MSHA Part 46 Certification���A Step-by-Step Guide to Correct New Miner
MSHA Paperwork���
The following directions will walk you through correctly completing a
Part 46 New Miner certificate and help you
comply with MSHA regulations. ���
Your Part 46 New Miner certificate is a legal document and
every block is a potential violation. ���
MSHA inspectors are going through paperwork with a fine toothed comb.
Even minor errors can result in a fine. ���

Step 1: TRAIN���

Begin your paperwork by entering your Full Name exactly as it
appears on your birth certificate���
Step 2: Full Name���
Full name includes your full middle name and any suffixes
such as Jr. or Sr. ���
This section is where most mistakes happen.���
If you have 5 middle names on your birth certificate you must include all 5 names
Fill in your official Company Name as registered with MSHA���
Step 3: Company Name ���
Complete your Mine or Contractor I.D.���
What if you don’t know your I.D? ���
Step 4: ID #���
If you don’t know your Contractor I.D. you can find it at
MSHA’s website by clicking here. Search for your company name in the
"Contractor Name Search" section. ���
Contractors are not required by law to have an I.D. If your company doesn’t have an MSHA
Contractor I.D. just leave this section blank.���
The training time on your certificate must add up to at least 24 hours. ���
This includes both classroom and “On The Job” training. What is “On The Job Training”?���
Step 5: Time ���
“On The Job” training is hands on and occurs out of the classroom. You
may receive this training from a different instructor at a new location. ���
Step 6:���
Your paperwork in the “On The Job” training B1 and B4 lines must have the new address and “Competent Person”���
What date did you take each
section of training?���
Training will occur over several days because New Miner training must meet MSHA’s 24 hour requirement . ���
Step 7: Date���
You will complete your classroom and “On The Job” training separately. All training dates must be accurate.���
Almost Done. Next, the
trainee initials the “Miner’s Initials” box ���
Step 8: Trainee Initials���
The rest of the form is filled out by your competent person.���
Who is a competent person? Anyone
listed on the front page of your
company’s MSHA training plan.���
Step 9: Competent Person���
Remember, you may need multiple
people to complete the “Competent Person” column���
The “Competent Person” writes their First and
Last Name in the appropriate
column ���
Finally a “Competent Person” Signs and Dates the Bottom���
Your MSHA Part 46
Certification is Complete! ���
Keep the original certificate for your records. Make several copies for your company’s
records. ���
Step 10: Record Keeping ���
If you are a contractor, I recommend you make a copy and keep it in your truck. This
is helpful if MSHA asks for proof of training. ���
