GAINESVILLE, FL SEPTEMBER 18 - 19, 2018
The meeting of the Board of Directors of the Florida Farm Bureau Federation was called to order at 1:00 p.m. on Tuesday, September 18, 2018, by President John L. Hoblick at the Florida Farm Bureau office, Gainesville, Florida pursuant to notice duly given. The invocation was given by Women’s Leadership Committee Vice-Chair Danielle Daum. The Pledge of Allegiance was led by Young Farmers and Ranchers Class President Andrew Taylor. DIRECTORS PRESENT: Byrd, Carte, Daum, Deas, Dooner, Etheridge, Ford, Harrison,

President Hoblick reviewed the agenda and announced that the facilitated “Opportunities Session” with Dr. Jon Dain and Wendy-Lin Bartels – UF/IFAS, will begin immediately following an Executive Session at 3:00 p.m. in the FFB Auditorium and will continue into Wednesday, September 19th. ACTION NO. 1 APPROVAL OF AGENDA
Motion by Jon Deas, seconded by Andrew Taylor and carried to approve the agenda for the September 2018 board meeting as presented.
MINUTES
The minutes of the August 2018 Federation Board meeting were reviewed. ACTION NO. 2 APPROVAL OF MINUTES – FEDERATION – AUGUST 2018

Motion by Morgan Norris, seconded by Andrew Taylor and carried to approve the August 2018 Federation minutes as presented.
REPORTS
PRESIDENT: President Hoblick recognized Roy Singleton, Director of FAMA, for his forty years of dedicated service to Florida Farm Bureau. Mr. Hoblick announced that Mr. Chad Roberts, Assistant Director of FAMA, would assume the title as Director of FAMA. Mr. Hoblick’s report included an update on the Florida Governor’s race and recent Industry meetings with candidates Ron DeSantis and Andrew Gillum. Mr. Hoblick stated his meetings with County Farm Bureau Presidents to discuss the results of the Grassroots Survey, have been successful and productive. Mr. Hoblick reported that feedback from several County Presidents was to schedule the Council of Presidents’ meeting in December, rather than in October at FFBF Annual Meeting. ASSISTANT TO THE PRESIDENT: Assistant to the President Kevin Morgan requested that each Director complete the FFBF Annual Meeting registration form prior to adjournment to ensure their hotel accomodations. Mr. Morgan discussed the 2019 American Farm Bureau Federation Annual Meeting and the FFBF delegate rotation schedule. (A copy is appended to the original minutes). FINANCIAL: Controller Debbie Westbrook reviewed the audited financial statements for Federation and Associated Companies. AUDIT COMMITTEE REPORT: Chair Kelly Rice presented the Auditor’s Report stating that FFBF received an “unmodified opinion”. ACTION NO. 4 RECEIVE AND FILE FINANCIAL STATEMENTS & APPROVAL OF INDEPENDENT AUDIT REPORT
Motion by Kelly Rice, seconded by Rod Land and carried to receive and file the financial statements and approve the Auditors Report with the committee’s proposed amendment. (A copy is appended to the original minutes).
WOMEN’S LEADERSHIP COMMITTEE: Women’s Leadership Committee Chair Sarah Carte announced the 2019 Women’s Leadership Conference will be March 28 - 30 at the Lake Mary Orlando Marriott and noted that the 2019 theme will be “A Time to Bloom”. The committee is finalizing plans for the Women’s Annual Meeting and the Youth Speech Contest held at the State Annual Meeting.

YOUNG FARMERS & RANCHERS: Young Farmers & Ranchers Class President Andrew Taylor reported the Leadership Program Donation Drawing tickets are available. The Leadership Group is looking forward to graduation and hosting the YF&R Leadership Group Alumni reception at the State Annual Meeting. The 2018 – 2020 YF& R Leadership Group has been selected and notified. The new group will meet on November 1st for their orientation and first meeting.
DISTRICT DIRECTORS REPORTS
DISTRICT 17 – MARK SODDERS: Mr. Sodders expressed his appreciation to staff who attended the District 8 Annual Meeting. DISTRICT 14 – STEVE JOHNSON: Mr. Johnson reported on video crews traveling in a yellow box truck who are creating negative videos targeting agriculture.
COMMITTEE REPORTS
CONVENTION COMMITTEE: Chair Dan West reported Annual Meeting registration to date is at 166 attendees and includes 25 counties. NATIONAL LEGISLATIVE PROGRAM COMMITTEE: Chair Jacob Larson reported that staff will have an update under the FedPAC agenda. STRATEGIC IMPLEMENTATION COMMITTEE: Chair Sarah Carte reported Committee will report at a later date following the “Opportunities Session “.
DIVISION/DEPARTMENT REPORTS
EXECUTIVE DIRECTOR: Mr. Richardson announced that November 1st is his last day at Florida Farm Bureau after 42 years and he is looking forward to retirement. President Hoblick expressed his appreciation to Mr. Richardson for his dedicated service to Florida Farm Bureau. AG POLICY: Director of Ag Policy Jaime Jerrels reviewed the 2019 Advisory Committee selections for the board’s consideration/approval. ACTION NO. 9 APPROVAL OF 2019 ADVISORY COMMITTEE SELECTIONS Motion by Thomas Ford, seconded by Jon Deas and carried to approve the 2019 Advisory Committee selections as presented. LEGAL: General Counsel Staci Sims reviewed the 2018 FFBF Convention Ground Rules.

ACTION NO. 10 APPROVAL OF 2018 FFBF CONVENTION GROUND RULES
Motion by Mark Sodders, seconded by Brant Schirard and carried to approve the 2018 FFBF Convention Ground Rules as presented. Ms. Sims announced that Ms. Samantha Dodge has accepted the position of Assistant Director of Agriculture Education Services and Technology, Inc. (AEST). Ms. Sims discussed the 2018 FFBF Credentials Committee procedures and meeting agenda for the upcoming FFBF Annual meeting. FIELD SERVICES: Director of Field Services Jason Davison provided a year-to-date Membership report. GOVERNMENT & COMMUNITY AFFAIRS: Director of Government & Community Affairs Charlie Shinn discussed the South Florida Ecosystem report.

The meeting of the Board of Directors of the Florida Farm Bureau Federation was called to order at 10:55 a.m. on Friday, October 26 2018 by John L. Hoblick following the 77th Annual FFBF Convention at the World Golf Village Renaissance, St. Augustine, Florida, pursuant to notice duly given. The invocation was given by Women’s Leadership Committee Vice – Chair Danielle Daum. The Pledge of Allegiance was led by Young Farmers & Ranchers Class President Andrew Taylor. DIRECTORS PRESENT: Byrd, Carte, Daum, Deas, Dooner, Etheridge, Ford,
Harrison, Hoblick, Johnson, Land, Larson, Norris, Rice, Schirard, Shadd, Smith, Sodders, Taylor, West and Wilson.

President Hoblick reported there were no changes to the members of the State Board of Directors following the District Caucuses. The floor was opened for nominations of Secretary for the Florida Farm Bureau Federation. Director Mark Sodders nominated Steve Johnson. No other nominations were made and nominations closed. ACTION NO. 1 JOHNSON RE-ELECTED SECRETARY
Director Steve Johnson was re-elected to serve as Secretary of Florida Farm Bureau Federation for 2018 - 2019.
The floor was opened for nominations of Treasurer. Director Mark Byrd nominated Kelly Rice. Director Jon Deas nominated Rod Land. No other nominations were made and nominations closed. Individual ballots were distributed and tallied.

ACTION NO. 2 LAND RE-ELECTED TREASURER
Director Rod Land was re-elected as Treasurer of Florida Farm Bureau Federation for 2018 - 2019.
President Hoblick explained the Executive Committee is comprised of the President, Vice President, Secretary, Treasurer and Assistant to the President. ACTION NO. 3 ELECTION OF EXECUTIVE COMMITTEE Motion by Danny Peterson, seconded by Dan West and carried to appoint the President, Vice President, Secretary, Treasurer and Assistant to the President as the 2018 – 2019 FFBF Executive Committee. 2019 American Farm Bureau Federation Convention President Hoblick reviewed the FFBF delegate rotation schedule for the 2019 American Farm Bureau Federation Annual Meeting, to be held January 11 - 16, 2019 in New Orleans. Florida is entitled to eight (8) voting delegates. President Hoblick reviewed FFBF policy on AFBF Convention delegates which calls for the FFBF Executive Committee to serve as delegates and the remaining seats to be appointed by rotation of Director’s districts. The current rotation schedule is attached to the original minutes.
OTHER BUSINESS
ACTION NO. 4 APPROVAL OF CONTRIBUTION TO HURRICANE MICHAEL RELIEF FUND Motion by Mark Wilson, seconded by Jeb Smith and carried to approve a Federation contribution of $10,000.00 to the FFBF Women’s Committee Hurricane
Michael Relief Fund. ACTION NO. 5 APPROVAL OF CONTRIBUTION TO HURRICANE FLORENCE RELIEF FUND Motion by Mark Byrd, seconded by Jacob Larson and carried to approve
contribution of $2,000.00 each to North Carolina and South Carolina Hurricane Florence Relief Fund.
ACTION NO. 6 APPROVAL OF RESOLUTION TO GRANT BANKING AUTHORITY Motion by Danny Peterson, seconded by Morgan Norris and carried to approve FFBF grant banking authority to John L. Hoblick, President Florida Farm Bureau Federation, Kevin M. Morgan, Assistant to the President and whomever the President designates in the future.

EXECUTIVE COMMITTEE MEETING GAINESVILLE, FL
NOVEMBER 13, 2018
The meeting of the Executive Committee of the Florida Farm Bureau Federation was called to order at 8:00 a.m. on Tuesday, November 13, 2018, by President John L. Hoblick at the Florida Farm Bureau office, Gainesville, Florida pursuant to notice duly given. Members Present: Hoblick, Schirard, Johnson and Land Members Absent: None Staff Present: Basford, Bennett, Boatright, Cannamela, Crawford, Davison,
Hill, Jerrels, Lentz, Morgan, Shinn, Sims and Westbrook President Hoblick called upon Charles Shinn for the invocation. The pledge of allegiance was led by President Hoblick.
REPORTS PRESIDENT: President Hoblick reviewed the agenda and explained he presented his report to the committee at the Monday night dinner meeting. Mr. Hoblick stated the Executive Committee will be attending the Alachua County Farm-City luncheon today at 11:30 a.m. FINANCIAL: Controller Debbie Westbrook presented the September 30, 2018 financial statements of Federation and Associated Companies. The financial statements were received and filed. (A copy is appended to the original minutes). ASSISTANT TO THE PRESIDENT: Assistant to the President Kevin Morgan discussed the registration process and the agenda for the American Farm Bureau Federation (AFBF) Annual Meeting, January 11 – 16, 2019 in New Orleans. The FFBF delegate rotation was reviewed and Mr. Morgan explained that the 2019 FFBF delegates are as follows: the Executive Committee, Mr. Wilson, Mr. Deas, Mr. Peterson and Mr. Rice; alternate delegates would be Mr. Pittman and Mr. Larson. AGRICULTURAL POLICY: Director of Ag Policy Jaime Jerrels discussed the American Farm Bureau Federation (AFBF) IAC members confirmation; the Resolution submittal process to AFBF and the County Farm Bureau Financial Needs Survey. Responses for the survey are due this Friday, November 16th and a final report will be presented at the December board meeting.

NATIONAL AFFAIRS: National Affairs Coordinator John Walt Boatright provided an update on Hurricane Michael disaster relief and the Farm Bill. ***A brief recess was taken at 9:10 a.m.*** ***The meeting reconvened at 9:20 a.m.*** STATE LEGISLATIVE AFFAIRS: Director of State Legislative Affairs Adam Basford discussed the election results and the process of voting recounts. Mr. Basford reviewed the tentative agenda for Florida Farm Bureau Days scheduled for March 5 – 6, 2019. GOVERNMENT & COMMUNITY AFFAIRS: Director of Government & Community Affairs Charlie Shinn reported on the Industrial Mulch Operation in Hillsborough County and the impacts of the Water Resources Development Act (WRDA) on Florida agriculture. FIELD SERVICES: Director of Field Services Jason Davison discussed the 2018 - 19 membership totals; highlights of the 2018 Annual Meeting evaluation results and the billboard membership marketing campaign. LEGAL: General Counsel Staci Sims reported the Hurricane Michael Relief Fund for Agriculture has received approximately $130,000.00 in donations; $30,000.00 from State and County Farm Bureaus’ and $100,000.00 from Bayer. An application was released in this week’s County President’s Weekly and is also available on the FFBF website. PUBLIC RELATIONS: Director of Public Relations G.B. Crawford discussed support for Farm-City Week events and explained that the Public Relations and Field Staff plan to attend as many events as possible. Mr. Crawford reported on national publicity for Florida Farm Bureau’s Hurricane Relief Fund and the Public Relation’s training/workshops available for local Farm Bureau members.

Staff Present: Kevin Morgan, Staci Sims and Debbie Westbrook Guests Present: Philip Moses and Charlie Cowen Mr. Hoblick called the Investment Committee Meeting to order at 11:15 a.m. Mr. Moses and Mr. Cowen joined the meeting via conference call. Mr. Moses thanked the Committee for the opportunity and stated they would be happy to attend a face-to-face meeting in the future. Mr. Moses presented the following recommendations:
• Metabank (FDIC # 30776)– 2.65% – Matures 11/15/2019 – Recommend purchasing $247,000
• Bank Baroda (FDIC# 33681) – 2.65% – Matures 11/22/2019 – Recommend purchasing $247,000
• Safra National Bank (FDIC# 26876) – 2.65% – Matures 11/14/2019 – Recommend purchasing $246,000
The Committee discussed the term and agreed that a 1-year term was best, given the increase in interest rates. A question was asked in regards to withdraw penalty. Mr. Moses explained that there was no penalty with this type of CD, rather there is a daily liquid offer on the CD. Mr. Moses stated that given there are multiple CDs, they would offer advice on which to liquidate if the need arises. Motion by Mr. Schirard, seconded by Mr. Land and carried to accept the recommendations as presented:

September 19, 2018 – December 4, 2018 We assisted the County Farm Bureau bookkeepers in all areas of their work. We continue to assist Martin with their bookkeeping. We processed the county corporate tax returns and all were mailed to the appropriate tax agency. All Fed PAC filings were processed. We began working on the Commodity calendar. Watched several free webinars on various topics such as; Ethics, Financial Statement presentation for NFP, and IRS red flags.

2017-18 Membership Year and 2018-19 Membership Update
The 2017-18 FFBF Membership year has come to a close with our state once again
growing its total membership to 147,992 or 1,209 member above last years. This is a little
short of our internal goals but a great effort on behalf of our county Farm Bureau staffs
and volunteers. This membership year was not easy nor was it smooth sailing, but I a m
proud of the efforts our county Farm Bureaus put forth on behalf of growing our
organization.
The 2018-19 FFBF Membership year is well underway, and through the first month of the
membership year we are experiencing a bit of a false positive. October membership
shows us at 2,175 members or 21.37% above last October. While growth is always good,
this one is a little misleading. First, last October there was a problem with our
membership billing which was responsible for a temporary decline. Second, there is
always the issue of “sandbagging” by some county Farm Bureaus. Finally, Hurricane
Michael pressured some members to pay their dues early due to concern about their
insurance coverage.
Ultimately, this is a short term blimp and we should see the membership totals come
back together in the upcoming months. The membership climate is currently very weak
and soft. We will continue to monitor the situation and make plans or adjustments to our
membership program as we move forward.
Young Farmers & Ranchers
The new YF&R Leadership Group had their first seminar Orientation Training on
November 8-10, 2018, in Gainesville at the State Office. After two days of leadership
training, team building and conference planning, the new YF&R Leadership Group
elected Adam Cook (District 4) as the new Class President. Sydney Armstrong (District
6) was chosen the Women’s YF&R Representative and Jared Plair (District 8) & Kyle
Patterson (District 7) to the Ombudsman Committee. The next seminar will be in March
at Farm Bureau Days in Tallahassee. Final preparations are being made to submit the
Florida YF&R award winners for the AFBF YF&R competitions. Adam & Ashley Cook will
compete in the Achievement in Ag, Jake & Melissa Raburn will compete in Excellence
in Ag and Brian Norris will compete in the Discussion Meet, in New Orleans in January
2019.

Women’s Leadership
The Women’s Leadership Committee held their Annual Women’s Meeting and
Reception at the State Annual Meeting in October. They recognized counties that
contributed to the Women’s Fund and enjoyed a check presentation on behalf of the
Women’s Committee to the Florida Agriculture Museum. Florida Farm Bureau Teacher
Mini-Grants have been selected and notified. The checks will be delivered by the
Women’s Committee and the Field Representatives. The ladies held their December
Board Meeting on December 3rd and 4th in Gainesville and are diligently working to
finalize planning for the Women’s Leadership Conference at the end of March. Ten of
the eleven Women’s Committee members are planning to attend and serve as
Women’s delegates/alternates at the American Farm Bureau Convention in January
2019.
District Field Representatives
Allen Scheffer in District 1 reports, Hurricane Michael was the issue for the last few
months. Almost half of District 1 and 2 were impacted, with parts of six Counties having
life changing impacts. The Farm Bureau and Cattlemen’s support from across the State
has been unbelievable from the first day. Alachua County put together meals for 1000
and brought to Jackson County, serving 500 there and sending 500 more to other
areas. They again brought 300 meals a week later to another area of Jackson County.
Baker County and other Counties brought supplies and distributed them out of the
Jackson County parking lot, as well as took them down to the Calhoun/Gulf/Liberty
County office for distribution. Counties from District 3 put together a semi load of 2”x4”
and had them delivered to Calhoun County. Many Counties from across the state
have contributed monetary donations and supplies, as well. The Membership
attending the State Annual Membership meeting brought supplies that were distributed
to the Bay, Jackson and Calhoun/Gulf/Liberty County offices. Volunteer crews with skid
steers/tractors and chainsaws have come from Desoto, Gilchrist, Hardee and Levy
Counties, so far that I’m aware of, with more groups coming almost every week.
District 2 Field Representative Halee McBeth resigned her position with Florida Farm
Bureau on September 30th. She expressed her gratitude for the opportunity but she was
pulled to return home to Citrus County. Halle accomplished a lot in her short time and
we wish her the best in the future. The District 2 Field Rep. position is currently open and
being advertised.
District 3 Field Representative Greg Harden reports Farm-City events were present all
over the District in mid- November. All eight County Farm Bureaus in District 3 held some
sort of celebration to bring awareness of the co-dependency that exists between the
farming community and the City dwellers. Duval County Farm-City Luncheon was
attended by approximately 250 People and the group heard a presentation from Dr.
Terrell Baker from the University of Florida School of forestry, and the economical
footprint that the Forest Industry has in the Northeast Florida Area. Columbia County
Farm Bureau partnered with Kiwanis of Lake City. The local County Farm Bureau
sponsored a portion of the meal and provided the speaker for the week. This year the
civic group heard a presentation from three Ft. White FFA students who competed in

the National contest at the National FFA Convention in Indianapolis. Hamilton County
held a pancake supper and announced the winners of their annual fourth grade
writing contest.
District 4 Field Representative Jared Lanier reports on September 27th, Gilchrist County
President Wilson stepped down from his role as President for over 40 years. He has done
an excellent job over the years and a video and plaque was made for him in his honor.
There is now a new Board that is eager to get out and be a positive light in agriculture.
Just recently three members went to the panhandle to spend two days helping farmers
clean up and put up fence. This showed that they are selfless and not afraid to work.
There will be a lot to come from Gilchrist County in the near future and I am excited to
see how they do.
The new Field Representative for District 5 Brianne Putnam reports, Pinellas County Farm
Bureau sponsored a tent at the local “Pinellas County Country Fair” on October 31
through November 4th which has a general attendance of nearly 10,000 people
annually. Their tent hosted a variety of games, educational activities, demonstrations,
and a plant sale. Children were invited to participate in the ‘Little Farmer” exhibit where
they learned through hands on activities things such as where potatoes come from,
what real wool feels like, and what types of feed livestock eat. Local 4-H clubs were
invited to bring items they had grown through their club projects to sell in a “Kid’s
Farmer’s Market.” In addition, the Pinellas County Beekeepers Association teamed up
with Pinellas County Farm Bureau B with a “Build-A-Hive” exhibit where the individuals
who had built bee hive boxes had the opportunity to decorate them and put them on
display. The FNGLA also teamed up with FB and brought plants for sale.
District 6 Field Representative Andy Neuhofer reports the Manatee County Women’s
Leadership Group hosted their second Wine and Women event. This year they
cooperated with the Sarasota Manatee Association for Riding Therapy to help raise
some funds for both organizations. The SMART representatives were able to inform
attendees about their organization. Those who attended learned about Farm Bureau
and local agriculture, as well.
District 7 Field Representative Tom Hill reports Orange Co. board members attended the
September 18, 2018, County Commissioner meeting and received the proclamation for
their 75th anniversary. Bobby Beagles spoke on many of the projects the Board and
County Commission have done together over the years. On October 29, 2018, many
Board members and I attended the ribbon cutting for the new Special Hearts Farm with
much more and better space to teach the students with Autism skills they can use.
Bobby Beagles delivered the FFBF Mini-Grant check last year. After talking with the
teachers and learning of their dream for an independent corporation to control the
farm, they worked with the School Board member and others to see it through to
success..
District 8 Field Representative Eva Webb reports Dade County Women continue to lead
the District in activities and meet on a regular schedule. Recently the Dade County
Women’s Chair helped coordinate a tractor caravan through Miami-Dade exclusive
Doral community to get President Trump’s attention about Farm Bill and NAFTA. While

this was a County Farm Bureau activity, Carol Harris worked out most of the details,
organized people and her Women made signs for everyone to carry and hold up.
Carol Harris and the Women’s Committee were recognized and commended by
members of the Board during the November Dade County Farm Bureau Board
Meeting. These Women are actively involved in Farm-City Week activities. During
November and December the Dade Women conducted food and toy drive for food
insecure and migrant children.

Promotion of the 2018 FFB Annual Meeting PR staff members prepared press releases, posted materials on our electronic platforms and created other materials to promote the meeting in advance. We also covered all activities at the event and produced live Facebook posts for several sessions. We created video promotions for use at the meeting and posting on Facebook and the Federation website. We also produced the FFB Annual Report for distribution at the meeting. A special press release is available for county Farm Bureau volunteers and staff to announce their well-earned awards at the meeting. Promotion of FFB’s Hurricane Relief Fund The PR Division has promoted awareness of FFB’s relief fund for farm families recovering from Hurricane Michael with the full range of Federation communications platforms. We also served as the source of an American Farm Bureau Federation podcast on the storm’s impact upon Florida farm families, giving a national promotion for the fund.
Promotion of Farm-City Week Activities PR staff members created a tool kit for use by county Farm Bureau volunteers and staff to promote local Farm-City Week events. As photos became available, we highlighted them on our electronic platforms. We also covered as many of these activities as schedules would permit. A selection of Farm-City Week photos will appear in the January/February issue of FloridAgriculture magazine. National Publicity for FFBF Articles The American Farm Bureau Federation has published two of our articles in the organization’s national newsletter, FBNews, this fall. A news story about a visit to Florida Farm Bureau’s headquarters by animal science experts from Afghanistan appeared in

the Oct. 2 edition. The Nov. 28 issue contained a FFBF article on Clay County’s Seamark Ranch (and our members’ support of it). FFBF’s Electronic Media Platforms Our electronic platforms continue to gain audiences. We have increased the Federation’s website visitor total by a monthly average of 77 percent since last year. Our Facebook page “Likes” have also increased by 17 percent; our Twitter account followers have spiked by more than 24 percent; our Pinterest account has drawn 28 percent more followers; and our Instagram channel has increased by 24 percent.
FloridAgriculture Magazine In the October edition of FloridAgriculture we included original article on the mobile irrigation labs operated by the Florida Department of Agriculture and Consumer Services, an overview of school food programs, a feature on a small nursery and a news story on living with changing weather and climate conditions, among other items. The November/December issue gives readers a perspective on how Farm Bureau members contribute to their communities, multiple articles about and photos of awardees at the Florida Farm Bureau Annual Meeting, a parting word from Agriculture Commissioner Adam Putnam, a profile of a family-owned meat packing business and various other original materials. Editing AgWatch PR staff members continue to edit AgWatch, FFBF’s legislative newsletter. FloridAgriculture e-News We continue to present agricultural news and Farm Bureau program information in FloridAgriculture e-News, our active member newsletter, for nearly 18,000 subscribers. FFBF’s Internal Publications and Other Services We continue to produce County President’s Weekly, Priority Issues (our monthly publication for Field Services District Representatives) and the Bureau Banner (our monthly employee newsletter). Staff members also serve as leaders and board members of several outside organizations. Our regular work with researchers and staff members at UF/IFAS, public agencies and other organizations maintains positive mutual relationships for the division and for the Federation.

US/Mexico/Canada Trade Agreement (USMCA)
The revised trade agreement between Canada, Mexico and the United States will
replace the North American Free Trade Agreement. However, USMCA lacks an
updated antidumping remedy for Florida’s fruit and vegetable sector. Florida Farm
Bureau joined other statewide agricultural interests in pushing the Administration and
Congress to support a proposal during negotiations to streamline the process of proving
injury to our domestic specialty crop sector. Throughout formal talks, the Mexican
government defiantly maintained an unwillingness to budge on this issue, and the
Trump administration ultimately wanted a finalized deal with other priorities.
Since the USMCA announcement, Senators Rubio and Nelson, along with Rep.’s
Curbelo and Lawson, have introduced legislation that would have the same effect as
the seasonal/perishable proposal supported by FFBF within NAFTA renegotiations.
Farm Bill
The forewarned September 30th deadline to achieve a 2018 Farm Bill came… and went.
An amended deadline of December is imminent, for that is when many of the
programs in the Farm Bill will expire due to lack of authorized funding. While this was not
the intended outcome at this point, there are some assurances in the frequency of
negotiations.

The four principals in conversations – House Ag Chairman Mike Conaway and Ranking
Member Collin Peterson, and Senate Ag Chairman Pat Roberts and Ranking Member
Debbie Stabenow – hold regular face-to-face meetings to discuss remaining
outstanding issues and titles, which are rumored to include the Commodity and
Conservation titles. Democrats and Republicans reaffirm their commitment to a final
agreement before the new Congress convenes in January. Few details will be released
until a deal is closed between these four.
Disaster Relief
After initial assessments, it is evident that supplemental appropriations from Congress
are warranted to aid our Panhandle producers in their Hurricane Michael recovery
efforts. A deadline of December 7th looms for federal government funding; this is
viewed as the best timely opportunity for Congress to offer assistance. FFBF has
delivered suggestions to key lawmakers for a potential revised 2018 WHIP.
In the meantime, Florida Farm Bureau is communicating and collaborating with
congressional offices and the Florida Farm Service Agency (FSA) to relay grower issues
and concerns regarding program responsiveness and implementation. FFBF continues
to coordinate with American Farm Bureau and state Farm Bureaus in the Southeast to
share information and coordinate communications with key decision makers.
CARES Horizon Award Submitted
The AFBF New Horizon Award recognizes one new and innovative program per
membership category each year. This award program is also used to help share ideas
between state Farm Bureaus. The CARES program has applied for this year’s award.
The results will be announced on- stage during the first general session at AFBF
Convention in January. As the CARES program continues to grow and implement new
programming that accomplishes the overall mission, we felt this award was a great
opportunity to share the success of CARES with other state Farm Bureaus.
Fall CARES Recognitions
To round out 2018, 18 farmers and ranchers have been awarded a CARES designation
and sign. Recognitions took place at County Farm Bureau annual meetings and Farm-
City Week events. One of the highlights of this recognition season was the Putnam/ St.
Johns County Farm- City Week Luncheon. The County Farm Bureau graciously hosted a
luncheon for nearly 100 legislators and local government officials and themed the
luncheon around the CARES program. We recognized 3 outstanding farmers/ranchers
from Putnam, Flagler and St. Johns counties and included a program with the
recognitions. In addition to the public recognitions, press releases were sent to local
media to share about their award. We have seen numerous positive results from doing
so. Multiple recipients have had videos made and follow- up articles written by local

news stations about them. We feel this positively accomplishes the goal of CARES to
educate consumers about how farmers and ranchers protect our environment.
Florida Represented on the Reestablished USDA Fruit and Vegetable Industry Advisory
Committee
Originally chartered in 2001, the FVIAC advises the Secretary of Agriculture on issues
affecting the fruit and vegetable industry. Committee members represent organic and
non-organic growers, shippers, wholesalers, retailers, industry trade associations,
importers, processors, food service suppliers, food brokers, state departments of
agriculture and farmers markets; and represent local, regional and national levels.
USDA’s Agricultural Marketing Service (AMS) ensures the committee is administered
according to the Federal Advisory Committee Act.
Newly appointed members will serve terms of up to two years beginning immediately
and ending in 2020.

Board Report September 19, 2018 – December 4, 2018
2018 Election Review Republicans Win 4 of 5 Statewide Races After the dust settled on multiple recounts in a number of statewide and legislative races, Republicans emerged victorious in four of the five statewide races. The only statewide elected Democrat in Florida will be Commissioner of Agriculture Nikki Fried, who beat Republican Matt Caldwell by only 6,100 votes. Rep. Caldwell conceded the race on Monday. Commissioner Fried will be joined on the Cabinet by Governor Ron DeSantis, Attorney General Ashley Moody and Chief Financial Officer Jimmy Patronis, all Republicans. Gov. Rick Scott won his race over incumbent U.S. Senator Bill Nelson by less than 13,000 votes. Florida Farm Bureau looks forward to working with our elected officials at the state and federal levels as we continue to make agriculture in our state stronger. Democrats Pick Up a Net Gain of 5 House Seats and 1 Senate Seat While the results weren’t nearly the same in Florida as they were nationally, Democrats were able to chip away at the Republican majority in both chambers of the state legislature. Democrats flipped one state Senate seat, ousting incumbent Sen. Dana Young in Tampa by a very slim margin that also required a recount. In the House of Representatives, Democrats picked up a net gain of five seats, flipping a total of seven seats from Republican control to Democrat, including upsetting three Republican incumbents (Rep. Shawn Harrison in Tampa, Rep. Bobby Olszewski in Orlando and Rep. Bob Cortes in Altamonte Springs). However, Republicans flipped two seats of their own, with Elizabeth Fetterhoff topping incumbent Democrat Rep. Patrick Henry in a race that went to a recount. Also, in Dade County, Anthony Rodriguez defeated Democrat incumbent Rep. Robert Asencio by less than 1,300 votes. Regardless, Republicans still hold large majorities in both chambers. Rep. Jose Oliva will be named Speaker of the Florida House of Representatives and Sen. Bill Galvano will be elected Senate President today. As if we didn’t already know, Florida is a deeply divided state, with several races coming down to the wire and many races decided via recount. In Florida, the third largest state in the country, more than 8.2 million votes were cast out of 13 million registered voters (a 62% turnout), and every vote truly does count as we have seen in most every election since the 2000 Presidential election when Florida first took the spotlight as America’s largest swing state. Turnout matters, and in 2018, it looks like Republicans were able to match the large turnout by Democrats to keep pace and retain their control of the Cabinet and the Legislature.

State Legislative Affairs September 19, 2018 – December 4, 2018 Voters Approve 11 Amendments, Reject 1 After the Florida Supreme Court removed Amendment 8 from the ballot, Floridians voted on twelve proposed amendments to the state constitution. Eleven of them passed. The only amendment to fail was Amendment 1, an increase in the homestead exemption. Meanwhile, all other amendments passed, most notably an amendment that automatically restores voting rights to more than 1 million non-violent felons, an amendment that bans offshore oil drilling and indoor vaping and an amendment that bans all greyhound racing in Florida by 2021. Farm Bureau Legislative Days – March 5-6, 2018 With the 2018 election season finally behind us, Florida Farm Bureau can now begin preparations for the 2019 legislative session which begins March 5. The 60-day session is scheduled to conclude on Friday, May 3. There are many issues Farm Bureau is looking to tackle in 2019, but one priority will definitely be to offer assistance to the farmers and ranchers in the Panhandle that were impacted by Hurricane Michael in October. Last year, Farm Bureau helped provide $25 million in sales tax relief to producers affected by Hurricane Irma, and will look at assisting our members and growers as much as possible in the coming months. Also, please mark your calendars for Florida Farm Bureau’s Legislative Days event, which will be held Tues., March 5 and Wed., March 6. The annual “Taste of Florida Agriculture” reception will be held on the evening of March 6. As we head into 2019 with new Cabinet leadership including a new Governor and Agriculture Commissioner, a new House Speaker and a new Senate President, it is critical to have Florida Farm Bureau members from every corner of the state travel to Tallahassee and join us as the Voice of Agriculture at the state Capitol as we kick off the 2019 legislative session with Farm Bureau Legislative Days.

Florida and Georgia Farm Bureau Meet to Collaborate on Water Supply Florida Farm Bureau will host Georgia Farm Bureau at the end of November to discuss regional agricultural water supply.
The primary water supply for agriculture throughout the region is the Floridan Aquifer with continuing development of urban centers north and east of the region. New groundwater modeling is showing increasing impacts from the urban centers, which will affect agricultural supply during a drought.
This is the second meeting between the state Farm Bureaus where the focus is to facilitate a better understanding of water use and management throughout the region. We have determined that collaboration between the agricultural producers in Florida and Georgia will help to prioritize issues that can lead to policy development. EAA Southern Storage Land Lease Renewed In South Florida Water Management District’s November meeting, the governing board voted to amend the land lease in the A1 (southern storage) reservoir footprint. This allows the district to begin moving rock into area and renews the lease to grow crops for another 20 months. The lease can be terminated at any time subsequent to construction design approval that will likely take about two years. The decision was made in spite of a request of Representative Brian Mast who was also speaking on behalf of the Governor-elect DeSantis requesting to delay the vote to allow the lease to expire in three months or so the land can go fallow. The district has a history of letting land go fallow for extended periods before construction. The land is then subject to exotic growth, wetland encroachment and threatened/endangered species habitation, which all cause extensive cost and construction delays by the U.S. Fish and Wildlife Service as well as the U.S. Army Corps of Engineers. The lease provides close to $1 million to the district over the lease period.

New WOTUS Rule Roll-out As of this writing, EPA is expected to roll-out the new Waters of the U.S. rule after extensive collaboration with state agencies and the regulated community.
American Farm Bureau Federation (AFBF) expects the text to be extensive and they will have legal staff quickly review the rule before convening a conference with state Farm Bureaus. They are optimistic that EPA has listened to our concerns but they will need to analyze the rule before providing any additional comment.
If the rule is in line with the original intent of the Clean Water Act and U.S. Supreme Court decisions, AFBF will help state Farm Bureaus in a strategic message campaign to support the rule in public comment. AFBF notes that we will need to stay positive in messaging and avoid any comparisons to what was regulated before versus now (i.e. the Obama WOTUS rule). Osceola County Staff Workshop on Ag Related Statutes As county budgets continue to constrict, Florida Farm Bureau staff have been working diligently to keep up with local ordinances that conflict with agricultural exemptions found in Florida Statute. In a recent event, Osceola County staff tried to require a bona fide agricultural operation to pay unlawful permit fees for an electrical connection to their farm.
The issue was quickly resolved and state staff is working closely with Osceola County Farm Bureau to coordinate a Florida Agricultural Statute training course to educate county staff on the laws and exemptions allowed to agricultural operations. This training will include discussions of current issues related to agricultural exemptions, a briefing of current agricultural related laws, and the proper interpretation of the laws by the Florida Department of Agriculture and Consumer Services. State staff will present at this workshop and will continue to assist Osceola County Farm Bureau and other county Farm Bureaus who desire to develop similar workshops. Volusia County Agritourism Ordinance Florida Farm Bureau staff have been working with Volusia County Code Enforcement on a local ordinance adopted this past October dealing with agritourism. The new ordinance currently includes restrictions on minimum lot areas, landscape buffers, structure setback requirements, hours of operation, parking restrictions, and overnight stay restrictions.
Florida’s agritourism statute gives jurisdiction to local governments to minimize substantial offsite impacts but according to a legal opinion by the Florida Department of Agriculture

and Consumer Services, the ordinance stipulations set forth by the county do not address offsite impacts but instead restrict and regulate agritourism.
Volusia County staff noted that this ordinance was to help restrict businesses from using the Florida’s agritourism statute as a loophole to obtain exemptions afforded to bona fide agriculture, but as the current ordinance is written it will have unintended consequences for our active members. Farm Bureau staff has contacted the county code enforcement office and has communicated our concerns in writing to the county attorney.
Staff will continue to work on the issue until the ordinance is modified to exempt bona fide agricultural operations. SWFWMD Citrus Task Force Update Earlier this year, the Southwest Florida Water Management District (SWFWMD) conducted several meetings with citrus growers to generate ideas that would make business transactions with the district less burdensome. The goal was to find ways to make permitting easier and less expensive for the growers because they have many difficult issues including HLB, labor, and recent losses due to Hurricane Irma.
Farm Bureau staff helped to coordinate several of the meetings with local county Farm Bureau members and feedback was recorded to be considered by district staff.
The district drafted some options in late September and is in Phase II of the process where the Citrus Task Force is meeting with district staff to quantify the feasibility of the options. The outcome will then be considered by SWFWMD’s Agricultural Advisory Committee during the December meeting. Farm Bureau staff will continue to stay engaged and provide appropriate comments at that advisory committee meeting. Lake Okeechobee BMAP Review Forthcoming Lake Okeechobee’s Basin Management Action Plan (BMAP) 5-year review will take place in 2019. Due to Hurricane Irma’s wide spread rainfall throughout the Okeechobee basin providing a “first flush effect” from the newly rechanneled Kissimmee River, phosphorus loads entering Lake Okeechobee from the north spiked to more than 1,000 metric tons according to the South Florida Environmental Report. In past years phosphorus loads ranged between 300 to 500 metric tons depending on rainfall. The total maximum daily load (TMDL) for the lake is 105 metric tons.
The current loading rate has generated a great deal of questions as to whether agricultural best management practices north of the Lake are working. Farm Bureau staff continues to engage with state agencies to determine sources of phosphorus in the northern basins (which we deem to be latent loads) and encourage farmers to continue

their diligence in the FDACS BMP program. Third-party groups are continuing to push for stricter regulations and our new state leadership has not demonstrated an agricultural friendly posture when it comes to Everglades Restoration.

AMERICAN FARM BUREAU FEDERATION VOTING DELEGATE EXPENSE ALLOWANCE POLICY
2019 ANNUAL MEETING OF VOTING DELEGATES

American Farm Bureau Federation (AFBF) shall provide an expense allowance for
a regular Voting Delegate attending the 2019 AFBF Annual Meeting as follows:
A. Hotel and Meals
(1) An amount of $ 35.00 per day, not to exceed four days, for meals; plus
(2) An amount to be determined by AFBF which is equal to the actual cost
of a standard hotel room at a single occupancy rate for a period not to
exceed four nights for the hotel assigned by AFBF to the Delegate.
B. Transportation
AFBF shall reimburse the transportation expenses for a regular Voting
Delegate attending the 2019 AFBF Annual Meeting by paying an amount to
be determined by AFBF for the cost of transportation to attend the meeting
based on the distance between the residence of the regular delegate and the
meeting location, excluding the following costs:
(1) the cost of rental vehicles,
(2) the cost of transportation at the meeting site after arrival at the
delegate’s hotel and before departure,
(3) the cost of all parking except airport parking,
(4) the cost of air travel not to exceed the cost of the lowest available
excursion coach fare at the time of ticketing and purchased 14 days in
advance of the meeting; and,
(5) the cost of use of a personal vehicle or other ground transportation
which exceeds the reimbursable cost of an airplane ticket in (4) above.
Use of a personal vehicle is reimbursed at the IRS maximum allowed
per mile rate.
C. Convention Registration Fee
AFBF will not reimburse Annual Convention registration fees paid by Voting
Delegates to attend the Convention.83
D. Shared Allowances and Expense Reimbursement
In the event that one or more alternate delegates are officially substituted to act
for a regular delegate, the allowances and expenses of the alternate delegates
and the regular delegate shall not exceed the amount for the regular delegate;
and expenses of the alternate delegates and the regular delegate shall not
exceed the amount for the regular delegate.
E. Expense Reporting
Requests for payment for Voting Delegate allowances and reimbursement of
transportation expenses must be submitted to AFBF on or before May 30th
of
the year in which the Annual Convention occurred.

Motion Jon Deas, seconded by Dan West and carried to receive and file the June 30, 2018 Financial Statements for Federation, Florida FarmPAC, FedPAC, Enterprises, FAMA and Agriculture Education Services and Technology, Inc. as presented.
MANAGEMENT: AEST Coordinator Keitha Bennett gave a brief management report. General Counsel Staci Sims presented the Proposed 2018 Agriculture Education Services and Technology, Inc. (AEST) budget.
