Body of programme management experience;
Body of programme management tools & approaches;
Art. 5 of the new Regulation – promotion of good governance;
Focus on outcomes as well as outputs.
Aim & Objectives of the CoP
To discuss & identify the operational, strategic and/or policy value of the collective programme management experience with a view to adding value to on-going management of funds:
Collate, share & validate good practice; Produce & disseminate toolkit; Disseminate and inform.
Activities to Date
Steering Group Meetings (Ireland, Lithuania and Flanders are members of the Steering
Group).
Developing & testing the Core Processes Framework (CPF).
Seminars - Dublin, Vilnius, Brussels
Findings to Date
Significant interest in quality management in general and in programme management as a discrete discipline.
Focus on outcomes rather than simply accounting for outputs requires different approaches, tools & skills.
Future Plans?
Promote quality programme management through peer mentoring, bi-laterals, practice & expert exchange etc.
Promote better project management through roll-out of quality audits;
Encourage and promote professionalism in progrmme management.
Conclusion
Outcome focused management. Quality focused management. Connecting with Lisbon & General
Regulation – enhanced delivery and quality customer service, better governance.
