Project Objective

“ITD seeks to develop an enterprise network architecture plan that addresses voice/data convergence, reduces duplication and redundancy, and

accommodates scalability for future needs.“

Planning for the design and implementation of a coherent network architecture for the Commonwealth will be executed with broad stakeholder involvement to build consensus and gain support for the path forward.

This engagement will result in a governance model and a clear planning process, including the creation of a roadmap, for the entire network architecture and implementation project.

Collaborative Project Team

Staff Member

Michael Boush, Program Manager

Mike is a seasoned, PMI certified, project and program manager with experience in managing large initiatives. His has led both business and technical projects ranging from new product/application development to large scale vendor platform implementation. Mike has played influential roles in the development of project management offices. He has contributed in several organizations to the development of the project management methodology and toolkits. He recently acted as the program manager facilitating the creation of a specific product roadmap for an HRS Outsourcing service provider. He managed several of the large project initiatives that were defined within the execution plan within that roadmap.

Rob Barkan,Network Architect

Rob is a technical architect with over 20 years of experience in software development, project leadership and systems design/analysis spanning Enterprise, ASP and SOHO lines of business.  He has broad experience in network technologies, telecommunications, call centers, VoIP, security, systems performance and multiple HW/SW/Virtual platforms. His recent activity includes creation of enterprise reference architectures, large program technical leadership, process definition, solution design and vendor evaluation on voice/data technologies.  He has provided technology assessments, project leadership, design/implementation, W3C WG liaison, and voice/data network analysis roles on enterprise and carrier-grade VoIP/SS7 products.  He has also developed IN and OAM&P components on a telephone CO switch, as well as work on a telco network capacity planning tool.

Ed Anderson, Business Architect

Ed Anderson is a business architect with extensive experience in process design, application design, and project management. He recently led a process design effort for a software product launch by facilitating JAD sessions attended by product managers, operations staff, and executives. Ed is particularly adept at aligning business objectives with design concepts, acting as the primary liaison between business experts, visual designers, and technical architects.

Kyle Parrish,Sr. Technical Architect

As a Senior Principal at Collaborative, Kyle has more than 16 years of both industry and consulting experience. Throughout his career, Kyle has directed clients through the development and delivery of business driven strategic IT initiatives, while translating business vision into technical implementation, and consequently is well versed in strategic planning and systems architecture. Throughout Kyle’s career he has gained significant experience in Enterprise Architecture, IT Strategy, program and project management, organizational change, business process reengineering, and risk and change management. His cross-functional expertise will help to assure that the roadmap and plan for the Commonwealth’s next generation enterprise network will align with the business strategy and vision of the stakeholders.

Marilyn Martin, Sr. Business Architect

A Senior Business Architect and the Director of Collaborative Consulting’s Business Architecture Practice, Marilyn has extensive experience in strategic planning, operations design, and program management. She is especially adept at partnering emerging technology strategy with solid business process design to drive productivity and profitability. Throughout her 30 year career, Marilyn has helped companies in a broad range of industries leverage technology to solve complex business problems. She has spearheaded leading-edge business process improvement and systems development programs at companies ranging from Global 1,000 to startups.

Donald Gingras, Lead Network Administrator

Don is a Lead Network Administrator with 27 years of experience in IT, with 21 of those specifically dealing with networking systems and communications infrastructure.  He has researched, designed and implemented voice and or data infrastructure projects for Nashua Corporation, Colombo Yogurt, MKS Instruments and at Collaborative Consulting for Lexington Insurance.  Over the past six years, Don has overseen Lexington’s hosted environment’s evolution through multiple technical generations.  It currently services over 600 users nationwide, in over 90 remote locations.

Robert Germain, Infrastructure Manager

Bob is an IT Manager and senior information technology expert with more than 18 years’ experience in network design and administration.  He has helped a wide variety of organizations establish, maintain and scale their infrastructures to enable optimum business performance.  Bob has designed and implemented telecommunications, VoIP, security and various LAN/WAN infrastructures throughout his career.

Approach

Collaborative’s approach focuses on people, process and technology with an emphasis

on quickly providing results

Phase 1: Business Vision and Organizational Context Drives the desired end-state operational landscape for the coherent network

Phase 2: Current State Analysis Provides insight into voice and data networking as they exist today and the

associated operations, providing context for the overall effort

Phase 3: Initiative Planning and Governance Strategy and Approach Plans for the successful management and oversight for the design and

implementation of the coherent network

Phase 4: Plan and Process Development Distills findings into plans and processes for the new governance structure
