Caribbean FLNG Project Background Pacific Rubiales Energy (PRE) via its

subsidiary Pacific Stratus Energy Colombia

Corp. (PSE), signed a natural gas/ LNG

Liquefaction, Regasification, Storage and

Loading Services Agreement with Belgium

based EXMAR NV:

− EXMAR will build, operate and maintain a Floating

Liquefaction Regasification & Storage Unit (FLRSU)

to be located on the Colombian Caribbean coast.

− PSE will have exclusive rights to supply and liquefy

up to 0.5 mmtpa of LNG over a 15 year period,

under a tolling structure.

The source of the gas is PSE’s

La Creciente Field.

PSE will build an 18 inch

pipeline to transport gas from

the field to the coast (88 Km).

The FLRSU Solution

Selected FLRSU solution

is a non-propelled barge

moored to an offshore jetty.

FLRSU is to be located 4

Km offshore in 14 m water

depth.

FLSRU storage and

process requirements are:

- Storage - 16,000 m3

- Liquefaction - 0.5mtpa

- Regasification - 400mmscfd

Alongside FLRSU is

170,000 m3 LNG Floating

Storage Unit (FSU).

Regasification option:

65% of Colombia’s electricity comes from hydropower.

In some years (la Nina) water shortages may require importing LNG to

generate power to maintain supply.

Single Mixed Refrigerant technology

is the simplest form of mixed

refrigerant cycle.

B&V has considerable experience in

the field:

- 27 global LNG plants in operation

Process is scalable over wide

capacity range but core process

remains the same.

Gas Handling and Transfer System

TGE to provide 3 x 5,367 m3 LNG tanks

giving a total of 16,100 m3 capacity.

Tanks are robust IMO Type C, no sloshing

and no secondary barrier, strong against inner

and outer pressure with safe and simple

control. Tanks are designed for easy

operation and maintenance.

TGE has more than 25 years experience in

the field and more than 100 gas carrier

contracts.

Stand-alone tank design selected to minimize

overall project schedule – tanks may be

fabricated in parallel and lifted into FLRSU

hull at shipyard.

TGE also to supply cargo transfer system,

and associated gas safety systems, electrical

equipment and instrumentation, and auxiliary

systems.

Pipeline gas will enter FLRSU via

FLRSU and jetty.

LNG will be offloaded from FLRSU to

FSU via midship manifolds using

EXMAR’s STS (ship-to-ship) transfer

system.

400 transfers already recorded.

Transportation & Installation

Following yard commissioning, FLRSU will be loaded onto transport vessel for dry

transport to Colombia.

FLRSU will be offloaded at inshore location and wet-towed to final installation site.

Permanent mooring brackets will be installed while temporarily moored at site.

Gas export hoses will be installed from jetty to FLRSU.

Australian Opportunities Wison has signed an agreement with Black & Veatch to deliver FLNG barges

globally.

The Australian topography and current productivity situation lends itself to

near-shore Floating solutions:

− Smaller environmental footprint as there is no need to carry out large civil works to

prepare for an on-shore site.

− Barges can be transported to site for installation on a prepared structure or sunk on the

seabed as a gravity based structure.

− Facility can be towed away after a prosperous service life minimising abandonment

costs.

− Fabrication of the facility in a controlled environment ensures completion within

schedule and budget without stretching limited local labor pool further.

− Compact lay-out on the floater along with storage in a hull minimizes footprint and

negates the need for onshore tanks which are expensive to build and slow to permit.

Douglas Channel, Woodfibre and Kitsault have already publically disclosed

barge intentions in Canada.

The first FLNG Barge, owned and

operated by EXMAR for Pacific

Rubiales Energy will be installed

offshore Colombia in the Caribbean

Sea in 2015.

Wison’s scope in this project is

FLRSU Project Management,

Engineering, Procurement,

Construction, Commissioning,

Transportation, Installation and

Start-up of the Facility.

The Caribbean FLNGis a barge-

based system being fabricated in

the WHI Nantong Yard. The

topsides equipment will be supplied

by Black & Veatch and the storage

tanks and cargo handling system by

TGE.

Barge based FLSU/FSRU systems are

flexible and cost-effective, and provide an

enabler for future small to mid-scale

liquefaction/regasification for emerging

markets (e.g., Asia, North & South

America) especially in remote areas.
