LETTER FROM THE

PRESIDENTWhat a historic snow storm! Loudoun County Board of Supervisors Chair, Phyllis Randall, said it best “Loudoun County was the bullseye of the storm and received the highest snow totals in the entire Washington Metro Area”. Stone Ridge saw a snow fall of nearly 30 inches and snow drifts piling five to eight feet high. The storm caused over 13,500 flights to be cancelled, the Federal and local government to close for two days, and Loudoun County Public Schools closed for an entire week.

During the snow storm we received communication from residents, thank you for keeping the HOA informed. Your information helped guide the continuing efforts of clearing the roads. There were unforeseen delays caused by weather conditions and the amount of clearing that needed to occur. Many of you witnessed the difficulties snowplow trucks had while trying to plow the roads. Several were stuck while trying to clear a single lane and needed to be rescued by backhoes. Many residents came out to help each other by shoveling snow from each other’s walkways, stairs, and garages. Some residents kindly offered beverages and treats to the plow drivers. We heard from the contractors that they were very much appreciated. Diamond Leaf Terrace residents cleared a path and celebrated their success!

The Board will be reviewing the response to this event, as we do all major events, to better understand what worked well and what could be improved for the future. This will include how best to communicate updates to the community. Since this was a historic snow fall for the entire region we, along with VDOT and every other community, had issues we have not faced before. Look for an update on that in next month’s Etched In Stone.

It is during these trying times that bring community together. I am proud to be a resident of Stone Ridge, as I see kindness given to others, residents’ willingness to help out neighbors, and making the best of this difficult, though memorable, historic event.

Approved the write off to Bad Debt of 17 prior owner accounts totaling $9,299.16 as of December 31, 2015.

ACTIVITIES COMMITTEE The Activities Committee met on Tuesday January 5th, at 7:30p.m. in the Association Conference Room.

Present was Chair Alton Bryant, Members Bari Brooks, Valerie Fox, Lauren Franco, Leslie Dominy, Lindsay Ivey, Patrick Donahue and Events Coordinator Edit Sherry.

Committee:

■ Committee members decided to turn the committee meeting into a workshop format. Based on the agenda items members will produce flyers, publication, schedule and event check list etc.

■ Committee will search for potential businesses that could cover large event set ups and tear downs.

■ Finalized the 2016 Sponsorship Program that will be forwarded to the Board for approval.

Upcoming Events:

■ February 26 – 11th Annual Wine Tasting Discussed and finalized major details

■ March 26 – Spring Egg Hunt Discussed major detail of event

■ April 30 - Community Wide Yard Sale Day Committee will organize a fall and spring yard sale day event.

The Next Activities Committee meeting will be on Tuesday, February 2, 2016

The Activities Committee plans, advertises, and conducts social activities that provide opportunities for enrichment to Stone Ridge residents.

Meetings are held the first Tuesday of every month at 7:30 p.m. in the Association

Office Conference Room. Meetings are open to all Stone Ridge residents.

SEEKING VOLUNTEERSThe Architectural Review Committee (ARC) and Covenants Committee are currently seeking volunteers wishing to become committee members!

The ARC acts on all applications for the approval of modifications or improvements to any lot as dictated by Article VII of the Amended & Restated Declaration of Covenants, Conditions, and Restrictions. Meetings are held on the second and fourth Wednesday of every month in the Clubhouse Conference Room at 7:00 p.m.

The Covenants Committee investigates and renders decisions on alleged violations of the Governing Documents as dictated by Article VII of the Amended

& Restated Declaration of Covenants, Conditions, and Restrictions. Meetings are held the fourth Wednesday of every month at 6:30 p.m. in the Clubhouse Conference Room.

PLAN YOUR ARCHITECTURAL IMPROVEMENT APPLICATIONS!

A major snowstorm impacted our state. Among other counties and communities, Stone Ridge had to go through some challenging days. Snow started falling at noon on Friday, January 22nd and accumulated 5 inches by midnight. An additional 13inches fell through the day on Saturday and Loudoun County declared a state of emergency. From 6pm Saturday to 6am Sunday, another 11 inches of snow fell. Due to 30-50 MPH winds, we saw wind drifts as tall as 8 feet if not higher, making this the largest snow fall in Stone Ridge history! While our contractors tried their hardest, by Sunday the snow plows had sadly lost the battle with the snow because the depth was too high for the snowplow blades. Working from the north townhouse sections to the south, the contractor went to work scooping, lifting and placing the snow in huge piles using backhoes. With the continual efforts of our contractors, travel lanes were finally established by the end of the day Tuesday. On Wednesday VDOT and the Stone Ridge contractor began detail work, which included widening travel lanes and clearing parking bays. Crews worked vigorously through the rest of the week and into the weekend.

The Federal Government and County Government closed Monday and Tuesday in an effort to keep cars off the roads so VDOT could clear snow from highways and secondary roads. Loudoun County Public School cancelled school the entire week because buses and children could not get to school safely by road or sidewalk. The school delay provided Stone Ridge more time to clear the trails, which had been covered with mounds of snow.

As a comparison from years past, standard equipment for Association plowing includes three plows with one sander, one backhoe and one bobcat which have worked well for years at Stone Ridge for average snow events. However, by the end of this snow removal process, the Association had six backhoes and two big rubber tire loaders working on site with the snow plows. A significant increase in heavy equipment was available due to the Association contractor having more equipment become available as the week went on. In addition to the equipment drivers, a crew of 4-6 people worked to clear fire hydrants, bus stops and mailboxes.

An event this large weighs on everyone. The Association, Supervisor Letourneau and the Governor’s office all received many calls and emails from concerned residents. Other residents took to the streets, joining together to shovel their own travel lanes, while others helped neighbors clear their driveways and steps! Kids enjoyed their days off by making snowmen, snow angels, and sledding in the tall mounds of snow.

Thanks to all Stone Ridge residents for heeding the government warnings to stay off the roads and supporting each other through the record breaking Blizzard of 2016!

A RESIDENT’S GUIDE TO THE ARCHITECTURAL REVIEW PROCESSIf you are looking to improve or modify the outside of your home, here is some information to help you gain a better understanding of the architectural improvement application process. The Architectural Review Committee (ARC) assists Stone Ridge residents in planning exterior modifications or improvements to their lot and acts on all applications submitted to the committee for approval. The tips below are intended to guide you through the application process and help make your proposal a success!

SUBMITTING AN ARCHITECTURAL IMPROVEMENT APPLICATION

The best way to get your application reviewed in a timely manner is to make sure you turn in a complete application. By following the instructions below, you help to make the process as streamlined and efficient as possible.

1. Architectural Review Applications can be picked up at the Association Office or downloaded from SRNet.

2. The application form should be neatly filled in and must be signed by the property owner.

3. Notification signatures from at least two adjacent property owners (not tenants) are required on all ARC applications. These signatures simply indicate awareness of the project and do not signify your neighbor’s approval. If you have concerns about your neighbors proposed project you must notify the Association of the specific concerns in writing within five (5) business days. All comments must be signed; anonymous comments will not be considered.

4. If your adjacent neighbors are renters, the house is vacant, or you are unable to get in touch with the homeowner, please notify the Covenants Administrator in advance. The Association Office may have the property owner’s current address on file and will be able to communicate with the owner if you are unable to get in touch with them. This can result in the application review process taking longer than usual; therefore it is recommended you contact the office in advance to provide additional time for the owner to be contacted.

5. Include the items on the checklist found on the first page of the application. These include photos of your lot and house showing the location of the proposed project, color and material samples, building materials, elevation drawings, site survey/property plat, architectural plans, and other details. The individual design guidelines are also great sources of information related to the specific items that must be included with the application depending on the modification. The more information the better.

6. If you drop your application off in person, the Covenants Administrator will review the application for completeness, inform you of any additional items the ARC may request, and provide you with the date the application will be reviewed.

7. The submission deadline is Wednesday of each week before a regularly scheduled meeting. ARC meetings are generally held on the 2nd and 4th Wednesday of the month with a few exceptions due to holidays or any unforeseen circumstances that may arise throughout the year. Upcoming meeting dates are also posted on the Stone Ridge web site calendar, the Etched in Stone newsletter, and included in the weekly community e-Blasts.

8. No exceptions can be made to the submission deadlines due to the significant amount of applications received by the ARC. It is recommended you submit your application early to allow sufficient time to obtain any other necessary items, details, or notification signatures.

9. All homeowners are strongly encouraged to attend the meeting when their application is to be reviewed. It will aid the Architectural Review Committee if there are any questions. Once the project has been approved, the project must be completed within twelve (12) months of the project approval date.

A NOTE ABOUT THE EXISTING MODIFICATION APPLICATION FEE

The application review process is more than “just paperwork” and is to be completed before any exterior modifications are commenced. This process saves homeowners time, money, and the aggravation of having to remove any existing improvement that have been disapproved. Please do not commence work or construction on any exterior improvement until you have received written approval from the Association Office. This year fifteen homeowners were required to remove existing improvements such as light fixtures, basketball goals, trampolines, storm/screen doors, color changes, walkways, fences, and patios that were installed without approval and subsequently disapproved by the ARC. Please do not assume your application will be approved and don’t begin any projects until you receive written notice the project has been approved by the ARC.

WHAT TO EXPECT AT AN ARC MEETING

The Stone Ridge Architectural Review Committee reviews applications for additions and exterior modifications for townhome and single family properties in Stone Ridge. The Committee also works closely with the Board of Directors to revise and implement changes the design & maintenance standards to reflect current building and design trends, and the clarify and make the design guideline language more easily understood.

ARC meetings are typically informal and relaxed. The Committee is currently comprised of five volunteer members who live in Stone Ridge and are well-qualified to review all design modifications. The ARC uses the Design & Maintenance Standards and the Amended & Restated Declaration of Covenants, Conditions, & Restrictions for reference when reviewing applications.

ARC meetings are usually held at 7:00 p.m. on the second and fourth Wednesday of the month in the Association Office Conference Room, located on Stone Carver Drive. When residents arrive they should sign in at the entrance to the room and indicate the property for which they are attending. Applications are reviewed in order of which residents are present and the order in which they arrived.

When your property address is called, all interested and/or affected parties should announce themselves and will be acknowledged by the ARC. The applicant should explain the proposed project and can refer them to information provided with their application or any additional information they may have about the project. The review process is a conversation between the applicant and the ARC is typically done informally, however all attendees are expected to act in a respectful and courteous matter.

After the applicant is finished explaining their proposed project, any affected parties will have an opportunity to explain any concerns they may have to the ARC. Committee members will then discuss the project, voice any concerns or suggestions they may have, and ask any questions about the project they may have. After the discussion has ended, one member will make a motion for the action they wish to take (approve, disapprove, or table). After another member seconds the motion, additional discussion may be held, and then a vote will be called on the motion. Once the motion passes by a majority vote, the review process is considered complete and the ARC will call the next item on the agenda. A copy of the decisions will be sent to the applicant by mail within seven days of the meeting. The applicant should wait until they are in receipt of the decisions letter before starting the project.

Information on how to appeal a decision of the Architectural Review Committee will be provided at the meeting and will also be included with the decision letter. Additionally, the Covenants Administrator can be contacted to answer any questions.

■ Be respectful

■ Be punctual – the meetings usually start on time

■ Be prepared to explain the project and answer questions or bring someone to do this

■ Be flexible – the ARC may suggest changes or additions to your plans

■ Be succinct – the ARC has many applications on each meeting agenda

■ Be patient – you may have to wait before your application is called

PARKING: When snow is headed our way, please park your car in your driveway or in a designated parking space. Cars parked on the street make the job much more difficult for the snow plows and you may have to deal with the task of digging your car out if it’s plowed in.

DRIVEWAYS: When you shovel your driveway, please toss the snow back into your yard – not in the street. Less snow helps the plows clear the streets more efficiently.

SIDEWALKS: Homeowners are responsible for clearing the sidewalk in front of their homes.

Amanda joined Stone Ridge in December as the new Finance/Covenants Specialist, and is excited to be here! She has over twelve years of property management experience. She previously worked at Armstrong Management for 8 years then went to work on-site at an Active Adult Community located in Dumfries. Amanda currently lives in Sterling with her husband Steve, their daughter Zoey (19 months), and their energetic dog Sadie. In her free time, Amanda enjoys taking the family on hikes, going to the movies, and making greeting cards. Amanda is also a huge Washington Capitals fan, and is very excited at how the team is doing this year. GO CAPS!!

Are you making your monthly assessment payments on or before the 1st of each month? Or do you try to slip in before the late fee will be assessed on the 10th?

As a reminder to all homeowners, monthly assessment payments are due on the 1st of every month and are considered late if not received by the due date. A $25 late fee is charged if the payment is still not received 10 days later.

A ten-day grace period is allotted due to occasional unforeseen circumstances that could delay the arrival of your assessments such as holidays or extreme weather conditions. The grace period should be viewed as an emergency fall back, not an extended deadline to pay.

For those residents who use the automatic bill pay through your bank, please allow 72 business hours to process payments.

HOLIDAY LIGHT REMINDERAs a reminder; Community Code No. 1, Stone Ridge Design and Maintenance Standards, Page 40 states: “…Lights shall be displayed no earlier than thirty days before the holiday and shall be removed no later than thirty days thereafter.”

Please do your part in maintaining the “curb appeal” of Stone Ridge and remember to take down your holiday lights within the allowed time frame. Association Staff will begin issuing letters of violation on Monday, February 1st. Thank you!

Single family, townhome, and Centre Park Condominium residents can help avoid late fees by enrolling in the direct debit payment with ]SFMC. Once registered, SFMC will initiate the direct debit from your bank account on the first business day of the month. For questions on how to enroll in direct debit, please call our account representative at SFMC, Shelby Collamer, at (703) 392-6006 Ext. 218. Residents who live in Amber Springs, Mercer Park, Stone Springs, or Summerwalk Condominiums should contact FirstService

Residential for assessment information by calling (703) 385-1133.

Stone Ridge is a beautiful community that provides pet waste stations to dispose of your pet’s waste properly. Please be courteous and scoop the poop. No one likes to have to dodge when they are on a nice walk or find they accidently stepped in pet waste. To assist with the clean-up of your pet, the pet stations are stocked with plastic bags. You may also want to carry your own each time you walk the dog.

Members or guests who walk their pets on Community Property are required to comply with Loudoun County registration and leash laws. Pet owners must register pets over four months old with the County. Owners/walkers must (1) keep pets on a leash in public and (2) immediately pick-up all feces. Also, remember that pets are not permitted in or on the lawns, sidewalks, or parking areas surrounding the Community Center/Recreation Center buildings or the amphitheater stage or seating area.

Grab a big Sharpie, write your lot number on the side of your trash toter and recycling bin…and the next time they wander off you’ll have a better chance of finding them and bringing them back home.

The Amended & Restated Covenants, Conditions, and Restrictions, Article X, Section 10.2 (i), page 32 states: “Trash containers shall not be permitted to remain in public view from the Community Area or another Lot except on days of trash collection.” Article XII, Section 12.1 states: “...each owner of a Lot shall keep such Lot, including all landscaping and improvements therein or thereon, as well as any areas such as right-of-ways adjacent to the Lot, in good order and repair and free of debris...”

Those that do not adhere to these Covenants will be subject to sanction(s) by the Association, which may include monetary charges or other actions as directed by the Board of Directors.

February is the perfect month to finish indoor home maintenance projects before Spring weather arrives and outdoor lawn and flower maintenance begins. Weather.com recommends the following home tasks for February:

■ Remove drain traps under sinks and clean them thoroughly. Clean pop-up drain plugs. Inspect the linkage for pop-up drains to make sure they are set properly. To adjust the linkage, squeeze the finger-operated pressure lock to release it and slide it up or down as necessary.

■ Inspect grout and caulk around tubs, sinks and showers. Chip out cracked grout and replace missing grout. Stained, discolored and mildewed caulk should be cleaned with trisodium phosphate or other household cleaner. If the caulk remains discolored, remove it and replace it with fresh, mildew-resistant caulk.

■ Refinish furniture in a heated garage or workspace equipped with ventilation fans. Otherwise, use water-based strippers, paints, stains and varnishes that are especially formulated for low odors.

■ Musty closet odors can be reduced or eliminated by removing the closet’s contents and washing walls with a diluted solution of chlorine bleach. In addition, try replacing solid doors with louvered doors. Note: If the mustiness is the result of moisture, find the source and correct it. Otherwise the problem will come back.

■ To keep valves from sticking and check for leaks, turn all water valves off and on. This includes outdoor faucets and valves to toilets, bathroom and kitchen sinks, laundry, bar, etc.

SMOKE ALARM SAFETY AT HOMEDid you know that smoke alarms are estimated to have a 30% probability of failure when the alarm is over 10 years old?

The National Fire Protection Association (NFPA) recommends replacing smoke alarms every 10 years or as soon as the alarm becomes inoperable. This will help to increase operating efficiency and decrease the occurrence of nuisance alarms.

In 2013, Stone Ridge celebrated the 10 year anniversary of the first home settlement. As our community continues to age and grow, please pay close attention to the following key messages from the National Fire Protection Association (NFPA) regarding fire alarm replacement:

■ Benefits outweigh the costs and smoke alarms are required by law: Compared to what you can lose, a $10 to $15 smoke alarm is a relatively inexpensive form of life protection for you and your loved ones.

■ Testing regularly: Alarms should be tested monthly by pushing the test button. If the alarm still isn’t working, replace the entire unit.

■ Find the age of smoke alarms: Newer models have the manufacturing date code on the back of the device printed in plain English. Older smoke alarms may have plain English or coded manufacture dates that may appear on the back of the device, on the face of the horn, in the battery compartment or on the top sensing chamber.

■ Disposal of old smoke alarms: The ionization type smoke alarms contain the radioactive material Americium 241 (see sidebar). In response to stringent regulations in some jurisdictions, the major smoke alarm manufacturers have set up take-back programs to deal with these units in an environmentally-responsible manner. You can also contact the manufacturer to see if old smoke alarms can be returned. Most manufacturers will take back their own alarms and dispose of or recycle the components. If the smoke alarm has an alkaline or lithium battery, check the local community recycling program for disposal instructions.

■ Upgrade to a newer model: Replacing smoke alarms after 10 years provides the opportunity to install more

technologically-advanced models of smoke alarms. For example, there are wireless interconnected smoke alarms without the need for a major rewiring job. These new battery-operated alarms are connected by radio frequency -- when one alarm sounds, the others in the home will go off as well. Another option is to install Dual-Sensor Smoke Alarms, which have both the ionization and photoelectric sensors that can detect and sound an alarm in both fast-flaming and slow-smoldering fires.

■ Extended life batteries for smoke alarm designed to eliminate the need for battery replacement: In recent years, smoke alarms powered by lithium batteries have been promoted in the hopes of reducing failures caused by dead batteries and by aging smoke alarms. These batteries are expected to last 10 years; after this time, the entire unit should be replaced.

■ Use a qualified electrician to install hard-wired smoke alarms into the home’s electrical system.

■ Moving to a new location/residence: Smoke alarms should be replaced as the history/age of the alarms likely won’t be available.

PREPARING YOUR VEHICLE FOR WINTER WEATHERWith winter weather in the forecast, all drivers should review some basic car maintenance to ensure that your car remains reliable through the cold and snowy months ahead.

■ 1) Tire tread and compound: Make sure tires are all-season tires with gripping protection. Many consumers may not realize that the OE (original equipment) on most vehicles is a summer tire that performs very poorly in freezing conditions. For example, the Nissan 350z’s OE is a summer ultra-performance tire. Driving on that tire in freezing rain and snow could be a disaster waiting to happen. Remember last year’s carmageddon (freezing rain started right before the evening rush and people had 8 hour commutes home—if they were lucky enough to stay on the road)? The people with all-season tires likely were not the ones in the ditches.

■ 2) Windshield treatment: Apply a rain repellant, like Aquapel or RainX to windshields. This will make the water bead on the windshield so that ice and snow do not stick to the windshield. The repellant also improves driving conditions in inclement weather. Other benefits include: improved vision in the rain, as it causes rain to bead up and roll right off; makes it easier to clear ice, snow, and even dirt and bugs and reduces glare in the rain, especially at night. The repellant typically lasts for months in normal driving conditions.

■ 3) Switch wipers to beam wiper blades or winter wiper blades: The conventional wiper blade is a multi-tinged metal blade with lots of moving parts, but when they get wet, they freeze in place and will not flex. They freeze either curved OR flat, becoming useless since a windshield is both curved and flat. Beam wipers do not have hinge points and winter blades and their spring mechanism is concealed from snow and ice so they continue to “work” in tough weather. Winter blades are metal hinged blades that are wrapped in rubber, keeping the water off so that they do not freeze.

■ 4) Check the freezing point on anti-freeze: Antifreeze needs to be at -34 degrees. If it is too high the engine can freeze, especially when sitting outside in a snowstorm.

ABDOMINAL PAIN: NO LAUGHING MATTER

Remember that old antacid commercial, in which a man with stomach pain moans, “I can’t believe I ate that whole thing”? While that was amusing, true abdominal pain is no laughing matter. In fact, abdominal pain is one of the top two reasons people go to the emergency department, accounting for at least 8 million visits nationwide.

Stomach pain can result from a wide range of causes, from poor diet, a stomach virus or acid reflux to more serious conditions such as appendicitis, an ulcer or a heart attack. In general, mild stomach aches should resolve within 30 to 60 minutes, with or without the help of an over-the-counter antacid. But if stomach pain is severe or falls into one of the following categories, call your doctor or ask a friend or relative to drive you to the ED:

■ Stomach pain that becomes more severe over time

■ Stomach pain occurring with a high fever or vomiting

■ Stomach pain severe enough to make you feel faint or pass out

■ Stomach pain that radiates to the chest or causes difficulty breathing

Stomach pains occurring in adults over the age of 55, in those with multiple medical problems, in people who have recently had abdominal surgeries, and in children under the age of 3, should be evaluated by a physician, as they could be signs of a condition requiring medical treatment. If you are very uncomfortable and unsure of the cause of your abdominal pain, you also may want to visit the ED. Physicians there have all the necessary diagnostic equipment, including laboratory blood tests and imaging equipment such as a CT scan and ultrasound, to determine the cause of your pain. Most patients can be treated successfully, either with medicine or through referral to another specialist for a surgical procedure.

Appendicitis, an infectious inflammation of the appendix (part of the large intestine), is a relatively common cause of ED visits. It is characterized by abdominal pain that comes on gradually but can be intense; it starts in the belly button area and, over time, worsens and progresses to the right side. It may be accompanied by fever, vomiting or loss of apetite. Go to the ED if you or a family member have these symptoms; physicians there can confirm the diagnosis and refer you for surgery.

Abdominal pain also is common in stomach illnesswes like constipation or viruses like gastroenteritis, an infection marked by watery diarrhea, nausea or vomiting. To relieve constipation, try adding fiber to your diet, drinking more water, or using an over-the-counter stool softener. In the case of gastroenteritis, there unfortunately is no cure except for time and rest. Suck on ice chips or take small sips of water or clear liquids until you feel well enough to start eating again. When you do resume eating, make sure to go slowly, starting with bland foods like toast, bananas or rice.

While you can’t prevent most causes of stomach pain, to keep away milder stomach aches and pains make sure to eat a healthy diet, avoiding large amounts of alcohol and spicy or fatty foods.

Hip arthritis generally results from osteoarthritis or “wear and tear” arthritis. In a nutshell, osteoarthritis progressively wears away the cartilage of the joint it affects. Without cartilage in the joint to make movements smoother, the hip bones begin to grind and cause pain.

Hip arthritis is typically found in individuals who are:

■ Over 50 years old;

■ Overweight . . . in fact, weight loss has a tendency to lessen the symptoms of hip arthritis;

■ Genetics . . . if the condition runs in your family, your chances of developing it are much greater;

■ Trauma . . . injuries to the hip, including fractures, can increase the risk.

There’s no way to tell for sure who will develop hip arthritis but there are a few measures you can take to avoid this debilitating condition:

■ Lose weight . . . More weight = more compression on all joints. Weight loss can dramatically decrease symptoms. Our physical therapists can teach you exercises to better distribute the pressure on your joints from everyday movements as well as to lose weight;

■ Modify your activities . . . Limit activities that are painful. If you must use a walking aid, we can show you the right way to use it to alleviate your pain;

■ Do NOT become a coach potato . . . it is common misconception that less activity will “save” your hip from further decay. All medical research recommends you remain as active as your comfort level will allow;

■ Stretch daily

Common Stretches

■ Knee to chest pulls . . . start in a comfortable position lying on your back with knees bent and feet flat on the floor. Bring one knee to your chest and hold it with your hands for 10 seconds. Do not bounce. Lower your leg and repeat the process with the other leg. Repeat the sequence 5 times;

■ Hamstring stretch . . . Lie on your back in a doorway, with one leg through the open door. Slide your leg up the wall to straighten your knee. You should feel a gentle stretch down the back of your leg. Hold it for 10 seconds. Do NOT arch your back. Do NOT bend either knee. Keep the one heel touching the floor while the other heel slides on the wall. Do NOT point your toes. Switch legs and repeat the sequence 5 times.

WINTER ACTIVITIES AND EXPERIMENTS FOR KIDS

SNOWFLAKE SLIMESUPPLIES NEEDED FOR SNOWFLAKE HOMEMADE SLIME:

■ Clear glue (Elmers and store brand both work well for us!)

■ Liquid Starch

■ Water

■ Measuring Cup

■ 2 bowls and a spoon

■ Glitter, snowflake confetti, decorations and buttons

1. In one bowl mix 1/2 cup water and 1/2 cup of glue (really mix to combine completely).

2. Now’s the time to add color, glitter, or confetti!

3. In another bowl measure out 1/2 cup of liquid starch.

4. Slowly mix the glue/water mixture into the starch with a spoon, make sure to get all glue out of bowl.

5. Switch to mixing with hands for a few minutes until you feel it come together.

6. Put in a clean, dry container or on a plate.

It’s a great tool for including some science learning into slime play but on a level for young kids to understand! This snowflake homemade slime is wonderfully simple sensory play that does not leave the hands messy at all! The texture is amazing!

CRYSTAL SNOWFLAKESSUPPLIES NEEDED:

■ Borax {found with laundry detergent}

■ Water

■ Jars or vases

■ Pencil

■ Pipe cleaners of any colors

1. Using a pair of scissors, cut a pipe cleaner into three equal sections.

2. Twist the three pipe cleaner sections together at their centers to form a six-sided snowflake. Don’t stress if the sides aren’t perfectly even, little imperfections make it beautiful.

3. Make sure that the shape can fit through the mouth of the wide-mouthed jar without having to squeeze through. If it can’t, trim the sides down.

4. Cut a 4 inch length of string to one side of the snowflake. Tie the other end of the string to a pencil. You want the length of your string to be enough that the snowflake hangs into the jar but doesn’t touch the bottom. Once you have your length set, remove the apparatus from the jar.

5. Bring a pot of water to a boil and pour into the jar. Add 3 tablespoons of borax per each cup of water a stir. It’s alright if some borax settles to the bottom of the jar.

6. If you want a colored snowflake, stir in some food coloring.

7. Hang the pipe cleaner snowflake into the jar with the pencil resting on top of the jar. Make sure that you’ve added enough water to completely submerge the snowflake.

8. Put the jar somewhere where it is safe from being disturbed. Seriously! You don’t even want it to be bumped! Let it stay there overnight.

The next day, check out the gorgeous crystals! Untie the string from the pencil and you’ve got yourself a great holiday decoration.

MAKE A NEW YEAR’S RESOLUTION TO BE PREPARED IN 2016Here’s a New Year’s resolution that won’t cost a lot of money and won’t be impossible to keep: resolve to get yourself and your family ready for emergencies in 2016.

Everyone can do something to prepare in advance. Disasters can happen at any time – families may not be together, power could be out for days, cell phones may not work. What will you do? Consider taking these actions as you ‘Resolve to Get Ready in 2016:’

■ Keep a list of emergency phone numbers in your cell phone and near your home phone.

■ Prepare a family contact sheet with at least one out-of-town contact. Often it’s easier to make long-distance calls rather than local calls during an emergency.

■ Discuss with your family how you will meet up with each other if you are separated during an emergency.

■ Set aside three days’ of emergency food and water (one gallon per person per day).

■ Have charged batteries and car phone chargers for back-up power for your cell phone.

With the New Year came many changes on the Board of Supervisors. In this month’s newsletter, I’ll update you on the new makeup of the Board and my assignments—including some new ones.

We have five new members of the Board, including a new Chair-At-Large. Phyllis Randall

has taken over for Chairman Scott York, who served as Chair for 16 years (20 total on the Board). Chairman York was a close friend and ally of mine—he was a huge help in many projects, including the Gum Spring Library, Dulles South Multipurpose Center, and many of our road projects. I will miss his leadership on the Board.

Along with the new Chair, I also want to welcome Blue Ridge Supervisor Tony Buffington, Broad Run Supervisor Ron Meyer, and Leesburg Supervisor Kristen Umstattd. I am getting to know all of them better. The other three returning members of the Board are Algonkian Supervisor Suzanne Volpe, Ashburn Supervisor Ralph Buona, and Catoctin Supervisor Geary Higgins. Supervisor Buona was elected Vice-Chair, a position he also held last year. While the previous Board was all-Republican, the new Board has 6 Republicans and 3 Democrats. I find that “party” means a lot less here at the local level, so I don’t think the new makeup of the Board will change how we operate—it was not uncommon for there to be split votes on the all-Republican Board as well, as we each represent different districts and have differences of opinion.

Each year the Board takes up organizational matters relating to meeting dates, committee assignments and appointments to various regional boards and commissions. The Board is now shifting its meeting schedule for Business Meetings to take place the first Tuesday and third Thursday of each month. Public Hearings will continue to be held on the second Wednesday of each month. Business Meetings will start later at 5:00 pm and Public Hearings will continue to begin at 6:00 pm.

I will continue to serve as Chairman of the Board’s Finance Committee, which is now known as the Finance, Government Operations, and Economic Development Committee. This committee has oversight over contracts, ongoing construction projects, County services, and now economic development. Rather than having a separate Economic Development Committee, we decided to incorporate those issues within the Finance Committee since much of the structural heavy lifting on economic development occurred last term.

My regional assignments have changed slightly from the last term. I will continue as a member of the Washington Area

Council of Governments (COG) Board of Directors as I have for the last four years. At the Board’s first meeting of the year, I was elected Vice Chairman representing Virginia. The MWCOG Board chairmanship rotates between Maryland, Virginia and the District, meaning that I am now in line to Chair the Board in three years. If that happens, it will be the first time someone from Loudoun has ever chaired this organization. The Board of Directors serve as COG’s governing body and maintain responsibility for its overall policies, functions, and funds. My new role on the Executive Committee will require me to spend some additional time on regional issues and policies. I am also representing the Board on MWCOG’s Region Forward Coalition. Region Forward is an initiative launched by COG in 2010 to help local governments identify and plan for strategic high growth areas. The Coalition is focused on economic development and creating a Regional Activity Center Investment Plan to guide public and private stakeholders in making strategic, coordinated investments in the Region’s Activity Centers. Loudoun is beginning to prepare for our own Activity Centers with the future Silver Line and developments like Waterside, Loudoun Station, and One Loudoun.

I will continue as a member of the Route 28 Transportation Improvement District Commission, which I currently chair. The Commission administers the tax district that was formed to provide Route 28 improvements from Route 7 to I-66 and is responsible for the widenings and interchanges that have been completed over the past several years. We continue to pursue other avenues for funding such as grants to complete hot spot widenings throughout the corridor.

There are a few new roles that I am assuming this year. I will be serving as Loudoun’s Commissioner on the Northern Virginia Transportation Commission (NVTC). NVTC is made up of local elected officials in Virginia that are part of Metro’s service area and manages financial resources, deploys new technologies, and secures funding for transit in Northern Virginia. The Commission supports Virginia Railway Express (co-owner), and Washington Metropolitan Area Transit Authority, (Metrobus and Metrorail). With the Silver Line extension of Metro to Loudoun being completed in 2019, the County is taking a much bigger interest in the region’s transit system as we look to grow our own. One of my responsibilities at NVTC will be to negotiate an operating agreement for Loudoun with WMATA.

Finally, I will be joining the Board of Directors of the Dulles Area Transportation Association (DATA). DATA is a Transportation Management Association that identifies transportation needs; promotes steps to meet those needs; and to work towards a more effective transportation system.

As you can see, it is shaping up to be a busy year for me on the Board. Of course, I am still available to help you address issues that you may be dealing with related to County services.
