•21 and under must have co-sign unless shown proof of means to repay the card

•Government will regulate the interchange fee associated with Debit or Prepaid cards issued by large banks
•Visa & MasterCard currently charge around 1-2% of transaction amount
Cause: Banks will forced to charge fees on student checking accounts
Effect: Students may revert back to cash and checks for payment options
