Introduction
IESI is a pilot programme working to test and develop a system/model that will explore PPP potential in solving the challenge of lack of suitable and secure business premises for businesses operators
In this programme, the partnership is between Kinondoni Municipal Council (KMC)—representing the Public interests and VIBINDO Society as a body of beneficiaries

Tanzania Gatsby Trust (TGT) comes in as a fund manager also responsible for supervising the implementation of the programme activities.

The Need for the PPP Forum!
A one stop centre for all partners to meet at equal footing and dialogue on policy and other PPP issues
A platform for timely sharing and exchange of experience, challenges, updates, etc
A tool for mobilizing and organizing effective application of resources in promoting the concept
Insurer of a consistent, neutral and authenticated message reaching the public
Organization for the development of relevant local expertise in PPP
The Pillars of PPP Development Fair and Predictable Legal Framework Strong Institutions Competent Human Resource, and Empowerment
The best way to keep these pillars strong and deliver expectations is through regular interactions between partners. This can easily be done through the Forum/Council

What Shall the Forum Do?
Provide a platform for sharing and exchanging challenges, experiences, innovations and appreciating the best practises relevant for Tanzania.
Interact at policy level, lobby and advise partners (public and private institutions and individuals)

Will facilitate and strengthen collaboration between public and private partners and among themselves.
It will assist partners to combine their efforts for resources mobilization and promotion of PPP initiatives, creating awareness and organizing capacity building for local consultants.

The forum will provide an ideal medium for marketing and auctioning solicited proposals while facilitating like-minded individuals and local corporations to join forces towards realizing PPP opportunities.

For the Public Sector, the National PPP Coordinating Unit (NPPPCU) is already mandated to be a focal point
Private Sector needs to choose either to be represented by one of the existing organizations (TPSF/TNBC) or to form a new one
However, duplications and redundancies should be discouraged
Proposed Forum Model
A membership organization accommodating different categories of members
Membership fees to differ based on benefits to be accrued by members from the forum services.
Run by a small Secretariat with 1-2 full time staff
Objectives of the Forum
To serve as a bridge linking the public and private sector for all matters pertaining to PPP development in the country
To stimulate dialogues on PPP policy, regulations, implementation and provide a lobbying platform with relevant institutions
To facilitate match-making, encourage synergy and collaboration between local/local versus local/foreign investors, firms, and companies
Objectives of the Forum
To facilitate sharing and exchange of knowledge and provide complete, objective, timely and useful PPP information to members
To stimulate the development of financial instruments that will serve PPP market and encourage active participation of Tanzanians as equity stakeholders
To spearhead specialized capacity building and development of a local pool of consultants with PPP expertise
Activities of the Forum
To conduct researches, run seminars and trainings, facilitate dialogues, organize meetings, conferences and public awareness campaigns.
These activities will aid the forum to accomplish dual roles; first to achieve objectives and secondly to create revenue streams for sustaining the forum operations
Operations and Sustainability
The establishment costs and initial activities may be financed by institutions and individuals willing to become founders.
At establishment stage, in-kind contribution may suffice e.g hosting the secretariat, sacrificing time and giving professional inputs.

Later on, the secretariat may be run by subscription and membership fees, revenue collected from organizing trainings, seminars, and conferences
Match-making services, selling of authenticated data/information may also be commercialized to provide income

The government can also be approached to provide support to the Forum through TNBC or NPPPCU annual budget.
Likewise, sponsorship from private corporations and other donors could be sought
If this forum is hosted at TPSF, the Secretarial roles could be attached to someone responsible for Membership Services. This is to maintain a small staff and keep operating cost low

The US NCPPP is a non-profit, non-partisan organization founded in 1985. The Council is a forum for the brightest ideas and innovators in the partnership arena.

Its growing list of public and private sector members, with experience in a wide variety of public-private partnership arrangements, and its diverse training and public education programs represent vital core resources for partnering nationwide
The Canadian Council for PPP
Established in 1993, CCPPP is a national not-for-profit non-partisan, member-based organization with broad representation from across the public and private sectors.

Its mission is to promote innovative approaches to infrastructure development and service delivery through public-private partnerships with all levels of government.
The Council is a proponent of evidence-based public policy in support of P3s, facilitates the adoption of international best practices, and educates stakeholders and the community on the economic and social benefits of public-private partnerships.
The Foundation for PPP, Nigeria (FPPPN)
FPPPN is a non-profit, non-partisan organisation founded in 2009. It is a forum for the brightest ideas and innovations in the partnership arena and its membership, it comprises of notables in the public as well as the private sector.

The FPPP-Nigeria, conducts research, publishes findings, facilitates forums for discussion and sponsors seminars/Conferences on topics related to PPP's in Nigeria.
