undoubtedly raises urgent requirements
on reform for state-owned enterprises
(SOEs) that are normally entitled to more
resource and system benefits.
The plenary session stressed that SOE
reform, which had always been the a core
task for economic system reform, must
adhere to the basic rules of unwaveringly
consolidating and developing the public
economy, persisting in the dominant posi-
tion of the public ownership, giving full
rein to the guiding function of the state-
owned economy, and incessantly strength-
ening the vitality, control power and
influence of the state-owned economy.
Obviously, the position and function of the
state-owned economy cannot be replaced
or weakened. Meanwhile, the influence
and control power of the state-owned
economy depends on its vitality. The focus
of SOE reform will be shifted from the sim-
ple pursuit of quantity increase to quality
and efficiency improvement.\.
Now, the new round of reform has
set off, which brings both golden opportu-
nities and huge challenges for SOEs. SOEs
must speed up the equity diversification
reform, develop a mixed ownership econ-
omy, deepen the management system
reform, and improve enterprise systems to
break away from the existing development
mode, and cope with the double challenge
of SOE development and market pressure.

Formal Establishment of SINOMACH Precision Tools Ltd.
Convention of the 2013 SINOMACH Sci-Tech Conference
After one year of arrangement and
preparation, on September 17, 2013,
SINOMACH Precision Tools Ltd. was for-
mally established in Zhengzhou, Henan.
The newly established company,
with a registered capital of CNY50 million,
is composed of three member companies:
China Abrasives Import & Export Corpora-
tion, Zhengzhou Research Institute for
Abrasives & Grinding Co., Ltd and White
Dove (Group) Co. Ltd. As planned, SINOM-
ACH Precision Tools Ltd. has been regis-
tered as a platform for developing abra-
sives and grinding tool business based on
its existing resources, China Abrasives Im-
port & Export Corporation and Zhengzhou
Research Institute for Abrasives & Grinding
Co. Ltd, with the reorganization of White
Dove (Group) Co. Ltd. The requirements of
China National Machinery Industry Corpo-
ration (SINOMACH) for SINOMACH Preci-
sion Tools Ltd. are to optimize resource
allocation for the abrasives and grinding
tool business module of SINOMACH, im-
prove the core competitiveness and inter-
national influence of SINOMACH, and build
a China-leading and world-renowned
enterprise group specializing in abrasives
and grinding tools.
The establishment of SINOMACH
Precision Tools Ltd. is not only regarded as
a critical step for SINOMACH to optimize
resource allocation, improve the core com-
petitiveness of its professional module,
establish an internationally competitive
and specialized member company, and
On November 22, the SINOMACH
Sci-Tech Conference was convened on the
topic of “strengthen scientific innovation,
promote transformation and moderniza-
tion, and improve growth effectiveness” to
comprehensively summarize the scientific
and innovative achievements of SINOM-
ACH in the last five years, analyze chal-
lenges and problems in depth, specify the
next-step work approach and objectives,
and make arrangements for key tasks.
In the conference, the following
plans were specified: SINOMACH will stick
to the approach of “manufacturing one
generation, reserving one generation, and
pre-researching generation” for the key
technologies to gain a favorable position,
establish the SINOMACH Technical Com-
mittee for creative system building, further
build the modern enterprise system for
institutes, pilot the employee stock own-
ership plan (ESOP) under conditions, and
push for the implementation of the share
ownership and option mechanism for key
scientific staff. Currently, the thirteenth
Five-Year Plan for SINOMACH is being me-
ticulously prepared.
In recent years, SINOMACH has made
abundant accomplishments in terms of
science and technology, which is playing
a more and more effective role in guiding
and supporting its development. In the last
five years, SINOMACH has undertaken more
than 500 national scientific research pro-
jects, won over 1200 provincial/ministerial-
level (or above) achievements, applied for
over 4200 patents, and achieved an annual
growth rate of 25% in science and technol-
ogy investment. The science and technology
investment in 2012 reached CNY3.7 billion
and the funds for science and technology
development have grown from the initial
CNY5 million to the current CNY100 million.
At the 2013 China Machinery Indus-
trial Sic-Tech Awarding Conference on

tion, the establishment of SINOMACH
Precision Tools Ltd. is considered sig-
nificant for accelerating the development
of China’s abrasives and grinding tools
industry and improving the core competi-
tiveness of China’s mechanical compo-
nents industry. It is reported that this pro-
ject was initiated at the end of November
2012 and is expected to gain revenue of
CNY3 billion within three years and CNY7
billion within five years.
White Dove (Group) Co. Ltd, newly
incorporated as an important part of
SINOMACH Precision Tools Ltd, was
founded in 1956 and used to be the larg-
est comprehensive abrasives and grinding
tool manufacturing enterprise in Asia.
SINOMACH reached an agreement with
the Zhengzhou municipal government in
November 2012 to take joint responsibili-
ties for the reorganization and moderniza-
tion of White Dove (Group) Co. Ltd.
November 6, SINOMACH won 47 prizes
plus the one and only Grand Prize of the
second half year of 2013.
The “China Machinery Industrial Sic-
Tech Prizes”, including the first, second,
and third prizes, are jointly set by China
Machinery Industry Federation and Chi-
nese Mechanical Engineering Society and
are awarded once a year. In 2013, a total
of 378 prizes, including 34 first prizes, 125
second prizes, and 218 third prizes, are set.
Given that some of projects are of special
significance, in 2013, the one and only
Grand Prize is set. Hefei General Machinery
Research Institute won the special prize
for the project of “designing, manufactur-
ing, and maintaining the grand pressure
equipment under extreme conditions”.

On December 8, 2013, the General
Administration of Customs (GAC) publi-
cized information about the foreign im-
port and export trade from January to No-
vember 2013. According to the reported
information, in the first eleven months this
year, the total import and export value of
China reached CNY23.43 trillion (US$3.77
trillion), with a year-on-year (the same
hereinafter) increase of 7.7% if the ex-
change rate is not considered. The export
value was CNY12.44 trillion (US$2 trillion),
increasing by 8.3% and the import value
was CNY10.99 trillion (US$1.77 trillion),
increasing by 7.1%, which increased the
trade surplus by 18.3% to CNY1.45 trillion
(US$234.15 billion).
According to the customs statistics,
in November, the total import and ex-
port value of China was CNY2.27 trillion
(US$370.61 billion), with an increase of
9.3%. Specifically, the export value was
CNY1.24 trillion (US$202.21 billion). With
an increase of 12.7%, the monthly export
value exceeded US$200 billion for the
first time, breaking the record of Decem-
ber 2012 and setting a new record. The im-
port value increased by 5.3% to CNY1.03
trillion (US$168.4 billion). A trade surplus
of CNY208.93 billion (US$33.81 billion),
73.4% higher than last year, was gener-
ated.
From January to November 2013,
with an increase of 7.9%, US$1.14789 tril-
lion worth of mechanical and electrical
products were exported, accounting for
57.3% of the total export value. The value
of electrical and electronic products ex-
ported increased by 17% to US$510.92
billion and the value of mechanical equip-
ment exported increased by 1.7% to
US$346.19 billion. Meanwhile, the clothing
exports increased by 12% to US$160.79
bil l ion, textiles exports by 11.5% to
US$97.21 billion, shoes exports by 9.4%
to US$45.41 billion, furniture exports by
7.9% to US$46.55 billion, plastic exports by
11.7% to US$31.7 billion, luggage exports
by 12.6% to US$25.02 billion, and toy ex-
ports by 8.9% to US$11.5 billion. The total
export value for the above seven catego-
ries of labor-intensive products reached
US$418.17 billion, increasing by 11.1% on
a year-on-year basis and taking up 18.8%
of the total export value.

On November 5, SINOMACH signed
a strategic cooperation agreement with
CCB in the main building of the CCB Head
Office. Chairman Ren Hongbin and Presi-
dent Zhang Jianguo were present at the

CMEC’s success in market expansion kept
coming in quick succession. Not only has
CMEC won additional market shares in es-
tablished core markets, but also they have
penetrated new markets one after another.
In these two month, CMEC signed con-
tracts with a total amount of US$2.419 bil-
lion, which is a “generous gift” for CMEC’s
35th anniversary.
Specifically, in established markets,

As one of the five key national com-
mercial banks of China, CCB has a large
and diversified customer group and main-
tains business relationships with multiple
large enterprise groups and the enterpris-
es that take leading positions in China’s
economically strategic industries. At the
end of June 2013, the market value of CCB
reached US$176.7 million, ranking the fifth
among global listed banks.
7, CMEC signed with Pacific Bangladesh
Telecom Limited (PBTL) an EPC contract
for the Smart Network project, with an
approximate amount of US$183 million.
On November 11, CMEC and Hunan Con-
struction Engineering Group jointly signed
a contract with Sri Lanka Road Develop-
ment Authority (RDA) for building the
second section (from Beliatta to Wetiya)
of the highway in the south of Sri Lanka.
The contract amount totals approximately
US$430 million. On November 20, General
Manager Zhang Chun signed with EPS
an EPC contract for the phase-II Kostolac
Thermal Power Station project, with an ap-
proximate amount of US$716 million. The
successful signing of these contracts not
only further consolidates CMEC’s position
in the established core markets and but
also paves the way for CMEC’s subsequent
development.
As reports of success in core mar-
kets kept pouring in, CMEC also achieved
success in penetrating new markets. In
these two months, three contracts were
signed for new markets, with the con-
tract amount totaling US$727 million and
accounting for about 30% of the total
contract amount of the two months. On
October1, CMEC signed with the engineer-
ing and execution ministry of Papua New
Guinea the contract, with an approximate
amount of US$170 million, for upgrading
the Kisenepoi-Kaugel River section of the
highland road of Papua New Guinea. On
October 8, CMEC signed with Jerusalem‘s
Latin Church an EPC contract for Phase-IV
Jordan Madaba American university build-
ing project, with a contract amount about
US$266 million. On November 18, Chair-
man Sun Bai signed an EPC contract with
the Moi Teaching and Referral Hospital
(MTRH) for expanding the hospital. CMEC’s
success in penetrating new markets fully
demonstrates its great competitiveness
and will serve as the driving force for the
future development of CMEC as well as
SINOMACH.

CAAMS Has Developed a Model Harvester with the Highest Feeding Rate in China
In a field stretching as far as one
can see, a combine harvester, equipped
with an 8-m cutting platform, is working
impressively. With a feeding rate of 10 kg/
s, it has a considerable advantage over
other models of harvesters. Its automatic
attended the recruitment meeting. The
recruitment team presented to the fresh
graduates SINOMACH’s positive social im-
age and operation achievements in recent
years through promotional video playing
navigation, CAN bus, and other functions
enabled by cutting-edge technology also
consolidate its leading position in harvest-
ers.
This is the model of the general-pur-
pose multi-functional harvester developed
and on-site introduction, arousing the
graduates’ great interest and leaving them
with a deep impression.
This recruitment meeting also cre-
ated a platform for companies to recruit
talent. The atmosphere was lively with
fresh graduates from many colleges of
Beijing eagerly submitting their resumes
and enthusiastically communicating with
employers. The graduates showed their
great interest in SINOMACH. Some of them
signed employment contracts with com-
panies and a lot of them expressed their
intent to work with these companies. With
the active attendance of member compa-
nies of SINOMACH and the warm welcome
from college teachers and students, the re-
cruitment meeting achieved good results.

markets that are technically monopolized by
manufacturers outside China.
On November 6, in Beijing University
of Aeronautics and Astronautics, SINOM-
ACH held a recruitment meeting for col-
lege students who will graduate in 2014.
Twenty member companies of SINOMACH
In August and October this year,
the general-purpose multi-functional
harvester ran on a trial basis, harvesting
wheat, soybeans, and rice, and successfully
passed the test by China National Agricul-
tural Machinery Quality Supervision Test-
ing Center. With its 8m cutting platform,
this model can reap wheat, rice, soybeans,
and other crops, embodying the general-
purpose quality of this model. When a spe-
cialized head is installed, the harvester can
also be used for corn harvesting. Besides,
this model is capable of reaping, feeding,
threshing, and winnowing at the same
time. The loss rate is lower than the limit
stipulated in relevant national standards,
which marks a major breakthrough in
technology development for large com-
bine harvesters and embodies the multi-
functional feature of this model.
It’s even more worth mentioning
that the emergence of this model not only
increases the harvester’s feeding rate from
2/3/5 kg/s to 10 kg/s, but also liberates
the drivers from complex operating pro-
cedures. It is widely known that the driver
plays a critical role during harvesting.
However, the truth is that drivers get tired
or even exhausted after six to seven hours
of continuous and intensive working no
matter how experienced they are or how
strong their sense of responsibility is.
With the application of cutting-edge
technologies, such as automatic naviga-
tion and CAN bus, this model is capable of
automatic harvesting, fault self-detection,
loss rate monitoring, work data collec-
tion and analysis, and automatic decision-
making on harvesting solution. As the
axial-flow technology oriented towards
large harvesting machine is adopted, great
progress is made in the performance of
threshing and winnowing functions and
efficiency improvement. This model makes
CAAMS’s all dreams about harvesters in
terms of automation and intelligent con-
trol come true.
It is learnt that the model, with a
feeding rate of 10 kg/s, is a mainstream
model in the current international market.
The sales volume of harvesters featured
by this feeding rate takes up about 20% of
the total sales volume in the global mar-
ket. In China, harvesters of this kind are
more urgently needed. Except for Xinjiang
and northeast China where the market is
dominated by conventional large agricul-
tural machinery, many areas in China, such
as Hebei and Shandong provinces, where
the number of fields covering an area of
over 66.7 hectare is increasing due to land
transfer, are in urgent need of this model
of harvester. In China, the market has
always been monopolized by foreign en-
terprises because there was no technology
in China to support the development and
manufacturing of this model of harvesters.
After CAAMS has successfully de-
veloped the model of general-purpose
multi-functional combine harvester with
a feeding rate of 10 kg/s, the market origi-
nally monopolized by foreign harvesters is
penetrated by harvesters developed and
manufactured in China. This lays a solid
foundation for the development of China’s
agricultural machinery and considerably
satisfies the need for harvesters in markets
in and outside China.

IPPR Renovates and Expands Chinese Garden for Mlata
Recently, the commencement cer-
emony of China-aid renovation and ex-
pansion project undertaken by China IPPR
International Engineering CO., Ltd. (IPPR
for short) for Malta’s Chinese garden was
launched in Santa Lucija in South of Malta.
The Chinese garden, located in Santa
Lucija in South of Malta, is a classical Chi-
nese garden. After the renovation and
expansion, the garden will showcase the
architectures and designs of the traditional
Suzhou garden style. In addition, the gar-
den conveys Chinese culture to Maltese
and tourists from other countries and
serves as an ideal venue for organizing so-
cial, cultural and recreational activities full
of Chinese culture characteristics.
The project covers an area of 8,000
square meters with a total construction
area of 670 square meters (320 square
meters to be renovated and 350 square
meters to be expanded).
This project is another foreign-aid
project undertaken by IPPR in EPC mode.
IPPR will exert the advantages throughout
design, procurement, and construction
and strive to build up a foreign-aid project
model while completing the project with
high quality and on time.

Vice President Xie Biao Meets Atul Mehta from IFC
On October 23, Vice President Xie
Biao met in the Head Office Atul Mehta,
IFC director for global manufacturing, agri-
business and services, and communicated
with him about cooperation in relevant
domains. As a largest member organiza-
tion of the World Bank Group, IFC is a glob-
al organization specializing in investing in
private sectors in developing countries.

SINOMACH President Xu Jian ex-
pressed in the opening ceremony that the
establishment of Tianjin TRIED New Energy
Electric Ltd creates a new platform for the
scientific and technological enterprise, in-
dustry and trade enterprise, and equipment
manufacturing enterprise to make full use
of their respective strengths in technol-
ogy, market, and production management.
This platform helps achieve synergy among
technology, market, and application and is
of great significance for SINOMACH to pro-
mote the development of new product and
emerging technologies in the new energy
domain as well as the building services at
the technical level and push its member
companies to achieve operating synergy in a
creative manner.
In terms of product development,
Tianjin TRIED New Energy Electric Ltd has re-
leased high-power (125 kW, 250 kW, and 500
kW) PV inverters and PV auxiliary products
including the combiner box, DC/AC power
distribution cabinet, PV monitoring soft-
ware, and insulation monitoring device. The
China General Certification and China Qual-
ity Certification have been granted for the
high-power PV inverters. TUV certification
has been granted for the energy-storage PV
inverters. All the products are now available
for launch onto the market. Currently, the
first batch (15 sets) of energy-storage PV in-
verters manufactured by Tianjin TRIED New
Energy Electric Ltd have been launched in
Germany, and another 10 pieces of equip-
ment have been commissioned and can
operate properly.
On December 12, Tianjin TRIED New
Energy Electric Ltd. jointly invested by Tian-
jin Design & Research Institute of Electric
Drive, SUMEC Group Corporation, and China
FOMA, was formally established in Tianjin.
Tianjin TRIED New Energy Electric Ltd,
situated in the Industrial Park of the Tianjin
Future Sci-Tech Zone, is affiliated to Tianjin
Design & Research Institute of Electric Drive,
SINOMACH. With a registered capital of
CNY40 million, SINOMACH’s first new energy
joint venture that synthesizes SINOMACH’s
resource strengths in technology, trade, and

CUC Signs a Contract for Building 9000 Housing Units with Venezuelan Government
Mr. Guo introduced CUC’s history,
service advantages and development in
international markets (especially, in the
South American market) to President
Nicolas Maduro. President Nicolas Maduro
confirmed and appreciated CUC’s market
strategies and introduced the housing
plan of the Venezuelan government.
When broadcasting the meeting
between President Xi Jinping and Presi-
dent Nicolas Maduro, Phoenix Television
mentioned CUC. President Nicolas Maduro
announced on this official Weibo account
that the Venezuelan government signed
a contract for building 4500 housing units
in Nva Esparta and Anzoáteguide respec-
tively with CUC.
During President Nicolas Maduro’s
state visit to China, CUC signed a contract
with the Venezuelan government for
building 9000 housing units in the preced-
ing areas in phases.
In the morning on September 22,
Guo Weihua, President and Party Secretary

(CUC), met with Venezuela’s President
Nicolas Maduro who was on a state visit to
China at the Diaoyutai State Guesthouse.

Vice President Xie Biao Meets Visitors from Odebrecht
Cooperation Memo. Established in 1944,
Odebrecht is the largest engineering &
construction company in Latin America
and is ranked 13th in the international
contractor ENR rankings. Odebrecht pro-
vides comprehensive services ranging
from engineering, supply, building, in-
stallation, to management. The projects
cover civilian, industrial, and other special
technical industries. Currently, it main-
tains partnerships with SINOMACH and
its member companies in terms of petro-
chemical engineering, real estate projects,
and infrastructure construction.
The installation commencement
ceremony for the Salah-Aldeen 2 × 630
MW power plant project co-undertaken
by China Machinery Engineering Corpora-
tion (CMEC) and China Machinery Industry
Construction Group Inc. (SINOCONST for
short) was held on September 15. The on-
going power plant project has the largest
unit capacity in Iraq and will effectively im-
prove Iraq’s power supply situations upon
completion.
At 09:16, the first steel structure was
hoisted in position for No. 1 boiler unit of
the power plant. This is the first milestone
for the Salah-Aldeen power plant project,
indicating that No. 1 boiler unit enters the
installation construction phase and em-
bracing new phases of civil construction
and installation. On September 4, several
days earlier, basic civil construction de-
livery was completed for No. 1 boiler unit
ahead of the schedule, laying a good start
of this project.
The value involved in the contract
of the power plant project was CNY1.856
billion. The project is located on the north
bank of Tigris River, southeastern to Sa-
marra, Salah-Aldeen, Iraq. This project
deploys two 630 MW subcritical condens-
ing steam turbine generator sets and two
2128 h/t fuel gas boilers. The work scope
involves all building and installation pro-
jects, including but are not limited to the
building and installation projects of two
630 MW generator sets that comprise the
steam turbine, boiler, electric generator,
and auxiliary facilities and meet secure
running requirements, of all matching
buildings, and of auxiliary facilities (such
as the plant road system, greening, light-
ing, and grounding), and relevant defect
elimination and quality assurance work.

is started in April 2010 and completed in
December 2012. This project started the lat-
est but completed the earliest among the
10 projects approved by Nigerian Electric-

On October 23, the Congo OBOUYA-
BOUNDJI-OKOYO (OBO) highway project

framework between China and Congo.
The 121 km OBO highway started
to be constructed in September 2008

One Hundred YTO-C1402 Crawler Tractors Exported to Uzbekistan
In the early autumn, the first batch
of 100 YTO-C1402 crawler tractors in the
Uzbekistan government’s procurement
projects in 2013 were packed and shipped
from the Luoyang port. This project is
China’s largest crawler tractor export pro-
ject in this year and is a milestone for the
new 140 HP crawler tractor independently
developed by YTO Group Corporation (YTO
for short) to enter the international market
in batches.
Uzbekistan is an important agricul-
tural country in Central Asia and features a
high agricultural machinery level inherited
from the former Soviet Union. Currently,
Uzbekistan has a large quantity of crawler
tractors. To accelerate the upgrade of
agricultural machinery, the Uzbekistan
government launched a crawler tractor
procurement project. After comparing
and analyzing crawler tractors of various
brands in the international market in an
all-dimensional manner, the Uzbekistan
government focused on crawler tractors
developed by YTO.
In late June, an Uzbekistan techni-
cal delegation, accompanied by related
international trade personnel from China
National Machinery Industry Corporation
(SINOMACH), came to Luoyang and paid a
visit to YTO, including the manufacturing
department, technical center, and testing
center. After a series of technical reviews, the
delegation placed an order on YTO-C1402
crawler tractors. After receiving the order,
YTO optimized the original YTO crawler trac-
tors added some dedicated apparatus and
supplemented the maintenance guide in
Russian based on the agricultural machinery

stan and Uzbekistan’s actual weather and
operating conditions.

LH700 ATV Developed by LINHAI Group Wins a Good Place in the Australian Safari Cross Country Rally
ATV, UTV, and AUTO. TRX700XX ATV devel-
oped by Honda and 690 ATV developed by
Austrian KTM also attended the rally. LINHAI
Group was the only Chinese enterprise that
attended the rally. The LINHAI Group ATV
team signed in with the committee and
checked the ATV on September 17 and dem-
onstrated the ATV for ATV enthusiasts at the
Wanneroo park in Perth on September 19.
The departure ceremony was held on Sep-
tember 20 in the Jurien Bay. LH700 ATV com-
peted in the road sections from September
21 to September 27. Road sections varied on
each day, including the hard sand, soft sand
and shrub hill road sections.
The Australian Safari Cross Country
Rally had a difficult schedule and extremely
tough road conditions. It was very risky to
attend the rally, and only 50 ATVs among
total 76 ATVs completed the rally. Special
requirements were raised on the ATV, such
as damping, cooling, speed control, and
belt chamber cooling and monitoring. The
participation in the rally was a rigorous test
on LH700 ATV, which helped to improve its
performance and durability. Rich experience
was acquired by participating in the rally.
The 2013 Australian Safari Cross Coun-
try Rally was conducted on and between
September 20 and September 27, 2013. Over
a distance of about 3,200 kilometers, LH700
ATV developed by LINHAI Group affiliated to
China FOMA (Group) Co., Ltd. (China FOMA
for short) completed the rally and won the
fourth place.
The rally was conducted for MOTO,
state and greatly expand the friction
plate’s life span. YTO-C1402 uses a clutch
gearbox transmission that provides eight
forward gears and four reverse gears.
Proper speeds are assigned to each gear,
improving the transmitting speeds and
working efficiency. YTO-C1402 features
strong traction, small ground pressure, ex-
cellent compatibility with farming machin-
ery, optimal adaption to farmland terrains,
and optional rubber belt tracks, meeting
working requirements on ploughing, har-
rowing, sowing, reaping, concurrent agri-
cultural operations, and bulldozing.
This export is one of YTO’s major
achievements in the crawler tractor inter-
national market. Currently, YTO owns a
product technical platform for developing
all-series 40 to 200 HP crawler tractors. In
the Spring of 2013, YTO successfully devel-
oped 200 HP high-speed rubber belt track
crawler tractors, improving China’s crawler
tractor development technologies to a
high level.
CMEC Signs Contract for Papau New Guinea Road Modernization
On October 1, CMEC successfully
signed the EPC contract for modernizing the
Kisenepoi-Kaugel River section of the high-
land road in Papau New Guinea. The contract
amount is approximately US$170 million
and the construction will last 36 months.
The project involves modernizing
and expanding roads, bridges, and cul-
verts, and the contract scope includes
engineering survey, design, goods sup-
ply, and construction. The signing of this

African countries an order for 120 crawler
bulldozers of two models: YD160 (70

amount of nearly CNY60 million, this con-

Currently, the order is being fulfilled

The 3rd China (Macau) International Automobile Exposition Successfully Held

60 automobile brands and multiple auto
accessories and related organizations from
15 countries and regions attended the ex-
position. Over 400 vehicles were exhibited,
and over 150 media agencies reported the
exposition. This exposition was the largest
automobile exposition in Macau in terms
of the exhibition area, exhibitor layers, and
media involvement.
Different from the previous two ex-
positions, this exposition added the auto-
mobile refitting, automobile accessories,
and new energy exhibition areas in addi-
tion to pavilions of China-made vehicles,

cently addressed an official letter to China

Energy-Storage Photovoltaic Inverters Are Successfully Operated in European Markets
On October 16, energy-storage
photovoltaic inverters jointly developed
by Tianjin Design & Research Institute of
Electric Drive Co., Ltd and Sumec group
are officially commissioned and success-
fully operated in Germany. Until now, 11
photovoltaic inverters have been installed
and commissioned onsite by the German
companies, including SYBAC, GPJOUE and
RW.
Since March, 2011, Tianjin Design
& Research Institute of Electric Drive has
started the research on the key tech-
nologies and industrialization of efficient
photovoltaic inverters . In July, 2012,
the institute undertook the project of
the intelligent management system for
photovoltaic power. In September, 2012,
Sumec assisted the institute in the market
research in Germany. The institute carried
out the industrial design at the beginning
of 2013 and successfully obtained the TüV
certificate pertaining to the intelligent
management system in September, 2013.
In the last three years, the institute has
been researching energy-storage photo-
voltaic inverters step by step and has final-
ly launched their research achievements in
the overseas markets.

Angola Longa Rice Farm Project A Successful Attempt by China CAMC on Overseas Agriculture Projects
In summer, it is an extraordinary ex-
perience to view full-of-eye green scene
in the Longa rice farm. Large sectors of
rice plants on the right side of Longa River
seem like a vast green sea. The original
wildland of 1500 square meters near the
Longa River now changes to a rice granary
after several years of hard work. The efforts
on this land finally get rewarded – an ex-
citing rice harvest.
Angola has an arable land of more
than 35,000,000 square meters, but 88%
(about 31,000,000 square meters) is not
developed for farming. Although Angola
is a big agricultural nation, the agricultural
infrastructure in Angola lags behind, es-
pecially due to the years of the civil wars
when the agricultural infrastructure was
destroyed dramatically. In addition, the
organization level of agricultural behaviors
is very backward, and farmers are not well
educated, which limit the wide application
of scientific methods in the agriculture..
A large-scale modern farm in Angola is of
great significance for promoting the plants
and aquaculture industries in this country.
The Longa rice farm project is developed
by China CAMC engineering Co., Ltd to
meet the requirements. The success of the
Longa farm project also has a significant
meaning for international agricultural co-
operation. This project not only enhances
the confidence in wider agricultural coop-
eration between Angola and China, but
also promotes the smooth progress of
other relevant projects.
Reclamation
Two years ago, all lands on the Longa
River plain in the Cuando Cubango prov-
ince in Angola were wastelands. To ensure
sufficient food supply, boost agricultural
production, grow the local economy, and
improve the living of local people, Angola
agricultural ministry determined to carry
out the construction project of the Longa
rice farm and assigned this project to the
China CAMC engineering Co., Ltd.
At the very beginning, China CAMC’s
only facilities were one temporary camp
on the wide waste plain, two tractors, and
several farming devices. Several CAMC en-
gineers worked with local Angolan farmers
and started the formidable task to change
the wasteland to a fertile farmland.
Reclamation is extraordinarily hard.
These lands seemed to have never been
cultivated and were covered with weeds
and shrubs.. The lands around rivers and
lakes were muddy, and vehicles could eas-
ily fall into the muddy lands. The difficulty
in exploitation and transportation delayed
the entire progress. However, the agricul-

27tural planting is seasonal. If seeds were not
sowed in the correct season, there would
no harvest. To complete the tasks in cor-
rect seasons, CAMC engineers mastered
the strange art of transforming nothing
into something. They finally overcame all
obstacles in cultivating and preparing the
experimental lands and accumulated pre-
cious experience in exploitation and plant-
ing.
Rice Seed Selection
In the unfamiliar lands in Longa,
CAMC engineers knew little about local
meteorology, hydrology, and soil materi-
als. However, rice is easily affected by
environment changes and has a high re-
quirement on the environment. Therefore,
the key task was to breed good strains
that adapted to the local environmental
conditions. The good strains were the key
factor for the success of the farm project.
According to the implementation plan of
this project, CAMC engineers defined the
principle of “exploiting lands while plant-
ing”. With the exploitation, the experimen-
tal lands became more suitable for plant-
ing. Rice seeds were delivered to the lands
in batches and planted in these lands that
were more and more suitable for rice.
At the beginning of 2011, the pro-
ject team bred more than 100 rice strains
selected from 343 strains in China accord-
ing to the meteorology, hydrology, soil,
ganese ion.. After the scientific experiment
and management in one planting season,
the project team summarized a series of
sowing, irrigation, and field management
operations, as the precious experience for
the next planting season.
Planting and Cultivation
After drastic reclamation of waste-
lands and rigorous screening of strains
on Longa farm, second planting season
came. Agriculture in Angola had advanta-
geous ecological environment. Severe
natural disasters rarely occurred. However,
the civil wars had destroyed the agricul-
tural infrastructure and the local Angolan
people were poorly educated. The fast
development of agricultural industry
was seriously restricted by the backward
agricultural production patterns and tech-
nology. The CAMC team made full use of
technological experience of agricultural
engineering of China CAMC and adopted
scientific cultivation methods, irrigation
technology, and management measures
in this project. By adhering to the innova-
tive principle and aiming to find the most
suitable method for the farm, this project
team set an example of scientific agricul-
and altitude of Angola. After a series of
follow-on experiments and evaluation, the
project team primarily screened out more
than 40 strains and arranged other people
to deliver the rice seeds to the Longa farm
by batches. Since December 17, 2011, the
project team had been comparing these
seeds by using mechanical direct seed-
ing, manual sowing, and transplanting.
The team also periodically compared the
growing results of different crop density,
irrigation volume, fertilizer sowing rate,
and pest control measures. By the end of
January 2012, the team had completed the
sowing and cultivation of nine large strains
and 35 small strains. During field operation
and management, to screen out the most
proper strains for the local environment
and master the field management system,
the professional agricultural experts in
the CAMC project continuously adjusted
the irrigation, fertilization, and pest con-
trol methods according to the vegetative
characters of each rice strain in the fol-
lowing three months. Finally, four good
strains were selected. The four strains were
resistant to low temperature, lodging and
adapted to the local soil condition with
the resistance to acid, cupric ion, and man-
ture development in Angola.
Based on the accumulated experi-
ence in the experimental lands in the last
planning season, the project team bravely
adopted the dry and direct seeding meth-
od to implement mechanical seeding in
the following seasons. The dry and direct
seeding method greatly improved the
sowing efficiency, which facilitated mass
production. In addition, the method en-
hanced soil usage, eliminated transplant-
ing in traditional seeding, and shortened
rice lifecycle, reducing manual costs and
field management costs. Besides, the dry
and direct seeding method facilitated the
tillering of low nodes of rice plants, result-
ing in reasonable proportion of stalks and
spikes, and high earbearing tiller rate and
spike items. With this method, rice produc-
tion was greatly increased.
Although the advanced sowing
technology was adopted, the project team
had to face the problems brought by the
environment. At the experimental plant-
ing of rice, the team found that the rates
of cupric ion and manganese ion were
much higher than the maximum rates that
were suitable for rice growth. In addition,
the soil was sandy. The permeability coef-
ficient of the sandy soil was 0.3-0.9 m/d in
the Longa rice farm. When the raindrops
reached the land, they immediately disap-
peared. For sandy soil, the traditional irri-
gation and fertilization methods were not
applicable here, especially for rice plants
which needed high irrigation volume.
After repeated experiments, the pro-
ject team adopted “moist irrigation”, one
of innovative rice planting concept, for the
Longa farm that had an acid soil. The moist
irrigation method was different from the
traditional saturated irrigation method.
The moist irrigation method was aimed
to meet the basic physiological water re-
quirements of rice growth. In addition, this
method used the water sprayers to contin-
ue spraying water to rice plants to retain
the soil and air humidity. As for strains, the
project team selected the strains that were
acid-, cropper ion-, and manganese ion-
resistant based on the previous research.
As for fertilization, the project team ferti-
lized rice plants frequently but spread little
manure each timein consideration of high
permeability coefficient and low fertility-
retaining capacity of soil in the farm. The
preceding methods adopted in the first
planting season proved to be effective.
These, these methods that were applied
in a large scale in this first season brought
out high grain output. In this way, the
project team achieved innovative research
success on the overseas rice planting.
Prospects
The harvest season is always full of
happiness. After endeavoring to the pro-
ject within two years, China CAMC project
team fulfilled the promise of output com-
mitted at the very beginning. The project
was the first attempt for China CAMC to
expand agricultural projects to the over-
seas market and set an example of agri-
cultural cooperation between China and
Angola.
This project was recognized by the
Angola government officials such as vice
chair of the party in power, vice president,
planning department minister, fishing
department minister, and foreign missions
such as European union ministries and the
ministry of Mozambique mission to An-
gola. China CAMC next-step plan is to con-
tinue to focus on the Angola Longa rice
farm, the Angola Camcupa farm, and the
Angola Cuimba farm to be constructed,
in order to enhance the close agricultural
cooperation between China and Angola.

Malaysia, India, and China. Kinte, one of
the companies that belong to China Na-
tional Electric Apparatus Research Institute
Co., Ltd (CEI) is the only company from
China mainland. On the coating line pro-
ject, the Indian company takes charge of
construction and installation while Kinte is
in charge of onsite management and gen-
eral project contract.
Facing Up to the Problems in the Incredible India
As claimed by India government, India
is incredible. In fact, India is a nation that
combines traditional concept, culture, habits,
and religion with modern education and ad-
vanced international management concept.
However, it is difficult for Indian to transform
advanced concept into implemenation.
Therefore, many companies that undertake
the 3rd motorcycle factory of India Honda
establish a branch in India. However, Kinte
does not establish a branch but assigns only
one project team that is composed of hon-
est and hard-working engineers. The Kinte
team sets a goal of timely and high-quality
construction without accident.
The Kinte team has a reputation
for hard working in all the companies
involved in this motorcycle factory. Each
member in the Kinte team does not enjoy
any holidays and is totally immersed in the
project. In addition to spending time on 3S
management, security protection, quality
management, and progress management,
each member needs to manually perform
installation.
The Kinte team has a strong sense
of time keeping because they all keep in
mind that they must complete tasks in
time. An employee still started his work at
7:00 am even when he arrived India at 3:00
am at night. Another employee didn’t go
home several times when he go to India
for work by way of the city to which his
home belongs. These employees’ behav-
iors indicate their professional dedication
spirit, which is highly respectedby Indian
colleagues.
Striving for the Exquisite Works with Brand Kinte
The Kinte project team is composed
of members in different majors such as
management, design, technique, construc-
tion, and translation. Although the work is
individually different, all the members are
united together to efficiently complete the
project in a scientific way. Compared with
installation and commissioning, transla-
tion is a relatively easier job in this project.
However, the translator in the Kinte team
not only finished his own work, but also re-
leased goods from inventory. Sometimes,
the translator inspected to-be-installed
devices and even carried out installation
by himself.
In order to conform to the project
progress, many members gave up the op-
portunity to enjoy holidays and meet fami-
lies in the Chinese Spring Festival, which is
the most important festival in China. They
endeavored to complete work and also
tried their best to help other colleagues if
possible. Rework did not happen during
the entire installation because the Kinte
engineers are professional experts, which
was incredible to Indian engineers. All you
feel at the onsite construction place is that
everything is going smoothly, securely and
efficiently.
Although the work was really hard,
it strengthened the will of the Kinte team,
and the team improved the brand image.
Kinte engineers earned themselves respect

Therefore, all projects such as site con-
struction, power supply, power generation
station, boiler, workshop, coating, stamp-
ing, welding, assembly, injection mould-
ing, road construction, and fire fighting
need to be carried out one by one in

and reputation for their firm determina-
tion and good quality.
Marching Forward After Success
The Japanese company in charge of
civil engineering postponed construction
for several times, which lead to the device
installation delay till November, 2012,
although the prerequisites for device
installation are met on July, 2012. When
commissioning finally started, the electric-
ity, water, and gas supply are delayed coin-
cidentally. All these types of delay caused
difficulties for following work. Under these
unfavorable conditions, the Kinte team
was the first company who completed the
planned tasks on time.
The Kinte people stick to the belief
that where there is a will, there is a way. At
the very beginning, many Japanese com-
panies involved in this project thought
Kinte was just an ordinary Chinese com-
pany which was unable to compete with
them. However, with the progress of the
project, the Indian companies dispelled
their suspicions and the Japanese com-
panies realized they had a wrong thought
about Kinte. Up to the middle and late
period of this project, Japan Honda man-
agement personnel highly appraised the
onsite management level of Kinte and
asked other companies to learn from Kinte.
During the commissioning, the Kinte team
earned the recognition of Honda technical
support personnel who claimed that Kinte
is No. 1 company among all the companies
involved in the construction of 3rd motor-
cycle factory of India Honda.
When the Kinte team departed from
India, the manager of the 3rd motorcycle
factory of India Honda told the team lead-
er Mr. Tang Minghua personally that Kinte
was a very good company and invited
Kinte to continue to join the construction
of 4th motorcycle factory of India Honda.
This invitation is the most precious honor
for all members in the Kinte team. All they
have done get rewards. More dreams will
come true for these diligent people. Kinte,
