The Power of Sharing in homeland security: Following on from a ground-breaking partnership worth €211 million (£175 million) over ten years to deliver Cleveland Police Authority’s control room, community justice and back office functions through a shared service partnership. This contract has now been extended to deliver additional savings in excess of £9 million from a new, state-of-the-art Shared Services Centre in Stockton which will house the force’s finance, HR, procurement, fleet, and facilities functions. A number of additional support services will be delivered alongside those undertaken by Steria at the start of the ten-year contract in October 2010. Steria’s remit will now also include centralising Crime Management units in each of the four Force districts and merging with the control room, as well as civilianising a newly combined Risk and Operational Planning unit that will handle emergency and event planning together with risk assessment and safety. As with all services Steria provides to Cleveland, these additional services will enable officers to devote more time to operational policing, through significantly reduced paperwork.

Cleveland Police Authority

Powerful partnerships can certainly be a force for good. Cleveland Police Authority selected Steria as their preferred partner for the delivery of the Force’s control room, community justice and back office functions through a shared service partnership. It’s a collaboration that will transform service and deliver €55 million in cashable savings. As part of its wider business and ICT partnership with Steria, Cleveland incorporated management of call handling in its well-run Control Room into the scope of the ten year landmark deal. In outsourcing call handling, a crucial area of its operation, Cleveland Police had a number of primary objectives to deliver:

• Consistentandjoinedupserviceacrossall the Force’s touch points (Control Room and district enquiry desks)

• Improveddemandmanagementwithoverall Control Room efficiency

Although the Cleveland Police Control Room already had one of the best performance records in the country, our challenge was to propose a solution that would make it even better. The Steria solution embraced quality improvements and extended system access to other areas of operational policing such as the frontline CUPID (Cleveland Universal Police Information Device) mobile devices. CUPID allows officers to access critical information about incidents, such as the people and places involved, to better protect officers and the public and support a more effective response. An important facet of the solution was the need to maintain the crucial balance between the management services provided by Steria and the command capabilities of those senior officers who would remain core to the Control Room operations. Four inspectors and eight sergeants remain at the helm of everyday command activities and major incident response. The Control Room service from Steria has already begun to deliver greater customer engagement and supports Cleveland’s demand for a more efficiently and effectively run operation. Targeted efficiency savings are in the region of 30%.

Chorus

Chorus is the French government’s new financial management, budget and accountsinformationsystem.Wortharound€120 million, this six-year maintenance contract, which Steria has won alongside Capgemini, forms part of the French government’s expansive modernisation programme. The highly-collaborative Chorus programme is based on a SAP solution and is designed to provide all those involved in spending, non-fiscal revenue and accounting with a single, integrated information system for financial management, budgeting and accounts.

Right at the heart of the French government’s systems and processes, Chorus is contributing to the modernisation and streamlining of its crucial budget and accounting procedures. By winning this contract, Steria has further strengthened its status as partner in major government information technology programmes (a partnership that has been ongoing in previous years) as we continue to support the French state in its transformation programme. Steria’s expertise in industrialised global maintenance solutions and the fact that we could work to a very short time frame, working out of our SAP service centre in Toulouse, played a decisive part in winning this high-profile contract. * The Carbon Disclosure Project (CDP) is an independent not-for-profit organisation working to drive greenhouse gas emissions reduction and sustainable water use by business and cities. Over 3,000 organisations in some 60 countries around the world now measure and disclose their greenhouse gas emissions, water management and climate change strategies through CDP, in order that they can set reduction targets and make performance improvements. This data is made available for use by a wide audience including institutional investors, corporations, policymakers and their advisors, public sector organisations, government bodies, academics and the public. The CDP acts on behalf of 551 institutional investors, holding US$71 trillion in assets under management and some 50 purchasing organisations.
