Each proposed project must: 1) Substantially enhance the economic health

and tourism potential of El Paso County; 2) Result in a net increase or retention of jobs

or add to the tax base, or otherwise improve or enhance the economic welfare of the residents or businesses of the County; or

3) Demonstrate the potential to generate revenues to the County which outweigh costs associated with incentives.

1) Show a clear demonstration of public purpose and economic benefit through advancement of the County's economic goals

2) Include solid evidence provided by the business that demonstrates the business's financial stability and capacity to complete the project;

3) Be in compliance with all local, state and federal laws.

Façade and Capital Investment Grants

Business site construction grants of up to a maximum of $12,000

Interior structural improvements may also be reimbursable under this grant (up to $12,000)

Every façade development receiving a grant incentive must comply with design guidelines and historic preservation requirements

Only if there is no identifiable need for exterior façade improvements, and the intended purpose of the structure can be related to a valid public purpose (e.g., business incubation)

Façade and Capital Investment Grants (cont.)

Each Applicant for a Structural/Façade Grant must be able to document a level of private investment in the proposed project that is at least as great as the grant amount awarded

Property tax rebate incentives aimed at property owners who provide spaces for commercial establishments.

This is a 50 percent grant, 1:1 based on total project cost).

Property owner must document that at least 75% of the rentable property is occupied by preferred businesses.

Sales and Service Incentives

The expansion of the business and service facilities offered to visitors and residents of the Historic Mission Trail are a vital portion of the longer-term economic development of the area. Accordingly, the plan aims to provide a menu of incentive options to encourage business and service growth. With this in mind, the RSTED program has set aside a portion of the overall fund to help nurture the success of defined preferred businesses.

Sales and Service Incentives The service and sales incentives will be limited to $5,000 per applicant and will be contingent upon the strict adherence to all program criteria. To be directed to eligible applicants in the following manner:

Sales and Service Incentives Sales-Tax Rebate : For each calendar quarter, the program will pay out disbursements equaling 75% of the County’s 0.5% share of sales tax revenue generated solely by the applicant’s transactions; as remitted by the state comptroller. (This portion will be distributed in reimbursement form.) Sample Cost: $150,000 in sales = 150000*.005*.75 = $563 rebate

Job-Creation/Retention Incentive:

For every “quality job” created/retained and for every completed 6-month time interval associated with that job, an applicant will be entitled to an additional $1000 in funding, (Not to exceed a total award amount of $5,000/applicant; including all other sales and service grant amounts.)

Sales and Service Incentives Marketing Rebates:

Rebates of marketing costs for fees associated with advertisement. Applicant must spend at least five hundred dollars ($500) every six months marketing to consumers, in order to be eligible to receive an equivalent amount in cost-reimbursement. Additionally, only applicants who create or retain at least one “quality job” for a minimum 6-month period will qualify. (Not to exceed total applicant “Advertising” costs and/or aggregate award amount of $5,000/applicant.)

Cada solicitante para los fondos estructurales deberá poder documentar un nivel de inversión privada en el proyecto, que por lo menos equivale al monto de los fondos

Si el propietario(a) ofrece locales comerciales para alquilar, entonces él o ella puede calificar para un reembolso del valor incremental de los impuestos de propiedad.

Es decir, que los fondos otorgados no pueden cubrir más del 50% del costo total del proyecto.

El propietario deberá documentar que por lo menos el 75% de la propiedad hábil de alquiler se ocupa con los negocios preferidos.
