© AKANANI Introduction The IDP/HR Support Plans Project entails identification of the two support activities for IDP and HR. The two activities chosen were the support on the development the IDP and HR Strategy. Based on the identified support activities, Akanani will develop Learner and Facilitator Manual and Programmes for the two support activities each for HR and IDP. When all expectations are met, sign off will then be obtained on the training manuals. Training on Recruitment and Retention The focus will be the delivery of training using the support tools developed for the Recruitment and Retention intervention. These sessions will be used to assist work Learners to also develop Implementation Plans for their Recruitment and Retention Strategies. These learners will then be assessed on this training. Development of Material and Training on the IDP This entails the development of Learning Material which they used to facilitate training of Learners on the development of IDPs. These learners will then be assessed on this training.

Background

In the 2012 / 2013 FY the DCoG through its Annual Performance Plan undertook to understand the support required of HR and IDP Units’ in 70 municipalities (35 municipalities per HR and 35 municipalities per IDP targeted municipalities) across all provinces, to address the findings of the Local Government Turnaround Strategy, targeted scarce and critical skills and, to:

•Improve the municipal planning process; which is the starting point of the development management cycle within a municipality and thus if that process goes wrong at its starting point it affects all processes to follow.•Move HR to a more strategic role, to ensure that the right persons are appointed in the municipality, to allow it to deliver on its mandate and that HR not only focuses on operational matters.

Development of Material and Training on the HR Strategy This relates to the development of Learning Material which they used to facilitate training of Learners on the development of HR Strategies. These learners will then be assessed on this training.

Objective of Session

HR Strategy DevelopmentThe second session of the HR Strategy Development Session will focus on lessons learned and good practices in the development and implementation of the Human Resources Strategy and Implementation Plans. Participants are also encouraged to bring their Laptops with.

Verification of Competence ProfilesA key deliverable of the Capacity Development Strategy Implementation Project is the verification of Competence Profiles developed by DCoG. The purpose of the verification exercise is to validate the competence profiles and indicate the areas that require focus in the different functional areas and positions/levels.

Participants are required to interrogate the competences in competence profiles that related to HR and validate them or improve them to ensure that areas that require focus in the HR space are included in the competence profiles.
