Mr. Vincent Tam founded Unitec Tooling (HK) Limited in themid 80’s. At the initial stage, the company only had severalemployees and mainly produced plastic injection mould fortoys products. Along with the vigorous expansion of HongKong toys industry, a lot of toys factories shifted theirproduction lines to Mainland China. In 1990, Mr. Tam set uphis first mould factory in Shenzhen in order to cope with hiscustomers’ needs and provide better cooperation. Hiscompany recruited over 1,000 employees within a few years. It became one of the largest mould making factories in thetoys field and successfully established its own brand in thetoys industry.

Under the circumstances of shortened product developmentlead-time and tightened quality requirements, mould makingfor toys requires adopting more advanced machinery andsoftware such as CAD/CAM/CAE to meet the tight deliveryschedule. Mr. Tam also realized that the strong competitionin the tooling cost of toys industry has hindered its expansion, therefore, he diversified the production of his company todifferent areas such as household products and electricappliances in the past two years in order to maintain thecompany’s competitiveness in the mould making industry.

Since mould is the essential part for different types of productsand the proportion of plastic materials in different productshas been increased substantially, Mr. Tam is optimistic aboutthe plastic injection mould industry. He believes investing inadvanced machinery and computer software, as well asproviding adequate training to technicians, are criticalelements for the company’s development and maintaining itscompetitiveness in the industry.

As a continuation of the Council’s “New Blood” programme, the

Council in 1998 decided to launch for the first time a student

group competition for the Hong Kong Mould & Die Council Award,

under which students are encouraged to submit their mould

drawings and designs or research projects on themes related to

the mould and die industries for the competition.

The project received tremendous support from the relevant

departments of academic institutions and people in the industry.

This year, the Council received 33 submissions for the

competition. The judging panel, which comprised of experienced

mould makers and representatives from academic institutions,

selected 1 winner each for mould drawing group, mould making

group and research project group. Members of the judging panel

commented that the Award would not only serve to arouse the

youngsters’ interest in the industry but it would also provide a

practicable channel between the industry and the academic to

explore the possibility of co-operation and to plan courses needed

for the industry. The list of winners is as follows:

Plastics Forum

In collaboration with Vocational Training Council’s PlasticsTraining Board and its Plastics and Tooling TechnologyDevelopment Centre (PTTDC), together with the support ofthe Hong Kong Mould & Die Council and major plastics resinsuppliers, the Plastics Forums have been organised for tradepeople since 2001.

Plastics Forums are organized to promote the application ofmodern plastics technologies for in-service technical tradepeople of the plastics industry. This is to cope with thedevelopment trend of the plastics industry which has becomea knowledge-based and high value-added industry. In-servicetrade people have to embark on a life-long learning strategythroughout their working lives.

Technology experts from major plastics resin suppliers areinvited to deliver talks in the Plastics Forums. Contents ofthe talks include properties, processing techniques andapplications of the latest plastics materials. Technologiesrelated to parts design and tooling design are often coveredin the talks. The forums have been held successfully and arewell received by trade people. Apart from technical people,SME proprietors and supervisory staff of the industry are themain supporters of the forums. The forums are conductedevery two months at Vocational Training Council’s PTTDC.

Metals Forum

The Metals Forums have been introduced to trade people ofthe metals and plastics industries since early 2005. Theforums are organized by the Metals Training Board, PlasticsTraining Board, Machine Shop and Metal Working IndustryTraining Centre and PTTDC of Vocational Training Council,

c o m p e t i t i o n e x p e r i e n c e s

accumulated over the years, the

Plastics and Tooling Technology

Development Centre under the

direction of the Plastics Training Board of VTC, had formed a

committed taskforce to prepare for the competition. Mr. Yang

Wai-yiu, Champion of the Hong Kong Youth Skill Competition

2004 – CNC Milling, was selected as the Hong Kong

representative. A total of 20 employers and employers’

associations, including the Hong Kong Mould and Die Council,

offered financial support for the Hong Kong team. Seven

organizations, including the Industrial Centre of the Polytechnic

University of Hong Kong, provided training and industrial

attachment opportunities for the Hong Kong representative.

Since the Hong Kong competitor did not have work experience

in the industry, he was given an intensive 12-month training

at various locations in Hong Kong, Dongguan, Suzhou, and

Switzerland, under personal coaching by Mr. K.M. Chan,

senior trainer of the Plastics and Tooling Technology

Development Centre, It was a little bit unfortunate that Mr.

Yang could not maintain his performance standard during

the competition and had two-mark short for the award of a

Certificate of Merit. However, the results was still encouraging

because he was able to achieve high marks in an international

competition participated by all the technologically advanced

countries. It demonstrated the high CNC machining standard

of Hong Kong and the ability of local industry in training young

people like Mr. Yang to reach international skill standards.

Participation in WorldSkills Competition enables the local

industry to raise the skill standards of its young employees.

The Hong Kong team will make preparation for the next

competition to be held in Japan in 2007. Employers are

encouraged to throw their support to this event for the long-

term manpower development of the industry.
