The need to focus on Intermodal Transport “I think it is high time that we paid more purposeful address to the need to make the best of our resources and to accelerate the process of going towards intermodal transport. We ignore that at our peril because our highways will become more and more congested. Added costs for the road transport of goods will be reflected in time in the consumer price index and all other indices which affect the overall well-being of our nation.”

Clarie Miller, Federal Member of Parliament, 1985

Recent Achievements

•  Nationally consistent laws and regulations: •  Heavy Vehicle National Law •  Rail Safety National Law

•  Established National Heavy Vehicle Regulator and Office of National Rail Safety Regulator

•  Reduced red tape – minimize inconsistency •  Savings of $12 billion and $71 million respectively

over 20 years

Today

National Transport Reform

• How is Australia tracking? • Do we have clear goals or

targets? •  Key areas for future

reform

Page 5: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

Productivity •  Better productivity = economic, safety and

environmental benefits •  Decline in Australia’s multifactor productivity since

2004 •  How do we use our current infrastructure – roads, rail

and ports – more efficiently? •  How do we use new technologies to find efficiencies

and drive down costs? •  What should the transport sector productivity targets

be?

Page 6: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

Safety •  Work-related road crashes: 50 per cent of all

occupational fatalities and 15 per cent of national road deaths

•  350 rail fatalities between 2002 and 2012 •  National road safety target in place but no national

rail safety target •  On track to meet target for reducing road deaths •  Number of serious injuries as a result of road crashes

increasing

Page 7: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

Safety •  How do we reduce the amount of serious injuries? •  How do we make further gains in rail safety? •  How do we ensure we have the accurate data to

monitor these trends?

Page 8: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

Environment

•  Transport accounts for 16% of carbon emissions •  Noise pollution as we become more urbanised •  Current target: 5% cut on 2000 carbon

emissions levels by 2020 •  Air pollution related deaths on the increase •  How do we reduce the impact of transport on the

environment and improve the amenity of our communities?

Page 9: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

Regulatory efficiency •  Global Competitiveness Report 2013-14: Australia

poor performer in regulatory efficiency •  The federal government is aiming to cut red and

green tape by $1 billion per year. •  Where can unnecessary regulation be removed for

the transport industry?

New national policy settings and legislative amendments May 2014

•  the introduction of a heavy vehicle telematics policy framework for regulatory purposes

•  the use of electronic work diaries for regulatory purposes •  outcomes from a Heavy Vehicle National Law (HVNL)

penalties review •  outcomes from an independent chain of responsibility

review •  amendments to Australian Vehicle Standards Rules

Page 11: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

Future work •  investigate how to better understand the costs of

compliance for the land transport industry •  report, benchmark and analyse ‘who moves what

where’ in Australia •  improved access for high productivity vehicles •  reform maintenance

Page 12: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

National Transport Reform Monitoring Report •  Monitors and reports on the implementation progress

of national reforms •  Aims to improve transparency and accountability •  Published by NTC annually

Page 13: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

Keys to effective reform

•  Useful data •  Working closely with stakeholders to

identify and prioritise reforms •  Clear targets to work towards

Page 14: Paul Retter - How the National Transport Commission is developing regulatory and operational reform and implementation strategies for road, rail and intermodal transport, to improve

The National Transport Commission leads regulatory and operational reform nationally to meet the needs of transport users and the broader community for safe, efficient and sustainable land transport.
