History of legionella

• July 1976 American Legion Philadelphia

• 182 cases, 29 deaths

• Dr Joseph McDade isolated the bacteria

• Common in water and soil



Legislation & legal aspects

• HaSaWA 1974• Management of H&SaW Regulations 1999• COSHH 2002 as amended• ACoP (& G) L8 Jan 2001• Notification of Cooling Towers etc 1992• RIDDOR 1995• Safety Representatives etc Regulations 1977• Corporate Manslaughter & Homicide Act 2007



Employers' Duties

• It is a legal requirement to take all reasonable steps to minimise the risk from legionella.

• Non-compliance is not an option.

• HaSaWA Section 2 – requires employers to provide plant and systems that are safe



Everyone shares responsibility

• HaSaWA 2 -duty to employees• HaSaWA 3 – duty to non-employees• HaSaWA 4 – duty imposed on those in control

of the premises

• COSHH Section 6 – risk assessment• 7- implement precautions• 8 + 12 – management• 6 + 9 – keeping records

Scenario: A case of Legionnaires' disease has occurred in the area near your site. What would happen if the authorities investigated and inspected your premises?

Legionella bacteria

To multiply (proliferate) favourable conditions:

• Water temperature 20-45°C

• Sludge, scale, algae, rust, organic material

• Slimes, biofilms

• Stagnation, low flow of water



Route to infection

Viable legionella present↓

Aerosol, droplets created↓

Inhaled by unsuspecting people (susceptible)↓

Disease contracted↓

Symptoms, outcome



Legionellosis

• Legionnaires' disease, Pontiac Fever, Lochgoilhead fever

• Flu-like symptoms, dry cough, muscle pains, headache, dizziness, high temperature, fever & chills, some become delirious

• Fatal in 12% cases



Susceptibility

• Older age, over 45, most cases 50-70• Smokers, chest illnesses• Poor health, immunosuppressed• Kidney diseases, cancer sufferers • Hence nosocomial cases = acquired in hospital

• BUT generally low risk 1-4%
