Fleet Assessments - Discoveries and Results

DiscoveriesInternet - Applications perform well, but access can be limited by CAC requirement and issues.NIAPS/NSIPS afloat - Applications are not used consistently. Applications do not perform consistently in the afloat environment.Significant issues exist regarding lack of communications, training and documentation.

ResultsOPNAV N16 FIT rigorous Fleet testing exposes barriers and flaws preventing access or limiting functionality, and brings together SMEs from NPC, NETC, PMW 240 (Sea Warrior Systems) and TYCOMs to address the problems.An important first step to addressing communication and training gaps was to inventory online applications and identify the “must use” Sailor-facing career tools.

This is FIT’s first attempt to satisfy Fleet requests (DEMANDS really!) for an authoritative list of Sailor-facing MPTE applications that all Sailors are expected to use. It consists of this cover page and simple instructions pages, one for each application. It now resides on the NPC and NKO websites and will be used in various curricula throughout the Navy. FIT has requested user feedback from various designated Fleet commands and will be routinely improving the product. I will provide the entire product separately.

CAREER TOOLS “LIVE” IN 2 ENVIRONMENTS Navy Career Tools are made available to Sailors in two different environments. Via the Internet, which is described as a “connected” environment. CONNECTED = Internet or World Wide Web Access for most tools is provided via the Navy Knowledge Online portal (www.nko.navy.mil). PKI Certificate/CAC is required to protect personal information displayed in applications such as the Career Management System/Interactive Detailing or Electronic Training Jacket. Via the Distance Support/Navy Information Application Product Suite (NIAPS) server or Navy Standard Integrated Personnel System (NSIPS) server, which is described as a “disconnected” environment. DISCONNECTED = Navy Information Application Product Suite (NIAPS) and Navy Standard Integrated Personnel System (NSIPS) The Distance Support portal and NKO At Sea are found on the NIAPS server, which is located aboard most Navy ships and submarines. SUPPORTING INFORMATION Why a disconnected environment (e.g. NIAPS)? The primary obstacle faced while accessing Internet websites at sea is limited bandwidth. Navy Career Tools data is synchronized between ship and shore servers using a process called “replication.”  Changes made on the ship are stored in a special file until connectivity is available.  When bandwidth becomes available, the shipboard server “replicates” the changes back to the shore server.  Additionally, anything that has been changed or updated on the shore side is “replicated” to the ship.  This exchange of data enables afloat Sailors to see fresh information from shore, and keeps shore-based systems up-to-date with information from afloat.

NIAPS Applications Navy Information Application Product Suite (NIAPS) servers installed ashore and afloat contain software applications designed to perform without access to the Internet. These applications include afloat versions of Navy Knowledge Online (NKO), CMS/ID (on 9 ships only), Navy eLearning, the ETJ and Navy COOL. The Navy Career Tools resident on the server are accessed via the Distance Support homepage, NOT via the Internet. View NIAPS CHIT Ships with NIAPS 1.2 DS Portal > Click NIAPS > Click Content Health Indicator Tool Ships with NIAPS 2.x DS Portal > Click Training Officer > Click Content Health Indicator Tool CHIT displays a red, yellow or green color code to indicate if all available amendments have been installed. In the illustration above, green indicates NIAPS has replicated and application data files are current. The CCC/Training Officer/COMMO/SYSAD should monitor both INBOUND and OUTBOUND replication. If CHIT is not Green or date is not within replication periodicity, request COMMO/ADPO investigate NIAPS replication status.
