1 Program Objectives L-3 Communications / D.P. Associates Inc. (L-3/DPA) is committed to establishing and maintaining a Professional Certification Program (PCP) to improve the education, training, skills, and validate the experience of its most valuable corporate resource – our employees. This program has four primary objectives:

• Improve Company Competitiveness in an increasingly challenging market where the skills and experience of employees frequently are the deciding factor in winning contracts.

• Encourage Employee Skill Development in dynamic and rapidly evolving technical fields crucial to maintaining leadership in the marketplace.

• Reward Personal Initiative that improves our ability to deliver top quality, state-of-the-art products efficiently, on schedule, and within planned costs.

• Recognize Employee Capabilities that have been developed through hard work and experience in a manner that is quantifiable and credible.

Important Note -- The L-3/DPA PCP Manual identifies those certification programs that the company has elected to support with tuition and testing assistance, professional recognition and, in some cases, with added financial compensation. L-3/DPA’s selection of a program should not be considered as an implied limitation on participation in other programs. Employees are encouraged to obtain other certifications and to include those certifications and other qualification on their resumes; however, PCP funding is reserved for those programs identified in this manual.

2 Program Organization and Administration The President of L-3/DPA has designated the Director of Performance and Quality (DoPQ) as the Certification Program Manager (CPM). The CPM will administer the PCP by doing the following:

• Working to establish and maintain an effective PCP • Approving new or revised certification programs • Approving individuals for participation in a certification program • Tracking participation in the program and achievement of certifications • Developing an annual budget • Approving expenditure of funds for training, examination and certification • Approving reimbursement of employee expenses for approved certification costs • Tracking certification related costs

The CPM shall conduct annual reviews of the Certification program with the Executive Management (EM) and the Business Area Managers (BAM) in order to ensure that the program supports the Learning and Growth objectives of the organization’s strategy. This review will occur at the conclusion of the annual strategy review and will be concluded prior to the annual Manager’s Conference. The CPM will be attentive and responsive to any changes in contract labor categories, individual customer preferences, and industry standards which could make certification a requirement of current or future contracts. The revised PCP Manual will be published on DPA Central (www.dpatraining.com/central). As the L-3/DPA PCP matures, additional areas of certification may be considered for inclusion in the program. The CPM will consider including both external certifications and internal certifications in the scope of this program. Additional certification programs may include support for development tools which become essential for development of courseware or other deliverables. Increased levels of corporate certification may also include positional certifications for training analysts and subject matter experts.

3 Recognized Certifications The following sub-sections describe the professional certification opportunities that L-3/DPA is currently supporting in seven major areas: Project/Program Management, Instructional Design, Programming/Authoring, Multimedia, Information Technology, Quality, and Continuous Process Improvement. These seven certification paths are based on industry-recognized programs where they are available. Such programs will require specific experience, training, and examinations demonstrating expertise for certification. Online courses for many of these certifications are available via MindLeaders® online training. Contact your PM to acquire a MindLeaders® account. Where appropriate and applicable off-the-shelf certifications are not available, L-3/DPA has developed in-house certification processes to verify and validate employee experience, knowledge, and skills in areas that are crucial to our success and competitive position.

3.1 Project/Program Management Project Managers (PMs) oversee the generation of all of L-3/DPA’s revenue, as well as supervising the great majority of the company’s employees. Understandably, PM competence in corporate policies/procedures, management of projects and personnel, and technical experience with our products are critical contributors to our business success. Although L-3/DPA provides prospective PMs with internal training with respect to corporate policies, processes, and procedures and the basics of project management, the most widely accepted credential regarding the Project Management Body of Knowledge (PMBOK) is the Project Management Professional (PMP®) certification administered by the Project Management Institute (PMI). Consequently, L-3/DPA places significant emphasis on the achievement of PMP® certification for those individuals serving as a PM or a BAM. In addition, PMI provides an advanced certification for Program Management Professionals (PgMP®). This certification is most appropriate for Business Area Managers (BAMs). Information regarding the PMP(R) and PgMP® certification program can be found on the PMI website at www.pmi.org.

3.1.1 Prospective Project Lead These personnel have been identified by management as potential leaders of future projects. Once approved, they will attend L-3/DPA’s internal project leader training program. Upon completion of the required training events, they will be certified as a Prospective Project Lead. Endorsement requirement: PM, BAM or a member of EM.

3.1.2 Certified Manager This designation applies to personnel who have met the Labor Category requirements for project/program manager, where applicable, and who are currently serving or have served as the principal leader of a project. Ideally, all PMs would be certified as a Prospective Project Lead prior to assuming a project leadership position. In those instances where it is not practical to attend training in advance of assignment, the nominee must attend L-3/DPAs internal project leader training program at the earliest available opportunity. Once all labor category, assignment and training requirements have been met, the individual will be recognized as a Certified Manager. Endorsement requirement: BAM or a member of EM.

3.1.3 Project Management Professional (PMP®) The PMP® credential is the certification of choice for all DPA PMs and BAMs. This credential is administered by the Project Management Institute. It recognizes demonstrated knowledge and skill in leading and directing project teams and in delivering project results within the constraints of schedule, budget and resources. This certification has eligibility requirements for project experience and project management education that are scaled to the applicant’s level of academic education. Obtaining the credential requires completion of an application process plus a multiple choice exam. In order to maintain the credential, you will be required to accumulate continuing education credits. 3.1.4 Program Management Professional (PgMP®) The PgMP® credential is available to DPA Program Managers and BAMs. This credential is administered by the Project Management Institute. It recognizes demonstrated experience, skill and performance in oversight of multiple, related projects that are aligned with an organizational

strategy. This certification has eligibility requirements for project and program experience and project management education that are scaled to the applicant’s level of academic education. On occasion, L-3 offers Advance Program Management (APM) training in a webinar format as preparation for this certification. Obtaining the credential requires completion of an application panel review, a multiple choice exam, and a multi-rater assessment. In order to maintain the credential, you will be required to accumulate continuing education credits. 3.2 Instructional Systems Development L-3/DPA recognizes the value and importance of high quality, experienced, and educated instructional systems development experts. L-3/DPA will supply our customers with the highest quality individuals who meet the labor categories specified in the overarching contract. Each proposal and delivery order shall be met with individuals who have achieved not only experience within the industry or the military, but whenever possible have demonstrated their expertise on a L-3/DPA team. Individuals who are qualified under the contract requirements will then be considered for L-3/DPA Certification Programs pertaining to Instructional Systems Development. The goal of the Certification Program is to ensure that our training experts are knowledgeable in the following areas:

• Instructional Systems Design (ISD) • ISD Governing Documents (e.g. MIL-PRF-29612) • Training Technology • Multimedia Characteristics and Features • Instructional Effectiveness • Instructional Media (EG, CBT, WBT, CAI) • Learning Theory, Instructional Theory, and the psychology of the learner • Role of the Instructional Designer as part of a development team using quality processes

and procedures

A key component of L-3/DPA’s competitiveness lies in the instructional design experience and expertise of those professionals who are schooled in the ISD disciplines. The primary credential sought by our customers in this area is an advanced degree (Masters or Doctorate) in Instructional Systems Design, Education, Instructional Technology, or Workforce Development. Employees who have such degrees and significant experience in instructional analysis, design, and development are considered to be certified professionals – no further certification is required. For those who do not hold these types of degrees, the following certification paths are available:

3.2.1 Certified Performance Technologist The Certified Performance Technologist (CPT) designation offered by the International Society for Performance Improvement (ISPI) provides a path for establishing credible recognition of instructional systems design and development experience and expertise. This certification is awarded by ISPI to experienced practitioners in the field of organizational performance improvement, whose work meets both performance-based Standards of Performance Technology and application requirements developed by ISPI.

The CPT designation is performance-based and is not dependent on level of education, specific training, or a test. An applicant must have a minimum of three or more years of experience in performance improvement and/or related fields such as instructional design, organizational development, or human resource management. The requirements to apply for certification include a description of your work experience and a detailed description of work performed on multiple projects in a manner that demonstrates the use of the first four Standards of Performance Technology three times and the remaining six Standards twice. Internal/external clients or supervisors must attest to each of these work descriptions.

A provision is available for experienced professionals who have 10 or more years of experience in performance improvement and/or instructional design. Under this provision, applicants must provide a description of their work experience and a detailed description of work performed on multiple projects in a manner that demonstrates the use of the 10 Standards one time. Internal/external clients or supervisors must attest to each of these work descriptions.

All candidates for the certification must commit to the Code of Ethics which is intended to promote ethical practices in the profession of performance improvement. Neither membership in ISPI, ASTD, or any other organization, nor the completion of a formal training or educational program is required. Once certified, performance improvement professionals must apply for re-certification every three years to maintain the CPT designation. 3.2.2 Certified Professional in Learning and Performance The Certified Professional in Learning and Performance™ (CPLP™) offered by the ASTD Certification Institute (CI) offers Workplace Learning and Performance (WLP) professionals an opportunity to enhance credibility and prove value in an increasingly competitive marketplace. This is a broad-based credential for the learning and performance professional. It covers nine areas of expertise as defined by the ASTD Competency Model.

Becoming a CPLP™ enhances your professional reputation by recognizing that you have an overall understanding of the nine areas of expertise as defined by the ASTD Competency Model, and can apply what you know. In general, credentials benefit individuals by providing a roadmap for professional development, enhancing earning potential, and broadening career opportunities. Individuals who meet all CPLP™ requirements may use the CPLP™ designation after their name.

Professionals in the learning and performance field with a bare minimum of 3 years related work experience may apply, though 5 or more years of related experience is recommended.

The CPLP™ requires passing both a knowledge exam and a work product.

• CPLP™ Knowledge Exam - Part I This exam has 150 multiple-choice questions and focuses on nine areas. Some areas weigh more than others. The testing centers are located in most major cities in the U.S. and Canada.

• CPLP™ Work Product - Part II After passing Part I, you submit a work product and answer questions in one area you select: designing learning, delivering training, or measuring and evaluating. Work products are samples of your work from actual work situations. You submit this work by mail.

3.2.3 CompTIA CTT+ CompTIA CTT+ certification is the credential recognizing excellence in classroom instruction. It is a vendor-neutral certification that is applicable to training professionals in all industries. CompTIA CTT+ proves the mastery of core instructor skills, including preparation, presentation, communication, facilitation and evaluation in a classroom environment. Endorsement requirement: PM or a member of EM.

3.2.4 Other ISD Certificates. In addition to the programs described above, a number of universities offer graduate level certificates in Instructional Design. These programs will also be considered for support by L-3/DPA on a case by case basis. Endorsement requirement: PM or a member of EM.

3.3 Programming/Authoring L-3/DPA recognizes that it is important to have computer programmers and authoring systems specialists who are knowledgeable, educated, and experienced in the Computer-Based Training (CBT) software that is used for developing courseware. Additionally, L-3/DPA recognizes the need for programming support to develop business software solutions which support product development and work efficiency in other areas such as management and office automation. Given the wide range of authoring tools and customer requirements, L-3/DPA ensures our programmers are trained in the specific software that is required to complete the delivery order tasks. The L-3/DPA PCP includes the acknowledgement of the training requirement as well as the recognition of those who complete that training. The training for L-3/DPA programmers who are involved with CBT, Web-Based Training (WBT), or Computer-Aided Instruction (CAI) development includes commercial courses, tailored vendor courses, and individual training conducted by other experienced individuals. Examples of this type of training/certification include:

• Macromedia Dreamweaver • Macromedia Flash • Microsoft Database Administrator, Application Developer, Solutions Developer • .NET technologies

The certification of programmers and authoring systems specialists in L-3/DPA will be primarily driven by our customer labor category requirements specified in contractual documents, individual delivery order requirements, and the specific programs necessary to accommodate customers’ tailored courseware development needs.

3.3.1 Macromedia Certified Professional Macromedia currently offers professional certification for several of its products; Flash MX 2004 Designer, Flash MX 2004 Developer, and Dreamweaver 8 Developer. Candidates for these certifications must ensure they prepare for testing on the current version of the software. Details concerning these certifications follow:

3.3.1.1 Macromedia FLASH Designer

The Macromedia Flash Designer certification is based upon the most critical job activities a Flash Designer performs. The skills and knowledge certified by this examination represent a professional level of expertise. To become certified, an individual must pass a challenging exam that consists of approximately 65 multiple-choice questions. The exam is delivered by a commercial vendor in a secure and proctored testing environment. Endorsement requirement: PM or a member of EM.

3.3.1.2 Macromedia FLASH Developer

3.3.1.3 Dreamweaver Developer

The Dreamweaver Developer certification represents a professional level of expertise in the activities that demonstrate an individual's competency as a Dreamweaver developer. A certified individual should thoroughly understand the Dreamweaver application, web page design, web page authoring, and supporting technologies. To become certified, candidates must pass a challenging exam that consists of approximately 65 multiple-choice questions. The exam is delivered in a secure and proctored testing environment. Endorsement requirement: PM or a member of EM.

3.3.2 Microsoft Software Developer Certifications Microsoft awards certifications based on completion of approved courses and competency examinations. Microsoft offers a wide range of certifications that cover the spectrum of professions within the IT/Programming industry. An overview of Microsoft certifications can be found at http://www.microsoft.com/learning/mcp/default.mspx. The certifications listed below will be considered for programmers who have shown a high degree of skill in database development or other application/tool development efforts within the company. Endorsement requirement: PM or a member of EM.

• MCDBA – Microsoft Certified Database Administrator: Microsoft Certified Database Administrators (MCDBAs) design, implement, and administer Microsoft SQL Server™ databases.

• MCAD – Microsoft Certified Application Developer: Microsoft Certified Application Developers (MCADs) use Microsoft technologies to develop and maintain department-level applications, components, Web or desktop clients, or back-end data services.

• MCSD – Microsoft Certified Solution Developer: Microsoft Certified Solution Developers (MCSDs) design and develop leading-edge business solutions with Microsoft development tools, technologies, platforms, and the Windows architecture.

L-3/DPA will support individual efforts and pay for Microsoft Self-Paced Training Kits and the end of course exams for MCDBA, MCSD and MCAD certifications.

3.4 Multimedia The following section addresses the major multimedia software tools that L-3/DPA is considering appropriate for our teams. These sections address the commercially available training, testing and certification programs that are considered appropriate for L-3/DPA illustrators, graphic artists, 3-D modelers, animators, and videographers. There are three levels of Adobe® Certified Expert certification:

3.4.1 Adobe Certified Expert - Single Product Certification

Single product certification recognizes proficiency in a single Adobe product. To qualify as an ACE, one must pass one product-specific exam. Example: ACE, Adobe Photoshop® CS. Endorsement requirement: PM or a member of EM.

3.4.2 Adobe Certified Expert - Specialist Certification

Specialist certification recognizes proficiency in a specific medium: print, Web, or video. To become certified as a Specialist, one must pass the exams on the required products as shown in the ACE FAQ (http://www.adobe.com/support/certification/pdfs/ace_faq.pdf). Example: ACE Print Specialist (with passing marks on the tests for Adobe InDesign, Adobe Acrobat®, and either Adobe Photoshop® or Adobe Illustrator®). Endorsement requirement: PM or a member of EM.

3.4.3 Adobe Certified Expert – Master Certification Master certification recognizes skills in terms of how they align with the Adobe product suites. To become certified as a Master, one must pass the exam for each of the products in the suite. Example: ACE, Creative Suite Master (with passing marks on the tests for Adobe Acrobat, Adobe GoLive®, Adobe Illustrator, Adobe InDesign, and Adobe Photoshop) ACE exams are computer-delivered, closed-book tests consisting of 60 to 90 multiple-choice questions. Each exam takes one to two hours to finish, and results are given to the certification candidate at the testing center immediately after completion. The keys to preparing for an ACE exam are experience with the product and studying using the Prep Guide available from the Exam Bulletin. To access online training, user guides, and many other study materials, visit Adobe's training resources page. L-3/DPA will support individual efforts and pay for testing for Adobe Photoshop CS Expert, Adobe Illustrator CS Expert, and Adobe Web Specialist certifications. 3.5 Information Technology Information security and mastery of computer technology are key to keeping L-3/DPA a successful corporation. Our customers demand the highest standards of compliance with IT standards, directives, and doctrine. Consequently, our teams are continually challenged to ensure system readiness is maximized, data security is optimized, restore/recovery procedures are streamlined, data transfer supports all delivery requirements, and our systems are state of the art. To achieve these customer needs, L-3/DPA has established the Director of Information Technology position. This corporate position is responsible for keeping the company compliant and functional in a wide range of technical areas. The Director of IT is responsible for the support of all L-3/DPA facilities through the local network administrators. The Director of IT will coordinate with the CPM in order to achieve minimum certification levels at each site. L-3/DPA has embraced the full range of Microsoft (MS) and CompTIA certification programs listed below as a path to the minimum certification requirements as stipulated in the DPA IT Plan. L-3/DPA will support individual efforts and pay for self-paced training kits (where applicable) as well as the end of course exams for all approved certification tracks. Selection for a certification program will be made by the CPM after ensuring there is a clear understanding of the expense involved as well as what is expected from the individual in return.

3.5.1 Microsoft Certified Desktop Support Technician (MCDST) The Microsoft Certified Desktop Support Technician (MCDST) credential proves that you have the skills to successfully support end-users and to successfully troubleshoot desktop environments that are running the Microsoft Windows operating system. Endorsement requirement: PM, Director of IT, or a member of EM.

MCDST candidates are required to pass two core exams. • Exam 70-271: Supporting Users and Troubleshooting a Microsoft Windows XP

3.5.2 Microsoft Certified Technology Specialist (MCTS) The three Microsoft Certified Technology Specialist (MCTS) certifications on Windows Server 2008 demonstrate an IT professional's in-depth, current skills on Active Directory, network infrastructure, or applications infrastructure. Endorsement requirement: PM, Director of IT, or a member of EM.

MCTS candidates are required to pass one test in one of three specialty areas.

• Exam 70-640: Windows Server 2008 Active Directory, Configuring • Exam 70-642: Windows Server 2008 Network Infrastructure, Configuring • Exam 70-643: Windows Server 2008 Applications Infrastructure, Configuring

3.5.3 Microsoft Certified IT Professional (MCITP): Server Administrator The Microsoft Certified IT Professional (MCITP) credential is the leading certification for Windows Server 2008, providing widely recognized, objective validation of your ability to

perform critical, current IT job roles by using Microsoft technologies to their best advantage. Endorsement requirement: PM, Director of IT, or a member of EM.

3.6 Quality Quality is an essential element of L-3/DPA’s corporate culture and strategy. Accordingly, there is a significant emphasis on the attainment of competency in this discipline area. In addition to supporting two external certifications related to corporate-level requirements, L-3/DPA has an internally developed Quality Representative program which provides two levels of certification designed to support project-level quality roles and responsibilities.

3.6.1 Quality Control Representative (QCR) Certification The role and responsibility of a QCR is described in L-3/DPA’s Quality Manual, Section 5.5 Responsibility, Authority and Communication. Any individual who will perform final product inspections must be certified as a QCR prior to being assigned to perform those responsibilities. In order to facilitate a positive experience for the prospective QCR, PMs should carefully consider the general characteristics that lend themselves to an individual being a successful QCR: the ability to speak and write clearly and correctly; a detail orientation to all tasking, particularly when applied to a visual medium; the capability to think logically and systematically; and the capacity to deal well with stressful situations when deadlines are short. Individuals who do not possess these traits should be channeled to professional development in their current discipline area. Endorsement requirement: PM or a member of EM.

3.6.3 ISO 9001 Internal Auditor ISO 9001 Internal Auditors are responsible for planning, scheduling and/or conducting ISO 9001 internal audits. This certification is reserved for personnel who will be involved in the ISO 9001 auditing process at the corporate-level. L-3/DPA recognizes the training and certification of any RABQSA-certified Internal Auditor or Lead Auditor course. Endorsement requirement: QM, DoPQ, or a member of EM.

3.6.4 Certified Manager of Quality/Organizational Excellence (CMQ/OE) The CMQ/OE is a professional who facilitates and leads team efforts to establish and monitor customer/supplier relations, supports strategic planning and deployment initiatives, and helps develop measurement systems to determine organizational improvement. This certification is reserved for personnel who will be assigned key management responsibilities within the Department of Performance and Quality. 3.7 Continuous Process Improvement The L-3/DPA Continuous Process Improvement Representative program provides certification at three levels of Lean Six Sigma expertise. Periodically, DPA quality personnel may provide internal training for groups of personnel who are pursuing one of the certifications listed below. However, external training is envisioned as the primary method of certification for this discipline area. Although Lean Six Sigma methodologies and certification levels are fairly well established, the curricula outline for all external CPI training programs must be submitted for review and approval by the CPM as part of the application process. Certification must be determined by demonstrated knowledge of CPI methods (examinations). In addition to any certifying agency requirements, prospective Green Belts and Black Belts must lead a chartered DPA Process Improvement Team (PIT) to completion in order to achieve their L-3/DPA certification.

3.7.1 Lean Six Sigma Yellow Belt (LSSYB) Certification A Yellow Belt participates as a core member or subject matter expert on a cross-functional PIT. Lean Six Sigma Yellow Belt training provides an introduction to basic methodologies of Lean, Six Sigma and Theory of Constraints, as well as an understanding of their more basic tools. This gives employees a stronger understanding of CPI and improves their ability to productively participate in those efforts. Endorsement requirement: PM, DoPQ, or a member of EM.

3.7.2 Lean Six Sigma Green Belt (LSSGB) Certification A Green Belt is responsible for leading a cross-functional PIT at the project or program level. In addition, Green Belts are called upon to support deployment of Lean Six Sigma techniques within their projects, as well as supporting data collection and analysis for corporate-level improvement efforts under the supervision of a Black Belt. Green Belt training provides a more detailed understanding of Lean, Six Sigma, and Theory of Constraint methodologies, as well as competence in both soft and hard tools. Endorsement requirement: PM, DoPQ, or a member of EM.

3.7.3 Lean Six Sigma Black Belt (LSSBB) Certification A Black Belt is responsible for leading corporate-level PITs, mentoring Green Belts and conducting internal CPI certification training. Black Belt training covers advanced statistics, process capability, process control, Design of Experiments (DoE), Design for Six Sigma (DFSS), and management of LSS projects. Black Belts are expected to oversee, lead and mentor multiple projects simultaneously. Endorsement requirement: DoPQ or a member of EM.

4 Individual Responsibilities

4.1 Commitment Nomination of candidates will be based upon performance of assigned duties, level of skill, and work ethic as demonstrated in the work environment. Prior to nomination for the certification, the individual must be prepared to perform five tasks:

1. Properly identify the requirements and costs during the application process 2. Apply the personal financial resources to support those items that are required for

certification that are not supported by L-3/DPA (refer to section 5.2) or to support a percentage of the certification cost as agreed to during the application process

3. Dedicate the time and attention required to prepare for and achieve certification 4. Apply the knowledge and skills achieved to their job in order to improve the efficiency

and productivity of their team 5. Improve corporate capability and competitiveness by providing training and support to

others who are pursuing a certification or who are not certified

4.2 Application Process Candidates should begin be carefully reviewing the discipline specific certification requirements outlined in the applicable paragraph of Section 3, as well as the requirements of any external organization that will be involved in the certification. Some discipline certifications have unique requirements regarding material that must accompany the application or documents that must be submitted prior to completion. In each case, it is critical that the applicant fully research and appreciate the certification path and the potential cost of the effort. In order to be granted L-3/DPA certification support, recognition and/or financial compensation, the individual must complete a Certification Program Application (from Section 6) for submission to the CPM. The application must be approved by one of the individuals identified by the Endorsement Requirement in each certification program description. The candidate and the “Recommending Manager” should work together to complete the cost section of the application, identifying the anticipated costs, what portion of those costs the applicant requests the L-3/DPA support, and the requested level of financial compensation. The Recommending Manager must support the proposed certification effort and request the commitment of L-3/DPA resources as identified on the application. The CPM will validate the certification path proposed, determine available funding, review the requested financial compensation in accordance with Section 5.3.3., and approve or disapprove the application. In cases where the application is disapproved, the CPM will return the application to the manager and the candidate with the reason for disapproval. Approved applications will be forwarded to the VPCO to validate reimbursement for the candidate as costs are incurred. The CPM will notify the candidate and the manager via e-mail when an application is approved. The applicant is responsible for notifying the CPM when the certification process is complete and for providing documentation of the certification. Objective evidence of the achievement of the certification is required prior to initiation of recognition and rewards.

5 Corporate Responsibilities Corporate responsibility to effectively implement the L-3/DPA PCP falls into three categories. The three categories are: proper selection, certification support, and recognition. These three areas of responsibilities are covered in the following subsections:

5.1 Candidate Selection The L-3/DPA Recommending Manager identified in Section 3 and the CPM are responsible for ensuring that an individual who is selected for the certification process is qualified and prepared to assume the responsibilities identified in Section 4. In order to accomplish this proper selection, the Recommending Manager must spend time ensuring they have reviewed the individual’s credentials, work ethic, and ability to learn as observed on L-3/DPA efforts. Before the Recommending Manager endorses the candidate’s application, they shall ensure that the candidate fully understands the level of commitment required (as outlined in Section 4). Once there is an agreement between the proposed candidates and the manager, the nominations can be submitted to the CPM. The CPM is responsible for evaluating and selecting suitable candidates, as well as approving the level of corporate support and financial compensation in accordance with the following sections.

5.2 Certification Support The amount of time it will take an individual to prepare for certification can range from weeks to months to as much as a year, depending upon the specific requirements and the discipline area. Consequently, the CPM will work with the Recommending Manager to ensure that there is a clear understanding of how an individual’s time can be allocated during the preparation phase. The L-3/DPA CPM will examine the historical time required to prepare for certification based upon the individual’s workload and initiative, and project flexibility. Part of the time associated with developing the expertise and preparing for certification tests may be covered by L-3/DPA with direct or indirect funds, depending on the nature of the contract, the certification and the individual’s job position. However, it will almost always be necessary for an individual to use their personal, non-working hours in order to study, prepare for, and take the certification test. If a specific course of instruction is required, or there are starting materials that are necessary in order to prepare a candidate for certification, the individual will identify those material costs in the application and the CPM will determine what costs or portion of those costs will be covered by L-3/DPA funds. In some situations, all costs associated with a given certification level may be funded by L-3/DPA. However, in most cases certification costs will be split between the individual and L-3/DPA. On most certification plans, a test will have to be completed. The cost of each test will be pre-approved by the CPM and will be reimbursed by the corporation when successfully passed. The cost of any test that is not passed will be borne by the individual unless special arrangements have been made in advance with the PM and CPM. When required to attend training or testing, L-3/DPA may cover cost of travel. In summary, the CPM, the Recommending Manager, and the individual must be involved in developing a comprehensive plan well in advance of the individual being approved to start the certification process.

5.3 Recognition Corporate recognition of certification shall be made in three forms; 1) an announcement, 2) level of responsibility, and 3) financial compensation. These three areas are covered in Section 6 of the PCP. L-3/DPA believes the individuals that work hard, study long hours, and put themselves under stress in order to take the exams should be recognized by the corporation. The contributions an individual makes in order to become certified can be extensive or minor based upon the actual level of certification achieved. Additionally, each discipline has levels of certification which can be extremely difficult to accomplish or relatively easy to achieve, based upon duration of employment, participation on teams, and/or years of experience. The level of recognition, the type of recognition, and the consequences of recognition, will vary tremendously between each of the disciplines and through the levels of certification that can be achieved. In summary, there are three ways in which an individual’s certification achievements are recognized: announcement/certification award, level of responsibilities and position, and financial compensation. These three types of awards are addressed in the following sections.

5.3.1 Announcement/Certification Award There are three primary ways in which an individual is recognized upon achieving a level of certification. For every individual who achieves certification:

• An announcement will be made to all BAMs/PMs • Additionally, a shirt (see Figure 6.1) with the L3/L-3/DPA logo and the title “Certified

Professional,” will be provided. The award will be given at the weekly PM meeting following certification by the individual’s PM or, when appropriate, the Site Manager

5.3.2 Level of Responsibility/Job Position L-3/DPA recognizes that when an individual becomes certified, it is an indication of their level of professionalism. This level of professionalism could have already existed in the individual and certification is merely an endorsement by L-3/DPA or a certifying organization that this person is in fact certified to a specific level or standard. The important point to note is that the individual is also being identified as eligible for greater opportunity and responsibility, or for a different job position within the company. Additionally, there may be times when certification is required to maintain a current position. In this case the individual should recognize that he/she achieved the minimum standard required to hold his/her job and that the training, testing, and certification are all part of the process to allow them to hold or maintain his/her position within the company.

5.3.3 Financial Compensation When an employee becomes certified, he/she may become more valuable to the corporation for any of the reasons identified in Section 1. Therefore, L-3/DPA may elect to increase individual financial compensation as a result of achieving certification. The requested level of financial compensation will be identified on the application. Financial recognition may be implemented as an out-of-cycle Pay Adjustment Memorandum (PAM) or it may be integrated into an annual review, a special performance review, a promotion, or change in geographic location. The following sections identify the maximum levels of compensation associated with certification. Note: Increases in financial compensation arising from multiple certification within a discipline area are limited to the indicated career maximum. In certain cases, L-3/DPA may elect not to provide financial compensation. Examples of these circumstances include but are not limited to: the individual is transitioning from a legacy PCP certification to a current one; the certification is for the purposes of validating current position, experience, and level of compensation; or, the individual demonstrates unsatisfactory performance during the period in which the certification is being pursued.
