What is FCC Form 477?

Since 2000, the FCC has collected data on broadband and mobile and fixed telephonythrough its Form 477.Filing Form 477 is mandatory for all facilities-based providers of broadband and

mobile voice services, and for all providers of fixed voice and interconnected VoIPservices.•Form 477 must be filed twice a year:

- March 1 (reflecting data as of the preceding December 31)- September 1 (reflecting data as of the preceding June 30)

•Providers file their data directly with the FCC via our electronic filing system.'Until now, Form 477 has focused on broadband subscriptions, not broadbanddeployment.'General Form 477 resources are available at http://www.fcc.gov/forms and our filers'resources page is http://transition.fcc.gov/form477.

What happened in June?

To ensure continuity in the collection of broadband deployment data as funding forthe SBI program nears expiration, on June 27 the FCC Commissioners voted to add adeployment collection to our existing Form 477.

- The Commissioners also voted for other changes (e.g. changes to subscriptiondata), but we are focusing here on broadband deployment.

- Although we are focusing on broadband deployment, we note that theCommission also voted to continue the existing collection of mobile broadbandavailability data at the census tract level. Thus we will have both "deployment"and availability for mobile broadband.

What broadband deployment data will Form 477 collect?

•The FCC's broadband collection is divided into two main categories (similar to SBI):- Fixed broadband, including:

• Telco• Cable• Satellite• Fixed wireless

- Mobile wireless broadband

Other changes to Form 477?

• Eliminate speed tiers from the subscription collection• Collect fixed voice and interconnected VoIP subscription data by census tract (rather

than collecting by state with a list of zip codes that have subscribers)- Continue to collect mobile voice and mobile broadband subscription data at the

state level• Emergency contact information• Company identification information• Staff to develop a software-based solution to allow collection of more granular data

in the future without increasing provider burdens.

What is the timeline for implementation?

•Before providers are required to make their first Form 477 deployment filings, theFCC must:

- develop secure and robust IT- prepare detailed filing instructions- obtain Paperwork Reduction Act approval- develop training materials and work with the 4,000+ filers to help them adjust to

the changes.•Goal: providers including deployment data in their September 1, 2014 filing (data asof June 30, 2014). But...•FCC will likely rely on SB! data for the "as of "June 30, 2014 collection.

"[T]he Commission is likely to rely heavily on SBI data collected in the overlap collection, as the SBIcollection is more settled and providers may still be adjusting to the revisions to Form 477."

Will deployment data still be publicly available?

•YES.

'Deployment data will be publicly available to the same extent that SBI data areavailable.'Mobile broadband providers may request confidential treatment of spectrum andspeed parameters that are used for internal network planning purposes.

Note: The FCC generally does not publish disaggregated subscription data. We do sharedisaggregated data with state public utility commissions that are able to afford confidentialtreatment to the data, and we also share more aggregated data with Eligible Entities. Nochanges are imminent. The FCC directed the staff to develop ways to allow greater publicaccess to disaggregated subscription data while taking into account issues of competitivesensitivity.

Will the FCC and providers work with the states?

•YES, and YES.

"We.. . direct the Wireline Competition Bureau to explore ways in which we mightuse the states' expertise to strengthen our own collection of broadbanddeployment data."
