Uncontrolled vocabulary: govt info vs govt_info (don’t forget the note!)
Wisdom of crowds: check out popular tags (folksonomy as grouping mechanism)
Meta Tags: go ahead and use them (i.e., for:user name, system:media:audio, system:filetype:pdf...)
