ITMS was established by FIFA to transform the international transfer market:

GENERAL INTRODUCTIONKEY PRINCIPLES
•The system is available via the internet (with appropriate security elements)Open access
•The two clubs involved in a transfer must disclose the details of that transfer in the system, including payment and banking detailsDisclosure•The details disclosed by the two clubs must match – otherwise the transfer is not validMatching

GENERAL INTRODUCTIONWHY IS MANDATORY? ANNEXE 3 OF THE REGULATIONS
Article 1.5: the use of ITMS is a mandatory step for all international transfers of professional male players within the scope of eleven-a-side football, and any registration of such player without the use of ITMS will be deemed invalid.
2. Releasing association cannot respond to an ITC request outside ITMS for a professional player.3. Player cannot play in official matches for his new club until the ITC process is complete.

Article 2.2: A professional is a player who has a written contract with a club and is paid more for his footballing activity than the expenses he effectively incurs. All other players are considered to be amateurs.

The player is 18 OR the new association received approval from the sub-committee of the Players’ Status Committee

The ITC request is made at the proper time. The ITC is created in ITMS and the player’s registration date is confirmed
If applicable, the new club declared all payments made in real life and uploaded the respective proof of payment

WHO
• The new club is obliged under art 4.2 of Annexe 3 to provide certain compulsory data when creating instructions.
WHAT
• The total fixed amount that a player will receive over the full length of his employment contract.
• This figure includes sign-on fees and other money paid by the new club to the player.
• It does not include conditional bonus payments, such as performance-related bonuses.

If two clubs have signed a transfer agreement, the system will not be able to create a match between the engage and release transfer instructions unless the basic fields are the same:

CLUB ROLE: TRANSFER PROCESSMATCHING EXCEPTIONOnce the system creates a match between two transfers and if certain details are not the same, there could be discrepancies called “matching exceptions” that prevent the transfer process to continue. To speed up the resolution of matching exceptions, ITMS provides indications on:

To solve a matching exception, communicate with the counter club and amend the information accordingly!

•The transfer instruction is not yet complete or has not been confirmed.
•Check that all required information is entered and documents uploaded before confirming the transfer instruction.
Pending
•The counter club still has to enter details and/or confirm the transfer instruction.
•Contact the counter club to check the status of their transfer.
Awaiting counter instruction
•A new player has been manually added to ITMS.•The player’s identity must be confirmed by his former/releasing association.
Awaiting confirmation of player
•Mismatch in the transfer details between matched transfer instructions that prevents the transfer from proceeding.
•Contact the counter club and review both sets of transfer details to determine who needs to update them.
Matching exception
•The club’s transfer process is now complete. •It is now the responsibility of its association to request the ITC.

ITMS FURTHER SUPPORTITMS TRANSFER STATUSES
•The former association must respond to the ITC request within seven days of the request date.•The association can either deliver or reject the ITC request.•The player’s passport must be uploaded before delivering the ITC.

•The ITC has been delivered by the releasing association.•The new association must confirm receipt of the ITC and enter the player registration details to complete the process.

•The releasing association has rejected the ITC request.•The new association must accept or dispute the ITC rejection, as applicable.

•The releasing association has not responded to the ITC request within 15 days or FIFA has intervened and granted provisional registration.•The new association must confirm the provisional registration.

•Once all payments have been declared in ITMS and the respective proof of payment has been uploaded, the status will change to “closed”.
