Debris Removal Pilot FeaturesScope•Applies to debris removal and management•Includes collection, hauling, processing, and disposal of disaster-generated debris•Does not apply to emergency work that is not related to debris removal•Does not apply to demolition of damaged structures•Can be used individually or with any other pilot feature


Debris RemovalAccelerated Debris Removal (Sliding Scale)•Incentive for Subgrantees to accelerate removal of debris•Federal cost share increase applies to debris removal completed within each specified time frame

•Incentive is not applied to Direct Federal Assistance (DFA)•Incentive is applied to large projects only

Debris RemovalRecycling Revenues (applicable to large projects only)•Subgrantee may retain revenues received through recycling eligible disaster debris•Cost of establishing and operating a recycling program or process is not eligible•Subgrantee must provide Grantee with written notification of revenue received and plan for use of funds•Revenues must be used for approved purposes prior to period-of-performance deadline


Debris RemovalStraight Time Force Account Labor•For eligible debris removal activities, base and overtime wages for existing employees and extra hires are eligible •Applies to both large and small projects•Applies to debris removal only; does not apply to other types of emergency work
