Background§  The recent enforcement of the conditions stipulated within the Noise

Abatement Act (1997) has resulted in the premature ending of various entertainment related events in Jamaica.

§  Conversely certain events are exempted from terms prescribed within the Act and are permitted to go beyond the prescribed time frame.

§  This inequality creates a disparity and highlights the need for a more comprehensive, equitable and transparent system to regulate the duration and locations of these entertainment related events.

Aim

I.  To use a technological approach towards identifying locations ideal for hosting various types of entertainment events.

II.  To apply Geographic Information Systems (GIS), Remote Sensing (RS) and Global Navigation Satellite System (GNSS) to develop a systematic and transparent methodology for site selection.

Issues i.  The Noise Abatement Act (1997) states that you cannot on or in any private

premises/public place sing or play noisy instruments or operate or allow microphone/loud speaker or other device in a way that the sound can be heard beyond 100 metres from the source of the sound in any way to cause annoyance in the vicinity.

ii.  Events cannot be held during 2am-6am on a Saturday and Sunday or 12am-6am on a Sunday, Monday, Tuesday, Wednesday or Thursday where the sound can be heard beyond 100 metres in the vicinity of any dwelling house, hospital, nursing home, infirmary, hotel or guest house.

iii.  Even if no one complains about the sound, the law takes it as automatic annoyance once the sound can be heard beyond 100 metres.


Assumptions

1.  There is a comprehensive and current land use dataset available 2.  The datasets used are accurate, current and has metadata 3.  The locations selected from model will be supported by site visits,

verification and suitability field checks 4.  The sites selected will vary in size and be suitable for various events 5.  The relief/slope of the sites were not considered 6.  Commercial and Industrial zones are possible ideal areas to host

entertainment related activities
