Strengthen local and state oversight of health and community services
Stimulate and inform improvements in clinical care across public and private hospitals and health services
Inform Victorians about quality and safety of care in their local area
Ensure meaningfulness and usefulness of information
Improve the accuracy, reliability, availability and usefulness of data used to inform our audiences about health services
Successfully establish the Agency
Our initial focus
• Regular reporting on safety and quality to boards and chief executives
(i.e. quarterly Board Safety and Quality Reports)
• Regular, monthly reporting to boards and chief executives against the
Victorian Health Services Performance Monitoring Framework and key
performance indicators in each health service’s Statement of Priorities
(i.e. Monitor)
• Regular reporting on other dimensions of health services, such as
access, efficiency and financial performance
(i.e. PRISM)
Our initial focus
• Regular reporting on safety and quality to clinical audiences through
Inspire and its editions
• Clinical ‘portal’ to support interactive access to safety and quality
information for clinicians (i.e. benchmarking)
• Provide information to support the work of Safer Care Victoria,
Victorian Clinical Council and clinical networks

• Regular reporting on health care performance issues of importance to
Victorians … including a new interactive website in collaboration with
Safer Care Victoria and aligned with Better Health Channel
• Bespoke reports on emerging and intriguing issues of importance to
Victorians

Our initial focus
• Regular review and audit of the completeness and accuracy of data in
core health information systems to support assurances of data quality
• Released Elective Surgery Waiting Times: Rapid review to support
accuracy and full transparency on 20 July 2017
• Strengthen metadata and increase access to and transparency of it
• Support liberalisation of data in our health information systems,
including responding to researchers requests for data
• Support appropriate policies and procedures to ensure privacy,
security and confidentiality

• Established advisory groups of target audiences (or measurement
experts) to offer advice regarding measurement and reporting
• Board Quality and Safety Measurement and Reporting Committee
• Clinical Measurement and Reporting Committee
