Dear Colleague,

Towards the end of 2011, it was much publicised that the global population grew to more than 7 billion

people, and with a combination of increasing birth rates and people living longer, statistics show that

we are adding a billion lives to the world’s population every 12 years. However, what was not as well

publicised was the growth in urban areas; statistics from the World Bank show that in 2008, for the

first time, more than 50 percent of the global population was living in urban areas. This trend is forecast

to continue, to the tune of 60 percent by 2030 and 70 percent by 2050, leading to the emergence and

dominance of Mega Cities, Mega Regions, and Mega Corridors. These three trends drive a country’s

economy forward, with much of the GDP focussed in these areas; however, increasingly, the externalities

of pollution and congestion are negating the full benefits that can accrue in these areas, with an

estimated 700,000 deaths a year attributed to pollution, and congestion accounting for 1.5 percent of

European GDP in lost productivity, almost €200bn. Hence, it is clear that demand for mobility is set to continue; in Europe alone, demand for passenger

transport is set to increase by 35 percent between 2000-2020 and freight movements by 50 percent

over the same period. However, a number of factors are starting to combine which are changing our

attitudes toward, and therefore demand for, mobility services. In the developed world, increasingly

consumers are beginning to be more receptive to the concept of shared mobility, including vehicles.

This has seen the rise of numerous car sharing (car club) schemes, a trend that Frost & Sullivan forecasts

to grow tenfold in terms of members between 2010 and 2016. In addition, with increasing environmental

awareness, and costs of motoring relative to other modes, public transport, vehicle downsizing,

ridesharing, and even taxi sharing are playing a more important role in the mobility mix.

One of the key factors facilitating mode shift within these trends is technology. Key advances in

connectivity, communications, payment services, and location-based services (to name a few) are

facilitating integrated and interoperable systems within the mobility offering. Interestingly, this is not just

a role for traditional transport operators; increasingly, we are seeing a combination of industry sectors

such as payment, telecoms, technology services and travel agents combining to offer bespoke mobility

offerings with transport operators. This also includes the automotive sector, with OEMs realising they’re

no longer in the business of manufacturing and selling cars, but providing mobility services. We also

realise that the public sector has a key role to play in ensuring legislation and policy are aligned to

these emerging trends and, indeed, passenger requirements.

Our annual workshop was established in 2009 to raise debate on such topics and trends, and specifically

explore the business models and roles for the private and public sectors. Due to popular demand and

feedback from last year, this year’s workshop is titled: “Urban Mobility 3.0: OEMs New Mobility Offerings

and New Business Models Linking Web 2.0.” Frost & Sullivan’s upcoming workshop will debate, discuss

and provide recommendations to the industry on new urban mobility models and how this trend can

provide opportunities for government, public sector and corporations to align their future mobility

vision, products and services toward customers’ unmet needs. The workshop will also debate and

discuss the role of public transport, specifically bus and rail, and electric vehicles as a sustainable

transport of now and the future.

House of Lords Debate:

Personal or Public? Urban Mobility in a Low Carbon World

Background / Context

By 2025/2030, it is expected that over 60% of the global population willlive in cities. This extraordinary growth will lead to integration of corecity centres with the outer suburbs and 'daughter' cities. Theseexpanding city limits will result in the emergence of Mega-cities, Mega-regions, Mega-corridors and even Mega-slums, with urban populationsbetween 10 and 100 million (in the case of some Mega-corridors inemerging markets.)

This increasing urbanisation will have a profound impact on personalmobility and on transport of the future. Transport companies are re-inventing themselves as mobility companies, offering new products andmeasuring their mobility share, not market share. New initiatives likebike and car pooling, high speed rail, integrated door-to-door services,and Smartphone-based transport assistants are set to become commonplace in a more congested world. In order to keep up, transportauthorities will need to respond with fully integrated and multi-modalsolutions. The landscape of 'mobility experience' is changing.

The challenge for the government is to pre-empt this landscape, byunderstanding and prioritising investment, and promoting sustainableand cost efficient transport solutions. Greater buy-in and understandingamong users and customers is crucial if policy is to nurture andencourage sustainable travel practices among urbanites of the future.

Objective and Format

The objective of this debate is to promote thinking, in industry and ingovernment, about contrasting future mobility scenarios. On one side,those in favour of the development of more sustainable personaltransport (i.e. cars), on the other, those in favour of developingintegrated multi-modal public transport. Each panel will discuss thefuture of mobility within their transport mode and attempt to provewhy, where and how government policies should support their industry.

Key topics that each panel will be asked to cover are as follows:

1. How will new mobility models change and improve transport?e.g. HS2, cycling infrastructure, door-to-door services

2. What impact will these solutions have on factors beyond ease-of-use, e.g. noise and air pollution, congestion, etc?

3. Evidence suggests that consumers want connected mobility. What steps are being taken to provide connectivity?

4. What support does the industry need in terms of government policy, subsidies and investment?

This panel will comprise of a unique mix of parliamentarians andindustry and academic experts.

Andrew EverettHead of Transport

Technology Strategy Board

Andrew Everett joined the Technology StrategyBoard in September 2007 as Lead Technologist in theLow Carbon Vehicle Innovation Platform. He wasappointed Head of Transport in July 2010. In his time

at Technology Strategy Board, Andrew managed the Ultra Low Carbon VehicleDemonstrator programme, which will see more than 340 electric vehiclestrialled in the UK in eight locations. After completing a Mechanical EngineeringApprenticeship, Andrew joined Ford Motor Company, where he held variouspositions in Engineering, Finance and Planning. In 1998 Andrew joined Visteon,a spin out of Ford, to take the role of Manufacturing Planning Manager. He thenbecame Programme Manager for the cooling and air conditioning system tobe delivered to Kia for their first European manufactured car in Slovakia.Andrew then moved to the Energy Saving Trust as Transport Research andDevelopment Programme Manager, managing the Department for Transport’sVehicle Technology Research and Development Fund. Andrew is currently aboard member on the DfT Low Carbon Vehicle Public ProcurementProgramme Board and a member of the Automotive Council TechnologyGroup.

Barry Sheerman MP Labour and Co-operative Member of Parliament for

Huddersfield

Barry Sheerman MP is the Labour and Co-operativemember of Parliament for Huddersfield. He wasformerly Chairman of the House of Commons Select

Committee for Children, Schools and Families from 2007 and the Educationand Skills Committee from 2001-2007. He currently Chairs The SkillsCommission, has extensive experience in educational issues and played a keyrole in education policy and debates. His interests also include economic affairs,environmental sustainability and transport safety. Mr. Sheerman is an energeticsocial and political entrepreneur, having initiated more than 30 different socialenterprises over the past 20 years. He is Chairman of Policy Connect (whichruns a number of policy forums and parliamentary groups), the ParliamentaryAdvisory Council on Transport Safety, Urban Mines (an environmental charity),The John Clare Trust and The Dominic Rogers Trust, all of which he helpedestablish. Mr Sheerman is also a visiting professor of Social Enterprise at theUniversity of Huddersfield.

Dr. Christian SchlosserPolicy Specialist

German Federal Ministry of Transport and UrbanDevelopment (BMVBS), Berlin

Dr. Christian Schlosser currently serves as a PolicySpecialist for Electric Mobility and Investments forSustainable Mobility with the German Federal

Ministry of Transport and Urban Development. Previously, Christian headedthe Urban Transport of UN-Habitat, the United Nations Human SettlementsProgramme, which is based in Nairobi/Kenya. His work focused on promotingsustainable urban mobility in developing countries and emerging economieswith an emphasis on the needs of the urban poor. Prior to joining UN-Habitatin 2006, Mr. Schlosser worked for the German Federal Ministry of Transportand Urban Development in the field of housing policy and finance, as a researchassistant at the University of Delaware/USA and as transit planner for a countygovernment in South Germany. He holds a Ph.D. in Urban Affairs and PublicPolicy from the University of Delaware and a Diploma in Applied Geographyfrom the University of Bayreuth/Germany.

Enno Fuchs is Director of E-Mobility atOpel/Vauxhall and is responsible forcommercialisation of all Opel/Vauxhall’s electricvehicles including ground-breaking Ampera, an all-

electric vehicle with extended range. Enno has over 10 years of experience inthe industry and is an expert in Automotive Sales, Marketing & Aftersales. Otherrecent roles at General Motors Europe included Managing Director GM Norgeand General Manager Operational Services, Opel/ Vauxhall Europe. Prior toGeneral Motors (GM), Enno worked as a Consultant and Project Manager forIntra Consulting, Germany, and as a Quality Engineer for Chesfer PrecisionPlastics, Singapore. Enno holds a joint degree in Engineering and BusinessAdministration (‘Dipl-Wi-Ing.’; equivalent to Master’s degree) from studies inGermany and Singapore. He is also a Reserve Officer of the German Air Forceand has passed a bilingual A-level (French – German).

Fabienne HerlautManaging Partner

Fabienne Herlaut graduated from Ecole Superieurede Commerce de Paris (1980) and holds a Masterdegree from Harvard Business School (1984). Aftergraduation, she joins Bain and Co, a leader in

management consulting, in Boston and Paris offices. From 1990 until 2001, shejoins Harwanne, a diversified holding company (mining, packaging, electronics),listed in Paris and Geneva, as General Manager.

Frerk-Malte Feller was appointed president ofEurope for the world's leading car sharing network inJanuary 2012. He is responsible for implementing andoverseeing the company's planned growth strategy

throughout Europe, which includes operations in the U.K. and Spain. Feller isno stranger to leading high-growth companies in Europe and elsewhere in theworld. Prior to joining Zipcar, Feller served as managing director of eBay’sPayPal Australia business between 2009 and 2011. Feller lead PayPal Australiaduring a time of expansive growth, establishing PayPal on the fifths continentas the clear leader for online payments with more than five million activecustomers, and the trusted eCommerce advisor for thousands of onlinebusinesses. Feller’s career with the eBay Inc. family of companies spanned morethan 12 years. Prior to PayPal Australia he served as managing director of eBayGermany, where he led the evolution of the consumer-to-consumer auctionplatform to a broad eCommerce marketplace. Among other European roles,Feller also established and led the PayPal business in Germany, Austria andSwitzerland, as managing director, achieving leadership positions in all threemarkets. Feller holds a Business Administration degree from the Europe-University Viadrina in Frankfurt (Oder), and participated in the MBAprogramme at the University of Stellenbosch in South Africa. Appointed Managing Director of SiemensInfrastructure & Cities UK in November 2011,Gordon Wakeford is responsible for leading the

Siemens business units specialising in sustainable mobility, environmentalprotection and energy savings. Philippe Payen holds a degree in Engineering from theÉcole Polytechnique and the Corps des Mines. In1994, Philippe was appointed Industrial CorporateDirector of the Alstom Group, leading the definition
