How can design universities and local government work together to improve outcomes for Citizens?

Participatory action research project• 12 months (July 2015 - July 2016)• Funded by the Arts and Humanities Research Council (AHRC)

Pilot • A space for experiential learning and experimentation - learning

together by doing together• A model for a way of Local Government and Design HE working

together to be trialed and tested

Public Collaboration Lab (PCL)

• Increase understanding of design educations’ role in supporting innovation practices within local government, through design-led action research.

• Explore the potential for co-design to democratize public service and policy innovation and improve public outcomes.

• Co-design evaluative frameworks for assessing the role and impact of design in local government service reform.

• Propose means by which benefits might be scaled up and scaled out within other contexts.

Project structure

Finding synergy between design universities and local government

“predefined and incorrect”

“dependent on political will”

“do the wrong things really well”

“desk based research”

“secondary research”

“quantitative research”

“human centred”

“primary research”

“collaborative” “the WHAT is predefined” “almost no possibility for going back to ask why”

“need for prototyping and piloting”“need for piloting with service users and council membersi.e. ward councilors and cabinet members”

“not so good at the beginning and the end - discover and evaluate”

“good at delivery”

“we don’t allocate enough time to develop a rich picture to discover what is really happening on the ground – therefore we don’t do measurement and evaluation well”
