Preface

This is the first Corporate Plan forthe South Pacific Regional Environ-ment hogramme (SPREP). It describeshow the organisation will fulfill itsmandate and its legal obligations tothe members of SPREP over the nextthree years.

The legal framework for the opera-tion of SPREP is defined by theAgree-ment Establishing.SPREP. Within thisframework SPREP's suategic directionor mandate derives from:. the Acrion Plan for Managing the

Environment of t he Sou thPacific("theAction Plan"),

o the Action Strategy for Nature Con-sewation in the South Pacific Region,and

. decisions taken by members of theSPREP Meeting.

The organi sation's mandate reflectsthe national priorities of its membersand complements other regional andinternational agreements concerningenvironment and sustainable devd-opment. These indude decisions takenby world leaders at the United NationsConference on Erruironment and De-velopment (UNCED) in 1992, and theGIob aI C onference on the SustainableDevelapment of SmaII Island Develop-ing States in 1994.

SPREP is also the Secretariat for tworegional conventions concerning theenvironment:o the Convention on Conservation of

Nature in the SouthPacifc( Ania Con-vention); and,

o the Convention for the Proteaion ofthe Natural Resources and Environ-ment of the South Pacific Region(SPREP Convention).

As SPREPmovesintoits thirdyear ofautonomous operation in Apia, andwith the A9 reement Establishing SPREP

now successfnlly nego[ated, this Cor-porate Plan provides the foundationfor the organisation to embark on itsfuture with confidence.

lntroduction

What is SPREP?

The South Pacific Regional Environ'ment Progxerntne - SPREP - is theintergovernmental organisation respon-sible for environmental matters in theSouth Pacific region. SPREP was estab-lished to promote regional co-opera-tion in environmental matters, to assistits members to protect and improvetheir shared environment and to helpthem work towards sustainable devel-opment for present and future genera-

tions.

Its members are the governments oradministrations of American Samoa,Australia, Cooklslands, Federated Statesof Micronesia, Fiji, France, FrenchPolynesia, Guam, Kiribati, Republic ofthe Marshall Islands, Nauru, NewCaledonia, New Zealand, Niue, North-ern Mariana Islands, Palau, Papua NewGuineq, Pitcairn, Solomon lslands,Tokelau, Tonga, Tuvalu, United States,Vanuatu, Wallis and Furuna and West-ern Samoa.

A Short HistoryFollowing the appointment in 1973 of

an ecologist to the staff of the SouthPacific C ommrssion (SPC), consultationsbetween SPC, the United Nations Envi-ronment Programme(UNEP), the SouthPaciftc Bureau for Economic Co'opera-tion (now the Forum Secretariat) andthe llnited Nations Economic and SocialCommEsion for Asia and the Pacific(ESCAP) resulted in agreement in 1978on the need for a comprehensive envi-ronmental management programme forthe region.

Proposals subriitted to the South Pa-cific Forum (the annualmeeting ofHeadsof Govcrnment of Pacific countries) andthe South Pacific Conference (the an-nual gathering of representatives of allthe region's states and territories) re-sulted in f 980 in the formal establish-ment of SPREP as the South Pacificcomponent of UNEP's Regional Seashogramme, and a joint initiative of thetwo regional organisations, with fund-ing from the two UN agencies.

SPREPwas required to report to boththe South Pacific Forum and the SouthPacific Conference, with a co-ordinatinggroup of representatives from the fourfounding organisations, chaired by theForum Secretariat, providing executiveoversight. The new programme wasadministered from SPC's headquartersin Noumea, New Caledonia.

A Conference on the Human Environ-ment inthe South Paciftc, in Rarotonga,Cooklslands, in 1982, decided to setupSPREP as a separate entity within theSPC and produced an Action PIan forManaging the Natural Resources andEnvironment of the SouthPacific Region("the Action Plan") to guide its futureactivities. This document, revised in1991, remains the principle focus ofSPREP's activities.

In I 986, Ihe Convention for the Protec-tion of the Nawral Resources and Envi'ronment of the South Pacific Region("the SPREP Convention") was adoptedat a SPREP meeting in Noumea andentered into force in 1990. This Con-ventionaims to protect and manage thenatural land and marine resources ofthe region and contains two protocols -

on prevention of pollution by dumpingand on combating pollution emergen-cies.

Also in 1986, to enable members tobecome more active in settings priori-ties for and managing SPREP, the firstI nterg ove rnm ental M eeting(now knownas the SPREP Meeting) was convened. Atlirst thiswas held everytwoyears (1986,

I gtt8 and 1990), and then annually fromI u90. In 1986, the co-ordinating grouprvas also replaced by a steering commit-tee of five representatives: one fromcach distinct cultural / geographicalarea of Polynesia, Melanesia, Micronesia,one from France / UK / USA, and one

from Australia / New Zealand. Thegroup met at least once a year [o assistand provide direction to the SPREP sec-

retariat in implementing its WorkProgramme.

ln 1990, the steering corunittee wasabolished when the SPREP Meeting be-came an annual event. It was at thattime, also, that members first consid-ered the possibility of according SPREP

sary to operate as anautonomousbody.This was given impetus in that year bythe South Pacific Forum in establishinga committee to study and report on thestrengthening of SPREP's capacity.

Af'ter considering the Action PIan, andfinancial and legal implications, the 199ISPREP Meeting- held at Ministerial level- agreed thot SPREP should become au'tonomous. Ministers also accepted an

offer by the Government of WesternSamoa to host the new organisation,and SPREP moved its headquarters fromNoumea to Apia in 1992.

Negotiations on the terms of an agree-

ment to give legal effect to SPREP as an

intergovernmental, regional organis-ation resulted in the Agreement Estab-lishing SPREPbeing signed on 16 June1993. The Agreement will enter intoforce thirty days after the tenth ratifica-tion is received by the depositary, theGovernment of Western Samoa. At thetime of publication (May 1994), WesternSamoa, Fiji, New Zealand and Nauruhave ratified.

The Corporate PIanThe Plan first details the mission,

objectives and guidelincs for theorganisation. SPREP's mission derivesfrom the Agreement Establishing SPREP,

the objectives and guidelines for itsoperation are found in the Action Plan

endorsed by the members of SPREP.

In meeting these objectives it is in\-portant to understand the "environ-

ment" within which SPREP functions.The major issues and events that have,

and will, influence the oPeration ofSPREP over the next three Years arehighlighted in the setting. .The

organisational structure is then pre-sented.

The responsibilities, tasks and per-

formance indicators reflect this opera-tional setting and are defined by theWork Prog rarr nre adop ted by membersat the SPREP Meeting- The process usedto develop and implement the WorkProgramme is outlined. Finally the func-tional core of SPREP is discussed alongwith the period for redew of thc Corpo'rate Plan.

The Acrion Plan sets out the objec-tives and guidelines for SPREP and pro-vides the framework for a regional ap-

OhjectivesThe objectives of SPREP are to:

GuidelinesSPREP operates under the following

guidelines:

I nt ern ati on a I co-operatio n

SPREP recognises the interdependenceof environmental issues both withinthe region andbetween other regions ofthe world. SPREP will encourage co-operation with other organisations indeveloping appropriate technology andinformation to solve common problems.SPREP and member countries will par-ticipate in global environmental man-agement efforts.

Regional co-operation and co-ordination

SPREP will make the fuUest possibleuse of government and existing institu-tions and expertise in the region, in co-operation with appropriate regionalbodies. such as the South PacificOrg anisations Co-ordinating Commifte e(SPOCC). The focus will be on develop-ing regional co-operahon and co-ordi-nation.

National ActionOn the basis of National Environmen'

tal Management Strategies, SPREP willassist countries to protect and improvetheir environment and ensure sustain-able development for the benefit ofpresent and furure generations.

Local com m u nity participationSPREP will encourage the participa'

tion of local indigenous communitiesinthe planning and management of sus-tainable resource conservation and use.

The Setting: 1994-96

It is important to consider the contextin which SPREP will perform its func-tions over the next three years. A num-ber of significant events already pro-vide clear directions for SPREP's opera-tions, while others are expected to oc-cur within the lifetime of this Plan.T'hese will need to be taken into accountif SPREP is to assist the region effec-tively and efficiently.

N ati on a I Envi ron m enta IManagement Strategies

.q,t the national level, countries havecompleted or are in the process offinalising their Natt:onal EnviranmentM anagement Strategies(NEMS). This hasincluded the establishment of new en-

vironment instirutions in many smallerisland countries that will require ongo-ing support. Countries are now lookingfor assistance to implement these strat-egies. UNDP's Capacity 2t initiativethrough SPREP is expected to assist thefollow-up of NEMS.

I nteg rati n g envi ron ment,population anddevelopment

While all SPREP's activities aim toensure sustainable development in theregion, the next two years will see par-ticular emphasis in the areas of popula-tion and environment interactions, andthe strengthgning of national capacityto integrate environment and popula-tion considerations into economic anddevelopment planning.

A UNFPA-funded project is expectedto assist with this. In many cases linksbetween environment and developmentare being made at the national level.However, further work will be requiredto ensure environmental considerationsare fully incorporated into decision-making. This work will need to buildupon the NEMS, ttre outcomes of theBarbados Conference and other regionaland international agreements.

Conservation of biologicaldiversity

The region has identified conserva-tion of biological diversity as a priority.Over the next two years the Global Envi-ronment Facility/Australian fundedSouth Pacrfic Biodiversity ConsewationWoject (SPBCP) will develop conserya-tion areas throughout the region. Thesewill be based on conununity supportand will involve local communities inthe management and sustainable devel-opment of resources.

Coastal managementCoastal management received con-

siderable attention both within the re-gion and internationally in 1993. Inresponse to concerns of sPREP mem-bers, the NEMS process, initiatives ofthe .South Pacific Forurr and the recom-mendations of the World Coast Confer'ence(1993), the development andimple-mentation of a Regional IntegratedCoastal Zone Management (ICZM)Programme will be a primary focus forSPREP.

Climate change, variahilityand sea level rise

Climate change, variability and sea

level rise will continue to be monitoredin the region with the bulk of activityfocusing on impact, adaptation and re-sponse strategies, including ICZM. Newprojects concerning the meteorologicalaspects of climate change and naturaldisaster preparedness will be commenc-ing. SPREP will also continue its infor-mation role on behalf of the South Pa-cific Climate C hang e Moniotoring Proiect

Prevention of pollutionThe prevention of pollution is a prior-

ity for islands. Waste management andpollution prevention is expected to re-ceive increased attention. Implementa-tion of the Strategy for the Proteaion ofthe Marine Environment is also ex-pected to commence.

Ed u cation a n d awa ren es s

More than evet, the need to Promoteenvironmentally sound practicesthrough effective environmental edu-cation and information campaigns willrequire SPREP's attention.

Environmental lmpactAssessment (EIA)

To further strengthen the capacity ofcountries to assess the impacts of de-velopment, a new series of EIA trainingcourses is planned with the support ofAustralia. These will promote prin-ciples of sustainable development, fo-cusing on senior planners and includeraising community awareness of EIAprocedures.

lnformationAs the level of activity to protect and

improve the environment in the regionincreases, so to does the need for SPREP

to effectively and efficiently prepareand distribute information and SPREPpublications throughout the region, andto improve environmental awareness inthe media.

An efficient SPREP Library and Infor'mationCentrewill be essential to fulfill-ing SPREP's increasingly important dear-inghouse functions. By developing thePactfic Environment and Natural Re-

sources Information Centrq SPREP'sgeographic information system (GIS)

capacity will be strengthened and usedmore extensively to assist national andregional projects and national decision-making.

Regional W astes ConventionNegotiations towards a new regional

convention for the Ban of the Importa'tion and Control of the TransboundaryM ov e ment and M anag ement of Hazard'ous and Toxic Wastes within the SouthPacific Region have commenced \^/ithinthe Forum. These will require soundtechnical and legal advice from SPREP

and will be closely linked to increasedefforts to prevent pollution andstrengthen national capacity in wastemanagement.

PNew International

Conventions andLegislation

IMany countries have ratified new in-ternational conventions, t|rre FranteworkConvention on Climate Change and theConvention on Biolog ical Diversiry, bothof which have now entereci into force.

SPREP will assist countries to fulfilltheir obligations as c<lntracting parties

to these new legal agrcemcnts. With theincreased number of regional and inter-national conventions, countries will alsorequire assistance with interpretationof their obligations and responsibilitiesand in developing appropriate nationallegislation.

Regional and lnternationalCo-ordination

A numbcr of international ncgolia-tir:ns and meetings arc tarking place thatwill havt' a significant inlpact on thercgion. lvlany will involve SPREP in thedevelopment and co-ordination of re-

gi<lnal positions. SPREPis also expectedto play a significant role in the institu-tional arrangcments adopted by theBarhados Conference.in April 1994 andin associated follow-up activities. These

new arrangemenls will co-ordinate the

implementation ol' the ActionProgramme for the Sustainable Devel-opment of Islands and report to the UN

Commission for Sustainable Develop'ment on which SPREP has official ob-

server status.

lnvolvement of NGOs, thecommunity and othergroupsIn recent Years SPREP has actively

encouraged the involvement of NGosand other groups in its policies andprogrammes. This has been done withlimited resources, but has helped buildtheir capacity and increase their partici-pation in efforts to protect and improvethc region's environment- Although thelack of harmonY betwecn NGOs in theregion and the sometimes limited ca-

pacity to implcment projects at the lo-

cal level may limit their effective par-

ticipation, SPREPwill endeavour to pro-

mote constructive partnerships for theimplementation of' sustainable devel-

opment in the region.

SPREP TreatyEarly ratification of the Agreement

ktablishing SPREPwill provide the fulllegal status necessary to allow theorganisation to pursue its mandate.

Review of the Action Plan

The region is in the final years of the1gg1-g| SPREP ActionPlan, which willrequire revisicln during I995 in order tocommence a new phase from the begin-

ning of 1996.

I nternal Co-ordinationIhe number of staff and projects be-

ings implemented by SPREP has grownrapiay. Greater emphasis wilI be placed

on establishing appropriate adminis-ffative arrangements that will facilitateeffective co-ordination of SPREP's ac-

rivities, with au SPREP projects beingmutually supportive' This will includethe establishment of functional divi'sions and an internal advisory commit-tee within the SPREP Secretariat.

The organisational structure forSPREP reflects the setting for theorganisation outlined above, as wellas the agreed areas of concentrationfor SPREP. The cunent programmeareas are those outlined in the 1991-95' Action Plan, and, reflect the pur-poses for the organisation identificdin the Agreement Establishing SPREP.The l99l-95 Action PIan wld.l requireupdating during 1995.

Action Plan ProgrammesTo achieve SPREP's mission and ob-

jectives, the organisation will continueto develop and implement regionallyco-ordinated, comprehensive progr-ammes in the following major 6reas,as set out in the .199I-95 Action PIan:

3. Environmental Management andPlanning;

4- Coastal Management and Planning;

5. Prevention and Management ofPoIIution:

6. Planning and Response to PollutionEmergencies;

9. Regional and Global EnvironmentalConcerns.

These progremme areas cover themajority of projects cturently under-way in SPREP.

Other FunctionsIn addition to these nine prograrnme

areasr SPREP is required to promoteregional co-operation in accordancewith the Agreement EstablishingSPR.EP. Regional co-operation and co-ordination will be promoted in linewith the guidelines contained in the1991-95 Action Plan.

SPREPis also calledupon to performthe Secretariat functions for relevantregional conventions, including theSPR^EPand A pia Convenfions. As such,SPREP will continue to co-ordinatemeetings of Contracting Parties andrespond to the decisions of thesemeetings in accordance with its ap-proved work programe and availableresources.

Management and DivisionalArrangementsTo fulfill these functions, and to

ensure effective development man-agement and co-ordination of projectswithin the programme areas above,SPREP is establishing functional divi-sions, under the overall guidance anddirecfion of a small management team.

This structure should take into ac-count the members' wishes to seeSPREP as a lean organisation, appro-priate to the region's culture and eco-nomic circumstances and embodyingmodern management principles. "Itshould also have a flat hierarchy anddelegation of responsibility as far aspossible" (para. 39,Report of th IGM).

SPREP operates a s an inter- disciplin-ary organsiation and, in finding solu-tions to environmental problems inthe region, SPREP's full range of expe-rience and expertise is used to de-velop and implement its workprogramme. The establishment ofdivisions shall in no way limit thisapproach.

To this end, and to improve thedevelopment, management and co-ordination of projects, the heads ofthese divisions will therefore be re-quired to:. co-ordinate and assist in implement-

ing the development of appropriateprojects and identify potential fund-ing sources,

. co-ordinateand assistin implemtingthe development of further fundingpropos als for management's consid-eration:

. approve delegated responsibilitiesunder Staff and Financial Regulations;

The responsibilities, tasks and per-formance indicators for Management,and for eachDivision are derived fromSPREP's Work Programme. The re-sponsibilities are outlined below, andthe related tasks and performanceindicators are found in the Arurex.

o To assist members to understandand avoid or mitigate the potentialadverse impacts of global environ-ment changes, especially climatechange, and to contribute to interna-tional efforts to limit human-inducedchange through appropriate mea-sures.

. To prevent, control and manage pol-lution and wastes so that adverseimpacts on the environment and hu-man health are avoided, minimisedor mitigated.

. To develop and maintain nationaland regional pollution emergency re-sponse and planning capabilities.

o To assist members to manage andplan for the multiple-use, ecologi-cally sustainable development andconseryation of coastal areas. habi-tats and resources.

r To develop and implement a regionalprogramme to assist members tounderstand and avoid or mitigate thepotential adverse impacts of globalenvironment changes, especially cli-mate change, and to contribute tointernational efforts to limit humaninduced climate change through ap-propriare measures.
