Who We areWe are an applied research centre focused on innovation, both for businesses and for public authorities, be they local or national. We have over ten years’ experience working with public authorities as they strive for continuous improvement and innovation. To that end, we have established lasting strategic partnerships with key players in public management, such as the Ministère de la Fonction Publique et de la Réforme administrative (Ministry of the Civil Service and Administrative Reform) and the Centre des Technologies de l’Information de l’Etat (CTIE) (National Centre for Information Technologies). We also work closely with, amongst others, the Ministère de l‘Economie et du Commerce Extérieur (Ministry of the Economy and Foreign Trade) and the Ministère des Affaires Etrangères (Ministry of Foreign Affairs). Aware of how important it is for Luxembourg to work within a European context, we belong to a number of European projects and networks, in order to situate Luxembourg’s needs within large-scale European initiatives. The public nature of our business strengthens us in this mission and guarantees our impartiality and objectivity. Finally, undoubtedly add to our strengths the many and varied skills across our research teams, enabling us to solve the most complex of problems to the benefit of citizens and businesses alike.

our aim• To support public sector efficiency by jointly developing new services,

e-services and e-infrastructures;

• To promote innovation in public management, in terms of both organisation and human capital;

• To develop internationally recognised scientific expertise;

• To increase the quality and interoperability of services and e-services (usability, user-centricity and security) in line with international standards;

• To support the action plan of the Ministère de la Fonction Publique et de la Réforme Administrative in line with European strategy;

• To support public bodies as they work towards a coherent and integrated Europe-wide digital strategy.

The aim of our programme is to be a place of “Open Innovation” involving all players in public management, while acting as a scientific point of reference recognised at European level and a bridge linking Luxembourg with various European initiatives.

What We proposeTo meet the needs of the public sector, the PUBLICSERVICES innovation programme brings together all of the Centre’s scientific and technological skill, grouped around the following themes:

• New services, e-services and e-infrastructures for the public sector;

• Innovation in public management and policy support;

• Change management and organisation in the public sector;

• Interoperability and European integration for public services.
